Instructional Leadership (IL)• Heck & Hallinger (2010: 656) state that conceptualize instructional

leadership as an organizational property aimed at school improvement.• Instructional leadership characteristics is:

– as an integration task direct assistance to the teachers, – group development, staff development, curriculum development, – action research (Glickman, 1985 quoted from the journal Blase & Blase, 1999: 130); – as a democratic, – developmental,– transformational activity based on equality and growth (Gordon, 1997 quoted from

the journal Blase & Blase, 1999: 130); – as an inquiry oriented endeavor that encourages teacher voice (Reitzug and Cross,

1993 quoted from the journal Blase & Blase, 1999: 131);– as a discursive, critical study of classroom interaction to achieve social justice

(Smyth, 1997 quoted from the journal Blase & Blase, 1999: 131).

Transformational Leadership (TL)• According to Burns (1978) quoted from Stewart journal (2006: 8),

leadership must be aligned with a collective purpose and effective leaders must be judged by their ability to make social changes.

• Transformational leadership that is– building school vision and establishing school goals;– providing intellectual stimulation; – offering individualized support; – modelling best practices and important organizational values; – demonstrating high performance expectations; – creating a productive school culture; – developing structures to foster participation in school decisions

(Leithwood, 1994; Leithwood et al, quoted from Leithwood & Jantzi, 2000: 114).

Benefits IL

• Pramudiana thesis (2012: 33), decisions taken by the principal aim to promote growth and student learning. – Setting goals, – providing resources for the achievement of objectives, – teacher supervision,– coordination of tasks are necessary to achieve basic tasks.Another advantage in this leadership model is the principal as the highest hierarchy must maintain the entire education system is the smallest thing to the biggest.

Weaknesses IL• According Bonnie quoted from Smith & Andrew journal (1989: 74)

is comfortable in acknowledging that there will always be weaknesses. There will always be classrooms that need instructional improvement. Because the focal point of the school is curriculum and instruction, Bonnie feels that it takes a lot of energy. Once we start, we cannot give up. An example of this ongoing energy toward improvement is seen in the writing program. Writing has to be integrated into all subject areas. We cannot be satisfied if kids in 3rd grade cannot write a paragraph, Bonnie encourages giving more meaningful homework and suggests improvement in our use of critical thinking. Getting rid of dittos is a technique Bonnie wishes to attempt to improve writing and thinking skills.

(2006: 18) concludes that “transformational leadership practices were helpful in fostering organizational learning; in particular, vision building, individual support, intellectual stimulation, modelling, culture building and holding high performance expectations”. Furthermore, evidence about the relationship between transformational leadership and organizational improvement and effectiveness were found more than any other effects. The evidence suggested that transformational leadership stimulates improvement.

Weaknesses TL• Problem should be solved by meeting with management

of resources related the problem so it takes a longer time.• The analysis is based on the definition and

transformational leadership characteristic, then as for its shortcomings.– It takes a long time to grow subordinate commitment to head– There is no guarantee of success in the overall subordinate– Requires special attention– Hard to do on a number of subordinate lot– Requires responsive leaders not only loyalty– Authoritarian leaders will hinder change
