SAN IGNACIO TOWN, Cayo,Tuesday October 16, 2012: The heroic actions of a seniorpolice officer resulted in the onsiteapprehension of at least one person,from a team, long suspected ofinvolvement in a string of robberieswithin the community. It was shortly after 10 o’clock onthe night of Friday October 12, 2012,when Assistant Superintendent ofPolice (ASP) Amin “Sheriff”August was recreating with friendsat a bar in his home village ofEsperanza when three armed robbersstormed into the bar with intent to pulloff a robbery. The robbers described as onebeing of dark complexion armed witha 9 mm pistol and the other twobeing of lighter complexion, one ofwhom was armed with a machete andthe other with a knife. They were alldressed in dark clothing with cloth

wrapped around their faces in theform of masks. Initial investigation revealed that thethree robbers stormed into E’s Cool

Spot/Western Poultry Bar which isattached to the grocery store. The manwith the gun allegedly fired a singleshot inside the place orderingeveryone inside the establishment tospread out on the floor. The man with the knife proceededto hold up the 17 year old male shopattendant and ordered him to walk

behind the counter and to hand up themoney. The knife man was distractedwhen ASP August refused thegunman’s order to take to the floorresulting in a struggle between Augustand the gunman. Being a firearmexpert himself, in the struggle Augustmanaged to press the magazinerelease from the pistol causing themagazine to fall to the floor but with asingle bullet remaining in the chamber.By this time the attention of all threerobbers was turned to August as thegunman call for the others to assisthim. The one with the knife camewith a stabbing motion at Augustprompting him to loose his hold of thegun. The gunman reportedly took afew steps backwards, pointed the gunto August’s mid section, and squeezedthe trigger firing off the single bulletthat was left in the chamber.Fortunately for the policeman, thebullet hit the buckle of the belt he waswearing resulting with mere fragmentsof the shot hitting August in theabdomen. The gunman and themachete man quickly fled the scene.

SAN IGNACIO TOWN, Cayo,Wednesday, October 17, 2012: Convicted burglar Harvey TrappJr. was today sentenced to five yearsin jail after he was found guilty ofburglarizing the home of Ramon“Monchies” Vargas in March 2012. Six and a half months ago, onMarch 31, Belizean teacher, RamonVargas, 43, reported that his house,located in the Hillview area of SantaElena Town, was burglarized and thatthe thief made off with over 11thousand dollars in electronic items,jewellery and cash. August was transported by hiscousin, the bar owner, ElvisOrellano, to the San IgnacioCommunity Hospital and later to theWestern Regional Hospital inBelmopan where he underwentimmediate surgery resulting in thesuccessful removal of the fragmentsfrom his abdomen. He is currentlyrecovering at the hospital in Belmopan. Police were summoned to thescene where, apart from a badlybattered knifeman, they recovereda mega brand 9mm magazinecontaining five live 9mm bullets (threeluger brand and the other twoSMB brand). The knifeman was transported tothe police station in San Ignacio wherehe was identified as Jake AnthonyCadle, 23, Belizean laborer of #2Tulip Street, San Ignacio. Then a bird began to sing inthe process of expanding the

investigation. Three days later, onMonday, October 22, police caughtup with Alvaro Aldana, 19, Belizeanunemployed of Dalia St, San Ignacio,as he was relaxing inside a house alsoin San Ignacio. Aldana is no stranger to the police.

He is classified as a repeat offenderwho has been at it for many yearspreviously hiding under the lawthat protects minors from publicdisclosure. He is now of age andis graduated into the major crimeleague. The accused Jake Anthony Cadleand Alvaro Aldana appeared onTuesday, October 16 in the SanIgnacio Town courtroom ofmagistrate Narda Morgan, wherethey pled not guilty to the charge. Inconcurring with the prosecutor’srequest for the denial of bail,magistrate Morgan proceeded toremand them both to jail whileadjourning the matter until Thursday,December 13, 2012. As the investigation continues,police are looking for one MarkAnthony “Fifty Cents” Conorque,of a Belmopan address whom theybelieve can assist in the investigation.

BY: Rolando Cocom Since the recent murders in theTwin Towns, people in the CayoDistrict have become increasinglyvocal about their concerns to reduce,and if possible end, the hideous crimesafflicting our society. I extend my sincerest sympathiesto all Belizeans who have had toexperience criminal activity, especiallyto the families who have lost theirloved ones, particularly the Martinezand Lowe families. No number of demonstrations, nowhipping of criminals, no personhanged, will ever be able to heal thevoid left in the lives of those who havelost loved ones. The reason for standing up againstcrime is really to make sure that morefamilies do not experience the hurt,frustration, suffering, and emptinessassociated therewith. Belizeans are on the moveadvocating for change. This does notconstitute a movement. It is an earlystage. It can either become somethingepisodic and die off OR mature andbecome effective in its cause. I hopeit becomes the latter; and for thisreason I shall refer to it as aMovement. In this entry, I address concernsagainst the critics; highlight points leftunmentioned in the media and project

the challenges and opportunities for areformist movement to drasticallydecrease crime.

The Movement The demonstration on Thursday(Oct 11) had a massive turn out. Theparticipation of tertiary level studentsadded to the great turn out. Somemedia have stated that it wasthousands of people. However, amore accurate figure, in my opinion,was that published by the STARNewspaper which estimated thegathering at around 1,500 persons. October 16, 2012: On October 16, 2012, Belize Water Services Limited (BWS) submitted arequest for modification of its licensed service areas to the national regulator, the Public Utilities Commission (PUC)for their review. This submission is in accordance with the sections 15 and 19 of the Water Industry Act.

The request is based on completed expansions and/or the requirements of projects funded by the Govern-ment ofBelize. BWS is hereby requesting modifications to the company’s Licensed Service Areas as specified below:

Furthermore, BWS has also continued expansionof services within its licensed service areas to reach to areas of continuing development.

For Removals: Belize Water Services Limited is not the supplier of water or sewer services to the areas of (a)Progresso Village and (b) “The new satellite town in La Democracia” (i.e. Mahogany Heights).

If it is true that our Government isplanning to compensate the family ofthe Guatemalan citizen who unlawfullyentered our country to extract ournatural resources, I am totally againstsuch proposition. According to theinformation that was in the press, notonly did he try to come into thecountry but he was also armed with aweapon to try and shoot one of ourBDF soldiers. As a former memberof the Belize Police Force and

that soldier's position I would haveacted the same way without anyreservation or hesitation. The soldier then asked him to drophis weapon and he refused bycontinuing to advance towards himwhich led to the soldier shooting himto defend himself. Compensating anyfamily will send a bad message to theBDF soldiers and the Guatemalancitizens. Our soldiers will come to theconclusion that our Government is notsupporting them in carrying out theirduties in defending our country. For those Guatemalan citizens whostill believe that Belize belongs to themand they can cross the borderand come in and out of Belize at will,they will continue to engage inthis behavior with the intent ofreceiving more compensations. OurGovernment must stick to one storyand tell Guatemala that if their citizens

continue to cross our border at will,they risk suffering the same faith likethe person who was shot and killed. The Guatemalan government needto make more efforts to stop theircitizens from coming into Belize butthey will not because they supportthose people who continue totresspass in Belizean territory to stealour natural resources and squat on ourlands. No Belizean citizen can ever go intoGuatemalan territory to attempt to dothe same things the Guatemalancitizens have been doing on Belizeansoil for generations now because theywould be shot and killed and beburied on the spot. Most Belizeansknow this to be a fact and would noteven attempt to take that chance withtheir lives. My Grandmother was born inLivingston Guatemala and like mostGarifuna, Maya, Mestizos and other

Belizeans, we all have families in thatcountry and have nothing against thepeople and country but for them tocontinue taking advantage of ourcountry, we should not sit down idlyby and cry like little kids. I am beginning to notice, that fromthe time Belize and Guatemala agreedto take the Territorial Dispute to theInternational Court of Justice (I.C.J.),the incidents at the borders havegotten worst. Maybe, there arepeople in Guatemala paying thesepeople to carry out these unlawful actsso that Belize and Guatemala cancontinue to have tensions at theborder, which could eventually leadto the cancellation of all talks andfuture negotiations towards a lastingsettlement between these twocountries. The countries of Belize andGuatemala should look into thispossibility and have their intelligenceorganizations investigate it.

BELIZE RIVER VALLEY RURAL WATER PROJECTTENDER FOR THE SUPPLY OF PVC WATER MAINS AND APPURTENANCES

The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD3,480,000 towardsthe cost of the Belize River Valley Rural Water Project, and intends to apply a portion of the proceeds of this financing to eligible payments under the contractfor which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respectsto the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of anypayment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United NationsSecurity Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the FinancingAgreement or have any claim to the proceeds of the Financing.

GOBZ will execute the project through Belize Water Services Limited (BWS), and a Resident Consultant Engineer within BWS will be responsible for theday-to-day management of project activities.Engineering Consultants have been retained by BWS to assist in the tender administration and supervision of thecontract.

BWS hereby invites eligible firms to submit bids for the supply of approximately 45 miles of 2", 3", 4", and 6" diameter PVC Pipeline and Appurtenances.Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of businessin an eligible country or countries and are either:(a) more than 50% beneficially-owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country or countries, or by a bodycorporate or bodies corporate meeting these requirements; or

(b) owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commerciallaw of an eligible country.

Eligible countries are member countries of CDB.

Bidding documents will be available as at September 10th, 2012 at the address below between 8:00 a.m. and 5:00 p.m. Monday to Friday. Written applicationsmust be clearly marked: “Request for Bid Documents for the Supply of PVC Water Mains and Appurtenances”. The documents may be purchasedupon payment of a non-refundable fee of BZ$200.00 or its equivalent in a freely convertible currency for each set. Applicants who request that the documentsbe forwarded to them are required to submit an account number from a courier agent in Belize, which will accept freight collect charges. Bids shall be valid for a period of ninety (90) days after the closing date for submission of bids and must be accompanied by a bid security of Twenty ThousandBelize dollars (BZD20,000.00) or its equivalent in a freely convertible currency. Resource packages,similar to those given to EasternDivision will be extended to theDistricts, especially Cayo and StannCreek, in a proportionate manner.Mobile interdiction teams will bestood up. Legislation to limit thebail of repeat offenders and implementa sex offenders’ registry andmonitoring system along with effortsto increase the rate of convictions ofcriminals will be pursued. Efforts willbe made to strengthen the PoliceProsecution branch and institutegreater coordination between thePolice and the Office of the Directorof the Public Prosecution. We willensure more effectiveness in theinvestigation and preparation of casesfor prosecution and ensure, togetherwith the Magistracy and Judiciary, theproper enforcement of the lawsgoverning denial of bail in cases ofsexual and other serious offences; alsoProcedure to deal disciplinary with

corrupt officers in an expeditiousmanner will be pursued. Our Intelligence Architecture will berevamped into a Fusion Center thatwill host a new Counter IntelligenceUnit, and the proposed NationalCrime and Violence TrendsObservatory (which would endeavorto conduct more in-depth analysis andprimary research projects on crimeand violence trends across thecountry). The Fusion Center wouldalso serve as the Government ofBelize’s International Liaison withinternational and regional partnerssuch as INTERPOL, the RegionalIntelligence Fusion Centre (RIFC) inTrinidad & Tobago, Mexico,Guatemala, and Honduras. Finally, theFusion Center will facilitate the I-Tracesoftware and conduct tracing servicesfor all weapons and ammunitionrecovered by any and all nationalsecurity agencies. There is a whole lot we have plannedon doing, but, In times of shrinkingeconomies and limited resources it isa challenge for our Government toprovide needed resources in thequantity and in all the areas we wouldlike to. Therefore we must bestrategic and real in our approach inaddressing our many issues. We askfor patience as we seek to achievethese planned objects.

We now have the most advanceballistic imaging solution added to ourinventory; I want to ask the staff ofthe Forensic Service to please lookafter it well so that it will service usfor a long time to come. effective it has got to organize. Theeight point petition sent to the PrimeMinister on Monday (Oct 8) wassigned by the ‘Solidarity Movementfor Justice and Peace’. Whilethis term was used to project theunification of various bodies involved,the said group is not organized. I amunaware of who is the president ofthe Solidarity Movement suggested inthe Amandala (Oct 14). Manysupporters were given opportunitiesto talk at the demonstration; yet, therewas no real talk of unification as theSolidarity Movement. There is a need to establish aCommittee which will haverepresentatives from the variousbodies of the neighbourhood watches,teacher’s union, and businesscommunity and so on. My suggestionis that the Purple Movement leaderstake the initiative to develop suchCommittee, establish a clear vision,plan, execute, and develop means ofsustainability. By the way, where is the NGO“Belizeans for Justice”? Not thatI want Yolanda Shackron to push herPUP agenda in the movement but it’srather strange.Ed Note: In response to yourquestion “Belizeans for Justice isDEAD. The Only Positive Suggestion At the Wednesday ‘PublicMeeting’ with the Attorney GeneralHon. Wilfred Elrington, in hisresponse to a series of suggestions,complaints, and questions, the AGsaid that there was only one positivesuggestion that he heard. That suggestion was to hold atelethon to raise monies for theestablishment of an advance forensiclab. This understandably caused

great discontent. After one and twoattendants decided to leave, a groupof youths at the back of the room alsodecided to march out, inciting othersto “walk out”. Interestingly, the young lady whogave the “only positive suggestion”is the president of the PurpleMovement, Carmita Lemus, whosesupporters were among the first towalk out. I have argued that this ideawhile noble should not be pursued. Abetter initiative is to raise funds for themovement to sustain itself.More than that, according to 7News,the AG has stated that the walk outdid not happen: “the reporter whoobviously had his own agenda therereported that the people left”. PatrickJones has made this known on hisFacebook page, and most people arebewildered and outraged by such astatement by the AG.Now, video footage does not lie, thepeople did walk out. It’s also onYouTube.ED Note: You inform that“supporters (of the PurpleMovement) were among the firstto walk out” because of thesuggestion made by the Presidentof the Purple Movementsupported by the AG. Yet at theconclusion of the Thursday eventthe Purple Movement began the

collection of funds for the same“forensic lab” with several of thevery same people who walked outof the meeting among the first topledge their money in supportof a suggestion which only theprevious day caused them to walkout of a meeting

Revenge or Justice As to the request for capitalpunishment to be implementedimmediately, the AG replied “But Ican tell you, I can tell you that onlythe suggestionÿþ of hanging a personthat is made publicly in Belize, anysuggestion that you make, we get allkinds of pressure from the peoplewho keep us surviving”. This causedan expected disapproval from thegatherers. I believe there are many benefits inhuman rights initiatives. However,capital punishment, particularly byhanging, is one of the cheapest short-term means to create deterrence forthe extreme violence in our society.Now, England, through the PrivyCouncil, has blocked capital punish-ment in Belize and the Caribbean.Some hope was increased for thepenalty to be allowed since the PrivyCouncil was replaced by the Carib-bean Court of Justice as our final courtof appeal in 2007. However, with onerecent case submitted by Jamaica, itappears that the death penalty will notbe supported. Beyond that, as the AGsays many international organizationswill oppose.European powers tell us that it is un-civilized to carry out the death pen-alty. Paradoxically, these are the samepowers who exploited land that werenot theirs, enslave millions, colonizedus to the point that they becametoday’s 1st World Countries and usthe 3rd World. These are the samepeople who developed every possiblelaw to keep indigenous and non-Eu-ropean peoples from being mastersof their own destinies. Capital Punishment is a desperateattempt to bring justice in the societyand to deter others from pursuing alife of crime. I am truly not a big fanof capital punishment but when Ilearnt that Belize’s prison system is themost humane amongst the countriesof USA, Jamaica, Barbados, and

St. Lucia, I realize that it is one of thereasons we have so many repeatoffenders coming in and out ofHattieville (Gayle Report, 2010). On the day of the demonstration, Ireasoned that it was absurd thatmost of us were hungry as we stoodout there calling for justice whileprisoners at Hattieville were enjoyingtheir lunch. Shouldn’t the politiciansand human rights group havesupported the people with a meal orat least a snack? Now, criminal activity is amultifaceted problem and thereforerequires a multi-layered plan ofaction to be effective. This meansthat present structures of politicalauthority, education, economicplanning, religion, and socialinstitutions must be reformed. Thisshould also be part of the goalsbehind the Purple Movement.

DNA Lab and the Telethon While at the Meeting, one ladycautioned me that it would be betterto establish the DNA Lab beforecarrying out capital punishment. In theUS, there are a number of personswho have faced death innocently.Therefore, in Belize, there is a needto establish an advance forensics lab.The government has sent out a pressrelease that it will do so. However,the Movement must push for this. The AG told attendants at themeeting that this will require onemillion dollars. Some peoplesuggested selling ministers vehicles,decrease their salaries, and abandonthe new bridge project in the TwinTowns, etc. Why not? The government can also start byincorporating forensic fields in thenation’s scholarship priority list. Thelisting should also include areasof research – history, sociology,psychology, criminology to increasethe potential for Belizeans to becomeresearch based problem solvers.

Cautions against Fundamentalism There is a danger in allowingChristian fundamentalists to be giventoo much voice in this movement forjustice. The problem, for me,generally lies in the fact that they willbe able to push their own agenda

afterwards. Also, for many fundamentalists, theygenerally believe that behind thecriminal is the devil or some evil spirit. Behind the criminals, however, is amajor fault in the system and socialstructure, in which the church-statesystem is both a participant andproduct of. Some of the remarks I heard at thedemonstration were unquestionablyfundamentalist, such as theFECTAB’s President TomGreenwood persuading the peoplethat their voice represent the voice ofGod and that the government shouldtake heed. Also, members from Plus TVagitate for change but do so in avery zealous confrontationalfundamentalist manner. I predict thatin a few years, their members will becandidates at both municipal andgeneral elections. It is a scary thing when peoplebegin to believe that God’s is on theirside to fight. But it is likewisehonourable that they have decided tostep outside the four walls of thechurch.

Ignite the Peace Initiative The Ignite the Peace Initiative wascollaborative effort between thestudent bodies of Galen University,Sacred Heart College Junior Collegeand University of Belize. The UBstudents had the greatest turn out.About 5 buses filled with UB studentsparticipated. Galen and SHCJC eachhad less than a hundred studentsrepresenting. The students, however, were notvocally active. They were mainly therein numbers. Most of them awaited thetorch runners, and then proceeded tohead on home after their arrival. HopeAmadi, president of the UB studentGovernment, had to inform studentsthat the buses would be departingabout 30 minutes after the torchrunners had arrived. Additionally, the speaker systemsthat were used were not effective andmost of the people were hungry. Therewas no food to be purchased because

I am encouraged by the increase innumber of students who turned out.Last year, the University of Belizethrough the Student Government hadmanaged to cancel classes to carryout a peace march in the centralstreets of Belize City. Only one busdeparted from Belmopan, which wasmore empty than full. The number ofUB students who participated inBelize City was extremely low. Wewere joined by the St. John’s students.Students in Belize aren’t active. It’ssad, very sad.

Some people have said that theMovement is primarily made up ofsupporters of the People’s UnitedParty (PUP). This view is particularlyrecurrent in the Wave’s Radio talkshow, whose speakers believe thateveryone else except themselves havea partisan agenda. The reality of thematter is that on the day of thedemonstration Hon. Elivin Penner(UDP) pledged to be a member ofthe Purple Movement. Also, severalUDP councillors of the Twin Townshave been active spokesperson andorganizers of the cause. Yet, it cannot go unmentioned thatPUP supporters will find their wayspeaking more often than others. Thisis because partisan politics is soinfluential in people’s behaviour.Known UDP supporters have ahigher chance of being victimized ifthey speak out. Politicians will assumethat they are UDP betrayers. More than that, the young people ifthey speak out, will be confronted bytheir families and peers who will warnthem the dangers of victimization.Beyond that, the young people are yetto become conscious that they canbe powerful agents of change. Youngpeople rather go to parties and gethigh, failing to realize that so many ofour brothers and sisters are falling tocrime and that one of us could be next.My hope is that, this movement canbegin to challenge the general Belizeanpsyche that we are not entitled toquestion our representatives. Thepeople have the power; power to thepeople. The Purple Movement Committee,I am proposing, must establish rulesabout this. For example, if anymember agitates for explicit UDP/PUP interest, he/she should berenounced publicly from being part ofthe movement. And also prohibitcertain type of activities such as themusical presentation by the Mendezduo at the demonstration. Overall Ilike the composition. But “wasGeorge Price for us - Yes in God hetrust” and those sort of phrases willgive the PUP the upper hand. Letit be a movement for social reform.That song was good for theSeptember celebrations. As much as

possible, be bipartisan. If themovement will advocate for aparticular party, let it do so for a newparty comprised of revolutionarynon-conformist youth. Interestingly, the Purple Movementhas issued a press release affirmingtheir bipartisan status: “We thePurple Movement will notaccept any Political Party orEx-affiliates into our Executive orHonourable Membership. Wehowever will not undermine, butwelcome political leaders orex-affiliates to support themovement as “Customarymembers” who can freelycontribute and participate inour activities as citizens in ourcommunity, but not as politicalleaders or as a party affiliate.”

Attack the System Attack the system! Attack theSystem! – Both political parties haveallowed the system to remain relativelyintact. Our high crime rate is theresult of both Red and Blue. If youare going to attack the Hon. PrimeMinister of Belize Dean Borrow,please remind Hon. Francis Fonsecaand Hon. Said Musa and fellowcompanions that their actions led usto where we are. Don’t be fooled.Don’t run their campaigns for them. Let me give to example of our faultysystem. In education, 1/3 of ourchildren are excluded from primaryschool; 60% are excluded from thesecondary level; 2008 data stated thatthere is a 4% tertiary enrolment whichgives Belize which is some of theworse rates in Central America andthe Caribbean (Gayle 2010, p.110-114). The 2010 Census informedus that only 2.4% of the populationwere enrolled at the tertiary level.These are among other factors suchas underpayment for teachers,overcrowded classrooms, lack ofqualified teachers, complicatedmanagement of schools, and thecolonial education structure which areinterrelated issues which contribute tocriminal activity. Similar attacks canbe made to the Political Structure,Police Department, Health andSocial Services and so on. Criminals must be laughing whenthey see peace-marches, shut downs,and protests. They may even becomemore agitated as evident in recentreports. But we are not out to scarethe criminals. These initiatives thenmust be directed against the system.Politicians who are the principal policymakers must be advised andpressured to make the necessaryreforms to create a more inclusive andstable society. Voice your Concerns and Challengethe System. Belizeans, Belizeans, my dearBelizeans, think, think, think, and thenact. Oh yes, act, we have got to act,realize that our realities depends onour inactions and ACTIONS.

About two hourslater, at around 8 o’clock, heinstructed his worker, BernardoMatute to return to his house to pickup other merchandize to be sold atthe market. Upon arriving at the house inHillview, Matute reportedly observedthat it was broken into. Heimmediately conveyed theinformation, via telephone, to Vargaswho rushed to the scene where heencountered the screened doubledoor open and the panel of the frontdoor removed with the door slightlyopen. Vargas entered the house, a brownbungalow 24 by 48 feet cementstructure, where he observed thatseveral items were missing frominside his house including US dollarsin various denominations valued at$2,500, 800 Belize dollars in cash,an Apple Mac Book brand computer

valued at $2,300, a black Sony Viobrand laptop computer valued also at$2,300, a Compaq brand laptopcomputer valued at $1,800, a digitalcamera valued at $500, an assortmentof gold and silver jewellery valued at$800; a pair of gold plated earringswith the initials “SS” valued at $60 allfor a total value of 11 thousand and60 dollars. After reviewing all four surveillancecameras, Vargas noted that one ofthem, with the front of the house inview, captured the image of a Creoledecent, slim built, male person withlong hair tied in a pony tail, prying offthe panel of the front door with acrow bar. A second camera, locatedinside the house, revealed the imageof the same male person takingpossession of Vargas’ property. Upon making the report to thepolice, Vargas provided the videofootage to assist in the investigation.The intruder was identified asHarvey Trapp, a resident of the area.

An instant search began for Trapp.The search ended 17 days later when,on Tuesday, April 17, a team ofpolicemen, including the thenCommanding Officer, Alvan Gentle,on patrol on the George PriceHighway in the police vehicle,spotted the suspect standing at thejunction of the highway and the roadleading into Hillview. The suspect was instantly detainedand transported to the police stationin San Ignacio where he waspositively identified as HarveyTrapp, 20, Belizean laborer of aLipton Street address in Hillview.He reportedly gave a cautionedstatement, witnessed by a Justice ofthe Peace, in which he allegedlyadmitted to committing the crime. Trapp was consequently arrestedand formally charged for burglary. He appeared in court onWednesday, April 18 where thecharge was read to him byMagistrate Linsbert Willis. The accused pled guilty to thecharge while alleging that he gave the

cautioned statement under duress.The initial guilty plea was therefore setaside. The accused was consequentlyoffered and met bail in the sum of fivethousand dollars and ordered toreturn to court on Wednesday, July18, 2012. The case ended today, Wednesday,October 17, in the San Ignaciocourtroom of magistrate NardaMorgan where the accused,unrepresented by an attorney, wasfound guilty of burglary. Prior topassing sentence, magistrateMorgan informed of the taking intoconsideration that he is a first timeconvict and, as such, sentenced himto a big five years in jail.
