Lessons from working with utilitiesFront line health workers and utility workers can monitor water quality, regardless of their level of education, age, or familiarity with technology. Water users are concerned about water quality and want alternatives. Shallow dug wells are highly contaminated in urban and peri-urban areas, and compete with safer piped water. Utilities struggle most with non-revenue water, customer management and billing systems, and transportation.
