Turning a Brownfield into a Environmentally Seward in
Portsmouth, Virginia
Overview of RDS’ Facility at 3325 Frederick Blvd• Property was purchased in 2004• During initial site work in 2005, there was a
release of a petroleum product suspected to be diesel range organics
• An investigation was undertaken to determine the source of the diesel range organics
• It was determined from the 1970s through the early 1990s Portsmouth Paving had occupied the site manufacturing asphalt
• The site contained ASTs, which had been removed prior to purchasing the property in 2004
• However, the contamination was not only on RDS’ property but also on the adjacent property and no further action was taken
• In 2009 RDS purchased this adjacent property and then consult DEQ for a Voluntary Soil Remediation to clean up the site
• DEQ also did not find the remediation necessary since the contamination had not spread rapidly due to its high viscosity
• RDS spent over $500,000 to fully remediate the site, which took almost 2.5 years
• The site was completely remediated on June 11, 2012
RDS Today• The site has been fully remediate, no additional
contamination has been found, and all monitoring wells have been removed
• Currently RDS is under an expansion, adding additional warehouse space, a new office and look for LEED Certification on the project
• All to better meet Hampton Roads’ Recycling Needs
