• This agreement sets out what countries have to do to make sure that persons with disabilities have the same rights as everybody else.

Article 1

What does the Government of Rwanda need to do?

Women with disabilities being treated equally

• Countries will work to make sure that women and girls who have a disability have full, free and equal lives.

Article 6

Children with disabilities being treated equally

Article 7

Giving people information about disability

• Rwanda has agreed to do things to make everyone else aware that persons with disabilities have the same rights as everyone else and to show them what persons with disabilities can do

Article 9

• There should be better access to information.

Article 10

EmergenciesIbihe by’amage bibangamira abantu

• Making sure that persons with disabilities are properly protected when there are risky situations for everyone, for example when hurricanes happen.

Article 11

Being treated equally by the law

Kungana imbere y’amategeko • Persons with a disability are to be

respected by the law like everyone else.

same right to make their own decisions about important things as everyone else.

Article 12

• Persons with a disability should have the proper support they need when making decisions.

• If a person really does need someone else to speak for them there should be rules to make sure this is done properly.

Persons with a disability have equal rights to: Abantu bafite ubumuga bafite uburenganzira bungana ku:

• Be able to borrow money the same as anyone else.

Getting justiceUburenganzira k’ubutabera

• Persons with a disability should have the same rights to go to court, take other people to court or take part in what happens in courts as anyone else.

• Persons with a disability should get support to make sure they get these rights.

• There should be special training for courts, police and prison staff.

Article 13

Being free and safeUbwisanzure n’umutekano bya muntu

• Persons with a disability should be free and safe, the same as everyone else.

• Persons with a disability should not be locked up just because they have disability but only if the law says so for other reasons.

• If persons with a disability are locked up they should be treated in the ways this agreement says.

Article 14

• They should also have the same rights that everyone else has under other international laws.

those rights but they include being:

• Persons with a disability must not be experimented on, especially medical experiments, (unless they freely agree).

• Rwanda must do everything possible to make sure these things do not happen.

Article 15

Not being used or abusedUburenganzira bwo kudakoreshwa uburetwa no

kudahohoterwa • Countries must make laws and rules to make

sure persons with a disabilities are protected in the home and outside from violence, being used or abused.

• Countries should make sure that persons with a disabilities who have been abused get the help and support they need to keep them safe and help recover from the abuse.

Article 16

• Countries must make sure they have good ways of finding out about abuse and making the abusers go to court.

• Countries must think especially about the abuse of women and children.

Treating persons with a disability as people first

Article 17

Article 18

• To have papers, like passports, that other people have.

• Children with a disability will have the right to a name from birth, a right to be a citizen and if possible, the right to know and be cared for by their parents.

Independent living and being a part of the community

Article 19

• And not to live in a particular place like a hostel if they don’t want to.

Article 20

Saying what you want and access to information

Article 21

Article 22

Respect for the home and the family

• Rwanda must make sure that persons with a disability have equal rights to marriage, a family and personal relationships.

Article 23

Rwanda must make sure that:U Rwanda rugomba gukora kuburyo:

•Persons with a disability have equal rights to get married and start a family as long as both of the couple want to.•Abantu bafite ubumuga bagira uburenganzira bwo gushyingirwa no gushinga umuryango igihe cyose abashaka kubana babyifuje .

•Persons with a disability have a right to decide how many children they have and when to have them, and not be sterilised against their will. •Abantu bafite ubumuga bahabwa uburenganzira bwo kugena umubare w’abana bifuza kubyara n’igihe cyo kubabyara no kugahatirwa kuringaniza urubyaro.

• Persons with a disability have the right to family planning and other information to help them decide these things.

• Abantu bafite ubumuga bafite uburenganzira bwo kuringaniza urubyaro no kubona amakuru abafasha gufata imyanzuro ijyanye n’uburyo bukoreshwa.

• Countries will provide support to Persons with a disability to help bring up their children.

• Children with disabilities have the right not to be kept apart from their families. Countries must support children with disabilities and their families.

The rights of children come first.Uburenganzira bw’abana nibwo bw’ibanze:

•Countries will make sure children are not taken away from their parents if they don’t want to be, except when the law says it is in the best interests of the child. • Persons with a disability have a right to education.

• Rwanda will make sure persons with a disability have the opportunity to go to mainstream schools and can carry on learning throughout their lives so that:

Article 24

• Persons with a disability are able to develop their skills and abilities and take their place in the world.

• Persons with a disability are not excluded from (kept out of) any sort of education.
