1 Executive Summary

This Environmental Management Plan (EMP) has been developed by Low Ecological Services

(LES) in collaboration with and on behalf of Alice Springs Town Council (ASTC) for the

construction of the overhead lights for Albrecht Oval on Lot 06774 in Larapinta subdivision off

Larapinta Drive in western Alice Springs as permitted in Exceptional Development Permit

EDP18/0007. Extensive consultation by ASTC with the Development Consent Authority (DCA)

and the Alice Springs community has taken place since May 11th and 16th, 2018. A consequence

of the DCA development permit is that an approved EMP will be developed before the project

begins. This EMP will cover both the Construction Environmental Management Plan (CEMP)

Section 1 and the Operational Environmental Management Plan (OEMP) Section 2 which will

ensure that frequency, duration and periods of use of oval lighting and associated evening

sporting activities will have minimal impact on surrounding residents.

1.1 Section 1 Construction Environmental Management Plan (CEMP)

All operations must comply with ASTC’s Environmental, Health and Safety policy and guidelines

including times of operation. This CEMP outlines mitigation and preventative measures to

minimise identified risks to the environment as a result of trenching operations and tower

construction as well as minimizing impact on nearby residents. The short duration of the project

will ensure minimal impact on the community.

The environmental activities covered by this CEMP include:

• Clearing of vegetation and trenching for installation of wiring and foundation pits for the four 34.5m high light towers around the outside of the sporting oval;

• Hole digging and footing construction of four light towers outside the edge of the sporting oval;

• Noise management from construction activities especially during school hours. • Dust management from construction site. • Erosion of dirt mounds may occur if heavy rains fall during construction; If there is a

chance of this, sediment control may be required to contain the trench and pit soils. • Fire and health risk due to extreme heat and dry conditions during construction which

may cause work to stop. • Rehabilitation of the trench lines and reinstatement of sporting facilities and access to

the extent required.

The existing environment has been extensively developed for ground sports with turf developed

over most of the level and flat surface. The landscape in which the proposed trenches and light

towers are located is a level and open plain with no potential for erosion. It will only be when

excavated dirt is exposed or repeated vehicle traffic bares the soil that dust or erosion will be a

potential issue.

The trenches and tower construction will be developed using industry best practice and safety

standards and will meet or exceed all legislative and industry requirements.

The environmental management approach includes the use of Ecologically Sustainable Design

(EcSD) principles and reducing risks to as low as reasonably possible (ALARP). Contractor’s

adherence to EcSD principles through the commitments made in this CEMP will ensure all works

are conducted in a manner that does not impact the future amenity of the site for either

sporting bodies or surrounding stakeholders. Reducing risks to ALARP requires implementing

current industry best practice principles and guidelines to mitigate the identified environmental

risks which are mainly associated with access, noise and dust.

A risk assessment has been undertaken for the following OH&S and operational issues identified

as potential risks during construction:

1. Work vehicles moving in and out of the construction site may cause impact to local traffics and might cause accident. 2. Risk of damage to lighting and tower parts during transport, handling on site and installation. 3. Damage to existing underground services during excavating of trenches and tower footings for new electrical line and communication line will be prevented by using dial before you dig (DBYD) and a locator if necessary. Risk of damage to existing services during excavating for tower footings.

The risk of environmental impact of the activities related to the construction process are shown

in Section 9. Where applicable, mitigation measures have been referred to the over-arching

ASTC Environmental Health and Safety policies and procedures

(http://www.alicesprings.nt.gov.au/governance/policies) where audited measures adequately

reduce all identified risks to an acceptable ALARP level. Complaints from affected stakeholders

arising during the construction phase will be dealt with in a timely manner by ASTC and

contractor personnel.

The environmental outcomes of rehabilitation aim to return the disturbed land as close as

possible to its pre-existing condition; that is:

• All waste and surplus materials including soils to be removed from the site; • Final landform to be reinstated to match surrounding environment; • All hardstands will have gravel removed (if present) and deep ripped on the contour to

encourage infiltration and minimise run-off; • Stockpiled sub soil, top soil and turf if present returned to trenches to encourage

revegetation; • Inspect within 2 months and remove any weeds present in accordance with this EMP,

ASTC Technical Services and Department of Environment and Natural Resources (DENR) Weeds branch latest advice;

• Vegetation re-growth should follow first significant rainfall or reinstated sprinkler water and patchy areas should be reseeded if necessary if no growth within 2 months (summer) or 4 months (winter).

The affected stakeholders for this operation are the ASTC, Nearby Residents, Sporting

community of Alice Springs, Contractors and the DCA.

ASTC and contractors will follow the current and ongoing consultation process as outlined in this

CEMP. Reports of consultation with stakeholders has been presented in the reports related to

the Development Permit application.

1.2 Section 2 Operational Environmental Management Plan (OEMP)

• All lighting has been designed in accordance with the relevant Australian Standards and BCA

Engineers have addressed potential impacts of modern LED lights;

• Utilizing LED lighting to reduce light spill, reduce energy consumption and lower maintenance

requirements compared to conventional lighting;

• The lighting tower height is necessary to provide the required level of illumination, BCA

Engineers have utilized latest technologies in determining the tower height is optimal;

• The setback of the tower closest to the nearest property boundary is approximately 70

meters;

• Dense vegetation generally surrounds the site boundary, including in the drainage channel,

providing a visual buffer to neighboring residences;

• The proposal will improve safety to users of the oval and persons in the immediate

surrounding area through passive surveillance.

• Hours of use of the lights will be restricted to 4 nights per week for cricket and AFL practice

and competitions; normally lights are expected to be turned off by 8pm but on exceptional

competition or training nights, they will be turned off by 10pm.

• Noise levels will be controlled through hours of operation with 10 pm being the latest the

lights will be permitted to operate but normally turned off by 8pm;

• Traffic and use of the oval area by sporting groups will be similar to its current, pre-lighting,

use

• Impact of the lights on nocturnal insects, bats and birds is expected to be minimal due to

height above ground and irregular and short duration of operation. The impact will not be

greater than existing lights around town.

• Potential impact on nearby residents from exceptional use of the facility during major

competitions or training programs should be advertised to the community with advice about

dates, timing and numbers of people.

• Three options for lodging complaints about light, noise or activities at the oval include: discuss

direct to ASTC staff associated with management of the Oval, advise on the ASTC web site, or

leave advice at the ASTC office on Todd St. Complaints will be acted upon by ASTC in a timely

manner with appropriate feed back to the complainant following investigation.

• Monitoring of the operation and impact of the use of the lights and extended use of the oval

will be ongoing. An Operational Management Group will be established comprised of three

members of the public, a member of ASTC Council, the Director of Tech Services, an executive

person from Tech Services and a representative from each of the Cricket Association and

Football Association. The Management Group will initially meet after three months to

determine if changes need to be made to the operating schedule. The Management Group will

meet four times in the first year with timing of meetings to allow feed back to the sports

associations before their seasons begin. Recommendations for change of frequency of

subsequent meetings and reports will be provided to AS Town Council who will decide on any

alteration or course of action for the operation of the lights and use of the oval. .

2 Introduction and background

An Environment Management Plan (EMP) for the construction and operation of lights at

Albrecht Oval (the project) is a requirement under the Exceptional Development Permit

(EDP18/0007) for the project. Two separate parts of the EMP are included in this report—a

Construction EMP (CEMP) and an Operations EMP (OEMP). The CEMP is specific to the

construction phases and is covered in Sections 7 and the OEMP is specific to the ongoing

operational phase and is covered in Section 8. This document has been prepared with reference

to the NT EPA’s Guideline for the preparation of an Environmental Management Plan (2015 and

in draft 2018).

The purpose of this CEMP is to ensure environmental risks associated with the construction

phase of the Project are identified and properly managed.

It is not expected that this project will cause any significant environmental risk due to the nature

of it being a single-site project on an existing sporting facility.

The draft EMP was reviewed by public consultation in April 2019 and a number of issues raised

by the public have been further addressed in this recommended final version of the EMP.

3 Schedule of Conditions

The EMP is required as a condition of the development permit issued under the Planning Act; it

is administered by DCA. The Scheduled programme for development is shown in Appendix 10.2

along with the Exceptional Development Permit in Appendix 10.1 which lists the Conditions to

be met during construction and operation of the oval lights.

practice mitigation and management measures have been specified to ensure the risks

will be properly managed throughout the life of the project

• the outcomes from a project’s environmental impact assessment will be implemented

(where a project has been assessed under the Environmental Assessment Act)

4 Project Overview

Albrecht Oval is a recreational and sports facility owned by the ASTC. The oval is adjacent to

Larapinta Drive, Alice Springs, and is accessed via Jamieson Place off Albrecht Drive.

ASTC plans to install 4 x 34.5 m high lighting towers at Albrecht Oval. The purpose of the lighting

towers is to improve the usability of the Council’s infrastructure for the existing users. The level

of lighting will be similar to the lighting currently used at TIO stadium.

The development represents a significant joint investment of $1.2 million from the NT

Government and ASTC to upgrade community infrastructure and sporting facilities; the ASTC

Master Plan sets objectives for the improvement of community infrastructure in Alice Springs.

The selection of Albrecht Oval for the installation of the proposed lighting towers is a direct

result of a needs assessment and demands analysis first undertaken as part of the ‘Master Plan

for Alice Springs Sporting Facilities – Demand Analysis Report’, finalised in May 2010.

Further, the Alice Springs Regional Land Use Plan identifies Albrecht Oval as being one of Alice

Springs’ ‘significant open space/recreation areas for sporting purposes’ in addition to ANZAC

Oval, Ross Park, and Alice Springs’ main sports complex, Traeger Park.

The land use plan broadly identifies the site for open space and recreation purposes and

predicts the need to upgrade existing facilities, including those for sport and recreation. We

suggest that this reasonably envisages upgrades such as the provision of lighting tower

infrastructure. The resulting luminance is measured at average 750 lux in the infield and average

500 lux in the outfield.

The land use plan also identifies expected urban expansion in the suburb of Larapinta to the

west and north-west of the site of in excess of 200 allotments, meaning there will be an

increased need for sporting facilities as the area grows.

7 Section 1 Construction Environmental Management Plan (CEMP)

The CEMP aims to consider the environmental risks which may arise during the construction

process. The construction and operation will meet all of the conditions imposed in the schedule

of the exceptional development permit EDP 18/0007 by the DCA.

7.1 Construction objectives and processes

Construction for the project will include:

• underground electrical wiring,

• Erection of 4 x 34.5m light towers around the periphery of Albrecht Oval as shown in

Appendix 13.5.

• Setting up for temporary site office and fencing off the whole work site area.

7.2 Environmental Management Systems

ASTC environmental and construction policies provide a framework for environmental

management during construction. These are provided in the tender document PROTECTION OF

THE ENVIRONMENT included in Appendix 10.8. A summary follows.

4.25.2 Construction Noise

Construction Noise is controlled by the NT Waste Management and Pollution Control Act and it is recommended that the Developer contacts the Environment and Heritage Division of DLPEE to determine the appropriate hours for undertaking Development Works. 4.26 Erosion and Sediment Control

4.26.1 Responsibility Where work on new subdivisions is to occur on Crown Land (under the terms of a development lease) or on private land, the management of the environmental impacts is a matter for the DLPEE however in most instances where stormwater from the Development is, or is to be, discharged into an existing stormwater drainage system that is under the care and control of Council, then ASTC will be concerned with the manner of discharge and the quality of stormwater entering the existing stormwater drainage system. ASTC generally expects to receive and have the opportunity to review any Erosion and Sediment Control Plan and any clean-up procedures prior to approval of Development Documentation to assess the potential for the Development Works to cause sedimentation in the existing or proposed future ASTC stormwater drainage infrastructure.

7.3 Roles and responsibilities

The Contractor shall plan and carry out the Works to avoid erosion, contamination and sedimentation of the site and its surroundings. Herbicides and other toxic chemicals shall not be used on the site without the prior written approval of the Principle. No noise or smoke or other nuisance, which in the opinion of the Principle is unnecessary or excessive shall be permitted by the Contractor in the performance of the works under this Contract. Should work outside customary working hours be approved, the Contractor shall not use, during such period, any plant, machinery or equipment which in the opinion of the Principle is causing or is likely to cause a nuisance to the public. No noisy works and/or works likely to disturb nearby residents shall be undertaken during the hours precluding such activity as specified by Council in accordance with the requirements for development consent and building approval made under the Local Government Act appropriate Noise Legislation. The Contractor shall ensure that fugitive dust from disturbed areas is “minimised” by a method approved by the Principle.

7.4 Environmental Risk Assessment

This section outlines all identified potential environmental risks associated with the proposed

light installation project which are then treated in more detail in Appendix Sec 10.6. A risk

evaluation system developed by ASTC (2016) for another project has been used to calculate the

logistical risks associated with the Project. The results are shown in the following table and risk

rating is assessed when appropriate mitigation measures are used.

7.5 Management Actions

Monitoring of risk factors and mitigation is presented in Table above. Monitoring of responses to complaints and mitigation will be undertaken

by ASTC supervisors as well as contractor management staff and documented in reports to the supervisor.

Reporting will be retained by the project officer prior to filing with ASTC. Incidents and near misses will be recorded for review and future

application. All complaints received by ASTC office or on site supervisors are to be investigated and rectified as appropriate and response made

to complainant in a timely manner.

Training and communication of all contractors in the application and concerns of this CEMP and ASTC environmental policies will be a

requirement of the project CEMP and will be achieved through:

• Tool box meetings

• Site HSE meetings

• Shift handovers

7.6 Conclusions (CEMP)

The Construction of the Albrecht Oval light towers and installation of the underground power lines will have a low risk of environmental impact.

Potential issues will be restricted to dust, noise, and traffic and these can all be managed to mitigate against significant impacts. Complaints

about issues during construction can be registered in the ASTC complaints system on the web site or at ASTC office and will be acted on in a

timely manner by the supervisory staff and contractors.

8.1 Description of Site and public access:

Albrecht Oval (the site), is at Lot 6774 Town of Alice Springs (8 Albrecht Drive, Larapinta). The site is 4.18 hectares and within Zone PS. The site

has frontage to Larapinta Drive, Jamieson Place and Albrecht Drive and the drainage corridor (Sec 13.7). Entry to the site is via Jamieson Place

only, however, a new car park at the entrance of the site includes an alternate exit to Larapinta Drive (refer Site Plan at Attachment B and Site

Photograph 1). Vehicle access is controlled through bollards and gates. An internal road, providing access to the buildings on the western edge of

the site, has recently been sealed. The site is currently used for cricket and AFL, both training and competitions. Operations of the oval will

continue as they have in the past with the group which has booked the use of the oval having exclusive use of the oval and members of the

public not being permitted to use the oval at the same time as the registered users. This has a twofold purpose, safety of the public and

uninterrupted sports play by the registered users.

8.2 Proposed Development:

The proposal is to construct four, 4 x 34.5-metre-high lighting towers to improve the usability of the existing oval for AFL and cricket training and

events. Specifically, the lighting towers will allow the oval to be used in the evenings when temperatures are reduced and more suitable for

sports and pose less risk to participants from heat stress. The lighting will allow the oval to be better utilised and for extended and more flexible

periods. Greater use and lighting will improve security and safety at the oval and the surrounding area as well as improve accessibility to the

community. The lighting towers will allow Albrecht Oval to provide a comparable level of service as other ovals in Alice Springs and to be

classified as Class 1, 2 and 3, suitable for AFL and cricket training and competition.

An Albrecht Oval Management Group will continuously monitor issues relating to the operational management of the lights at the oval and

report directly to the ASTC.

8.3 Lighting Towers

Four light towers are proposed to be erected with light heads or lamping platforms at the top. Each lighting tower will be 34.5 metres tall with a

lamp platform of 10.5 metres wide. The lighting tower pole is a column type (exact width to be confirmed on final design). There will be four

rows of seven lights and a total of 28 lights per tower. A climbing ladder will provide safe access for maintenance personnel to the lamping

platform.

The lighting towers have been designed to provide a sufficient level of light for the intended use. Lighting technology has become more

sophisticated and the Light-emitting diode (LED) design minimises light spill and intensity. The lighting towers have been designed in accordance

with Australian Standards 4282 and reviewed by BCA Engineers following the receipt of public queries about the lighting and support poles.

Light-emitting diode (LED) lighting has been selected as it’s characteristics provide for accurately aimed light levels and reduced light spill or halo

effect as well as lower energy consumption and lower maintenance compared to conventional lighting. The LED lights do not require extended

warm up and warm down periods. The lighting illumination modelling and assessment is to the latest Australian Standards.

Light levels on the centre of the oval will be 750 lux and 500 lux on the oval generally. To provide some perspective, indoor office lighting is 320

lux and professional, televised sport requires 2400 lux. The light levels at the rear fence lines on Bokhara Street will be 8.3 lux at 4.0 metres high

and 2 lux at ground level.

8.4 Albrecht Oval Lighting Design

The lighting is designed to comply with class I, Class II and Class III for cricket applications; and professional, semi-professional, and club

competition for AFL applications. The corresponding light levels are shown in the following table.

To achieve the lighting levels, Phillips LED “Optivison LED GEN 2” floodlights are proposed. 28 (twenty-eight) fittings per pole are required to

achieve the lighting target using a calculated maintenance factor of 0.827. To achieve the flexibility required for the lighting levels and

uniformity, DALI dimming is proposed. Each light tower will have a dedicated DALI Dynalite controller, all connected and interfaced with a

lighting control panel in the clubhouse. The lighting control panel will have 6 (six) pre-programed lux levels. Each individual luminaire is

controlled separately by the Dynalite controller to achieve the light levels required for both AFL and cricket applications, where a number of

fittings per pole are switched on/off specifically for the cricket infield.

8.5 Operational Aspects

As per the conditions of Exceptional Development Permit EDP18/0007 the lighting towers will be used a maximum of 4 nights per week for

practice and competition in the AFL and cricket seasons. AFL season is from the beginning of April to the end of September. Cricket season is

from the beginning of October to the end of March every year.

In winter, the oval will be illuminated from between 5:30 pm until 10:00 pm. In summer, the oval will be illuminated from between 6:30 pm to

10:00 pm. Generally, the lighting will be turned off by 8:00 pm to 8:30 pm for practice and 10:00 pm for competitions.

8.6 Impact on Amenity

The LED lighting has been designed in accordance with the relevant Australian Standards (AS 4282) and the illumination levels and directional

focusing of the LED lights are not calculated to cause direct effects to the amenity of surrounding residential properties apart from the halo glow

around the LED light luminaires and supporting frame. The lighting impact for the oval has been reviewed by ASTC and BCA Engineers and

deemed to be minimal. The amenity impact will be monitored by the proposed Albrecht Oval Management Group.

Of the four lighting towers proposed, the north-easternmost tower is closest to the residential properties on Bokhara Street and Burrell Court. It

is approximately 70 metres from the nearest property and the luminaires face away from the residences with minimal halo effect from the LED

lights, hence will have minimal impact on the residents of Bokhara Street. The existing trees on the site and along the intervening drainage

channel, on properties and in the streets provide screening of the oval and majority of the towers. Additional trees will be planted to fill in

spaces from which trees have been lost or not established. The width of the tapered lighting tower pole (concept design is maximum 1.2 metres

at the base), combined with the significant setbacks, prevent an appearance of visual bulk from neighboring properties.

The visual impact of the lighting towers and luminaires was presented by BCA Engineers during the consulting process and will be minimal as

shown in Figures in section 8.1.

Although the lighting will allow for extended hours of use, noise experienced from the oval has been calculated to not have a significant increase

above existing levels (ASTC, 2019). The level of noise emitted by crowds has been calculated by engineering staff at ASTC and is not expected to

unduly affect surrounding residents and will be within permissible noise levels for sensitive noise receptors in residential areas. Noise intrusion

will be further abated by additional planting of trees between the oval and potential sensitive receptors. Noise levels will be monitored to verify

noise levels should complaints about noise be raised with ASTC.

8.7 Obtrusive lighting analysis

An obtrusive lighting analysis was conducted on the roads and residential areas surrounding Albrecht Oval to comply with AS4282. The obtrusive

lighting on residential areas was calculated from 1 (one) metre height to the 4 (four) metre high fence line in increments of a meter, on the

vertical plane. The calculations were conducted based off class-I cricket mode of operation, 750 lux, as this presents the highest exit lumens,

thus being the worst case. The calculations have been reviewed by BCA Engineers and agree with the design indications. The calculations are for

pre-curfew operation times, this is before 10PM. The indicative time of operation of the lights is between 6PM to 9PM. The key design

parameters required to comply with AS 4282 are as below:

8.10 Monitoring

• Monitoring of the operation and impact of the use of the lights and extended

use of the oval will be ongoing and will be reviewed by a Management Group

comprised of three members of the public, a member of ASTC Council, the

Director of Tech Services, an executive person from Tech Services, a

representative from each of the Cricket Association and Football Association.

The Management Group will initially meet after three months to determine if

changes need to be made to the operating schedule. The Management Group

will meet four times in the first year with timing of meetings to allow feed back

to the sports asociations before their seasons begin. Change of frequency of

subsequent meetings and reports will be provided to AS Town Council who will

decide on any alteration or course of action for the operation of the lights and

use of the oval.

8.11 Conclusion (OEMP)

This proposal is for four, 34.5 metre lighting towers with associated panels and

luminaires and to formalise the existing use of the site for ‘leisure and recreation’

at Albrecht Oval, 8 Albrecht Street, Larapinta (Lot 6774 Town of Alice Springs).

The lighting towers will provide a level of illumination consistent with other

community sporting ovals in Alice Springs and will greatly improve this existing

community asset. The proposal has significant merit, including:

• All lighting has been designed in accordance with the relevant Australian

Standards;

• Utilizing LED lighting to reduce light spill or halo effect, reduce energy

consumption and lower maintenance requirements compared to conventional

lighting;

• The lighting tower height is necessary to provide the required level and

distribution of illumination;

• The setback of the tower closest to the nearest property boundary is

approximately 70 metres;

• Dense trees generally surrounds the site boundary, including in the drainage

channel, providing a visual buffer to neighboring residences, the density of

trees will be increased where ;

• The proposal will improve safety to users of the oval and persons in the

immediate surrounding area through increased passive surveillance.

•Noise levels will be controlled through hours of operation with 10 pm being

the latest the lights will be permitted to operate but normally turned off by

8pm;

•Noise levels will be reduced by distance and vegetation barriers between the

car park and oval and the residents on Bokara St, with calculations showing

loud noises will be reduced to less than 40 dB (A) at the back fences.

• Impact of the lights on nocturnal insects, bats and birds is expected to be

minimal due to height above ground and irregular and short duration of

operation. The impact will not be greater than existing lights around town.

• Monitoring of the operation and impact of the use of the lights and extended

use of the oval will be ongoing and will be reviewed after three months to

determine if changes need to be made to the operating schedule.

10.1 Schedule of Conditions

The Schedule of Conditions in contained in the Ministers Decision on the exceptional

development permit EDP18_0007 attached as a pdf file to this CEMP.

10.3 Noise management plan –

Noise is not a high risk element but if necessary noise will be managed through restriction of

work hours to avoid noise sensitive receptor (NSR) impact. The Noise Management Plan (NMP)

developed for the ASTC aquatic center solar array construction by Low Ecological Services has

been used as a guideline with the table of noise emission potential from machinery being useful

in assessing potential noise emissions for the Albrecht Oval site. A NMP has been developed for

the oval and is attached as a pdf to this EMP (Innuan,2019). The effectiveness of trees between

the residences and the oval is significant with noise levels being reduced from over 100 dB(A) to

below 40 dB(A), an acceptable noise level for a quiet living room.

The following excerpt from the NT Noise Management Framework Guidelines issued under the

Waste Management and Pollution Control Act indicate the activity periods and noise levels to be

followed. If there is a need to exceed these values, the nearby NSR should be advised of the

time, duration and relative level of noise exceedance.

10.4 Erosion Sediment Control Plan –

Erosion is not a high risk element on this flat and level turfed sports field. Duration of potential

impact period will be short while underground wire trenches and foundation pit for the four

towers are open. Potential requirement would mainly allow for avoidance of wind and rainfall.

The contractor should develop an ESCP if it is advised by the DENR and follow IECA best practice

guidelines. An ESCP may not be required, but if it is, it must be developed by the contractor to

meet DENR and IECA requirements and standards at a minimum.

10.5 Dust Management Plan –

Dust is also not a high risk element and may be relevant during tower footing excavations and

underground electrical cable trenching if weather conditions are hot and windy. Continuous

vehicle traffic around the edge of the oval may also develop bare soils which may be dust prone.

A dust management plan should be developed by the contractor under advice from DENR

associated with the ESCP. Dust management may be as minimal as dust will be controlled by

spraying with a water cart when it is required to prevent dust.
