Vision Statement

Cleveland Elementary School is a safe, disciplined and productive

environment where students and adults are meaningfully engaged

in learning. Our culturally diverse population is our strength. And

the spirit of equity, cooperation, and respect permeates our

school communities. Our curriculum design and instructional

practices enhance our ability to connect academic learning to

applied and service learning as evidenced by our garden and

EcoLiteracy Curriculum. We are determined to produce students

who are socially, politically, academically, and technologically

competent.

Our parents experience SATISFACTION due to the progress of

their children. They work cooperatively with school personnel to

establish goals and priorities. They feel welcomed and valued as

partners in the educational process.

Our staff experiences a sense of ACCOMPLISHMENT and is held

in high esteem. They work collaboratively, are competent,

effective, and committed to professional growth. They are

positive role models to our youth.

Our community takes PRIDE in Cleveland Elementary as a premier

educational institution, and the community readily partners with

us in a spirit of respect and support.

SCHOOL COMMUNICATION GUIDE

PHONING THE SCHOOL

Teachers: Parents may contact teachers by phoning the school at the main

office number, and leaving a message. The message will be put in the

teacher’s box and every effort will be made to return the call within 24

hours.

Students: The office staff will only convey emergency messages to students

and ask that you state your child’s room number and teacher. Please be

sure to communicate after school arrangements to your child ahead of

time. Students will not be allowed to use the office phone except in

emergencies.

Principal: please call the main office number to make an appointment.

CLEVELAND SCHOOL SIGN

Make a habit of checking the school sign on the corner of Cleveland St. and

Montclair Ave. for reminders of minimum days, school closures, meetings,

and events.

ANNOUNCEMENTS AND FLYERS

Children often bring home announcements and flyers about upcoming school

events. Please designate a folder for these announcements, help your child

develop the habit of giving you these materials at home daily, and double

check that you have gotten important school announcements. You’d be

surprised how often this information remains in backpacks!

Wednesday Minimum Days: 8:25 am to 1:30 pm.

Children should arrive at school by 8:20 AM to avoid being late, or between 8:00 and

8:20 if they wish to receive school breakfast. Line up bell is at 8:25 for all grades.

Instruction begins at 8:30. Please make sure children arrive to school on time every

day! Students arriving after 8:30 am must sign in at the office before reporting to

class. Wednesdays are ALWAYS minimum days. Other minimum days are on the school

SCHOOL PROGRAMS

CORE INSTRUCTIONAL PROGRAM

Cleveland School provides a rigorous instructional program utilizing the

OUSD core curriculum materials and teacher professional development

including:

Reading/Language Arts–Open Court Reading

Math-Pearson Envision Mathematics

Science-Full Option Science System (FOSS)

Social Skills-Second Step / Head Heart Hands (COE)

Social Studies, Technology, Art, Music, Leadership, Health, Eco-

literacy and Physical Ed.

In order for students to learn the curriculum, they must be present, feel

safe, and apply themselves. This is a team effort between home and

school.

ENRICHMENT (during school day; integrated with core program)

Instrumental/Vocal Music – Instrumental music is offered to grades 3-5.

For grades K-2 Cleveland has a vocal program provided by Cantare Con

Vivo. (This program relies on PTA funds.)

Art – In partnership with MOCHA, art is offered to all grades at Cleveland

and is integrated with Core Curriculum. (This program relies on PTA

funds.)

Garden – All grades participate in Eco-Literacy / Garden activities with the

goal of becoming ecoliterate. (This program relies on PTA and grant

funds.)

HOMEWORK

Homework is assigned nearly everyday for all grade levels. Homework must

be signed by a parent/guardian. Have your child explain the homework

before you sign it. Set a routine time and place for homework to be

completed. Students should have a backpack and home-school folder to

keep materials organized. PARENTS: CHECK YOUR CHILD’S BACKPACK

DAILY FOR IMPORTANT PAPERS.

PARENT CONFERENCES AND REPORT CARDS

Parent conferences will be held in the fall and students will receive three

report cards during the year. Additional conferences can be requested by

the teacher or parent and must be scheduled ahead of time.

CLEVELAND IS A TITLE I SCHOOL

Title I is the nation’s largest federal assistance program for schools. These

resources are directed toward students who need them the most. At

Cleveland, the Title I program funds and supports opportunities to close

the achievement gap through additional instructional assistants, technology

in the classroom, supplemental teaching materials, fieldtrips, assemblies,

and professional development for teachers. Governance bodies for the

school’s state and federal funds are the School Site Council (SSC), and the

English Learners Advisory Committee (ELAC), which meet monthly.

GIFTED AND TALENTED (GATE)

While we believe that each student is gifted in his or her own right, the

school does receive funding for providing activities and materials which will

meet the unique needs of students identified and tested as G.A.T.E. The

categories for recommendation will include: intellectual, academic, high

achievement, creativity, leadership, and visual and performing arts. The

school district facilitates the GATE testing procedures. Students can be

referred by teacher or by using test scores and may participate with

parental approval.

AFTER SCHOOL PROGRAMS

OASES Quest After-School Program

Under the state Proposition 49 funding, Cleveland School offers a

comprehensive, enriching and focused academic after-school program. This

program is designated to help close the achievement gap, provide structure

and opportunities for economically-disadvantaged families (TITLE 1), and

serve as partner and support of our daily academic program.

Approximately 90 diverse students are served through the after-school

program. For more information, www.oases.org, or contact our Site

Bear Cub City After Care Program

Bear Cub City After-Care Program is a private, non-profit organization

that provides on-site care for K-5th grade students after school hours.

The program offers homework assistance, leadership and recreational

activities, community participation and enrichment projects. Bear Cub City

offers a flexible schedule that can be changed monthly.

After School Enrichment Programs (PTA sponsored)

The PTA organizes and oversees a number of after school enrichment

programs that happen throughout the school year. Past offerings include

Chess, Art, LEGO, Guitar, Spanish and Mandarin. We rely on parental

involvement to help choose new programs and lead kids to and from

sessions. If you would like to help, please contact the PTA.

SCHOOL POLICIES

LOST AND FOUND

Lost and Found items are stored in a bin located outside the multi-

purpose room. Parents are invited to look there for lost clothing. Smaller

items such as glasses and keys are kept in the office. Each month

unclaimed lost and found items will be donated to charitable causes.

Please remind your children to take responsibility for their belongings and

write their names on them if possible.

ATTENDANCE, TARDIES AND ABSENCES

We appreciate your cooperation in making sure your child attends school

on time each day. The school’s per-pupil funding is reduced every day

that children are marked absent. Therefore, we ask that you please

schedule dental and medical appointments after school and on weekends

whenever possible. If your child must miss school, please have them

attend for part of the day.

Tardies: Students arriving after 8:30 AM must go to the office for a

tardy slip before going to class.

Absences:

When your child is absent from school, a parent or guardian needs to:

1. Call the main office and let the School Secretary or the Attendance

Clerk, know that your child will be absent.

2. Whenever your child is absent or MORE THAN 30 MINUTES TARDY,

please send a written explanation including the following information:

Date(s) of absence/tardy

Reason for absence/tardy

PLEASE try to refrain from scheduling extended family trips during school

times.

Habitually late or tardy students may be required to make up time and

assignments during recess, lunch, or free time. If tardiness or absences

persist, students and parents may be referred to the School Attendance

Review Team (SART).

PICKING UP CHILDREN DURING THE SCHOOL DAY

If you know in advance your child will be leaving during the school day

please send a note to your child’s teacher. When you come to get the

student, FIRST go to the office and they will call the room. Students

then come to the office and must be SIGNED OUT. For the safety of all

students, your child will only be released to a parent, guardian, or

designee listed on your child’s emergency card.

PUPIL EMERGENCY INFORMATION

To ensure the safety and well being of your child it is essential to have

current contact information on file in the school office. The “Pupil

Emergency Data Card” must be filled out completely each year, kept

current and be on file at the school. Include telephone numbers of people

who can be reached during the daytime in case of illness or injury. List the

names of ALL persons permitted to pick up your child from school.

Contact the main office to update information throughout the school year.

It is imperative that special medical circumstances be noted on the card.

Students are not allowed to have any medication in their possession.

Arrangements to take medication must be cleared through your family

physician and the school office. Any students with asthma medications

MUST leave one inhaler in the school office, clearly labeled with student’s

name and date.

CLEVELAND SCHOOL STANDARDS OF CONDUCT

Our goal is for Cleveland students to be:

- Literate and well-rounded - Lifelong learners

- Productive and contributing citizens - Effective team players

-Students are required to pursue the prescribed course of study, to

comply with the policies and rules of school, and to follow the directions

of teachers and other staff while attending school or school-related

activities.

-Parents have responsibility for developing their children’s respect,

courtesy, obedience to lawful authority, consideration for the rights of

others, and the desire to learn. They are encouraged to work

cooperatively with the school in fostering these traits in their children.

-Parents are required by law to respond promptly to requests from school

officials and to attend conferences regarding their child’s behavior.

-Cleveland staff will teach and practice the school rules, enforce the rules

fairly and consistently, provide recognition and incentives, treat students

respectfully, involve parents, value, model and expect self-discipline.

CONFLICT RESOLUTION POLICY

Teasing, name calling, harassment, hitting, threatening, or willfully excluding

anyone are not acceptable at Cleveland Elementary. If students are having

a conflict, it is the school’s policy that students immediately alert school

staff and officials to help them resolve the conflict.

HOW TO HANDLE A CONFLICT

1. Immediately alert a teacher, yard duty supervisor or the principal when

there is a conflict.

2. The adult will ask you to write or make a statement explaining what

happened.

3. All students will be brought together to talk about the conflict or

issue.

4. Problem will be discussed and resolutions established by the students,

teacher & principal.

5. If a conflict is habitual, all parents involved will be contacted for a

conference.

CONFLICT RESOLUTION SKILLS

Be assertive, not aggressive; Be confident; Quickly get away from the

situation; Firmly tell the bully to stop; Immediately tell a trusted

adult; Use the buddy system; Be a model—show respect for others.

Talk to your child about the ways they are learning to handle conflict. If

your child reports an on-going conflict, please discuss it with the teacher

and principal. Do not address another student directly. We must model

non-violent ways of resolving issues.

PICK-UP AND DROP-OFF PROCEDURES

MORNING DROP-OFF

Children are not allowed on school premises unless supervision is provided.

Staff is on duty from 8:00 to 8:20 AM for those students having

breakfast in the Multi Purpose Room and on the yard beginning at 8:20

for all other arriving students.

-Students should not arrive before 8:00am for breakfast or before

8:20am for start of school.

-The unloading zone on Cleveland Ave. is a special student-valet drop-off

zone with help from our Safety Patrol, from 8:15-8:30 each morning.

This is the only car drop-off area. Cleveland Ave. will be limited to one-

way traffic between Athol and Montclair. Be respectful of crossing guards

and parent volunteers.

-If you wish to escort your child onto the campus, valet service is not for

you. Please park in a legal spot on a neighboring street and cross at the

crosswalks.

-Brooklyn Street access to the school is also available for foot traffic and

parking drop-offs if you do not want to take advantage of the Cleveland

St. valet service.

-Student crossing guards will be on duty at the intersection of Cleveland

St. and Montclair Ave. from 8:15–8:30 AM to direct traffic and help

everyone cross safely. Be respectful of crossing guards and parent

volunteers.

How to use the drop-off system:

Cleveland Ave.: For quick drop off of students, pull all the way

forward and alongside the curb to allow the student-valets to open

the door for your child. Be sure your child is ready to exit the car.

The valet will open your door, help your child out, close your door

and get you on your way! PLEASE: DO NOT PARK. DO NOT SHUT

OFF YOUR ENGINE. DO NOT EXIT YOUR CAR.

Corners of Montclair and Cleveland: Crossing guards will help you

cross the street. Cross only when the guards have stopped the

traffic. PLEASE DO NOT JAY WALK. PLEASE DO CROSS IN

CROSSWALKS.

Brooklyn St.: Back gate entrance is open from 8:00–8:30, and from

dismissal until 3:00 PM. At all other times the back gate will be

locked for security.

SAFETY PATROL

3rd, 4th and 5th grade students have the opportunity to participate in the

Traffic Safety Patrol Program with the permission of their parents and

teachers. These students serve as the crossing guards and student valets

throughout the school year and must arrive by 8:10 on the mornings they

are on duty. In addition, they participate in a monthly meeting with the

Faculty Advisor and an Oakland Traffic Police Officer. Students must

maintain their grades and appropriate school behavior in to order to

participate. Encourage your 3rd, 4th and 5th grade student to volunteer for

Safety Patrol. Parents, please volunteer also!

morning rules still apply! Be especially careful on Montclair Avenue, where

our youngest students are coming out of their classrooms. DO NOT

PARK IN BUS ZONE. DO NOT DOUBLE PARK or allow students to

cross in front of or behind cars! Students must be picked up promptly

at dismissal, as per Penal Code, Section 270.5(a), unless they have on-

site after school care. If you are delayed in picking up your child,

PLEASE CALL THE OFFICE.

No child can be left alone before or after school on campus, including at

the playgrounds. A parent or guardian must be on campus with them at

all times. If a child is found on the playground alone, they will be sent to

the office and parents will be called for immediate pick up.

EMERGENCIES

Students receive instruction and practice procedures for fire, earthquake

and local disasters every month. An emergency preparedness bulletin will

be sent home to give you information about our procedures.

You will be asked to fill a bag with specific student emergency supplies to

be kept at school.

BUILDING SECURITY AND VISITATION

To ensure that the building remains a safe and secure place for your child

to attend school, the following procedures will be enforced. Your

cooperation and understanding are appreciated.

ALL VISITORS must check into the office as soon as they enter the

building. They must have a visitor’s badge.

Anyone on school property without a badge will be directed to the

office.

Parents (guardians and grandparents) may come to school to be with

your child during lunch. Please know that although it is fine for you

to assist your child, you may not assist other children with their

food (OUSD rule).

CAFETERIA POLICIES AND LUNCH PROGRAM:

Free and reduced cost breakfast and lunch are available with a

qualifying application. Forms are handed out at the beginning of each

year and are also available in the office year round. We encourage

every family to fill out and return the lunch forms regardless of their

intention to receive school lunch. This will assist our school and

district to secure funding for the school.

Breakfast is served every morning only between 8:00–8:20 AM.

Students may buy lunch or bring lunch from home. A lunch menu is

available each month. Milk is also available. Please see office for

prices. Prices are subject to change.

Do not send soda or candy in your child’s lunch. Healthy foods will

help your student to concentrate, feel well, and do better in school.

Food provided by the cafeteria may not be taken out of the cafeteria

due to Educational Health Codes

WE COMPOST AND RECYCLE DURING LUNCH!

To cut down on campus waste we encourage you to pack food in reusable

containers or use products that are compostable or recyclable. Ask your

child to follow our recycling / composting guidelines program at school.

Our “Green Team” of lunchroom monitors makes it easy. Parents, if you

are in the lunchroom, we ask that you follow recycling / composting

guidelines as well.

OUSD WELLNESS POLICY

At school we love to celebrate birthdays, holidays and special events. The

District’s Wellness Policy requires all food at school, including food served

at classroom parties, fundraisers and after-school events to follow healthy

guidelines. In our effort to educate students about making healthy choices

and eating nutritious foods, here is a list of fun and healthy snack food

suggestions. Please help to achieve our mission of wellness for all students

by snacking healthfully!

PARENT PARTICIPATION

Your presence is welcomed at CLEVELAND SCHOOL! There are lots of

ways to get involved:

PTA

Cleveland parents, teachers and students are encouraged to participate in

the Parent Teacher Association (PTA). Meetings are held at the school

once a month, typically at 6:30 PM (check the school calendar). The PTA

provides a forum where participants address ways to support our school,

promote quality education, and encourage community involvement. Past

achievements include the introduction of the after-school enrichment

program and an in-class art program, and the planning, development and

installation of the play structure and school announcement sign. Through

fund-raising efforts such as eScrip, grant writing, walk-a-thon, Boxtop

collection programs and more, the PTA continues to support our school’s

partnership with MOCHA for in-class art, the garden, playground

improvements, classroom needs and community events. Become actively

involved by serving as an officer, joining or leading a committee or

volunteering at events. All levels of participation are needed and

important. Cleveland PTA invites your ideas and your help. Please JOIN

PTA! ALL COMMUNITY MEMBERS ARE WELCOME!

ELAC

The English Language Advisory Council (ELAC) is a group of parents who

meet to discuss, plan and support the progress of English Language Learner

(ELL) students. Meetings occur once a month, typically at 1:30 PM. The

ELAC determines spending of the English Language Learners (LEP or ELL)

categorical funds to support ELL students. ELAC parents coordinate

activities for parents, students and teachers during the year. The

meetings are bilingual. ALL COMMUNITY MEMBERS ARE WELCOME!

SSC

The School Site Council (SSC) is composed of five voting parents and five

voting teachers/staff members/members of the community. Each year the

SSC reviews student academic data and school needs to meet the

achievement goals of the school/district, and develops a “Site Plan”: The

purpose of the site plan is to raise the academic performance of all

students through strategic planning. The site plan is the document in

which schools describe how they will implement the district-wide strategic

practices over the next several years. The SSC determines how to best

spend categorical funds (the money allotted by the district to our school)

and plans ways to measure program effectiveness. Members of the council

are elected by peers and serve for two years.

Meetings occur once a month. Check the school calendar. The meetings

are open to all and all parents are encouraged to attend. ALL

COMMUNITY MEMBERS ARE WELCOME!

VOLUNTEERING DURING THE SCHOOL DAY

We encourage you to help at Cleveland School whenever possible. All

volunteers must sign in daily in the Parent Participation Binder in the

office.

OCCASIONAL VOLUNTEERS - Some teachers may ask parents to volunteer in

the classroom on occasion to do work not involving students.

REGULAR VOLUNTEERS - Volunteers who come for 3 hours or more per

week and work directly with children are considered regular volunteers.

Regular volunteers need to sign in daily in the Parent Participation Binder,

and wear a Cleveland T-Shirt while volunteering. All regular volunteers

must have a current TB test and have FINGERPRINTS on file with OUSD.

Please contact a parent liaison if you have any questions about this!

ROOM PARENTS- Cleveland School would like to have at least one room

parent for each classroom. The room parent meets with their teacher in

the beginning of the school year to determine their needs, and sets up

‘classroom rosters’ and help with teacher appreciation ideas. You are not

alone in this role as other parents will help, but a lead parent is needed.

VOLUNTEERING AFTER SCHOOL OR HOURS OR ON WEEKENDS

CLEVELAND SCHOOL GARDEN COMMITTEE: Join a team of parents, teachers,

and community members who meet seasonally to assess the needs of the

garden program and initiate action plans. (Work days, garden events,

garden development projects, fun and fundraising.) Contact Ms. Schriner,

RECYCLING PROJECT: Cleveland School has a recycling and composting

project. We compost for our own school garden and sort waste for

municipal compost and recycling. This is an ambitious project with lasting

impact. We need organizers, lunchtime volunteers and fresh green ideas!

DAD’S CLUB: Ok, so this doesn’t exist yet, but we would like to have some

Cleveland School dads (uncles, grandfathers) take on one or two

events/special projects during the year—like making a haunted house for

the Fall Festival, or spear-heading a special activity for the end of year

picnic…

STUDENT ACTIVITIES AT CLEVELAND

Student Council –The council meets once a month to discuss issues

pertinent to Cleveland School. Guided by a faculty advisor, the council will

sponsor spirit activities, school service and special projects.

Lunch Monitors – Students have many opportunities to serve the school as

attendance, cafeteria, library or playground monitors. We strongly

encourage students to let their teachers know of their interest, as it is a

good opportunity for them to develop leadership skills and service values.

Cross Age Tutors – Many classrooms have buddy arrangements or tutoring

opportunities. Tutoring allows students to learn from each other and is

balanced by the teachers to ensure that time out of class is minimal.

Office Monitors – Students work in the office with attendance pick-up,

ball distribution, and office announcements.

Recycling Monitors – Students assist each other to sort recycling, municipal

and garden compost. Monitors will help educate each other, track school

progress, report successes and challenges back to the student body and

participate in problem solving related to our waste reduction goals.

OTHER SERVICES AND PROGRAMS

Student Success Team—The SST is a site-based, collaborative team of

teachers, specialists, parents and the student to meet to focus on the

needs of the student in order to achieve a plan for successful learning. This

team can meet at the request of parent or teacher.

District Nurse—District nurses are available to process referrals and conduct

follow-ups related to the health concerns of students. They provide

periodic screening and counseling regarding immunization, dental, vision,

hearing and nutrition. Please Contact OUSD.

Psychologist—A school psychologist is available on a part time basis to

provide the following services: serve as part of Student Success Team,

respond to teacher referrals, individual and group counseling, consultation

with parents, teachers, conduct classroom lessons and discussions, and staff

in-service training. (This program relies on PTA funding.)

Resource Specialist—The Resource Program is designed to help students

with identified learning disabilities. Assessed and identified students

participate in the general education program for the majority of the day.

Students and general education teachers receive services and support in

class as prescribed by an Individualized Educational Plan (IEP). All requests

for services are first reviewed and considered by the Student Success

Team.

Speech—Speech therapy is a Designated Instruction & Service provided

through the Department of Programs for Exceptional Children to students

who require specialized help in the area of both speech and/or language.

Parents and teachers may refer students for assessment and screening for

participation in the program.
