Pasadena ISD Technology Plan

“An effective technology plan is based on the shared vision of educators, parents, community members, and business leaders who have technological expertise. It ensures that technology strengthens existing curricula and support meaningful, engaged learning for all students. It also specifies how the technology will be paid for and how its use will supported” (November & Staudt, 1998).

PASADENA ISD TECHNOLOGY PLAN

•According to the requirements of the Texas Education Code, campus and district improvement plans must include the integration of technology in instructional and administrative programs.

•Under the Federal No Child Left Behind (NCLB) Act of 2001, Title II, Part D, Enhancing Education Through Technology, the law states that in order to be eligible to receive a sub grant from the State educational agency, a local educational agency or eligible local entity shall submit to the State educational agency an application containing a new or updated local long-range strategic educational technology plan that is consistent with the objectives of the statewide educational plan.

•Schools and districts are required to have an approved technology plan to participate in the federal Schools and Libraries Universal Service Support Mechanism, better known as E-Rate.

ALIGNMENT WITH THE LONG RANGE TECHNOLOGY PLAN

The District Technology plan uses the Texas Long Range Plan for Technology, No Child Left Behind, Erate, The Partnership for 21st Century Skills, APQC’s Process Classification Framework and researched based best practices as frameworks.The Technology Planning Committee has 97 district members made up of the following stakeholders;6 - Assistant/Executive Superintendents5 - Executive Directors8 - Directors2 - Assistant Directors9 - Instructional Specialist including Special Programs3 – Coordinators17 - Principals3 - Assistant Principals17 - Teachers3 - Parents4 - Students1 - Police2 - Counselors7 - Technology Services6 - Instructional Technology4 – Community Members9 - Instructional Specialist including Special Programs

Student Enrollment consists of a total enrollment of 49,719 studentsWhich includes 34 elementary schools, 2 fifth grade centers, 1 middleschool, 10 intermediate schools, 5 high schools and 4 alternative schools. TEACHING AND LEARNING

All Career and Technology Education (CTE) courses will be associated with an industry certification or license.

The special education division will be trained to help students and teachers acquire the appropriate technology so that all students can utilize technology.

More course will be added to the existing Pasadena Virtual School, which allows students 24/7 access to online learning.

Assure all schools are participating in the STaR chart surveys.

Provide teachers with the necessary technology devices for 21st Century classroom learning.

Provide adequate software and hardware for classroom learning.

“Professional educators will be supported individually and in teams by technology that connects them to data, content, resources, expertise, and learning experiences that can empower and inspire them to provide more effective teaching for all learners”(NETP, 2010)

EDUCATION PREPAREDNESS& DEVELOPMENT

Technology staff development will be the primary focus in order to integrate technology into the curriculum and instruction.

Provide staff development for the skills needed to provide teachers with resources and modeling on how to infuse technology into the curriculum and instruction.

Teachers will be expected to complete the Awareness level courses within the first year they receive a computer and continue technology staff development thereafter.

Workshops will be continue to be provided to all teachers, administration and staff via the Instructional Technology Specialists, campus workshops and outside technology staff development.

INFRASTRUCTURE &TELECOMMUNICATIONS

Pasadena ISD fiber optic wide area network connects all district campuses and buildings with built-in multiple direction redundancy

All campus classrooms will have 3 or more data drops with the standards for new construction having six drops and provide wireless capabilities in most schools

Library and media centers will have Internet connected computer stations and access to electronic collection catalogs

All PISD employees will have remote access to network applications which includes student information systems, grade books, email data warehouse reporting and business applications (information management systems)

“An essential component of the learning model is a comprehensive infrastructure for learning that provides every student, educator, andlevel of our education system with the resources they need when and where they are needed” (Shimabukuro, 2010)

ADMINISTRATION & SUPPORT

Continue to hire and retain certified and highly qualified teachers who are technology savvy

Continue to support programs that foster parental involvement:-Parent Information nights-Parent Connection (view grades, attendance, fees, test scores, etc. online)

Provide local funds to supplement the technology needs of the district and assure that state and federal funds are being allocated to the technology needs of the district

Provide network, business, student management system, and administrative support to all campuses

GENERAL OBJECTIVE 1:All teachers and administrators will utilize technology and informationsystems to support the development, management, delivery, analysisand monitoring of the written curriculum, instructional and assessment,to improve and maintain alignment to TEKS-based instructional Targetsand increase rigor and relevance of instruction.

GENERAL OBJECTIVE 2:Technology Information Management Systems will be used to providedata to support the early identification of students with potentialTEKS/TAKS deficiencies.

Pasadena ISD has 7 goals and objectives in place to assure that their District Technology Plan is in compliance and aligned with the National Education Technology Plan and the Texas Long Range Plan for Technology.

GOAL 1: Student performance will improve annually to meet the criteria for the district to reach 90%

GOAL 2: Socio-Economic status, ethnicity, and gender participation and performance differences among students will be eliminated while the participation and performance of all increases.

GENERAL OBJECTIVE 3:Technology will be used in every classroom for integrating real world experiences in all content areas in order to increase awareness of career opportunities and develop attributes necessary for success in the working world.

GENERAL OBJECTIVE 4:Students and staff will be involved in technology leadership programs.

GOAL 3: The marketability of PISD students will improve annually to ensure success in the academic and business world.

GOAL 4: Students will annually demonstrate improved responsibility, citizenship, and value for human worth and dignity.

GOAL 5: The professional development program will provide ongoing sustained development for all teachers, principals, administrators, and school library media personnel and ensure that staff members know how to use technology to improve education services.

GENERAL OBJECTIVE 5:Technology and information management systems will be used tosupport Professional Development for aligning written curriculum,instructional strategies and assessments.

GENERAL OBJECTIVE 6:Information Management Systems will be utilized in all departments to increaseeffective and efficient operations, increase analytical and data driven decisionmaking capability and increase success of the district to accomplish the goalsand objectives.

GENERAL OBJECTIVE 7:Implement and maintain local area and wide area network connectivity at allfacilities and infrastructure applications.

GOAL 6: Quality, Rea Time information and data will be used in management, intervention, evaluation and assessment of all programs to increase performance, increase effective and efficient operations and to support the strategies of the district.

GOAL 7: Technology Infrastructure: Required technology service will be implemented and maintained to support the instructional and administrative technology needs of the district.

EVALUATION

PASADENA ISD WILL HAVE ONGOING EVALUATON AND ASSESSMENT TO THE TECHNOLOGY PLAN

Improve staff and student learning Provide effective and efficient operations Provide fiscal accountability Continuous monitoring of a gap analysis from the National Education Technology Plan goals, SBEC, Best Practice, The NCLB Technology Requirements, and the Texas Long Range Technology Plan Monitor and adjust as new technologies emerge Continue to use assessment tools such as STaR, LoTi, student assessment, Portfolio Analysis, and the alignment and integration into the district and campus technology plans.

In Summary and Conclusion“The best way to prepare teachers for connected teaching is to have them experience it. All institutions involved in preparing educators should provide technology-supported learning experiences that promote and enable the use of technology to improve learning, assessment, and instructional practices” (Marotta, 2011).

The Pasadena ISD Long Range Plan for Technology consists of a successful, well-researched vision that provides a foundation for educational technology and classroom innovation supporting the needs of the 21st century learner.

“Just as leveraging technology can help us improve learning and assessment, technology can help us better prepare effective educators and increase their competencies throughout their careers while building the capacity of our education system to deliver effective teaching” (NETP, 2010).

Technology Plans play an integral part in education in transforming teaching and learning and increasing student success and achievements. The Pasadena ISD school district assures that all students are given the opportunity to utilize technology in every classroom and work collaboratively in a 21st century learning environment.

As stated in the NCLB “To assist every student in crossing the digital divide by ensuring that every student is technologically literate by the time the student finishes the eighth grade, regardless of the student's race, ethnicity, gender, family income, geographic location, or disability” (NCLB, 2001).

The 7 action steps were put in place to help states and districts prepare today's students for the opportunities and challenges of tomorrow, accompanying recommendations have also been developed. Pasadena ISD are using all 7 action steps in their Technology Plan:
