IAEA Project Objectives

• A new IAEA Safety Report to guide regulators and users of either GS-R-3 and NQA-1

• Support implementation of the new Management System Requirements, GS-R-3

• Provide a user of one of the standards with similarities and differences of the requirements in the other standard

• Achieve integration of and compliance with both standards

Replaces IAEA 50-C-Q, Quality Assurance, 1996, which is modeled after DOE and NQA-1

GS-R-3 Requirements 2.1, 2.2, 2.4, 3.12, 3.13, 3.14, 5.7, 5.10, and 6.5.

Recommendations.

GS-R-3 users should address organizational freedom, independence of verification activities, and the following verification functions:

(1) identifying quality problems

(2) initiating, recommending, or providing solutions to quality problems through designated channels

(3) verifying implementation of solutions

(4) assuring that further processing, delivery, installation, or use is controlled until proper disposition of a nonconformance, deficiency, or unsatisfactory condition has occurred.

GS-R-3 NQA-1a-2009 and Recommendations

2.1-2.10 Management System

General Requirement

2.1 A management system shall be established, implemented, assessed and continually improved. It shall be aligned with the goals of the organization and shall contribute to their achievement. The main aim of the management system shall be to achieve and enhance safety by: Bringing together in a coherent manner all the requirements for managing the organization; - Describing the planned and systematic actions necessary to provide adequate confidence that all these requirements are satisfied; Ensuring that health, environmental, security, quality and economic requirements are not considered separatelyfrom safety requirements, to help preclude their possible negative impact on safety.

NQA-1a-2009 Requirements 1 and 2.

Recommendations.

NQA-1a-2009 users should ensure that health, safety, environmental, security and economic requirements will be implemented as part of continual improvement of the management system.

2.3 The management system shall identify and integrate with therequirements contained within this publication:- The statutory and regulatory requirements of the Member State;- Any requirements formally agreed with interested parties (also known as ‘stakeholders’);- All other relevant IAEA Safety Requirementspublications, such as those on emergency preparednessand response and safety assessment;- Requirements from other relevant codes and standards adopted for use by the organization.

Recommendations

NQA-1a-2009 users should addressthis GS-R-3 requirement. Consult GSG-3.1 2.1-2.6 and GS-G-3.1 AppendixI for guidance on implementation ofthis requirement.

• IAEA Safety Report has been completed and will be available in 2010.

• ASME NQA-1, Part IV is completed and will be published in 2010 addenda as subpart IV

Additional Information:• NQA-1 and GS-R-3 currently have an approved

comparison document to ISO 9000. The addition of this Comparison Guidance Document serves to broaden the acceptance of different standards
