Who are English Language Learners?English language learners (ELLs) include, but are not limited to:

• ESOL-funded students, who may be migrants, refugees, or New Zealand born• previously funded students who have completed their funding eligibility term or reached the benchmark• international fee-paying students• students from homes where a language other than English isspoken• students transitioning from Māori-medium to English-medium learning environments• students from bilingual education settings.

Addressing the needs of ELLsSchools most effectively address the learning needs of Englishlanguage learners from diverse backgrounds when they:

• identify students with English language learning needs• apply for ESOL funding for students who are eligible• set up appropriate programmes and monitor progress• support diversity and encourage the use of first languages• undertake relevant professional development• develop links with families and communities.

A range of resources has been developed to assist schools toprovide this multi-layered support for ELLs.

ESOL Funding Assessment Guidelines• Assists teachers to assess theirELLs against the criteria in the ESOLAssessment Form (ESOL/AF) for thepurposes of funding.

• Discusses the concept of ‘cohort’and ways of measuring studentsagainst the national cohort.

• Each section (listening, speaking,reading and writing) includes studentexemplars and assessment samples.

Refugee Handbook for Schools

• Supports schools in meeting theparticular needs of students fromrefugee backgrounds, especially at keytransition points.

• Focuses on developing programmeswhich support students with a range ofsocial and academic needs.

• Emphasises the importance ofproviding family support and developingwider community networks.

• Discusses ways of developingeffective business plans andmeeting formal obligations forthese students.

Non-English Speaking Background StudentsA Handbook for Schools

• Provides information and suggestionsfor Boards of Trustees, principals andstaff regarding appropriate and effectivesupport for ELLs from years 1-13.

• Discusses the factors that affect thelearning of ELLs, and steps fordeveloping effective ESOL andmainstream classroom programmes.

• Chapter 3 provides suggestions for thedevelopment of school-wide policies andprocedures.

• Provides information about a rangeof assessment tools and processesused in New Zealand schools.

ELLPEnglish Language Learning Progressions

• Mainstream and ESOL teachers can use ELLP to monitor ELLs’ progress in speaking, listening, reading and writing.

• An introductory booklet and years 1-4, 5-8 and 9-13 booklets contain extensive background information and annotated student exemplars.

• The DVD demonstrates the oral language monitoring process by analysing student interviews against the criteria.

• The Facilitation Manual provides a series of seven professional development modules for use with a whole staff.

SELLIPS Supporting English Language Learners in Primary Schools

• Provides suggestions for developingstudents’ academic, cross-curricularEnglish language in both mainstreamand transitional classes.

• Presents ways in which teachers canscaffold the learning of ELLs so thatthey can achieve learning outcomes attheir appropriate stages.

English Language Intensive Programmes (ELIP)Primary Resource and Years 7-13

• These folders and CDs offer keyprogramming guidelines for beginningto advanced ELLs.

• Language skills are illustrated withscaffolded texts in Oral Interaction,Reading, Understanding andResponding, and Writing.

• Each unit includes orientation tolearning section, suggested teachingcomponents and sample strategies.

AUT Picture Dictionary and Teaching Resource

• A New Zealand basedpicture dictionary for newlearners of English.

• Introduces over 1,000 highfrequency words used indaily life in topic groups.

• The teaching resourcefeatures an extensive list oflearning tasks linked to thedictionary pages.

Focus on English

• A series of six modulesfor ELLs in years 7-10.The topics support thecurriculum in science,mathematics and socialsciences.

• Teachers can focus onhigh frequencyvocabulary, technicalterms and basic languagefeatures which supportclassroom topics.

The complete set is: Animals,Shapes, Plants, Measurement,Weather and Conservation.

Reading ResourcesThe Ministry of Education has developed a range of readingresources aimed at engaging English language learners. Theseinclude high interest fiction and non-fiction topic-based readers.

Series titles are:• Ready to Read Selections• Selections• Choices• Applications• Electronic Story Books• Tupu Readers (in five Pasifika languages)

Teacher notes and CDs are included with many of these resources.

Ready to Read Selections

• Carefully chosen Ready toRead titles from the ‘early’ and‘fluency’ levels of the colourwheel which are suitable forELLs in years 7-13.

• Teachers’ notes are designedto assist teachers to use thetexts as learning tools forteaching reading and relatedaspects of English language.

Selections• Includes titles appropriate for usewith ELLs in years 7-13.

• An extensive set of teachers’notes enable ESOL andmainstream teachers to integrateEnglish language learning with‘learning to read’ and ‘reading tolearn’ in a range of topics.

• Other titles include Making ItHappen, Animal Rescue, Maths inAction, and Design in Action.

Choices• A series of theme-based collectionsdesigned to provide high-interestreading and listening material forjunior secondary students.

• The series supports students whofind classroom reading materialdifficult in a range of curriculumareas.

• Danger! was designed specificallyfor ELLs with a vocabulary level over2000 words. An audio tape andteachers’ notes are included.

Applications• Texts present scientificinformation and examples oftechnological practice forsecondary students in thecontext of real-life problems andexperiences.

• Concept maps linking toscience and technology topicsare provided for each title.

• Teachers’ notes includespecific approaches for scienceand technology teachers.

Electronic Story Books• A series of stories with audiorecordings and teachers’ notes.The stories have been adaptedfrom Connected, School Journals,and Choices series.

• These high interest stories are ofparticular interest to reluctantreaders in years 5-10.

• Glossary definitions and activitiesthat encourage students torespond to the text are included.

Tupu• Illustrated fiction, non-fictionand poetry published byLearning Media for the Ministryof Education in Cook IslandsMaori, Niuean, Samoan,Tokelauan and Tongan.

• Teachers’ notes include asummary of the story in Englishand a range of activities toengage the student with the text.

• The series also includes CDs.

Effective Literacy Practice

• Three texts which focuson the dimensions ofEffective Practice:Knowledge of the learner,Knowledge of literacylearning, Expectations,Instructional Strategies,Engaging learners withtexts and Partnerships.

• Specific literacy pathwaysfor English languagelearners are discussed.Available for three levels:

Years 1-4, 5-8 and 9-13

Learning Through Talk

• Emphasises the key role of orallanguage in supporting students’learning.

• Provides extensive informationand relevant resources forsupporting ELLs in developingoral language skills.

• Topics include Knowledge of theLearner, Instructional Strategies,Engaging Learners with Talk,Expectations and Partnerships.

Making Language and Learning Work DVDs 1, 2 and 3

• DVD 1 (Secondary Maths and Science),DVD 2 (Secondary English and SocialSciences) and DVD 3 (Years 5-8) providepractical examples of best practice forteaching ELLs in mainstream classrooms.

• Schools can use the DVDs to provideprofessional development using the ‘Playby Principles’ or ‘Play by Subject’ options.

• Teacher booklets provide backgroundinformation and suggested approaches.

Working with English Language LearnersHandbook and DVD

• A 10 module professionaldevelopment programme for teacheraides and bilingual tutors.

• Co-ordinating teachers are essentialfor the success of the programme.They facilitate each module and act asa mentor.

• The DVD includes video clips, a list ofresources and a copy of the coursecompletion certificate.

New to New ZealandA Guide to Ethnic Groups in New Zealand

• Provides information about someethnic groups living in New Zealand.

• Includes comments about thegeography, history, religion,language and culture of each group.

• Pages can be added to ethnicboxes or given to teachers todevelop knowledge about newstudents.

Defining DiversityA Facilitation Manual to use with New to New Zealand

• Links to New to New Zealand providingtwenty practical tasks based on the keyprinciple, ‘Know your learner’.

• Target audiences include boards oftrustees, senior management, teachersand parents.

• Schools may enlist the help of bilingualtutors and community members to workthrough the activities.

Home School Partnership Programme

• A programme which assistsschools to connect with parentsregarding literacy practices forstudents in years 1-8 and tosupport student learning andcareer choices in years 9-13.

• Schools can develop their ownprogrammes by downloadingmaterials from the website.Assistance is also availablethrough School Support ServicesAdvisors.

Helping your Children Learn At Home and at SchoolRefugee and Migrant Parent Booklets

• Aimed at migrant andrefugee parents and families.

• Use first languages toexplain the New Zealandeducation system from ECEto secondary school.

• Discuss a range of socialand educational challengesfacing ELLs.

These booklets are currently available in:Afrikaans, Arabic, Chinese, Cook IslandMaori, Dari, French, Hindi, Korean,Niuean, Samoan, Somali, Tagalog, Thaiand Tongan.

Families Learning Together Booklets

• Provide information aboutthe New Zealand educationsystem in Amharic, Arabic,Chinese, Farsi, Hindi,Khmer, Korean and Somali.
