create 4 strips of tulle that

are each 24” by 6”.

sew one to the front

and back of the dress

on each shoulder to

make shoulder straps.

sew the other two so

they rest off your shoulders.

lay down your remaining tulle.

fold over 3 inches at the top.

sew across to make

a narrow waistband.

use your safety pin to feed

the ribbon through this band.

now fold the entire piece

in half width-wise.

sew up the length of the

open side to finish your skirt.

slip it over the dress and pull

the ribbon to cinch the waist.
