What is Kindergarten?

• Kindergarten arranges a child more for school, there’s more studying than interaction with other kids

• Kindergarten is the first year of formal training

REPUBLIC ACT NO. 10157

Section 1: Short Title - This Act shall be known as the "Kindergarten Education Act"

Section 2: Declaration of Policy - it is declared the policy of the State to provide equal opportunities for all children to avail of accessible mandatory and compulsory kindergarten education that effectively promotes physical, social, intellectual, emotional and skills stimulation and values formation to sufficiently prepare them for formal elementary schooling.

Section 3: Definition of Terms

Kindergarten education shall be understood in this Act to mean one (1) year of preparatory education for children at least five (5) years old as a prerequisite for Grade I

Mother tongue refers to the language first learned by a child.

Section 4: Institutionalization of Kindergarten Education. - Kindergarten education is hereby institutionalized as part of basic education and for school year 2011-2012 shall be implemented partially, and thereafter, it shall be made mandatory and compulsory for entrance to Grade 1.

Section 5. Medium of Instruction - The State shall hereby adopt the mother tongue-based multilingual education (MTB-MLE) method.

Section 7. Duties, Powers and Functions. -

(a) Oversee and supervise the organization, operation and implementation of the kindergarten education program;

(b) Develop the curriculum for kindergarten education.

(c) Develop teaching strategies using the unique feature of the MTB-MLE which shall include, but not limited to, the following:

(1) The two-track method

(2) Interactive strategies;

(3) Use of manipulative games; and

(4) Experiential, small group discussions and total physical response (TPR) among others.

Section 12: Effectivity Clause. - This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in two (2) newspapers of general circulation.

This Act which originated in the House of Representatives was finally passed by the House of Representatives and the Senate on November 23, 2011 and November 21, 2011, respectively.

A. Objectives of the ProgramThe following objectives of this program set forth in

Dep.Ed Order 37,s. 2011 will still be pursued in School Year 2012-2013:

1)To reach out all five-year old children particularly those in the poorest household, vulnerable, disadvantaged and underserved areas.

2)To improve their readiness and foundational skills to be ready for primary grades.

B. Enrollment RequirementAll regional directors, school division/city superintendents and school principals/heads of all public elementary schools are directed to accept children in accordance with the following guidelines:

Only children who are 5-years old will be eligible for enrollment.

A certificate of Live Birth will be required for submission until December of the same school year.

Six (6)-year old children who were not able to attend the Kindergarten Summer Program shall be enrolled in Grade I and will undergo the Eight (8) week Curriculum on readiness and foundational skills.

All school principals and school heads shall submit to the Division Office the official list of enrollment in the different Kindergarten programs using the enclosed required forms.

Kindergarten Regular Program (KRP)

Ten month program provided for regular children and those with special needs.

the KRP for regular children follows the standards for 5-year old children and the National Kindergarten Curriculum Guide (NKCG).

each kindergarten teacher handles two classes with 25 – 30 enrollees per class.

Kindergarten Volunteer Program (KVP)

ten month program which shall be organized for 5-year old children who cannot be accommodated in the KRP following the same standards and NKCG:

shall be handled by volunteer teachers who will meet the qualifications mentioned in DepEd Order No. 37, s. 2011.

a volunteer teacher shall be allowed to handle 2 classes of 25-30 pupils per class and shall be paid an honorarium of PhP 3,000.00 per month for each class.

in cases when enrollment is 10 or less or in multigrade schools, the volunteer who handles the class shall be paid an honorarium of PhP 2000.00 per month. However, when enrollment is 5 or less, the children should be made to attend the KSP class.

Day Care workers who meet the qualification requirements can serve as volunteer teacher after their classes for the 3-4 years old children. They shall be paid an honorarium of PhP 3000.00 per month for handling separate session with 11-30 pupils or PhP 1,500 for handling 10 or less but not less than 5 pupils.

Kindergarten Summer Program (KSP)

this is an 8 week program for 5 year old children who have not availed of the ten month program either through the KRP or KVP.

this is for the prospective Grade I enrollees who are supposed to be provided with readiness and foundational skills.

summer classes will start on April 9 until June 1.

a permanent and volunteer teacher shall handle one or two classes and shall be paid PhP 6000.00 per month for 2 classes or PhP 3000.00 for a single class.

A KSP class shall have an enrollment of 20-30 children for 3 ½ hours daily using the 8 Week Curriculum.

Kindergarten Education Program for Children with Special Needs

All SPED Centers are encouraged to organize Headstart Program for the gifted and talented children. Implementation of this program shall follow the policies and guidelines set forth in DepEd Order No. 99, s. 2009.

Upon registration children with disabilities shall be identified and enrolled in an early intervention program shall be given to any age child as soon as disability is detected in any of the following:

kindergarten class in the SPED Center

regular class with inclusive education setting

• Manipulative (table blocks, counting frame, picture dominoes, puzzles, etc.) (at least 1 set per class composed of 25-30 learners)

• Supplementary reading materials (story books of at least 50 tiles per class)

• Songs, rhymes in CD/DVD with player (at least cd/dvd of 25 titles with teachers guide per class)

F. Contingency Measures

In cases where there are no volunteers for Kindergarten classes, Grade I teachers shall be utilized without jeopardizing their functions as

Grade I teachers.
