Facility Goals: Lincoln Elementary School
Drawing from site visits and surveys, facility goals were developed for each site.
Lincoln Elementary School

This school is located on a compact urban site within the city center in Chinatown. Students are doing well and appear to be focused on their studies. Lincoln Elementary School received most of the improvements which were identified by the last series of renovations including new flooring, lighting, repairs to their heating and ventilating system and renovation of restrooms. This site is overcrowded due to the large number of portables located on the playfield area. A number of these portables are forty to fifty years old and should be removed from the site.
NEW CONSTRUCTION/ADDITIONS
· Permanent building provides capacity for only 363 students. Consistently high enrollment has resulted in the necessary addition of many portables, severely reducing the play area. All portables should be removed and either enrollment dropped or a two story addition provided.
EXTERIOR
· Replace existing Lexan glazing with safety glass (one layer of plastic sandwiched between two layers of glass).
· Asphalt play area is a safety hazard, and is badly in need of resurfacing.
INTERIORS
CLASSROOMS
· New flooring, lighting and ceilings have been provided within the classroom area.
· Currently school has one full size kindergarten classroom. Enrollment indicated need for four kindergarten classrooms.
· Chalkboard replacement incomplete – replace the chalkboards in rooms P-19 & 215.
· Provide new window treatments
MULTI-PURPOSE SPACE/CAFETERIA
· Provide separate music classroom – currently taught on stage, but lunchroom noise interferes with class.
· Provide new flame retardant stage curtain.
· Upgrade sound system.
ADMINISTRATION/OFFICE
· Redesign office to allow for direct visual supervision and control of main entryways, as well as to provide space for speech therapy and counseling offices, and a separate work room and/or staff lounge. Provide dutch door for main office with window in upper portion so parents feel welcome.
· Provide new entry countertop with direct access to hallway or main entry with either glass or roll-up door to provide security for office when not in use.
· School does not have a nurse on staff, and does not have any space for beds.
· Provide new window treatments.

· Provide steel shade structure for 1/3 capacity of student enrollment to provide for outdoor eating area.
· Repair and properly maintain landscape and irrigation.
· Repair existing security fence.
ELECTRICAL

In order to determine the capacity of each site a determination of the minimum type and number of support facilities for each school was determined. Spaces are divided into 3 categories; Required, Available, and Optional.
· Required spaces are not loaded as classrooms
· Available spaces would not be provided in a new school but if they are available in an existing facility will not be loaded as classroom space.
· Optional spaces will not be loaded as classroom space their inclusion will be up to the discretion of the site to determine.
Typical spaces provided at each school type are as follows:

As part of the District’s request for new construction funding grants under the School Facility Program (SFP), a determination of the District’s existing school(s) building capacity must be made to calculate the District’s eligibility for SFP grants for new construction. This “one time” report is submitted to the Office of Public School Construction (OPSC) in order to receive initial eligibility approval by the State Allocation Board (SAB), and is known as the “existing school building capacity”.
