We are living in the time of big challenges and opportunities. The world as the whole of human civilization, as the socio-economic-political system of humanity, with its global ecological system, is rapidly changing. It’s becoming smaller, more unstable, and more endangered. Everything is fluid and fraught with volatility and uncertainty, the global climate, population, economy, politics, ecology, religion, networks, states and cities, thus the whole world future.

Comprising 195 independent sovereign states, 60 dependent areas and five disputed territories, the world is going through the lasting global crisis, when decisive changes are impending, when the whole world system is looking for a radical transformation in all the key spheres, sectors, parts and systems.

The present world is a world of unsustainable growth, extreme inequality, overwhelming poverty, ill-gotten wealth. Its wealth is idiosyncratically distributed between the few richest haves and the poor have-nots, with almost half going to the richest one percent and the other half to the remaining 99 percent, creating huge disparities in wealth and income, power and rights.

In 2013, the total global wealth amounted to $240.8 trillion. Share of wealth for the bottom half of the population was 0.71 percent, while the richest one percent had 46 percent (amounting to $110 trillion).

The world's 85 wealthiest were worth a collective $1.7 trillion, while the same amount was owned by half of the world's poorest people, a total of roughly 3.5 billion.

Such extreme inequality has been ‘impacting social stability within countries and threatening security on a global scale’, according to the World Economic Forum. It poses a major risk to human progress, to building inclusive political and economic systems increasing social tensions and the risk of social unrest and societal breakdown.

The Smart State Strategy is emerging in the quest for sustainable growth and smart economic, technological and socio-cultural development and intelligent governance for international communities and states, regions and cities, and global virtual communities, as well as for enterprises, industries and economies, local, regional and global.

Smart Nations are Intelligent Nations, Eco Regions and Smart Districts, Intelligent Cities and Green Communities, Smart People and Smart Life, Sustainable Land and Environment, Sustainable Infrastructure and Smart Industry, Smart Grids and Eco Buildings, Intelligent ICT and Eco Mobility, Big Science and Future Technology, Internet of Everything and Smart Web, Smart Financing and Intelligent Banking, Smart Health and Education, Smart Security and Safety, Smart Government, Regulations and Standards.

Great Smart States, or Superpowers, are to became the engine and key driver of an instrumented, interconnected, intelligent , inclusive and innovative world of the future, 5i-World.

States widely considered as being potential superpowers are  the United States  China, the European Union, India, Russia, or Brazil

With the Smart and Sustainable State Commitments, it could be evenly predicted that: "It is going to be China's century. China is going to be the biggest economy and leading techno-power in

Cultural, Soft Power with Cultural superiority (high development of the arts and sciences, creative class, Intelligent resources and social capital, or smart people; global cultural influence in science and technology, music, literature, film, television, cuisine, art, fashion, etc.)

Technological superiority (superior technological infrastructure, technological innovations, intelligent ICT networks, smart mobility, smart cities and digital hi-tech communities; added value hi-tech smart economy; global technological dominance)

China's and Russia’s abilities to become a superpower is arrested by the most listed negative factors.

For China, in the first place, it is limited supplies of energy and raw materials, low innovation capability inequality and corruption risks to social stability risks to the environment For Russia, its, again: low innovation capability inequality and corruption risks to social stability risks to the environment, etc. In the recent trade agreements, aiming to reach $100 billion in 2015 and $200

billion in 2020, China is acting as a “smart” player, covering its needs for energy, oil and gas, and raw materials, to become the world's largest economy by 2021, with GDP about $24 trillion.

Acting as a raw materials supplier for making China a superpower, Russia is limiting itself to the status of nonrenewable energy superpower dependent on energy consumers.

An energy superpower is a nation that supplies large amounts of energy resources (crude oil, natural gas, coal, uranium, metallic ores, etc.) to the global market, thus gaining a political or economic global advantage.

Current Nonrenewable Energy Powers: Russia; Saudi Arabia; Canada; Venezuela; Australia; Iran

A smart energy superpower is a state developing smart gas/oil fields of the future by optimizing the oil and gas production from the reservoir, through the wells, and surface facilities by means of intelligent technologies and smart ICT systems, as energy-smart technologies as smart grid, electric vehicles and power storage

A eco-energy superpower is a state that supplies large amounts of renewable energy and fuels to the global market, thus gaining a political or economic global advantage

GREEN WORLD’S ENERGY INFRASTRUCTURE It is projected that by 2030 the entire world could be powered by renewables, with the following

energy generation mix: 3,800,000 5-MW wind turbines; 49,000 300-MW concentrated solar plants; 40,000 300-MW solar

PV power plants; 1.7 billion 3-kW rooftop PV systems; 5,350 100-MW geothermal power plants; 270 new 1300-MW hydroelectric power plants; 720,000 0.75-MW wave devices; 490,000 1-MW tidal turbines; Storage in grid-connected electric and hybrid-electric vehicles.

The Global Initiative on Smart Nations is about creating new class of State Power: Smart and Sustainable Power of Innovative superiority (superior national innovation system, Innovation

capability and innovation absorption; global Innovation dominance; Large capital smart investment programs and future technology large-scale projects; Intelligent infrastructure development (green land and environment, sustainable roads and transportation networks, energy networks, communications networks and digital infrastructure, water management networks, etc.)

National authorities must have initial funds for the Sustainable Land/State/Nation/Country comprehensive strategy, integrated planning and “state intelligence” governance cloud platform.

National authorities are to understand the criticality of the overall growth strategy, comprehensive planning and intelligent design of the Smart Nation Program.

National authorities must be willing to scale up and replicate both strategic knowledge and model projects at the international levels.

National government is to consider the integrated smart growth strategy for the sustainable urban and rural development.

A National “Smart State” Advisory Council is to be established to take responsibility and support of the strategic growth plan of the country.

A National University or group of universities or research institutions and industry are to be committed in the sustainable nation and smart cities R & D & I.

Countries selected for the Smart Nations Global Initiative will be required for citizen engagement and involvement and knowledge sharing to help all the project stakeholders make optimal contributions.
