Use
Introduction
The ‘Information Revolution’ has made Libraries around the world to adopt new philosophies and technologies for information dissemination and also reduce the cost of information.
Maintaining the dept and depths of collection is greatest challenge confronting libraries, be it, academic, special, national or public, Libraries .it is difficult to acquire all the materials needed by the clientele.
Partnership and cooperation in local, national and international level have become enviable for all libraries.
Resource sharing/library cooperation is achieving through the establishment of consortium over networks.
CONSORTIA
A consortia is an association of two or more individuals, companies, organizations or governments (or any combination of these entities) with the objective of participating in a common activity or pooling their resources for achieving a common goal.

Purpose
True Perspectives: Consortia models are still in an evolving phase, constantly affected by technological changes. Hence, consortia development requires an open dialogue between the two parties-libraries and publishers/vendors, in a spirit of partnership to help their common beneficiary, the end user, whose needs and usage alone can justify the sustenance of whatever new consortia models that publishers can offer and libraries can adopt.
Publisher Perspectives: Publishers look at consortia as an instant mass-market opportunity to expand their market base in many times both in terms of client base and revenues.
Library Perspectives: The general perception among libraries is that a consortium should enable libraries to purchase and provide access to more resources than they currently have, with lesser spending than what they currently spend and gain net savings in current spending.

Research Problem
The present study shall help us to measure the use and impact of e- consortia on different stakeholder’s viz. user, libraries, e-consortia and publishers. The study will make an endeavor to identify and assess the opportunities and issues faced by various stake holders and on the basis of findings suggest various steps to be taken for smooth functioning of library e-consortia in India.
Objectives of Study1. To find out the e-Consortia use in relation:
I. to awareness of UGC-Infonet, INDEST and CSIR e-consortia.
II. to level of satisfaction of users regarding content, coverage and access to the e-resources available.
III. to the pattern of e-journal use in the select institutes
Objectives of Study(continue….)2. To Understand the Management of e-Consortia by analyzing the
subscription policy of publisher’s and quantifying the impact of it on the subscriptions, cost and access of the member institutes.
3. To find out the growth and impact of consortia on research and publications of scientist and research scholars.
4. To find out the authenticating technology provided by different libraries and infrastructure facilitates that facilitates seamless access to e-resources.
5. To evaluate technical, managerial and copyright issues and problems that makes hindrance for the successful usage of consortia.
6.To collect suggestions for further development of consortia.
The scope of present study shall be confined to the consortia member institutes of North India.

FUTURE FOR LIBRARY CONSORTIUM
To boost resource sharing activities three-pronged approach is needed: Strengthening and reengineering of
existing consortia to make them true vehicles of resource sharing and not merely sharing of e-journals
Starting new consortia and networks for resource sharing on suitable basis
Linking of the consortia based networks to achieve nation-wide network of libraries
FUTURE…
Implementation of these steps may take some time and face many hurdles
But once done it will be possible to have effective nation-wide resource sharing
This will save enormous amount of money and expedite research at all levels thereby contributing greatly in national development
