Skills?

• I want output results based upon citation analysis.

• Should we embrace the ‘open economics principles’?

• Why do we need a national information infrastructure?

• In my research: how do I keep company data strictly confidential?

• We want to cancel our subscriptions to publisher x; what do you

mean by big deal?

Skills!

Library and repository communities join together to identify new

competencies for academic librarians

August 13, 2013

The Association of Research Libraries (ARL), the Canadian Association

of Research Libraries (CARL), the Confederation of Open Access

Repositories (COAR), and the Association of European Research

Libraries (LIBER) are pleased to announce the launch of a Joint Task

Force on Librarians’ Competencies in Support of E-Research and

Scholarly Communication.

Our vision is a scientific e-infrastructure thatsupports seamless access, use, re-use, and trust of data.

Royal Society: Science as an Open Enterprise

Data must be

•readily located

•accessible

•intelligible

•assessable

•usable by others

For data to meet these requirements it must be supported by explanatory metadata (data about data).

What researchers want

31

• Solutions for storage and preservation (two distinct issues).

• Tools and services must be in tune with researchers’ workflows.

• Researchers favour a ‘cafeteria’ model for services.

• Tools and services must be easy to use.

• Disciplinary differences must be taken into account.

• Researchers resist top-down and/or mandatory schemes.

• Researchers must be in control of what happens to their data.

• Researchers expect tools and services to support their research (not public requirements).

• The benefits of the support must be clearly visible – not in three years’ time, but now.

• Support must be local, hands-on, and available when needed.

LIBER: 10 recommendations

Libraries and research data management TICER 2012

LIBER Recommendation TICER

1Offer research data management support, including data management plans for grant applications, intellectual property rights advice and information materials. Assist faculty with data management plans and the integration of data management into the curriculum.

2

2 Engage in the development of metadata and data standards and provide metadata services for research data. 5

3 Create Data Librarian posts and develop professional staff skills for data librarianship. 3

4 Actively participate in institutional research data policy development, including resource plans. Encourage and adopt open data policies where appropriate in the research data lifecycle. 4

5 Liaise and partner with researchers, research groups, data archives and data centers to foster an interoperable infrastructure for data access, discovery and data sharing. 1

6 Support the lifecycle for research data by providing services for storage, discovery and permanent access. 6

7 Promote research data citation by applying persistent identifiers to research data. 7

8 Provide an institutional Data Catalogue or Data Repository, depending on available infrastructure. 8

9 Get involved in subject specific data management practice. 9

10 Offer or mediate secure storage for dynamic and static research data in co-operation with institutional IT units and/or seek exploitation of appropriate cloud services. 10

What the newspapers say

Seven rules of successful research data management in universities

1) Understand how your institution deals with research data

2) Build a case for RDM and gather support

3) Define your institution's position on RDM to establish policy and strategy

4) Ensure researchers are aware of what data is available

5) Provide easy to use, robust data storage

6) Make it easy for others to find and cite research data

7) Stay ahead of your peers
