2. Methodology used in the Economic Census (EC) 2013/14 in Sri Lanka

Economic Census (EC) 2013/14 – Agricultural ActivitiesThe Agriculture part of the EC was done by two stages The Agriculture part of the EC was done by two stages Stage 1Stage 1: Listing of Estates was completed in 2013. It is a full enumeration with village level enumeration boundaries. Used population census listing maps. {Used a listing form ‘E1’ for each Census Blocks of a GN boundaries}

1. Sampling unit was a Household (HH) and sample size was 28,000 HHs.

2. Sampling allocation was done according to the Populations Proportion to the Size of HHs of Districts and Divisional Secretariat Division Levels.

3. Urban, Rural and Estate sectoral strata was considered.

4. Major challenges encountered and lessons learnt regarding the HFS data collection1. Questionnaire Design stage:

Questionnaire design and data entry format matters

2. Data collection stage: Incompleteness of enumeration.

3. Data editing/ coding stage: Mistakes in the field work. Enhanced supervision should be arranged with guidelines.

• With a number of schedules used for different activities, the majority of the field enumerators were ended up with some mistakes during field work.

• The sample data collection for FSQ and the census supervision have been done by same group. Thus, both tasks were not upto the level expected.

• Extra printing cost was born due to the unexpected demand on schedules by the field enumerates at field work.

• Supervision and monitoring procedures have to be improved to ensure the quality of field data collection.

• New technologies must be used to speed-up results

• International expertise should be used to improve the questionnaire and IT works.
