Key findings • The attack on the Government Office Complex on 22 July could have been prevented
• The authorities failed to adequately protect the people on the island of Utøya.
• More security and emergency preparedness measures to prevent attacks and mitigate
their effects should have been in place on 22 July
• Better ways of working and a broader approach could have alerted the Police Security Service (PST) to the perpetrator before 22 July.
• The health and rescue services cared well for the injured and the next of kind in the acute phase
• The Government communicated well with the general public. The various ministries managed to continue their work despite the casualties and material damage
