SAN IGNACIO, Cayo,Thursday 8 December 2011: While all instances of violentdeaths of any individual initiallybegins as a murder investigation,the Thursday morning discoveryof the dead body of a securityofficer is revealing severalcharacteristics consistent withsuicide. At around 8:30 this Thursdaymorning, San Ignacio policewere called to the office of

Security Oriented ServicesLimited (SOSL) and S&BLoans located at #59 BurnsAvenue in San Ignacio. Uponarrival they were directed to theadjoining living quarters ofSOSL security supervisor,Thomas Bert Reyes II. The police approached thefront door, pushed it openthereby instantly realizing that itwas closed, but unlocked. Uponentering the room, they saw the

suspected dead body of ThomasReyes on a blood soaked bed.The body, face upwards, wasfound with both feet on the floor.Beside the body, near the righthand, on the bed, police founda black 9 millimeter pistolalong with one unexpended 9millimeter bullet on the bed andon the floor near the rightfoot was a single expended 9millimeter casing. Itis nothing new to residents ofwestern Belize, who encounterall 21 of them when travellingthe western highway betweenRoaring Creek and Santa Elena. In this instance howeverwe are referring to anactual sleeping policeman. Apoliceman sleeping on dutyinside the police station, itactually goes further, apoliceman, on front desk duties,sleeping on his outstretchedhands while he sat on a chairbehind the desk resulting in the

disappearance of a pistol fittedwith a magazine containing 10live rounds of ammunition. Fortunately for all concerned,except for the sleepingpoliceman and the thief, theentire incident was captured bythe police internal surveillancecamera system which revealedthe arrival of the accused, BelizeDefense Force soldier, AdrianGregory Francis, at around4:20 on the morning of Monday,5 December while PoliceConstable #835 Selvyn Myerssat at the front desk. A fewminutes later Myers fell asleepat the desk. fitted to the pistol was laterfound to contain 11 bullets. The body was found clothedin a shirt and short pants andwith what appeared to begunshot wounds to both sides ofthe temple. The police alsoretrieved the lead from a bulletwhich was found stuck in anearby wall. Combining the position of thebody on the bed, the location ofthe gun along with the singleexpended round on the floornearby, the lead in the wall andthe injuries to the head, paints apicture of the deceased standingnext to the bed, placing the gunat point blank range to the rightside of the head, pulling thetrigger resulting in the bulletentering the right side of thehead, exiting through the leftside and eventually landing inthe wall with the deceasedfalling backwards on the bed. Police also found a sealedwhite, blood stained, envelopeaddressed “To the Love of mylife Mrs. Jenice C. Reyes”signed “Love always Tom” witha gold, wedding type, ring on topof it. Also inside the room werea half bottle of rum and a glasscontaining liquor. The scene was processed andthe body was transported tothe San Ignacio CommunityHospital where, upon arrival ataround 9:30 am, it was officiallypronounced dead by themedical officer on duty, Dr.Sandra Martinez. The bodywas placed inside the morgue asit awaits the legally required postmortem examination. The deceased, Thomas “Tom”Reyes, 49, a retired Sergeant of

the Belize Defense Force and avolunteer instructor in thereserve element of the BelizeDefense Force, was working asan SOSL security officer forthe past four years. He wastransferred, about two monthsago, to supervise the company’soperations in San Ignacio. While his friends, whoroutinely hung out with him onthe Burns Avenue sidewalkacross the street from the office,were looking for an explanationbehind the tragedy, there was thetalk about the possibility of thetragedy being triggered by therecent losing of security jobsin the community as thisdominated his most recentconversations with his twosidewalk friends one of whomoperated the adjacent S&BLoans business and the other hispredecessor at SOSL. These twofriends are reportedly the lastpersons to see him alive, when,at around 10 the previousmorning, he left them on thesidewalk, walked across thestreet, entered his livingquarters, exited through theoffice door, padlocked the officedoor from the outside andreentered his living quarterspulling the door behind him.The friend who occupies anadjacent room in the S&B Loanssection informed of the unusualloud volume of the TV in hisneighbor’s room, but he wasmore concerned about thedisturbance to the landlord wholives upstairs. The volume of thetelevision remained high rightup until the police entered theroom on Thursday morning. The predecessor friendarrived, as usual, at around 8

o’clock on Thursday morningand began inquiring aboutReyes, he reportedly knocked onthe back door and when he gotthe unusual no response, hewalked around the corner to aside bathroom window, pulledthe curtain and with thebathroom door open, he got aclear view of the bedroom wherehe saw the body and the largeblood stain on the bed. Herushed around to the front ofthe building and told the otherfriend what he saw. The otherfriend placed the 911 call tothe police who arrived shortlythereafter. The owner and managingdirector of SOSL, Paul Garcia,confirmed that the company’sclientele was indeed on thedecline in the area which heattributes to other factors andnot necessarily to Reyes’performance. The suspectedsuicide note, which was certifiedin a written statement to thepolice by police corporal,Samuel Bonilla , youngerbrother of the deceased, to be inthe decease’s handwriting withwhich he is acquainted, rathervindicated Garcia’s position as,at the risk of delving too deep inthis rather personal message tohis wife and son, indicated thathe was sorry for what he haddone and that he had gotten tiredof the medication. He requestedfor his son to “Take good careof your mother, my wife”. Thenote also informed that“whoever finds this note give itto my wife”. It ended with therequest to “tell everyone I amsorry. I can’t take it no more.

When Ralph said that the messthat Belize is in was caused by thePUP he knew exactly what he wastalking about and he was 100%right. When my father led thediscussions concerning thepolitical points of the day on ourverandah, he was very clear about

why he could NEVER supportPrice nor the PUP. He neverwanted us to be ‘uninformed.’ Wecontinue the discussions in Pa’smemory. I feel that this is the righttime to share these truths with you: 1) Price was sent intopolitics by a millionaire capitalistswho did NOT want to pay taxes:the relevance to today is that wehave a billionaire who wants ALLthe Belizeans’ money - and do NOTwant to pay taxes. A PUP winwould allow the billionaire to havehis way with Belize. Differenttime, same motive! 2) Price failed to complete theprescribed course of study at semi-nary. Relevance: Smith explainedthat by the end of Price’s longreign, things worsened and corrup-tion reached a critical mass; con-tinued failure. 3) Price was expelled from themeeting in London after secret,unauthorized scheming withGranados. Relevance: Chiquibul,and indeed the whole bordercontinues to be threatened byGranado’s countrymen. 4) Price sold out. His thirtypieces of silver was the promiseof becoming the 1st President of aproposed Central AmericanFederation. Relevance:

Sagastume’s crossing. 5) Price was totally against aWest Indies Federation and herefused twice to give the land forthe UWI campus at thatUniversity’s birth. Relevance: Belize would now have a superb teaching, tertiarylevel hospital, I lay the blame ofevery one of the premature deathson the shoulders of Price and hissupporters. 6) Price would shamelessly runinto the protected arms of the very‘Colonial British’ that he claimedto be fighting against, whenever hewanted to save his skin or when itsuited his selfish needs. Examples: i) When Hector Silva andSantiago Perdomo, backed byYdigoras ’’ Belize will be ours byright or might’’ Fuentes wanted topush him aside. ii) Whenever solders, warshipsand harriers were needed to cometo the aid of Belizeans. 7) Price went from house tohouse and community to commu-nity to encourage Citizens to givehim their allegiance - ratherthan the COUNTRY. He used thevisits to encourage class andethnic separation. Relevance: Today’s population is not as nation-alistic and unified as it needs to be,

especially when faced with threatsfrom outside. This is probably themost important point of this essay! 8) Price told Pollard that a Brit-ish passport would be irrelevantbecause Belize would soon becomea Department of Guatemala. Rel-evance: The totally unfundedclaim is still being pushed by theenemies of our state. 9) Price had been receivingmonthly cash contributions fromthe Guatemalans; specifically toturn the inhabitants of British Hon-duras against Britain and to lieabout the Battle of St. George’sCaye. Tony M. alleged lover andbagman is living in San Fransico,give him a call! Relevance: Gua-temala wants what it feels that ithas bought from George C. Price -problem is; Price was wrong to putBelize on the selling block, becauseBelize was NEVER his to sell andthe Bat tle is a real historicalfact. Smith, Richardson, Jeffery,DePaz and Goldson turned awayfrom him because of his ‘greatlove:’ Guatemala. Under the Constitution of mostformer British colonies, there isno fix date to call GeneralElections. It is the prerogative ofthe serving head of state to setthe date for subsequent generalelections. In some former British coloniesand Commonwealth countries,the head of state is not elected bydirect election but rather byvoting in a single constituency.With this type of arrangement,anybody who want to becomePrime Minister or President mustfirst be elected to the House ofRepresentatives and must enjoythe support of the majoritymembers in the House. In otherwords, that individual must be theleader of the winning party. If this person win theleadership of the party and loseshis or her seat in the GeneralElection, that person cannotbecome Prime Minister orPresident but retain the partyleader position until that personeither resigns or is replaced by theparty. The elected members of theparty among themselves shallthen decide who will be namedPrime Minister or President. In 1979 Dean Lindo, the thenleader of the United DemocraticParty (UDP) lost his seat in theFort George Constituency to SaidMusa of the People’s UnitedParty (PUP) resulting in the UDPappointing Dr. Theodore Arandaas the leader of the opposition. Aranda later lost the partyleadership to newcommer,Physics professor, ManuelEsquivel. Aranda then went onto form his own ChristianDemocratic Party (CDP) whichwas shortlived and never won anyseat in any election in Belize.Aranda the joined the PUP andwent on to win the Dangriga seatfor the PUP in the 1989 generalelections. General elections were held in

December 1984 and, for the firsttime in Belize’s political historythe PUP was defeated by the UDP.Of the 28 seats in the House ofRepresentative, at that time, theUDP caputred 21 while the PUPgot only seven. The real upset inthe 1984 general election was thedefeat of PUP leader and veteranpolitician, George Price in theFreetown Constituency by DerekAikman, a young politician, inhis early 20’s. PUP leader, George Price waseffectively left without a seat inthe House resulting in the PUPappointment of Florencio Marinfrom Corozal Southeast asleader of the opposition in theHouse. Notwithstanding Marin’sappointment, Price retained hisposition as leader of the PUP.Realizing that Freetown hadshifted to the UDP, Price wasmoved to the PUP stronghold inPickstock which at the time wascontrolled by his sister JaneUsher who was asked to stepaside to make way for Price.Price went on to win theconstituency in 1989 but by1993, when he called earlyelection, 16 months before it wasconstitutionally due, the marginof victory was significantly closedwith the arrival of the formidableWilfred Sedi Elrington, anattorney by procession, as theUDP candidate in Pickstock; Thiswas when the PUP came to therealization that Price’s days inpolitics coming to and end and so,in avoiding a repeat of the 1984scenario, Price was forced toresigned in 1996 as the party wasgearing up for the 1998 generalelections. In the wake of George Price’sdeparture, Florencio Marin andSaid Musa competed for thevacant position.Musa defeatedMarin in a convention held on“neutral grounds” in Belmopan.The convention resulted in theisolation of Marin until heresigned in 2007annointing hisson, Florencio Jr, to take overCorozal Southeast. The George Price led PUPcalled early in 1993 proclaimingthat “Job Done” giving theimpression that they needed anew mandate because that hadfulfilled all their manifestopromises. The UDP won by a slim2 seat margin. Manuel Esquivel,who won his Caribbean Shoresseat became the new PrimeMinister of Belize for a second

time. The UDP again served a singlefive year term in office and wasdefeated by the Said Musa ledPUP in 1998. Musa went on towin two consecutive five yearterms in office until his party,plagued by allegations of rampantcorruption, was swept out ofoffice by a 26 to five defeat bythe UDP led Dean Barrow inFebruary of 2008. Barrowwho had served as Deputy in the93-98 UDP administrationbecame the new Prime Ministerof Belize. Since taking over theleadership of the UDP, DeanBarrow has been winningsuccessive municipal and villagecouncil elections and in theprocess transforming his partyinto a political force to bereckoned with. As 2011 draws to a close,the PUP remains severlyfragmented. It is controlled by afew select families, businesspeople, special interest groupsand people of Arab descent.Grassroots Belizeans are notpleased with this arrangements.More native Belizean ethnicgroups such as the Creoles,Garifunas, Latinos, East Indians,Mayas are openly supportingDean Barrow and the UDP. The attempt by the PUP toportray the UDP as an antiHispanic party continues to failedmiserably as Belizeans of allethnic orignins routinelyflock toUDP public events especiallywhen called to do so by theirrespective area representative andtheir party leader. The UDP have been enjoyingresounding election victoriessince March of 2006 when theywon 64 of the 67 municipal seats.This exact margin of victory wasrepeated in 2009 and could verywell tripete in 2012. The UDP went on to a landslidevictory in February 2008 winningin 26 of the available 31 seats inthe House . This massive victorywas followed by the secondlandslide municipal victory, oneyear later, in 2009. The UDP hassince been on a election victoryroll and by all indications it lookslike nothing is going to stop themnow. Most recently the PUP has beensaying that they are ready forgeneral elections because theyhave all thirty one candidates inplace. Having candidates in place

and winning elections howeverare two different things. The UDP can now call thegeneral elections whenever theyfeel that the time is right. A favorable outcome in the 7March 2012 municipal elections,could very well prompt PrimeMinister Barrow to call generalelections shortly thereafter. Elections were recently held inGuyana and the party in powerlost the House of Parliament butretained the presidency. In St. Lucia the UWP party thatwas in control, lost the House ofRepresentatives and the St. LuciaLabor Party (SLP) headed by DrKenny Anthony, after about nineyears in opposition, returned topower by winning nine out of fif-teen seats in Parliament Elections in Jamaican is sched-uled for 29 December 2011. Ja-maicans are ready to go to thepolls with their JLP governmentand their new Prime Minister An-drew Holness. The Government of Belize hassuccessfully controlled gangviolence in urban Belize Citywhile working on a severaleconomic initiatives to createjobs for Belizeans. Roads and bridges are underconstruction. Several WorldBank funded tourism projects areunderway countrywide. Government has sincerenationalized two public utilitiesmuch to the pleasure of themajority of Belzeans. The onceonerous telephone rates havegone down by as much as 75%.Furthermore, Prime MinisterBarrow recently announced thatelectricity rates will be reduced inthe first months of the new year. New schools are being builtcountrywide. Electricity will soonbe extended to an additionaltwenty-nine villages With all these projects on theagenda, it is clear that the UDPgovernment is gearing up forelections. Before a PrimeMinister calls early elections, heor she must first weigh the prosand cons of their chances ofreelected first. With the currentfinancial and fragmented state ofthe PUP, combined with their lackof a clear vision and direction, theUDP should so go ahead and takeadvantage of the prevailingchallenging state of the PUP. After two consecutived terms ofbeing in opposition it is now timefor the UDP to be given anotherterm to continue cleaning up themessinherited from the misman-agement and outright corruptionactivities of the previous PUPadministration.

The Belize Water Services Limited (BWSL) has received financing from the Inter-American DevelopmentBank (IADB, the “Bank”) for the detailed design of a wastewater collection and treatment system for thePlacencia Peninsula. The resources of the Technical Cooperation Agreement will be used to procuretechnical assistance to prepare the detailed design of the wastewater collection and treatment system basedon recommendations of a feasibility study of design options undertaken by the United States Trade andDevelopment Agency, provide for customer surveys and a public awareness campaign.

BWSL now invites eligible consulting firms to indicate their interest in providing the services describedabove. Interested consulting firms must provide information establishing that they are qualified to performthe services (brochures, description of similar assignments, experience in similar conditions, availability ofappropriate skills among staff, etc.). Consulting firms may associate with local firms to enhance theirqualifications.

Consulting firms will be selected in accordance with the procedures set out in the Inter-AmericanDevelopment Bank: Policies for the Selection and Contracting of Consultants financed by theInter-American Development Bank (2006 edition) and is open to all eligible bidders as defined in thepolicies.

The lack ofinformation leaves thecommunity vulnerable tobecome victims of these crimeswhilst simultaneously falselygiving the impression that all isin order when in reality all isvery, very far from being inorder in terms of the protectionof personal property. There is an increasing numberof crimes of dishonesty withinthe community homes are beinginvaded, a term which thepolice do not like to hear,business places, homes and carsare burglarized on a daily basiswhile the community is keptignorant of these occurrencesuntil the crime literally hitshome. The usual high number ofburglaries continued this week,one that was brought to ourattention, by the victim, was theWednesday night incident atMercy’s Kitchen in ourneighborhood on AndrewsStreet, Santa Elena. Mercedes believes that theincident could have occurredbefore 10:30 that night since oneperson informed that the lightsattached to the front of the maleand female bathrooms in theyard were off from as early as10:30 that Wednesday night.The lights are normally left onall night and when checked itwas noted that the bulbs werescrewed slack. The same personinformed of the presence of amale person sitting in thedarkness under a large tree in theyard from as early as 8:30 thatWednesday night. The police, we were told, arelooking for one suspect as theinvestigation continues.

MERIDA, Yucatán, Mexico, 5December 2011: The Thirteenth Summit ofHeads of State and Governmentof the Tuxtla Mechanism forDialogue and Coordination inMérida, Yucatán ended today. The Summit was attended bythe presidents of Guatemala,Álvaro Colom; Honduras,Porfirio Lobo; Mexico, FelipeCalderón; Nicaragua, DanielOrtega; Panama, RicardoMartinelli; Dominican Repub-lic, Leonel Fernández; andFirst Vice- President of CostaRica, Alfio Piva and theMinisters of Foreign Affairs ofBelize, Wilfred Elrington;Colombia, María ÁngelaHolguín; and El Salvador,Hugo Martínez. On thisoccasion, President of ChileSebastián Piñera also attendedin his capacity as Special Guest. The leaders attended a produc-tive working meeting, duringwhich they examined key issuesfor the region. They confirmedtheir commitment to the TuxtlaMechanism twenty years afterits inception; the Mechanism hasbeen consolidated as the mainMesoamerican forum of agree-ment, political dialogue andcooperation. They reviewed advancements

in the Mesoamerican Integrationand Development Project inspecific areas such as: highwayinfrastructure; electric intercon-nection and telecommunica-tions; the Mesoamerican Systemof Territorial Information andthe Mesoamerican Public HealthSystem. They agreed to create aManagement Unit to implementthe Pacific Corridor andannounced the operation of theMesoamerican Procedure forInternational Goods Transport(TIM), involving the installationof computer systems andstandardized procedures tospeed up customs, migratoryand health procedures. Mexico confirmed itscommitment to continuingto work to strengthen theMexico-Central Americaninterconnection to implementthe Electric and Telecommuni-cations Interconnection inMesoamerica, which willbenefit the region throughmore competitive prices andreduce the digital gap. In the sphere of cooperation,Mexico announced the estab-lishment of the new FinancialCooperation Strategy forMesoamerican and CaribbeanCountries (Yucatán Agreement),

designed to contribute to theeconomic, social and institu-tional development of bothregions through the financing ofinfrastructure programs andprojects, technical assistanceand trade in goods and serviceslinked to infrastructure. Within the framework ofthe Summit, negotiations wereundertaken to implement fourcooperation instruments: devel-oping the institutional capacitiesof Mesoamerican governmentsfor the monitoring and evalua-tion of the fulfillment of theMillennium DevelopmentGoals (MDG); two projects forcivil protection and the develop-ment of financing schemes fordealing with emergenciesand a Protocol to boostdevelopmentin the regionthrough the MesoamericanCooperation Program. In their Political Dialogue, thepresidents and top governmentofficials discussed key issues forthe Mesoamerican region, suchas the strengthening of demo-cratic institutions, regional secu-rity and migration. The heads ofstate and government of theTuxtla Mechanism and the Chil-ean president issued a JointStatement on Organized Crimeand Drug Trafficking, in which

they expressed their convictionthat user nations should adoptmore effective, drastic measuresto track and cut off the moneyflows resulting from illegalactivities. They stressed the needto reduce demand and to fightillegal arms dealing. The leaders also agreed tocontinue supporting the CentralAmerican Security Strategy, itsAction Plan and the regionalprojects designed by membercountries of the CentralAmerican Integration System(SICA). In regards to migration,members of the Tuxtla Mecha-nism will continue supportingefforts to deal with thechallenges raised by thisphenomenon and confirmedthe agreements reached at theMinisterial Meeting onTransnational Organized Crimeand Migrant Security held inMexico in October 2010. The leaders and top govern-ment officials engaged in anInteractive Dialogue with CEOsfrom the region on the oppor-tunities created by the SingleFree Trade Agreement betweenMexico and Central America,signed on 22 November. Thepresidents signed a declarationhighlighting the importance ofthe passage of this Agreement. The Tuxtla Summit was alsoattended by the governors ofMexican states of Puebla,Rafael Moreno Yucatán,Ivonne Ortega and Campeche,Fernando Ortega, as well aslegislators from various politicalparties and representatives ofinternational and regionalorganizations, including thePresident of the Inter-AmericanDevelopment Bank, LuisAlberto Moreno. WESTERN HIGHWAY, Tuesday,6 December 2011: A fatal traffic accident betweenmiles 28 and 29 on the WesternHighway today claimed the life ofWayne Williams, 45, a popularengineer residing in Belm opan. The accident happened at around5:50 pm when Williams washeading from work in Belize Cityto his home in Belmopan. He was driving his white pickupwhen he ran into a passenger busheading in the opposite directionas he tired to avoid colliding intothe back of a water truck parked inhis lane. While the driver of the bus triedto make way for Williams’

approaching vehicle by shifting offthe road, the accident could not beavoided as the pickup made

They also want to ensure thatfuture deal would be legallybinding on all. But the draft texts written bychairs of overnight talks, seen byBBC News, do not specify abinding outcome. This year’s talks in SouthAfrica are not intended to pro-duce a new binding agreement. But the EU and its allies fromthe Alliance of Small IslandStates (Aosis) and the LeastDeveloped Countries (LDCs)are seeking a firm roadmaptowards such an agreement, andsoon. Aosis delegates are not happywith the drafts. They, and the EU, havepledged they will not make anagreement here that is notconsistent with the scientificpicture.“If there is no furthermovement, then I must say Idon’t think there will be adeal in Durban,” said EUclimate commissioner ConnieHedegaard.
