1. Invitation to Bidders

The invitation is to bid for the “Provision of Primary WAN/MPLS/VPN based Bandwidth

Services to interconnect six (6) NNPC regional hubs with the Corporate Headquarters

Abuja”.

The bidders are advised to study the tender document carefully. Submission of bids shall

be deemed to have been done after careful study and examination of the tender

document with full understanding of its implications.

This section provides general information about the Issuer.

2. Project Profile

2.1 Statement of Purpose

The Nigerian National Petroleum Corporation (otherwise called NNPC or the Corporation)

is desirous of providing a secure MPLS/VPN based Enterprise Wide Area Network as her

Primary and main connectivity between its CHQ and its Strategic Business Units and other

remote locations. This is to enable effective communication and collaboration, and to

extend shared services to users enterprise-wide. The required services will be high-speed

Fiber Optics (FOC) based managed data network services built on Multi-Protocol Label

Service (MPLS) and Virtual Private Network (VPN) across the six (6) NNPC Nodal Hubs.

2.2 Service Coverage

The NNPC locations to be covered by the service are as follows:

NNPC CHQ, Abuja

ITD Centre, Lagos

KRPC, Kaduna

WRPC, Warri

PPMC Area Office, Mosimi

ITD Centre, Benin

PHRC, Port Harcourt.

Bidders are expected to visit these locations for physical assessments.

2.3 Supported Applications

The following services amongst others will be carried across the link:

Exchange Email/SMTP

Active Directory

SAP

SUN Account

Microsoft Lync

Video/Voice Conferencing

Internet and Web Services

Database Services

Printing Services etc.

2.4 Envisaged Outcome

The implementation of the NNPC Primary and Main MPLS/VPN Based Enterprise

Wide Area Network Project is expected to provide:

1. Highly available and seamless interconnectivity between the CHQ and the six

(6) NNPC Regional Hubs across the country;

2. An avenue for extending NNPC Enterprise Services across the Corporation

3. Scope of Work

3.1 Required Service

The proposed implementation shall be entirely service based; the bidder is

expected to own and provide the required Fiber Optics and radio links to the

regional offices backhauling the traffic to the head office. NNPC shall provide

appropriate connecting points to the WAN Provider’s installed Customer Edge (CE)

Cisco Routers at each location. The solution should allow for pool of bandwidth to

ensure end to end quality of service (Qos) from customer edge (CE) at the Regional

Nodes to the customer edge (CE) at the CHQ Abuja.

The project scope is as follows:

1.1 CHQ-Hubs Connectivity

1.1.1 Establish MPLS/VPN connection between the regional hubs and CHQ with

appropriate data security across the WAN

1.1.2 Installation of dual redundant links at each site, fibre on the primary link

and point to point licensed microwave radio on the secondary link to

guarantee 99.5% availability of service

1.1.3 Termination of links on two (2) separate managed Customer Edge (CE)

Cisco Routers provided by the Service Provider; The managed CE routers

will connect to the NNPC designated Local Network edge device(s) at the

respective sites

1.1.4 Implement end to end Quality of Service(Qos) between the Nodal Hubs

and the Head office, This will be implemented after analysing the traffic

(bulk data, best effort, transactional data, mission critical, call signalling,

voice and Video traffic etc.) for traffic priotization, congestion

management and avoidance based on NNPC Preference

1.1.5 Develop and build human Capacity in the Management of Wide Area

Networks (WAN) and end-user monitoring

1.1.6 Implement Network Management Solution for the WAN; Granular

statistics should be made available by the SP for all the links, which should

be accessible to NNPC 24/7

1.1.7 Testing and Commissioning

1.1.8 Ensure full HSE compliance at all locations

3.2 Required Bandwidth

The required bandwidth for each location is as follows:

1. Abuja CHQ - 60MBPS

2. Lagos - 10Mbps

3. Kaduna - 10Mbps

4. Warri - 10Mbps

5. Benin - 10Mbps

6. Port Harcourt - 10Mbps

7. Mosimi - 20Mbps

3.3 Required Availability

The required availability is 99.5%. Checks for compliance will be done at the

discretion of NNPC and penalties will be as contained in a Service Level Agreement

to be adopted.

3.4 Network Management

The bidder shall offer management and reporting interface to NNPC on a 24x7

basis. Bidders must provide a complete range of monitoring tools specifically

designed to help NNPC keep track of bandwidth usage patterns in each site.

Provision of this service and tools to be provided in this regards MUST be clearly

stated in the bidder’s technical submission.

3.5 Documentations

The bidder shall be responsible for preparing documentations relating to the

provided services and shall present a copy to NNPC.

4. Tender Requirements

4.1 General Requirements

You are requested to submit to NNPC a proposal based on the tender documents

for the NNPC Primary MPLS/VPN Enterprise Wide Area Network Project.

The inquiry document consists of the following:

a) Invitation to Bid

b) Bid Document

c) Appendix I – Bid Form

d) Appendix II – Vendors Information Questionnaire

e) Appendix III – Cost Breakdown Structure

f) Any addendum issued by NNPC before the bid closing date

You are to confirm that all applicable documents stated herein are in your

possession, and if any prove to be missing, please inform NNPC in order to obtain

same promptly.

4.2 Submission of Proposal

Submission of Documents/Closing Date

All completed bids should be submitted in two (2) separate envelopes marked

TECHNICAL, and COMMERCIAL respectively. Each of these should consist of one (1)

original and one (1) copy duly signed by the bidder’s executive representative.

PLEASE NOTE THAT TECHNICAL AND COMMERCIAL BIDS SHOULD BE PUT IN SEPARATE

ENVELOPES, ALSO NO ELEMENT OF PRICING SHOULD BE CONTAINED IN THE TECHNICAL

BID. FAILURE TO COMPLY WILL LEAD TO DISQUALIFICATION

Proposals should be submitted in sealed envelopes and clearly marked “Provision of

WAN/MPLS/VPN based Enterprise Wide Area Network between the NNPC CHQ and her

Strategic Business Units”, addressed and returned to the address below.

advertisement in the National dailies. Kindly indicate the name of the bidder at the

back of the envelope.

4.3 Proposal Format and Content

To ensure that NNPC receives all the information necessary to reach a decision on

selection of vendor to undertake “NNPC Primary MPLS/VPN Enterprise Wide

Area Network Project.”, bidders are requested to submit their proposals in the

format described below:

4.4 Technical Submission

The Technical submission shall include the following

i. Solution Design

The bidder shall describe its proposed solution design based on

specification requirements defined in the project scope of work. The

solution design shall be presented in segments including:

Network Topology Design, up to the customer premises;

Network Management Solution, including strategy for providing

access to NNPC for monitoring purposes;

ii. Post-Implementation Maintenance Plan

The bidder shall define its post-implementation support plans including

maintenance schedules, escalation matrix, and availability of customer

service support.

iii. Project Management

The bidder shall describe its implementation strategy, including

communication plan and team member’s roles and responsibilities, and

provide information on proposed project schedule with timelines. A

Gantt chart illustrating the proposed project schedule is required.

iv. Company Profile

a. Detailed Company profile with CAC certificates of incorporation in Nigeria etc.;

b. Evidence of registration with NNPC CHQ or any of its subsidiaries and the category of registration

c. Proof and evidence of backbone connectivity Infrastructure and point of presence coverage in Nigeria

d. Evidence of Company presence in Nigeria and compliance with Nigerian Content Policy

e. Evidence of company’s financial capabilities ; including audited accounts for the past (3) three years, along with tax clearance certificates, VAT Registration certificates and past VAT remittance

f. Organizational structure and available work force with CVs of key personnel

g. Company’s Community Affairs, Safety, Health, Environment and Security (CASHES) plans and Quality Assurance /Quality Control policy

h. Evidence of Similar Projects executed in Nigeria with details of reference sites

i. Any other relevant information on the company

4.5 Commercial Submission

The details of the commercial submission shall include the following

a. Cost Breakdown

i. This section shall include the proposed charges denominated in US

dollars. A cost breakdown format is attached as Appendix III.

b. Price Validity

i. Prices should be quoted as fixed and valid for at least 120 days.

c. Payment Terms

a) Payment shall be made as follows:

US Dollars ($) - 95% of the Service Contract sum shall be

paid upon completion of all integration

work, commissioning, testing of all locations

and emplacement of an MPLS Mesh

between all Locations.

US Dollars ($) - A 5% contract retention sum payable after

one (1) year shall be in place.

4.6 Evaluation Criteria

The evaluation of proposals shall be based on the Competence, Technical

Capability and the Commercial competitiveness of the proposal

The decision of the Corporation on all matters relating to this invitation to bid will

be final. NNPC reserves the right to accept or reject any bid, and to annul the

bidding process and reject all bids at any time prior to award of the contract,

without thereby incurring any liabilities to the affected bidder or bidders or any

obligation to inform the affected bidder or bidders the reasons for the

Corporation’s action.

5 Important Notes

The bidder has added responsibilities to:

a) Request for any technical information deemed essential for the development

of the solution design document.

b) Familiarize themselves with the works to be performed in accordance with the

inquiry documents.

c) Familiarize themselves with the working conditions, applicable laws and

regulations, labour conditions, environmental aspects and all other conditions

that can affect timely delivery of required service.

d) Visit and inspect the location earmarked for the NNPC Primary MPLS/VPN

Based Enterprise WAN project in order to submit a firm and comprehensive

proposal. This shall be done in liaison with any of the contact persons

identified in section 1.2.

e) Make his own arrangement and inquiries with regards to transportation of

own staff and equipment.

f) Ensure full HSE Compliance at all locations and at all time

g) The welfare of bidder’s staff while in NNPC shall be the responsibility of the

bidder.
