SURF - Netherlands

SURF is the Netherlands higher education and research partnership organisation for network services and information and communications technology (ICT).

The Mission of SURF is to

exploit and improve a common

advanced ICT infrastructure

that will enable higher education

institutions to better realize

their own ambitions and

improve the quality of

learning, teaching and research.

• Netherlands: 16½ million Inhabitants

• 500.000 HE Students, 18-25 years old

• 14 Universities

• 40 Universities for applied sciences

• Royal Library

• Royal Netherlands Academy of Arts and Sciences

• ~ 5 Very Large Public/Private Research Institutes

• All participate in SURF voluntarily– as a paying member– represented in SURF Board

Strategic Plan 2007->10

• Maintain and improve World Class ICT-Infrastructure

• Analyse and facilitate workflow of users, thereby using the so called SURF’s Method

Page 6: Surf Diensten

5

The Method

• Provide vision in 4-year Strategic Plan§ Scientific Technical Council

• Commitment of the institutions for HE§ Membership fees, 12 M€ /4 yr

• Executing the Strategic Plan,§ Based on Policy Considerations the Government

invests their part: in 2003-2006, 80 M€ /4 yr

• Projects are executed in those places where we find leading expertise, that is at the HE Institutes/Industry§ Quality assessment of proposals:

Scientific Technical Council§ Monitoring progress of subsided projects

Project Monitoring Committee

SURFnet

• Provides the Dutch National Research and Educational Network (SURFnet6)

• 100% subsidiary of SURFfoundation

• Unique example of Public-Private Entrepreneurship§ The Envy of the World!

• Over 180 connected NfP organisations, one Million users

• Infrastructure services:§ innovation paid for 50%/50% by government and

industry§ cost effective exploitation paid for by the users

Linking the world with light

• GLIF: Global Lambda Integrated Facility

• Open light pad exchange:§ Optical networks are the central architectural element

in support of this decade’s most demanding e-science applications

§ Research should not have any geographical boundaries

§ Hybrid networks are the next generation networks:- Packet-switched Internet for regular many-to-

many usage.- Dedicated light paths for guaranteed high-speed

few-to-few usage.

ICT and Education

• Student, teacher, learning

• Vision SURF§ ICT-HE should match the environment students use

outside the HE-walls§ Sustainability, reusability, and flexibility are key§ More emphasis for implementation of ‘proven’

practices§ Recognize and honor ‘cultural’ differences§ Improve Study-Success: NAP

ICT and Management

• Business processes, Administration

• Vision SURF§ The user-workflow defines the service based

applications that define the Information Architecture.§ Security, Identity-management, Trust Federations,

Confederations are key§ Efficiency and effectiveness will increase using broker

systems on a national level for - Teaching Quality Information, Studychoice123- Enrollment, and Student progress, Studielink

• Scholarly communication

• Vision SURF§ Access to results of fundamental and applied research

will become more and more crucial§ Priority is to achieve a communal infrastructure to

SURF and OPEN

• Interoperability through Open Standards

• SURF strives to apply open standards (if available) and to promote their use.

• Open standards simplify co-operation and prevent dependence on suppliers.

• If no open standards are available, SURF helps develop them.
