INTRODUCTION
Passive fire protection does not prevent fires but is designed, in the event of explosion and fire, to protect the structural steelwork of an installation. In an offshore oil and gas environment, passive fire protection systems are applied to the primary structure of the platform to ensure there is no collapse of the steelwork during a hydrocarbon fire. Depending on specific platform safety case requirements, passive fire protection systems can be designed and applied to protect the structure for up to 4 hours duration. This in turn will allow additional time to effectively down man platforms in a controlled manner. The OPITO Approved Fireproofing Training Level 1 Standard was developed to train delegates in the installation of passive fire protection in the offshore oil and gas industry. This standard should not be deemed as stand alone for training purposes as personnel need to be specifically trained by the fire proofing manufacturer. It is vital that these products are applied to the highest standards by suitably trained individuals who have also completed a manufacturer’s training course. Fireproofers should also be continually assessed to ensure that they meet the required performance standard. The OPITO Approved Fireproofing Competence Assessment Level 2 Standard (separate OPITO Standard) was written and reviewed at the same time as the training document and can be used by employing companies to assess their experienced employees in passive fireproofing installation. This standard includes on-the-job workplace experience tasks for personnel before undertaking the Level 2 competence assessment. The fireproofer’s route to achieve OPITO training and competence certification is comprised of the following stages:
The Fireproofing Training and Competence Levels Level 1 The Initial Training Programme:
Delegates successfully completing the Initial Training Programme will be awarded an OPITO Level 1 certificate; this entitles the delegate to progress to Level 1 (WE): Workplace experience tasks
Level 1 (WE) Workplace Experience Tasks: Level 1 (WE) specifies the series of workplace experience tasks which the candidate will be required to complete in order to gain relevant experience in the workplace. Each task must be logged in a log book provided by the Training Provider.
Level 2 Competence Assessment: Level 2 specifies the assessment process and criteria for the candidate to demonstrate competence in the role of a Fireproofer. Successful candidates will be awarded an OPITO certificate of competence.

Note: An experienced Fireproofer can opt to take Level 2 assessment without completing Level 1, providing they have verifiable evidence of fireproofing experience. The flow chart on the next page illustrates the routes required to achieve OPITO training and competence certification.

SECTION A TRAINING PROGRAMME
A.1 Target Group
Fireproofing training presents the coating skills required by personnel who wish to work as an industrial fireproofer. New entrants to the trade will be required to take the full training course at an OPITO approved training establishment. On-the-job training and assessments will continue with project placement leading to formal assessment of competencies (Level 2). The Level 1 training programme could also serve as a useful refresher course for experienced fireproofers who want to test their knowledge and skill before being assessed against the OPITO Fireproofing Competence Assessment Level 2 Standard.
A.2 Delegate Prior Achievement
There are no pre-requisites required for initial fireproofing training.
A.3 Physical & Stressful Demands of the Initial Programme
Training and/or assessment activities contained within this Standard may include physically demanding and potentially stressful elements. All personnel who participate in such activities must be physically and mentally capable of participating fully. OPITO-approved Centres are therefore required, as a minimum, to ensure that prior to participating in practical exercises the delegate or candidate provides written confirmation that they deem themselves physically and mentally capable of undertaking all aspects of the training or assessment. Centres must also make the delegate/candidate aware that they must immediately inform the Centre staff if this capability changes – at any time prior to, or during the programme. The training establishments should also ensure that delegates have an appropriate medical screening relevant to the discipline being undertaken. For example, questions about breathing problems and allergies should be asked before a delegate can come into contact with fireproofing materials. Delegates/candidates must be advised that they are required to declare any current or pre-existing medical conditions which may be exacerbated by, or impair their ability to complete, the training/assessment programme. Should this be the case, the individual may be required to provide an authentic medical certificate issued since any identified medical condition was diagnosed.

The OPITO-approved Centre shall keep a record of the delegate’s/candidate’s declaration of fitness in accordance with their document control policy(s) or procedures. This information, along with summary details of the type of physical activities the delegate/candidate will be asked to perform, will be given to delegates/candidates by the OPITO-approved Centre and, if applicable, to their sponsoring company as part of the joining instructions. The responsibility for declaring any known current or pre-existing medical conditions that could have adverse effects to the individual’s state of health while undertaking the training and/or assessment activities lies with the delegate/candidate and/or company sponsoring the delegate. Where doubt exists regarding the fitness of any delegate/candidate, the OPITO-approved Centre should direct the individual to consult a medical officer familiar with the nature and extent of the training. Note: Practical exercises should be designed and delivered solely to meet this Standard, and must not place on the delegates/candidates any physical or mental demands other than those required to meet the Standard.

A.4 Aims and Objectives
The aim and objective of the Level 1 training programme is to give delegates an understanding and awareness of the variety of tasks and hazards found in fireproofing operations on oil and gas installations.
A.5 Learning Outcomes
The Delegate’s learning outcomes are specified out below: To successfully complete this training, delegates must be able to:-

A.6 Delegate Performance Evaluation
Delegates attending the Level 1 training programme will be given a series of explanations and demonstrations which will identify what they are expected to know and do in their role as a Fireproofer. This will be followed by practical exercises which will allow delegates to demonstrate their skills, knowledge and understanding of the fireproofer role.
Delegates will be given a written, open-book test or series of tests to test their understanding of the knowledge elements of the Modules (specified in Section A.5). The test must run for a maximum of one hour. The written tests must incorporate a balanced mix of the following question types. a) Multiple choice b) True/False c) A small number of questions that require written answers. A pass mark of 80% is required. There are also modules which contain practical components in which the delegates will be expected to take an active part. Delegate performance in these practical exercises will be evaluated against the learning outcomes specified in Section A.5. Delegates must be informed of the results of the evaluation. If required, and time permits, extra coaching may be given to delegates by the training provider to enable them to reach the standard which leads to the award of a certificate. However, the time available during a programme may be limited and it should be recognised there may be occasions where other arrangements need to be made for further training. If any delegate fails to meet the standard, in the opinion of the training providers and after reasonable tuition, the entire Level 1 Initial Training Programme must be repeated for the delegate to be awarded the certificate.
All practical exercise and test documentation completed by the delegates must be retained by the training provider for audit purposes.

A.7 Initial Training Duration and Timing
The optimum ‘contact time’ for this training is seen as 19 hours, which is to be delivered over consecutive days. The contact time is based on the maximum number of delegates/candidates undertaking the programme. Where stated, individual module/unit/element timings that are specified within the standard must be adhered to. The contact time must not exceed 8 hours in any one day and the **total programme day must not exceed 10 hours. Practical and theory sessions must contain adequate breaks for delegate welfare. *Contact time includes the following: i. delegate/candidate enrolment and certification process
ii. delivery of the theoretical and practical training/assessment programme.
**The total programme day includes: contact time, welfare breaks, meal breaks and where applicable, travel between sites. Practical-to-theory ratio (Approximate)

A.8 Training Programme
The Level 1 Initial Training Programme specified below will assist the delegates to meet the learning outcomes specified in Section A.5. The order in which elements of the training programme are delivered may vary. However, contents in Appendix 1 must be covered prior to delivery of the modules. To make efficient use of time and ensure effective learning there should, wherever practicable, be an integration of the three phases of explanation, demonstration and practice. Full use should be made of visual/audio aids and course handout material. Training staff should give practical demonstrations for all training activities which delegates are required to practise and demonstrate. Each module must be introduced prior to commencing the session and should include:

SECTION B Level 1 (WE) Supervised Workplace Experience
B.1 Target Group for Level 1 (WE)
The target group for Level 1 (WE) is personnel that have successfully completed OPITO Fireproofing Training Level 1 and wish to gain the relevant supervised workplace experience that would enable them to undertake the OPITO Fireproofing Competence Assessment Level 2.
B.2 Candidate Prerequisites for Level 1 (WE)
Candidates for Level 1 (WE) require a valid OPITO-approved Fireproofing Training Level 1 Certificate.

B.3 Supervised Workplace Experience for Level 1 (WE)
A logbook (Appendix 4) to record the completion of the prescribed Level 1 (WE) tasks must be given to the successful candidate by the training provider – along with the OPITO Level 1 Training Certificate. In Level 1 (WE), the candidate will record his/her completed list of prescribed fireproofing tasks as outlined in Appendix 3. Work under supervision of a competent person The Fireproofing candidate must record the Level 1 (WE) tasks in the logbook under supervision of a competent person. Witnessed and signed Each fireproofing task must be conducted on different dates (where applicable) and be signed off by a competent person. Level 1 (WE) Logbook - Senior Supervisor The Level 1 (WE) Logbook must also be signed and approved by a senior supervisor on completion of all the tasks. Two years to complete Level 1 (WE) The candidate has two years from the date on his/her OPITO Level 1 certificate to complete the workplace requirements specified in the logbook and undertake the Level 2 Competence Assessment (see associated OPITO Fireproofing Competence Assessment Level 2). If the candidate is unsuccessful in completing the Logbook/WE tasks within 2 years, he/she will be required to undertake an evaluation by the training provider. This evaluation will ensure that the candidates have maintained the knowledge and understanding from this training standard. If required, extra coaching and training will be given to candidates to ensure the training provider is satisfied that the candidate has achieved the minimum level of knowledge and understanding from this training standard. All evaluation documentation must be retained by the training provider for audit purposes. Retention of the Level 1 (WE) Logbook The Level 1 (WE) logbook should be kept by the Fireproofer and may be used as part of his/her evidence requirements in their employing company’s competence management system. It is advisable that the candidates make some form of copy (electronic or otherwise) of the Logbook as they progress through the Level 1 (WE) tasks – in case they lose the original Logbook.

SECTION C RESOURCES
In order that a training programme may be delivered successfully it is essential that the right people are there to support the programme and that the appropriate facilities and equipment are in place.
C.1 Staff
Instructional staff must:
a) Possess occupational expertise and have verifiable experience as an industrial fireproofer
b) Have been trained in instructional/evaluation techniques, and have proven instructing/teaching experience.
c) Participate in an ongoing training and development programme, which ensures they are aware and knowledgeable of all changes to legislation and industry requirements
All staff will have the appropriate competencies to conduct or assist (as appropriate) with the element of training being undertaken.
C.2 Trainer/Delegate Ratio
The ratio shown for theory sessions indicates the maximum number of delegates that should attend the course in any one session. The following ratios indicate the maximum number of delegates to be supervised by an instructor at any one time during each activity.

C.3 Facilities
To ensure proper presentation the training provider should adhere to the following criteria and provide a designated room or space that will not be used simultaneously for any other activity and which includes: Administration arrangements to support delegates from booking through registration and assessment to certification Theory training area(s) area(s) designed to enable each delegate to view, hear and participate fully in the subject matter being taught. An internal area or enclosed habitat with ventilation and adequate floor space for each delegate to participate fully in practical demonstrations and exercises All facilities must be maintained and where appropriate, inspected and tested in accordance with current standards/legislation and manufacturers recommendations. Risk assessments must be conducted and documented for all training facilities and equipment.
C.4 Equipment
The following equipment and materials, of a type use regionally offshore are required to meet the needs of the training programme. The examples should be from fireproofing activities and should relate to the topics covered in the training section.

D.1 Joining Instructions
All joining instructions should contain information which indicates that certain aspects of the course are of a physical nature.
D.2 Periodicity
Given the introductory nature of this training, it is assumed that delegates won’t have to repeat the programme on a regular basis. On-the-job experience will provide the majority of skills improvement once the initial course has been taken. There will be no expiry date for the Level 1 Training certificate.

D.3 Certification
Persons successfully completing the introductory training modules will be issued with an OPITO endorsed certificate for the OPITO Approved Fireproofing Training Standard Level 1. The issue of the certificate indicates that the delegate is a trainee fireproofer that can advance to the workplace for further supervised training and experience. Training centres are responsible for issuing a certificate direct to the delegate successfully completing the programme and to the sponsoring company (when required). Each certificate must indicate that the delegate has been evaluated against and achieved the agreed learning outcomes. The certificate must also contain the following:
a) Training Centre name b) Full OPITO course title stating that it is OPITO-approved c) OPITO registration code d) Delegate's name e) Course dates f) Unique Certificate Number (UCN) – (refer to guide on OPITO website) g) Training Centre Signatory
D.4 Course Administration
Each delegate attending any OPITO approved programme must be registered with the Central Register (CR) operated by OPITO. Registration must be made by the training establishment to OPITO within one week following the course. OPITO confirms that information on the registration form will be contained in a computerised register which will be available to employers, prospective employers and training providers in the oil and gas industry to verify training records. At all times, use of this data will be strictly in accordance with principles laid down in relevant data protection legislation.

Requirements
For the candidate to become eligible to take the Level 2 Assessment, a fully completed and valid Level 1 (WE) logbook must be presented to the OPITO-approved Assessment Centre that are conducting the assessment, within two years from the completion date shown on the candidate’s Level 1 Certificate. Each of the eleven fireproofing tasks specified below must be undertaken on different fireproofing operations and on different dates (where applicable) i.e. the candidate cannot get more than one task signed off on the same day. The Level 1 (WE) Logbook must record the following workplace experience: The candidate must undertake the following fireproofing tasks under the supervision of a competent and experienced fireproofer:
(1) Follow instructions of work pack including requirements of quality control plan; on three separate dates.
(2) Degrease and fresh water-wash surfaces prior to carrying out application of fireproofing materials on three separate dates.
(3) Carry out pre application quality checks on substrates on three separate dates. (4) Set up area including masking of areas affected by application of fireproofing
materials on three separate dates. (5) Mix up fireproofing materials in line with manufacturers and employing company
procedures on three separate dates. (6) Hand apply fireproofing materials to structural and support steel to required

Level 1 (WE) Logbook: Record of Tasks Completed This Level 1 (WE) Logbook (or the Training Provider’s version of the Logbook) will be given to the candidate by the Training Provider when he/she has successfully completed the OPITO-approved Level 1 Initial Training Programme. The candidate must ensure that all the tasks are recorded in the Logbook and appropriate signatures are obtained. For the candidate to become eligible to take the Level 2 Competence Assessment, a fully completed Level 1 (WE) logbook must be presented to an OPITO-approved assessment centre within two years of the date shown on the candidate’s Level 1 Certificate. Note: If the Logbook has not been fully completed within the required time period, the candidate will not be entitled to take the OPITO Level 2 Assessment.
Level 1 (WE) Logbook Signatories The candidate must ensure that after completing each task, he/she gets a competent person responsible for the fireproofing work to sign and make any performance-related comments on the task sheets provided within the Logbook. The candidate must also ensure that he/she gets a senior supervisor in the fabric maintenance industry to approve the Logbook on completion of the Logbook. The supervisor does not have to have witnessed every project, but needs to verify that the Logbook has been systematically and appropriately completed correctly.
