Such was the casethis Saturday, September27, when our pre-schoolbuilding underwent a completetransformation emerging witha new paint job. We had been discussing thisparticular project for manyyears without much success.However, the topic reemergedduring a parent/teachermeeting last week. We werediscussing about raising fundsfor the project when a parentvolunteered to take on the taskwithout the need to raisefunds. Within a few days the paint,rollers, trays and brushes wereobtained; the community wasbrought together and today

our school stands brightly painted in ourschool colors - creme and red. As the Head Teacher, Santa ElenaCommunity Pre-School, I must publiclythank those persons who, on such shortnotice, made this project a reality as follows: a) Alberto & Nyani August from the

The report against PC Casimiro,who at the time was posed as theofficer in charge of the SpanishLookout substation, is that shortlyafter 10:00 a.m. September 7, hevisited a bar, the home and workplaceof the alleged victim, in thecommunity of Duck Run I in theCayo District where he allegedly toldthe victim that a report was lodgedagainst her at his station and thatshe must accompany him to thesubstation. In the report to the police, thealleged victim informed that she hada misunderstanding with another

female a few weeks earlierand was of the impressionthat it was the same reportto which PC Casimiro wasreferring. It was with much interestthat my attention was drawn to aletter to the Editor by formerDirector of Public Prosecutions,Attorney Luchman Sooknandan,appearing in the September21st edition of The GuardianNewspaper. His opening sentence was:“Kindly publish this letter inyour prestigious newspaperabout my deep concern for theescalation of crime in Belizeand some drastic steps thatcould be taken to assist in thealleviation of crime.” Then I said to myself: At longlast, we are going to get it directfrom the horse’s mouth. Fromnone other than a man who hasbeen in the belly of the beast. Atrained attorney, a man who in hisown words has “served quitesome time working at theDirector of Public ProsecutionsOffice and twice as Director ofPublic Prosecutions”. Imagine my disappointmentwhen the author went into thesame old song and dance. Thesame old tested and still failingefforts at addressing the nation’scrime problem as he delved intotopics under headings likeADULT EDUCATION –EDUCATION – VOCATIONALTRAINING - FEEDINGPROGRAM – AGRICULTURE– and SPORTS all of which areongoing projects while thenation’s crime situation keepsgetting worse. The author indicated that he hasserved for three years, between1969 and 1971 as a trainedteacher. However, he has served10 times that amount of years, forwell over 30 years in the legalprofession. One would havetherefore thought that he would

have offered suggestions, from alegal point of view “to assist inthe alleviation of crime”. Quite frankly, I would haveexpected for an individual ofhis legal acumen to haverecommended “some drasticsteps” to plug all those legal loopholes by which the Office ofDirector of Prosecutions, underhis watch “for quite some time”and even to date, continues toissue and increasing number of“nolle prosequi” wherebypersons charged with seriouscrimes continue to walk free ofall charges from SummaryJurisdiction and Supreme Courttrials. I would have wanted for theformer Director of PublicProsecutions, who “for quitesome time” handled and gavelegal advice on most major casefiles, to recommend correctivemeasures that can be taken whenthe system is confronted with asituation like the one that tookplace just this week in SanIgnacio’s Magistrate Court: Aman, charged for the seriouscrimes of attempt murder, use ofdeadly means of harm anddangerous harm, walked out ofcourt a free man when themagistrate dismissed all chargeson the grounds that afteralmost two years and a dozenadjournments, “THERE WASNO CASE FILE”. It can onlyboil down to one of two things:Either that an innocent man wasarrested, probably for statisticalpurposes, and subsequently thepolice did not even bother toprepare a case file but insteadmade him languish in jail foralmost 2 years since he wasarrested in December 2006. Oron the other hand, the system isso flawed that by dereliction ofduty or maybe even throughoutright corrupt means, anindividual, who attempted to takethe life of another human beinglike countless others, walkedfree of all charges without evenas much as facing an actual trial. I would have wanted, forexample, for the formerDirector of Public Prosecutionsto have come up withrecommendations on amechanism that could beimplemented to minimize ifnot totally eliminate the words“NO CASE FILE” in largenumbers of cases via monthlywritten reports reaching theOffice of the Director of PublicProsecution from the variousprosecutors in all towns and

cities across this nation. I would have wanted for examplefor the former Director ofPublic Prosecutions torecommend measures that canthe taken to curtail the mockeryof the legal system wherebymagistrates are legally restrictedfrom offering bail to accusedpersons for certain crimes whilelawyers can turn around andsecure bail for those sameindividuals by way of anapplication to the Supreme Court.None of us expect lawyers tobuck this obvious mockery ofthe system as it opens up anotherincome stream for them. I would have liked for the formerDirector of Public Prosecutionsto recommend a system by whichthe tracking of the payment ofcourt fines could be efficientlyorganized to ensure that thosewho commit crimes pay the fineand that those who fail to meetthat commitment are rigorouslypursued until every single dimeis paid.

I would have liked for the formerDirector of Public Prosecutionto have come up withsuggestions whereby victims ofcrimes would be compensatedfor the losses they incurresulting from the criminalbehavior of others instead offines going to the governmentcoffers with noting going tovictims of crimes. These are but a few of the thingsthat I would have truly wanted tohear coming from the horse’smouth, from the man who hasbeen inside the belly of the beast,from a man with such vast legalknowledge and experience. Unless proven wrong, I amone of those who is of the firmbelief that unless we get seriouslytough on crime, no amount ofexpenditure on ADULTEDUCATION – EDUCATION –VOCATIONAL TRAINING -FEEDING PROGRAM –AGRICULTURE – or SPORTSwill ever “assist in thealleviation of crime.”

Onesimo PottSAN IGNACIO TOWN, Cayo,Thursday, September 25, 2008: On October 5, 2008 the BelizeChurches of the Nazarene will join18,000 other Nazarene churches in151 world areas to celebrate the100th Anniversary of the founding ofthe Church of the Nazarene. The celebration will take place atthe Macal River Park in San IgnacioTown on October 5th beginning at9:30 a.m. In the country of Belize the churchesare divided into zones. The Western Zone is composed ofEsperanza Village, Santa Elena Town,San Ignacio Town, San Jose SuccotzVillage and Benque Viejo Town. The Church of the Nazarene hasits roots in Methodism, drawnfrom the teachings of EnglishEvangelist John Wesley (1703-

1791). The denomination wasestablished in October 1908 in thePilot Point, Texas, the culmination ofmergers of several like-mindedgroups. The mission of the Churchof the Nazarene is to makeChristian-like disciples in the nations. “A century ago, the Nazareneswere an American family withrelatives in other countries.Today we are an internationalfamily of districts and congrega-tions planted on each of Earth’sinhabited continents. No singlelanguage, race, or nationalityclaims a majority of ourmembers.” (Stan Ingersol,Archivist). At the Church of the Nazarene’sQuadrennial Assembly in 2001, fortytwo percent of the delegates eitherspoke English as a second languageor did not speak the language at all.

Nazarene Colleges, Universities,and Seminaries are located aroundthe world. There are NazareneHospitals in Swaziland, India andPapua New Guinea. There are seven Primary Schools inthe country of Belize and a HighSchool in Belize City. Theconstruction of a second High Schoolwill soon begin in the Western Zone. The church also conducts radio

broadcasts in 30 languages anddistributes printed materials in 103languages worldwide. The Nazarene family invites youto celebrate with us on Sunday,October 5 at the Macal River Parkcommencing at 9:30 a.m. Food and soft drinks, at areasonable cost, will be available atthe end of the service. All our friendsare invited to come and rejoice withus.

Police and co-ordinating efforts withPolice, means the citizens of theneighbourhood and the Police areon the same team. Too often, intoo many neighbourhoods, therelationship between the community,even the law-abiding people inthe community, and the Police, isone of confrontation and notco-operation. Such a situation leaves the dooropen for the criminal and leaves the

street unsafe for everyone. Whenconfrontation is replaced byco-operation, the street becomes safeagain. If the street in front of your homehas become a danger zone, there issomething you can do about it. Join aneighbourhood watch group, orget the other people on the streettogether and start a neighbourhoodwatch group. It's worth repeating, that an

effective neighbourhood watchprogramme will reduce crime andmake a neighbourhood a safer placeto live. An effective neighbourhood watchprogramme, working in co-operationwith the Police, will make the street adanger zone only for the criminal. Thisis one time when 'getting involved'is a smart idea. Neighbourhood watch is a simpleidea that works, but only if thepeople of the neighbourhood getinvolved.

From Front Pageor “Fever”. After battling an illnessfor several months, he fell seriouslyill about 2 weeks ago and neverrecovered until he passed awayon Independence Day, September21, 2008. Luis grew up on George PriceAvenue in Santa Elena. He attendedSanta Elena Roman Catholic PrimarySchool. In caring for his own family, Luislived in Belmopan, Belize City andfinally in Esperanza village, thebirthplace of his common-law-wife,Carmelita Ku. Despite the uncertain weatherconditions, quite a large number ofrelatives and friends turned out forthe funeral service which was held onTuesday, September 23, at SacredHeart Church in San Ignacio Town.The spanish mass and gravesideceremony were celebrated by Fr.Lorenzo Echeverria. He is survived by his fatherModesto “Muddy” August; hismother, Hipolita “Miss Polly”Salazar August; three brothers, Jose,Artemio and Orlando August; sixsisters, Azucena, Nidia, Inez,Mirna, Noemi and Diana August. He is also survived by his common-law-wife, Carmelita Ku as well astwo sons, Luis Jr. and Elroy Augustand a host of other relatives and

I can't imagine not having any driveor ambition to accomplish anything,and having the desire to engage onlyin passive activities, always being aspectator, never acting. Laziness, in many cases, leads topoor health, low self-esteem and lackof hope among other things. Laziness also robs a person of thatsense of accomplishment, that senseof self-worth, and self-development. How are you going to learnanything, pick up a new skill ordevelop a talent if you're too lazy toget up and do something? In Belize it is said that we are notaggressive and that we rely onforeigners teach us new skills,resulting in miniscule progress forwe seem not motivated enough. Many people are generally harshtowards lazy people. I must admitthat my initial inclination towardslaziness is usually judgmental. I know however, that many peoplewho seem to be lazy have a passiveway of dealing with fears,insecurities or frustrations. People with learning disabilities, forexample, often seem lazy because ofthe high levels of frustration theyencounter when trying to accomplishwhat may seem to others as simple

tasks. A person who's afraid of otherpeople or of social situations maychoose a passive approach toeverything so that they won't have totake any risks. A slow learner may appear to belazy thereby shielding behind theopinion that “If I don't do the workat all, no one will criticize myperformance.” Of course, no amount of excusejustifies a life without accomplishment.Nor does knowing that you're lazy,because of fear, compensate forwhat you miss out on in life becauseof your unwillingness to act. The key to dealing with laziness istaking action, and the key to takingaction is finding the motivation to getup and do something meaningful. What do we do, though, when aperson simply resist motivation? What do we do about the personat work who isn't willing to do his orher share of the task at hand? What do we do about the studentwho doesn't do the homeworkbecause he or she prefers to liearound, talking on the cell phone orwatching TV? Are the Belizean people ready toface those conditions that causelaziness? Is this why we fail to accomplishgoals in Belize? Could this be the reason whythose so called“foreigners” aretaking over? friends. In the second instance, we likewiserecord the passing of Ms. Victoria“Vicky” Velasquez, 69; also ofSanta Elena, Cayo, who passed awayon Monday, September 22. Miss Vicky is survived by herchildren Maria, Guadalupe, Elida,Ernesto, Hector and Rosita. Sheis also survived by one sister, JuanitaSarceno; six brothers, Jesus,Tomas, Larry, Peter, Gertrudesand Julian Velasquez. She is predeceased by her father,Mr. Moises Velasquez and hermother Ms. Mary Bradley as wellas one sister, Laura Puc and twobrothers, Martin and GeorgeVelasquez. The funeral service for Ms. VictoriaVelasquez was held on Tuesday,September 23 at St. Ignatius Churchin Santa Elena. The mass andgraveside ceremony were celebratedby Fr. James Foley. The two funerals met at theCarmen Memorial Cemetery in SantaElena with the laying to rest of Ms.Vicky and Luis August a few feetfrom each other. We join the community inexpressing deepest sympathies to theAugust and the Velasquez families atthe passing of their loved ones. Wepray for the eternal resting of theirsouls.

Dear Editor; Thank you for the opportunityto share this concern with readers ofthe STAR Newspaper. Hardly any of us can dispute thefact that the Mennonite communityin Spanish Lookout contributessignificantly to the local as well as tothe national economy and for this wemust acknowledge them. However, it must be cause forconcern when reports like thefollowing three cases begin to surface: 1) A friend, whose son is a risingStar in the sport of cycling,informed that one day his son’straining took him to do the rounds onthe Spanish Lookout road in the areanear Iguana Creek and the BelizeNatural Energy compound. It did not

take long for father and son to beapproached by a group ofMennonite men who instructed themto “stop using our road for train-ing”. Although somewhatsurprised by the demand, the fatherand son has since not returned to thearea. 2) Recently, in the spirit of theSeptember celebrations, studentsfrom the Buena Vista Primary Schoolwere barred from parading on themain street in Spanish Lookout. 3) Leaders in the community haveinstructed the police that they do notwant any Police check point mountedin any street in “their” community. 4) It is a common occurrence to seeunder aged Mennonite driversdashing about on the streets in

Spanish Lookout. I believe that it is high time forresidents of this community tounderstand that times have changedsince they first moved into these landsin the 1950’s. Until another road is constructed,the Spanish Lookout Road, for allintents and purposes, is a public roadas it is the only thoroughfare by whichaccess can be gained to thosecommunities that have sincedeveloped beyond Spanish Lookout. Furthermore, over the past fewmonths in particular, the police havehad to mount several seriousoperations in the area. What ahindrance it would be if the nation’slaw enforcement authorities areobstructed from carrying out theiranti-crime operations within thatcommunity. An increasing number of customersfrom surrounding communitiesfrequently travel to Spanish Lookoutfor the procurement of goods andservices. Should their lives, and thelives of their families, be endangeredby under-aged/inexperienced driversusing the same road? While most of us, including thepowers that be, are repeatedlyencouraging the young people to takeup a sport instead of turning to a lifeof drugs, crime and violence,Spanish Lookout is banning anathlete with great potential from

practicing the sport of his choicewithin the boundaries of theircommunity. This situation really troubles me as itbears semblance of the first stage ofthe Balkanization of our nation. This is a matter which, in my humbleopinion, is deserving of immediateattention.Armando PerezSanta Elena, Cayo.

Dear Editor; Our Independence Day paradein the twin towns of San Ignacio andSanta Elena was one of biggest I haveseen in several years. Despite the threat of mass violence,as was the case with the throwing ofa grenade during the September 6,carnival road march in Belize City, thepeople of San Ignacio, Santa Elenaand surrounding communities cameout in large numbers to attend theofficial ceremony on Independence

Day. They lined the streets andparticipated in the colorful and hugeparade. I must commend the people forkeeping the peace as the celebrationswas free of any major crime andviolence. BELMOPAN CITY, Monday,September 29, 2008: The 8th Annual General Meetingof the National Association of VillageCouncils (NAVCO) and relatedactivities were successfully held onSeptember 26th and 27th, 2008, atthe University of Belize Auditorium inin the City of Belmopan. It is our pleasure to announce thatMr. Orlando Dawson of ScotlandHalfmoon Village Council has beenelected as the new President of theNAVCO by the General Assembly ofVillage Councils. Special Guest Speakers the AGMOpening Ceremony were theHon.Melvin Hulse, Minister ofPublic Utilities, National EmergencyManagement, Transport andCommunications; Belmopan CityMayor Simeon Lopez; and MarianMcNab, Chief Executive Officerfrom the Ministry of Labor, LocalGovernment and Rural Development. Members of the NAVCO NationalBoard presented the past year'sTechnical Report, Financial Report,and an Update on Resolutionsapproved by the General Assemblyat the 6th and 7th Annual GeneralMeetings.

During the working sessions of theAGM, Village leaders present votedon a list of proposed legislativeamendments, a list of Resolutionsproposed by the various DistrictAssociation Presidents on behalf ofthe Districts, and on the installation ofa new National President. One of NAVCO's objectives, that- "Rural leaders' capacities toeffectively address the needs of thecommunities, are improved" wasfurthered through significant activitiesheld to coincide with the Annual

General Meeting. On Friday, September 26th, theparticipants were taken on a tour ofthe capital city of Belmopan, so thatthey may become familiar with thelocation of organizations with whichthey need to conduct Village Councilbusiness from time to time. In addition, participants that had notyet received basic bookkeeping andfinancial sustainability trainingprovided by NAVCO, participatedin that training on September 26th. The training was facilitated by the

NAVCO Training Officer withassistance by the Rural CommunityDevelopment Officers from theMinistry of Labor, Local Governmentand Rural Development. The National Association of VillageCouncils extends its gratitude andthanks to organizations that havesupported and those that continue tosupport the work of Village Councils,the District Associations, and of theNational Association, including themedia houses, Peace Corps, BRDP,Oak Foundation, the Government ofBelize, Social Investment Fund, theEuropean Union, the City Council,Social Security, PACT, and variousMinistries of Government, amongothers.

SAN IGNACIO TOWN, CayoDistrict, Friday, September 26,2008: Local NEMO Coordinator,Alhenry Westby today informed thatthe heavy rainfall on Thursday nightresulted in the washing away of a largesection of the roadway between thewestern communities of Santa Familiaand Spanish Lookout. He informed that the NationalEmergency Management Organiza-tion (NEMO) through the efforts ofthe Ministry of Works was able to

Cancer of the cervix is the mostcommon cancer among women inCentral America. The cervix is thelower narrow part of the uterus

(womb) which can be seen andexamined through a vaginalexamination. Normally, cells grow and divide toform new cells, as the body needsthem. When the cells grow old, theydie and new cells take their place.Sometimes, this process goes wrong.New cells form when the body doesnot need them and old cells do notdie when they should. These extra cellscan form a mass of tissue calledabnormal growth or tumor. Cell from malignant tumors can

invade and damage nearby tissuesand organs. Also, some of them canspread to other parts of the body(metastasize), far from the originaltumor using the bloodstream orlymphatic system as channels ofdissemination. We do not know why the cancerappears. We know some risk factorsstrongly related with cervical cancer,most of them linked with our sexualbehavior. The following are some life stylechanges that help to prevent CervicalCancer: a) Abstinence from sexualencounter until adulthood,b) Monogamous relationship andc) annual medical checkup includinga Pap smear. The Pap smear can help thedoctor find abnormal cells beforecancer develops. Also, screening(doing Pap-smears regularly) can helpto find cancer early when thetreatment is more likely to beeffective.
