BackgroundBackground

2002 - During the World Summit on Sustainable

Development, the Philippines pledged to

implement the GHS by 2008.

- The Philippines has also agreed with the other

international bodies like APEC Chemical

Dialogue and AMEICC to adopt the GHS.

BackgroundBackground2004 - In March, JETRO/AOTS started conducting

seminars/workshops on GHS.

- The Board of Investments (BOI), an attached

agency of the Dept. of Trade and Industry, was

designated as the national lead agency for GHS

implementation.

- A GHS Multi-Sectoral Committee was formed per recommendation during the 2nd APEC Chemical Dialogue in Malaysia in Sept 2004.

BackgroundBackground

2005 - The Philippines was selected in March

2005 by UNITAR as one of the first

3 pilot countries in ASEAN for its GHS

capacity building and implementation

project, which paved the way for GHS

for GHS implementation initiatives.

National GHS Implementation Structure

The National GHS Implementation Committee is the governing body with the BOI as the coordinating agency and chair of all Sectoral Committees, composed of representatives from:

Government – 26 agencies Industry – 4 associations Civil Society – 5 public interest and labor organizations

Phase 2

The National GHS Workshop was held on 8-10 May 2006, where the results of the Comprehensibility Testing (CT) and Situation and Gap Analysis were presented. An implementation plan/strategy was also developed.

Four (4) 2-day nationwide training workshops were conducted by SPIK (Chemical Industry Association

of the Philippines), for mostly SMEs and non-SPIK member companies, for a total of 143 participants:

Participants in SPIK Workshops: Manufacturers, importers, distributors, traders,

retailers, repackers, transporters, and emergency responders. Chemistry students, faculty members teaching Chemistry, and government regulators also participated.

TUCP Awareness Raising Activities: ● Regional Training Workshop on Globally Regional Training Workshop on Globally

Pesticide Action Network (PAN, Phils.) Activities

● A GHS Workshop for Civil Society was held on October 13 2006, attended by 23 participants representing key national NGOs.

● PAN Phils. produced and distributed a brochure on GHS, pictogram posters and a resource CD.

● Media releases were also done to broaden the

reach for public awareness.

Nationwide Association of Consumers, Inc. (NACI) Activities ● Consumer Education Seminars on GHS were

conducted by NACI in Metro Manila on 09 December 2006 and in Cebu on 20 January 2007, for a total of 58 participants. Another seminar is being scheduled in Davao by end of May 2007.

● NACI also distributed copies of the brochure on GHS.

Activities Conducted by the Sub-Committee on Legislation, headed by BOI and Environmental Management Bureau:

National Consultations, Workshops and Forum on the Legal Implementation of GHS were conducted in April, May and November 2006.

Roundtable Discussions and TWG Meetings for the Drafting of the Revised Implementing Rules and Regulations (IRR) of RA 6969, otherwise known as the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990, to incorporate the provision of GHS, were done from October 2006 to April 2007.

The Revised IRR to implement the GHS has already been PREPARED by the TWG on GHS Legislation. A public hearing is being scheduled early June 2007.

- Included in the IRR is the delineation of duties and responsibilities of concerned agencies/institutions/entities in the implementation of GHS.

Preparation of Label Standards

Advocacy/Promotion of GHS in the Philippines

DOLE-OSHC Activities:

IEC materials such as posters, brochures, chemical safety tips have been reproduced and distributed in government offices and industrial workplaces. Learning Sessions on GHS were conducted in 10 regionsInfo campaign thru tri-media: Radio, TV and focus group discussions

Information Brochure for SMEs

UNITAR has also entered into a MOA with SPIK to produce an information brochure on the GHS for companies especially SMEs.
