ENTRA EN LA GUARDIA CIVIL

La Guardia Civil es un Instituto Armado de Naturaleza Militar, con una permanente vocación de servicio, que tiene en el pueblo español su origen y referencia, en la protección de las personas y bienes su razón de ser y en la responsabilidad de garantizar el libre ejercicio de los derechos y libertades su principal misión. No es sólo la tradicional pareja a pie por los caminos de España; apoyándose en sus tradiciones y aprovechando medios y sistemas que ofrecen las nuevas tecnologías, se adecua a su tiempo. Si algo define lo que ha sido, es y será, es su capacidad de adaptación a las nuevas realidades y demandas sociales, su permanente vocación de servicio y su espíritu innovador.

Con seguridad, modernidad, transparencia, servicio y eficacia, afrontamos nuestros retos y caminamos hacia el futuro con pie firme, fieles a nuestro lema “El honor es la principal divisa del Guardia Civil”. WELCOME TO THE GUARDIA CIVIL

The Guardia Civil is an armed institution of military nature, whose point of

reference and origin is the Spanish people. GC’s ‘raison d’être’ is the protection of

citizens, their property and assets, and its core mission consists in ensuring the full exercise of

rights and freedoms. Guardia Civil is not only the traditional pair of agents patrolling on foot

the Spanish territory. Based on its traditions, and by means of new systems of state of the art technologies,

Guardia Civil evolves to face new challenges. If something defines the past, present and future of GC, it is its ability to adapt

to new realities and social needs, its permanent sense of duty and its innovative nature.

GC keeps facing challenges with confidence, transparency, sense of duty and efficiency, always in tune with modern times, treading carefully towards the future, while remaining loyal to their motto: “Honour is the token of each and every GC officer”. Therefore, the aim of this brochure is to let everyone know who we are and what we do.



La Guardia Civil se crea en el reinado de Isabel II, con el impulso del Gobierno de González Bravo y con el consenso de las fuerzas políticas. Los decretos de 28 de marzo y 13 de mayo de 1844 configuraron un Cuerpo dependiente del Ministerio de la Gobernación en lo referente al servicio y del de la Guerra en cuanto a su organización, disciplina, personal, material y percibo de haberes. El Duque de Ahumada, heredero del primer proyecto concebido en 1824 por su padre, el Marqués de las Amarillas, imprimió su sello personal (fuerte disciplina, capacidad de sacrificio, espíritu benemérito y lealtad). Su presencia en actividades humanitarias, culto al honor y rigor en el desempeñó de su servicio le granjearon muy pronto el respeto y admiración del pueblo, que pasó a denominarla Benemérita (título oficial a partir del 4 de octubre de 1929).

Desde un primer momento la Guardia Civil se dedicó a la vigilancia de los caminos, adaptando su actuación a la evolución de los tiempos, tanto que la masiva irrupción del automóvil en las carreteras españolas exigió una respuesta organizativa que se materializó con la creación de la Agrupación de Tráfico en el año 1959, especialidad pionera de muchas otras que hoy tiene este Cuerpo. A lo largo de su dilatada historia ha prestado valiosos servicios,

tanto en la persecución de la delincuencia en general como en la lucha contra la

delincuencia especializada, cosechando notables éxitos contra el terrorismo, al que ha asestado numerosos y valiosísimos golpes, sufriendo, como las familias de sus miembros, la violencia más brutal y más cobarde, con un precio de sangre terrible: 241

víctimas mortales.

The Guardia Civil was founded in the reign of Elizabeth II of Spain, and endorsed by Gonzalez Bravo’s Government, with a general consensus among the different political forces. The Decrees of 28 March and of 13 May 1844 gave shape to this new Corps, establishing that it was accountable to the Ministry of Governance as regards its tasks, and to the Ministry of War as regards its structure, discipline, personnel, supplies and financing. In 1824, the Duke of Ahumada, inheritor of the first project conceived in 1824 by his father, the Marquis of Las Amarillas, put his own stamp on it (strong discipline, stamina, loyalty and a praiseworthy spirit). GC´s engagement in humanitarian activities, its tribute to honour and thoroughness in the performance of its tasks has conferred it, from the very beginning, the respect and admiration of the people, who started calling it the ‘Benemérita’ (Praiseworthy

or Meritorious Corps); this has been its official denomination since 4 October 1929.

From the very beginning, Guardia Civil has devoted itself to the surveillance

of roads, adapting its methods to new challenges. In fact, the generalised

use of vehicles on the roads required an organizational response: the creation of

the Road Traffic Group in 1959, a pioneering experience which became a model for other groups and units within the Corps. Throughout its long history, the Guardia Civil has provided exceptional services in an effort to prevent both general and specialized crimes -remarkably succeeding in its fight against terrorism. As a result thereof, both its members and their relatives have been the target of the most extreme and coward violence, with 241 fatalities.





La Guardia Civil constituye uno de los patrimonios más queridos y estrechamente vinculados al pueblo español, que ha visto reflejada en su trayectoria gran parte de sus señas de identidad. Por tradición, vocación y resultados es un Cuerpo de Seguridad necesario para el futuro de España, porque es una Institución que sirve a los ciudadanos desde la modernidad que demandan los nuevos tiempos, pero a la que se le exige que lo haga manteniendo intactas las tradicionales virtudes que han adornado su trabajo cotidiano a lo largo de más de siglo y medio.

The Guardia Civil is one of the most appreciated values for the Spanish people and is closely linked to them, since it embodies some of the most distinguishing marks of Spaniards. Given its tradition, vocation and performance, Guardia Civil is an essential law enforcement agency for the future of Spain, since it serves citizens from a modern perspective and according to new challenges, while keeping the traditional values that have distinguished the daily work of this institution for more than one century and a half.





QUÉ HACEMOS

La Guardia Civil presta un servicio público esencial para la comunidad, y lo lleva acabo siguiendo las líneas maestras que definen los principios básicos de actuación. Estas pautas constituyen un auténtico código deontológico que, como tal, vincula a todos los guardias civiles.

Principios básicos de actuaciónAdecuación al Ordenamiento Jurídico, respeto a la Constitución, actuando con integridad, dignidad, neutralidad política e imparcialidad, sin cometer discriminación (raza, religión u opinión). Adecuación de los medios a los fines legalmente establecidos, impidiendo cualquier práctica abusiva arbitraria o discriminatoria que entrañe violencia, observando trato correcto con los ciudadanos a los que procurará en todo momento auxiliar y proteger, informando en cada caso sobre las causas y finalidad de la intervención.

Deberá actuar con decisión y sin demora cuando de ello dependa evitar un daño grave inmediato e irreparable, rigiéndose en la utilización de los medios a su alcance por los principios de congruencia, oportunidad y proporcionalidad. El Guardia Civil deberá intervenir en cualquier tiempo y lugar, se hallare o no de servicio, en defensa de la Ley del Secreto Profesional, de la información que conozca por razón o con ocasión del desempeño de sus funciones. Tiene responsabilidad personal y directa, por los actos que en su actuación profesional lleve a cabo.



OUR TASKSThe Guardia Civil is an institution which renders essential services to the community, in conformity with the guidelines provided by its basic behaviour principles. These guidelines constitute a real ethic code binding together all the Guardia Civil members.

Basic behaviour principlesCompliance with the Legal System; observance of the Constitution, always acting with integrity, dignity, political neutrality and impartiality, without committing discrimination on grounds of race, religion or opinion; adjustment of their actions to the purposes established by the law, while preventing any arbitrary, abusive or discriminatory method which might imply violence; dealing with citizens properly, always with a view to helping and protecting them, as well as clarifying the causes and purposes of their actions.

The Guardia Civil shall take immediate and decisive actions to avoid any serious, irreparable or immediate damage, by using every available means according to the principles of suitability, timeliness and proportionality. Guardia Civil members shall enforce law wherever and whenever necessary, whether they are in or out of duty. Professional secrecy is required concerning all the information known or used by Guardia Civil for professional purposes, and its members will be fully responsible for every action they take in the line of duty.



CÓMO LO HACEMOS

Funciones, medios y recursos

Función de Policía Administrativa, Resguardo Fiscal del Estado, Seguridad Pública, Asistencia, Policía Judicial e Información. Para cumplirlas cuenta con más de 80.000 agentes (más de 3.000 son mujeres). Sostiene un despliegue por todo el territorio nacional y sus aguas marítimas. Realiza anualmente 3,9 millones de servicios, más de 10.000 al día. Se dedican 32 millones de horas de trabajo y un millón de actuaciones.

Se desarrollan dos millones de labores de carácter humanitario (rescates, auxilios y asistencias al ciudadano). Ofrece como resultado de su trabajo constante el hecho de investigar casi 300.000 delitos, más de 274.000 faltas y 380.000 infracciones a la seguridad ciudadana. Esclarece anualmente más de 200.000 infracciones penales y detiene a más de 100.000 presuntos delincuentes, es decir, 308 al día. Para llevar a cabo estos servicios, los vehículos de la Guardia Civil recorren más de 350 millones de kilómetros al año, lo suficiente para dar casi 8.000 vueltas al mundo.

OUR WORKING METHODS

Tasks, means and resources

Administrative Police functions; Protection of the Spanish economic interests; Public order; Assistance; Criminal investigation police; Intelligence services; etc. In order to carry out all these functions, Guardia Civil has 80,000 officers (over 3,000 of them are women), who are deployed all over the national territory and territorial waters. GC carries out 3.9 million services per year, that is, approximately 10,000 a day; that amounts to 32 million work hours and one million actions.

Two million humanitarian activities (consisting in rescuing, aiding and assisting citizens) are conducted every year. Guardia Civil constant work results in the fact that it investigates nearly 300,000 crimes, over 274,000 minor offences and 380,000 infringements against public safety; it solves over 200,000 criminal offence cases every year, and arrests almost 100,000 alleged criminals, i.e., 308 arrests a day. In order to develop these services, the Guardia Civil vehicles cover more than 350 million kilometres a year (enough to drive around the world almost 8,000 times).





CUÁLES SON NUESTROS COMPROMISOS

La Guardia Civil, como Cuerpo de Seguridad del Estado, tiene asignada, en virtud del artículo 104.1 de nuestra Constitución, la misión de “proteger el libre ejercicio de los derechos y libertades y garantizar la seguridad ciudadana”.

Proteger e informarProtección especial de las personas más vulnerables: menores y mujeres, personas mayores, víctimas del delito, colectivos o grupos marginados. Atención a las víctimas de los delitos, especializada y personalizada, asegurando la privacidad, proporcionando ayuda e información, actuando con agilidad en la recogida de denuncias o trámites y facilitando información sobre el estado y resultado de las actuaciones realizadas. Auxilio permanente, atendiendo sus demandas durante las 24 horas del día, acudiendo al lugar donde sea requerido siempre que pueda prestar

ayuda y se necesite su presencia. Protección frente a las amenazas, terrorismo, crimen organizado, tráfico ilegal de personas y su explotación laboral o sexual y narcotráfico. Prevención de la criminalidad, basada en la orientación más próxima del servicio al ciudadano y la colaboración y confianza mutua entre agente y ciudadano. Informar al ciudadano de los planes en materia de seguridad, prevención y protección, situación de la seguridad en su entorno, medidas adoptadas, recomendaciones a seguir y resultados que se alcancen.

OUR RESPONSIBILITIES

As a law enforcement agency, and according to article 104.1 of the Spanish Constitution, the Guardia Civil has been tasked with the mission to “protect the free exercise of rights and freedoms by citizens, ensuring their public safety”.

Protecting and advisingTo provide due protection to the most vulnerable people: minors and women, elderly people, victims of offences, underprivileged groups of our society. Specialized and personalized attention to victims of crime, guaranteeing privacy, providing help and information, acting promptly when citizens file complaints or when dealing with official procedures, as well as providing information about the status and results of the actions conducted. 24/7 assistance to citizens, going wherever their help is deemed necessary

and their presence has been requested. Protection against threats, terrorism, organized crime, trafficking in human beings, sexual or labour exploitation, and drug trafficking. Crime prevention, based on a closer approach to citizens and on mutual agent-citizen reliance and co-operation. To inform citizens of any security, prevention or protection plans; of the security level within their neighbourhood; of the measures adopted, the recommendations to be followed and the goals already achieved.





DÓNDE ESTAMOS

La Zona, unidad superior de mando, comprende una Comunidad Autónoma. La Comandancia abarca la totalidad del territorio de una provincia o el de los términos municipales de Ceuta y Melilla. Se divide en Compañías y éstas en Puestos. La Compañía tiene un número variable de Puestos, constituyendo el nivel esencial sobre el que se sustenta la labor de prevención, la atención próxima al ciudadano y la intervención en caso de emergencia. Hay varios tipos de Puestos que atienden a uno o varios municipios: Puestos

Principales que se estructuran por lo general en tres áreas: Seguridad Ciudadana, Atención al Ciudadano e Investigación; y Puestos Ordinarios y Auxiliares. Este despliegue hace a la Guardia Civil ser el Órgano del Estado con mayor presencia en la geografía española. Las Comandancias disponen de un Centro Operativo de Servicios (COS) que coordina las 24 horas del día los servicios de seguridad ciudadana y atiende las demandas de los ciudadanos a través del 062 y del 112 de los Centros de Emergencia de las Comunidades Autónomas.

WHERE CAN YOU FIND US?

Regional Headquarters (“Zonas”): the highest command unit, corresponding to Autonomous Regions (Comunidades autónomas). Provincial Headquarters (“Comandancias”): they cover the whole territory of a province (Provincia), or that of the municipalities of Ceuta and Melilla, and are divided into Companies (“Compañías”) and Stations (“Puestos”). Companies comprise several Stations, which constitute the foundations for crime prevention, attention to citizens and emergency response. According to the number of municipalities they cover, Guardia Civil Stations are

classified into: Main Stations (covering three main areas: public order, criminal investigation and assistance to citizens), Common Stations and Auxiliary Stations. This deployment structure implies that Guardia Civil is the State Agency with the widest geographical presence in Spain. Provincial Headquarters have an Operational Service Centre (Centro Operativo de Servicios - COS), which coordinates public safety services 24/7 and deals with the requests made by citizens on the telephone numbers 062 and 112, that correspond to the Autonomous Regions Emergency Centres.

CÓMO NOS ORGANIZAMOS

La Guardia Civil tiene una doble dependencia ministerial. Depende el Ministerio del Interior, en cuanto a los servicios que se desprenden de la ejecución de la política del Gobierno en materia de seguridad ciudadana, retribuciones, destinos y medios; y del Ministerio de Defensa en cuanto a ascensos y situaciones del personal y las misiones de carácter militar en las que se requiera su presencia.

Organizativamente la Guardia Civil está encuadrada en la Dirección General de la Policía y de la Guardia Civil. Corresponde al Director General de la Policía y de la Guardia Civil, cuyo titular tiene rango de subsecretario, bajo la dependencia del Secretario de Estado de Seguridad, el mando directo del Cuerpo Nacional de Policía y del Cuerpo de la Guardia Civil, en este último caso, sin perjuicio de las competencias que correspondan al Ministerio de Defensa.

Dependiendo directamente del Director General, y con nivel orgánico de Subdirección General, existe un Gabinete Técnico con funciones de asistencia directa y apoyo, para facilitar el despacho y la coordinación de los órganos y unidades dependientes de aquél.

Asimismo, también dependiendo directamente del Director General, existen dos Unidades de Coordinación, para la asistencia directa y apoyo a aquél en los ámbitos del Cuerpo Nacional de Policía y del Cuerpo de la Guardia Civil, respectivamente.

Por último, dependen también del Director General en el ámbito de la Guardia Civil: la Dirección Adjunta Operativa, la Subdirección General de Personal y una Subdirección General de Apoyo, así como la citada Unidad de Coordinación.

Dirección Adjunta Operativa

Con nivel orgánico de Subdirección General, es responsable, de acuerdo con las directrices emanadas del Director General, de la dirección, impulso y coordinación del servicio operativo de las Unidades de la Guardia Civil. Además organiza el despliegue territorial, dispone los planes de actuación operativa, elabora la inteligencia precisa para el servicio,

establece los enlaces y la coordinación con los órganos nacionales y extranjeros

adecuados para el desempeño de las misiones del Cuerpo.



OUR STRUCTURE The Guardia Civil is accountable to two ministries: the Ministry of the Interior (services derived from the execution of the Government policies as regards public safety, payments, positions and resources) and the Ministry of Defence (as regards promotion, personnel status and military missions, currently under definition in terms of collaboration).

From an organizational point of view, the Guardia Civil belongs to the General Directorate of the National Police Force & Guardia Civil. The General Director of the National Police Force & Guardia Civil, with the rank of Under-Secretary of State -reporting to the Secretary of State for Security-, commands both law enforcement agencies, notwithstanding the tasks of Guardia Civil accountable to the Ministry of Defence.

There is a General Director’s Office, with an organizational level of Under-Directorate, which provides direct assistance and support to the General Director. It is responsible for planning and scheduling the agenda, and for coordinating the bodies and units accountable to him.

Besides, there are two Coordination Units also directly accountable to the General Director. They are in charge of directly assisting and supporting him when performing his executive tasks, either in the field of the National Police Force or of Guardia Civil.

Finally, within Guardia Civil and under the command of the General Director, we can find: the Deputy Directorate for Operations, the General Under-Directorate for Personnel, the General Under-Directorate for Support, and the above mentioned Coordination Unit.

Deputy Directorate for Operations

The Deputy Directorate for Operations has the category of General Under-Directorate and, according to the guidelines issued by the General Director, it is responsible for managing, fostering and coordinating the operational activities of the Guardia Civil Units. Moreover, it arranges the GC geographical deployment, designs operational action plans, draws up the intelligence necessary for service, and establishes liaison and coordination with the relevant national and international bodies, in order to conduct GC missions.



Dependen de la Dirección Adjunta Operativa:

(ICAE).• Las Zonas y las Comandancias de Ceuta y Melilla.

Subdirección General de Personal

Es responsable, de acuerdo con las directrices emanadas del Director General, de la dirección y coordinación del desarrollo de la política de personal y educativa de la Guardia Civil.

Está adscrita la Sección de la Dirección General de la Guardia Civil del Archivo General del Ministerio del Interior.

De la Subdirección General de Personal dependen:

• Jefatura de Personal.• Jefatura de Enseñanza.• Jefatura de Asistencia al Personal.• Secretaría Permanente para la Clasificación

y Evaluación.• Servicio de Asuntos Generales. • Servicio de Asuntos Internos. • Servicio de Estudios Históricos.



The Deputy Directorate for Operations consists of:

• General Staff.• Command Office for Specialised and Stand-by Units.• Intelligence Command Office. • Criminal Investigation Command Office.• Command Office for Customs and Borders.• Road Traffic Command Office.• Environmental Protection Command Office.• Weapons & Explosives Central Inspectorate.• Regional and Provincial Headquarters in Ceuta

and Melilla.

General Under-Directorate for Personnel

According to the guidelines provided by the General Director, the General Under-Directorate for Personnel is responsible for directing and coordinating the development of GC policies on personnel and training.

The GC General Headquarters Division of the General Registry of the Ministry of the Interior will be accountable to this Under-Directorate.

It consists of:

• Personnel Command Office. • Training Command Office.• Command Office for Assistance to Personnel.• Permanent Secretariat for Staff Assessment

and Classification.• General Affairs Office. • Internal Affairs Office. • Historical Studies Office.



Subdirección General de Apoyo

Es responsable de la dirección, coordinación y gestión de los recursos financieros y del desarrollo de la política de recursos materiales.

De la Subdirección General de Apoyo dependen:

• Jefatura de los Servicios de Apoyo.• Jefatura de Servicios Técnicos.• Jefatura de Asuntos Económicos.

Unidad de Coordinación

Le corresponde la asistencia y apoyo al Director General en el cumplimiento de sus funciones directivas. Además se encarga de la coordinación de

los distintos órganos del centro directivo, la gestión de las relaciones de carácter institucional, el estudio, análisis y prospectiva de los planes y disposiciones que afectan a la Guardia Civil, la coordinación de los procesos de planificación, la presupuestación y la gestión de la calidad en la Guardia Civil.

Dependen directamente de la Unidad de Coordinación:

• Secretaría de Cooperación Internacional.• Centro de Análisis y Prospectiva.• Oficina de Relaciones Informativas y Sociales.

A esta Oficina le corresponde:– Las relaciones con los medios de comunicación

social.– La política de comunicación interna. – Las relaciones sociales y del protocolo.

General Under-Directorate for Support

The General Under-Directorate for Support is responsible for conducting, coordinating and managing financial resources, and for developing the policy on material resources. The following Offices report to this Under-Directorate:

• Support Services Command Office.• Technical Assistance Command Office.• Financial Services Command Office.

Coordination Unit

The Coordination Unit is in charge of assisting and supporting the General Director when performing his executive tasks. Furthermore, it is responsible for

SEGURIDAD CIUDADANA

Es el servicio peculiar por excelencia de la Guardia Civil. Se realiza a través de las Patrullas Rurales a pie o en vehículo. Su constante movilidad posibilita la presencia en lugares remotos de la geografía. Se caracteriza por el continuo contacto con la población y conocimiento detallado de la demarcación.

Al margen de la labor preventiva, se realiza una importante labor de auxilio y protección al ciudadano. Si bien es ésta una obligación de todos los miembros de la Guardia Civil, quizá sea en el ámbito rural donde alcanza su máxima expresión debido a la falta, en la mayoría de las ocasiones, de otros organismos o medios alternativos que puedan proporcionarla.

Destacan entre sus muchas misiones: la vigilancia y protección de los núcleos urbanos rurales (pueblos y urbanizaciones), la vigilancia de las vías de comunicación comarcales no cubiertas por la Agrupación de Tráfico, la protección de edificios e instalaciones estratégicas o de interés general, escolta de explosivos y mantenimiento del orden público en acontecimientos sociales, culturaleso deportivos.

PUBLIC SAFETY

The Rural Service constitutes the Guardia Civil service par

excellence and is carried out by Rural Patrols, either

on foot or by car. Their constant mobility allows them to reach remote places all over the country, to have a close contact

with the population and to know in depth the region

they patrol. In addition to its preventive function, it plays

an outstanding role regarding

assistance to and protection of the citizens and, despite the fact that this is an obligation for all the Guardia Civil members, perhaps it is in rural areas where such task becomes crucial, mainly due to the lack of institutions or alternative resources that might perform such role. Some of its most important tasks are: the surveillance and protection of villages, hamlets and housing developments; the security of regional roads not covered by the Road Traffic Command; the protection of strategic or general interest buildings and facilities; the escort of explosives transports; and the maintenance of public order in social, cultural or sports events.

TRÁFICO

Creada por Orden General número 32, de 26 de agosto de 1959, es la Unidad especializada y específicamente concebida, preparada y organizada para el ejercicio de las funciones asignadas al Cuerpo en materia de tráfico. Su misión es la vigilancia, regulación, auxilio y control del tráfico, del transporte y la seguridad vial en el ámbito de las vías interurbanas.

Tiene los siguientes cometidos: auxilio y protección de los usuarios de las vías públicas; vigilancia y mantenimiento de la disciplina del tráfico en las vías interurbanas; investigación e instrucción de las diligencias por accidentes de tráfico ocurridos en las vías de uso público y vigilancia del cumplimiento de la normativa sobre transportes por carretera.

ROAD TRAFFIC

This Unit, created on 26 August 1959 pursuant to the General Order No 32, is specialized in any matter related to performing the tasks assigned to Guardia Civil in this field, and was specifically designed, trained and organized to this end. It is responsible for surveilling, regulating, providing assistance and controlling road traffic, road safety and transport in intercity roads. It has been entrusted with the following tasks: to assist and protect the users of public roads; to control and maintain the discipline required to ensure the free flow of intercity traffic; to investigate and draw up reports corresponding to proceedings undertaken due to road traffic accidents; and to supervise and ensure compliance with regulations on transport by road.

PROTECCIÓN DE LA NATURALEZA

En 1988, se crea el Servicio de Protección de la Naturaleza para velar por la conservación de la naturaleza y del medio ambiente, de los recursos hidráulicos, así como de la riqueza cinegética, piscícola y forestal. Fomentando conductas de respeto a la naturaleza. Comprobando el estado de conservación de los recursos hidráulicos, geológicos y forestales para impedir cualquier tipo de contaminación, agresión o aprovechamiento abusivo. Colaborando en la prevención de incendios forestales.

Protegiendo el medio ambiente atmosférico, vigilando su grado de contaminación y nivel de radiactividad. Realizando acciones tendentes a favorecer el normal desarrollo de la flora y fauna y particularmente de las especies protegidas. Contribuyendo al correcto aprovechamiento de los recursos forestales, cinegéticos y piscícolas. Y, finalmente, el Servicio de Protección de la Naturaleza facilita el adecuado disfrute del espacio natural impidiendo actividades que puedan degradarlo.

ENVIRONMENTAL PROTECTION

The Environmental Protection Command Office was established in 1988 and is in charge of looking after the enforcement of laws on preserving nature and the environment, water resources, hunting and fishing, and forestry resources. It is also responsible for promoting wildlife friendly behaviours among citizens and checking the preservation status of water, geological and forestry resources, in order to prevent any type of pollution, damage or misuse of such resources.

Moreover, it collaborates in the prevention of forest fires; it co-operates and protects the aerial environment, monitoring its pollution and radioactivity levels; it contributes to the normal development of wildlife and plants, in particular of protected species; it contributes to environmentally sound forestry, hunting and fishing; and it enables people to enjoy natural areas while preventing potentially harmful activities for such areas.



AÉREO

Desde la creación en 1973 del Servicio de Helicópteros, la Guardia Civil ha venido incrementando los servicios que presta a los ciudadanos con la intervención de Unidades de Helicópteros que, bien con acciones independientes o en apoyo y en coordinación con otras Unidades, han potenciado la capacidad operativa en multitud de facetas.

El Servicio Aéreo es el órgano especializado para la realización de las misiones encomendadas en las que sea necesaria la utilización de medios y material aeronáutico.

Tiene como misión específica la organización, coordinación y explotación de los medios aéreos con que cuenta la Guardia Civil, así como prestar asesoramiento técnico al desempeño de las competencias de policía administrativa aeronáutica. Además colabora con las Autoridades Judiciales en asuntos propios de la Especialidad Aérea.

Desde el año 2008, el Servicio Aéreo cuenta con una sección de ala fija en la que operan dos aparatos CESSNA CN-235, que realizan servicios fundamentalmente de control de la inmigración.

Since the Helicopter Service was created in 1973, Guardia Civil has increased the services provided to citizens by means of its Helicopter Units, which have strengthened the operational capacity of the Institution in many senses, either working separately or in co-ordination with other units.

The Air Service is the specialized group acting when the mission entrusted requires the use of aeronautical means and equipments. Its specific mission consists in organizing,

coordinating and exploiting the GC air resources. It also provides technical advice regarding the exercise of competences covered by GC as aeronautical administrative police. Besides, it cooperates with the relevant judicial authorities in issues corresponding to this field.

Since 2008, the airborne service has a fixed wing section in which operate two CESSNA CN-35 devices, that basically carry out immigration control services.



CINOLÓGICO

La primera vez que la Guardia Civil es autorizada para la utilización del perro es en 1948. Un año después se crean Puestos y Destacamentos con perros para perseguir de forma más organizada a malhechores y tener mejor control en zonas de fronteras y costas.

En 1951 se crea la Escuela de Adiestramiento de Perros, ubicada en El Pardo (Madrid), siendo el primer centro de adiestramiento que tuvo España.

En 1982, la Guardia Civil crea por Orden General número 51, de 13 de septiembre, el Servicio Cinológico con el fin de apoyar a las Unidades Operativas del Cuerpo aportando aspectos técnicos y propios del Servicio como: búsquedas de personas desaparecidas, intervención en catástrofes, localización de drogas y explosivos, rescates en montaña y cualquier otra actividad que por las características propias de la misión y la especial preparación de los animales se obtengan los adecuados resultados para su cumplimiento, buscando el objetivo principal de proteger el libre ejercicio de los Derechos y Libertades y garantizar la Seguridad Ciudadana.

DOG HANDLING

In 1948, Guardia Civil was authorized to use dogs for the first time. One year later, with the intent to pursue criminals in a more organized manner and to improve the control over border areas and the coastline, Stations and Units start including the use of service dogs.

The first Dog Training Centre in Spain was established in 1951, at El Pardo (Madrid).

In 1982, Guardia Civil establishes the Dog Handling Service, through General Order No 51, of 13th

September, in order to support the GC Operational Units and to contribute with specialized and technical aspects in situations such as: searches for missing persons; intervention in disasters; drug and explosive detection; mountain rescues; as well as any other activity that, due to the nature of the mission and the specific training requirements of the animals to be used, are deemed necessary to achieve the goals established, while always aiming at protecting the free exercise of Human Rights and Fundamental Freedoms, and ensuring public safety.



DESACTIVACIÓN DE EXPLOSIVOS Y DEFENSA NRBQ

El Servicio de Desactivación de Explosivos tiene como misión la organización, gestión y ejecución de las tareas de búsqueda, detección, neutralización y desactivación de los artefactos explosivos. Esta misión se desarrolla en los siguientes cometidos fundamentales: intervenir para el restablecimiento de la seguridad ciudadana en supuestos de amenaza de existencia de artefactos; obtener, estudiar, valorar y difundir la información relativa a nuevos materiales, técnicas y procedimientos de detección y desactivación. Ya en 1973 se crea la figura del

“Especialista de Explosivos”. La importancia que ha cobrado el empleo de artefactos explosivos y la posibilidad de utilización de otros de naturaleza radiológica, biológica o química, ha exigido a la Guardia Civil un esfuerzo de actualización con la finalidad de garantizar un servicio a la sociedad de la calidad que ésta demanda. Dando una respuesta técnica adecuada materializada en la creación en el seno del Servicio de Desactivación de Explosivos de una Unidad NRBQ (Nuclear, Radiológico, Bacteriológico y Químico).

EOD & CBRN

The specific mission of this service consists in organizing, managing and conducting operations aimed at searching for, detecting, neutralizing and making safe explosive devices. This overall mission comprises the following basic tasks: acting in the reestablishment of security after a bomb threat; gathering, studying, assessing and spreading relevant information concerning new detection and defusing equipments, techniques and procedures. In 1973,

the position of “Expert in explosives” was created. An increase in the number of explosive devices used and the potential use of radioactive, biological or chemical devices has demanded from Guardia Civil considerable updating efforts, in order to guarantee a service with the quality required by society. A suitable technical answer to this demand materialised through the establishment of a CBRN Unit within the EOD Service.





MARÍTIMO

Aunque su andadura comienza en el año 1992 (Orden General número 51, dada en Madrid el 17 de marzo), un Real Decreto, fechado el 22 de febrero de 1991, constituye el acta fundacional del Servicio Marítimo de la Guardia Civil, nacido de la necesidad de dotar al Cuerpo de medios materiales y humanos cualificados para desempeñar todas las funciones de la Institución dentro del mar territorial y con carácter excepcional fuera de él.

Tiene los siguientes cometidos: la prevención y averiguación de delitos; primeras diligencias e informes técnicos; inmigración irregular; prevención y persecución del fraude y el contrabando; conservación de la naturaleza y el medio ambiente; control e inspección pesquera y protección del patrimonio histórico hundido.

SEAAlthough the Royal Decree of 22nd February 1991 could be considered the Founding Act for the Guardia Civil Sea Service, it started working in 1992 (General Order No 51, of 17th March). This service originated in the requirements to provide the institution with adequate equipment and qualified human resources to cope with all the tasks assigned within Spanish territorial waters and, exceptionally, beyond them.

The functions entrusted to this service are: prevention and investigation of criminal offences; drafting of preliminary and technical reports; fighting illegal immigration; prevention and fight against fraud and smuggling; environmental protection; fishery inspection and supervision; and protection of the Spanish national sunken heritage.

ACTIVIDADES SUBACUÁTICAS

Los numerosos rescates en medios líquidos llevados a cabo por la Guardia Civil hizo necesaria la organización de unos grupos especialmente adiestrados en actividades subacuáticas. El 19 de junio de 1981, se estableció la creación del Grupo de Especialistas en Actividades Subacuáticas, con las misiones de búsqueda, localización y recuperación de personas y objetos en el medio acuático; labores de reconocimiento, seguridad y protección de personalidades, embarcaciones, obras u objetos en los medios acuáticos; vigilancia, prevención y protección del patrimonio natural e histórico sumergidos, así como el apoyo a otras unidades o especialidades del Cuerpo en los medios acuáticos o actuaciones que precisen medios autónomos de respiración.

UNDERWATER SEARCH

Due to the numerous rescue operations carried out by the Guardia Civil in aquatic environments, the creation of a specialised unit for these missions, equipped with all the necessary means, was deemed necessary. As a result thereof, the Underwater Search Unit was created on 19 July 1981. Its main tasks include: searching, finding and rescuing persons or objects in aquatic environments; conducting surveillance, safeguarding and protecting VIPs, vessels, constructions or other objects in aquatic environments; the surveillance, prevention and protection of natural and historical sunken national heritage; and, in addition to this, to provide support to other units of the Corps in aquatic environments, or during interventions where autonomous breathing systems are required.

MONTAÑA

Tiene como misión específica el ejercicio de todas aquellas funciones encomendadas a la Guardia Civil en las zonas de montaña o en aquellas otras que, por su dificultad orográfica o climatológica, requiera de una especial preparación física y técnica, así como del empleo de medios técnicos adecuados.

Esta misión específica se desarrolla en los siguientes cometidos fundamentales: prestar auxilio a las personas

accidentadas, perdidas o aisladas en zonas de montaña o lugares de difícil acceso; velar por el cumplimiento de las disposiciones que tiendan a la conservación de la naturaleza y medio ambiente en zonas de alta montaña; garantizar la seguridad y el cumplimiento de la

legislación vigente en dichas zonas de actuación; realizar servicios de vigilancia, de

prevención y de mantenimiento del orden público en pistas de esquí,

así como en competiciones deportivas de montaña.

MOUNTAIN RESCUE

The specific mission of the Mountain Rescue Service consists in carrying out those tasks assigned to GC in mountain areas or in other locations that, due to their difficult orographic or climatological characteristics, require special physical and technical skills, and the use of appropriate technical equipments. This specific mission comprises the following

basic tasks: to provide assistance to injured, lost or isolated people in mountain areas or in places difficult to access; to look after the enforcement of the environmental protection laws in high mountain areas; to carry out surveillance and prevention tasks; and to maintain law and order on ski runs and at mountain sports competitions.

INFORMACIÓN

Le corresponde organizar, dirigir y gestionar la obtención, recepción, tratamiento, análisis y difusión de la información de interés para el orden y la seguridad pública en el ámbito de las funciones propias de la Guardia Civil y la utilización operativa de la información, especialmente en materia antiterrorista en el ámbito nacional e internacional. Así como el enlace, coordinación y colaboración operativa con otros Servicios de Información nacionales e internacionales.

INTELLIGENCEThe Intelligence Command Office is in charge of organizing, conducting and managing how to gather, receive, process, analyze and disseminate the relevant information for law and order in the context of GC daily tasks. It is also responsible for the operational use of information, especially as regards counter-terrorism at national and international levels, and is in charge the liaison, coordination and operational collaboration with other national and international Intelligence Services.





POLICÍA JUDICIAL

Le corresponde organizar y gestionar la investigación y persecución de los delitos y faltas y desarrollar los servicios de criminalística, identificación, analítica e investigación técnica, llevando a cabo las funciones de Policía Judicial específica de la Guardia Civil. De ella dependen la Unidad Central Operativa (UCO), la Unidad Técnica de Policía Judicial y el Servicio de Criminalística.

CRIMINAL INVESTIGATION POLICEThe Criminal Investigation Command Office is in charge of organizing and managing, on the one hand, actions aimed at investigating and combating crimes and offences and, on the other hand, tasks relating to criminalistics, identification, analysis and technical investigations, conducting those criminal investigation tasks exclusive of Guardia Civil. This Command Office includes: the Central Operational Unit (UCO), the Criminal Investigation Technical Unit and the Criminalistics Service.





FISCAL

Hasta el año 1940 no asumió la Guardia Civil competencias en el campo fiscal. Los cometidos en esta materia eran ejercidos por el Cuerpo de Carabineros.

La Ley de 15 de marzo de 1940 constituye el inicio de la intervención del Cuerpo en los cometidos fiscales, ejerciendo las funciones y actuaciones tendentes a prevenir y perseguir el contrabando, tráfico de drogas, fraude y demás infracciones de carácter fiscal.

La importancia creciente de nuestras fronteras exteriores, que también lo son de la Unión Europea; la incorporación de España a la Comunidad Económica Europea, que llevó consigo la supresión de las fronteras; el desmesurado auge del narcotráfico y la trascendencia que ha adquirido el fenómeno de la inmigración irregular, hacen preciso establecer continuas e intensas relaciones con organismos nacionales y extranjeros competentes en asuntos fiscales, custodia de costas, fronteras, puertos, aeropuertos y mar territorial.

CUSTOMSIn 1940, Guardia Civil was tasked with the protection of the Spanish economic interests. Until that moment, the tasks corresponding to this field had been competence of the Cuerpo de Carabineros (Border Police Corps). Pursuant to Law of 15th March 1940, Guardia Civil started taking over fiscal tasks, conducting actions aimed at preventing and fighting smuggling, drug trafficking, fraud and other fiscal offences. There are several factors (the increasing importance of the Spanish borders —which are now part of the outer European Union borders; the fact that Spain has become a member of the European

Economic Community— an area without internal frontiers; the full expansion of drug trafficking; and the growing significance of illegal immigration) which make it necessary to establish permanent and close relations with the national and international bodies competent in taxation and in control over coastlines, borders, ports, airports and territorial waters.



AGRUPACIÓN DE RESERVA Y SEGURIDAD

La necesidad de disponer de Unidades especializadas en el desempeño de funciones como el restablecimiento del orden público en grandes concentraciones de masas, la protección y seguridad de altas personalidades o la colaboración con los servicios de Protección Civil en casos de grave riesgo, catástrofe o calamidad pública y reforzamiento de los servicios de las unidades territoriales, originó la creación de la Agrupación de Reserva y Seguridad en el año 1988.



SECURITY & STAND-BY GROUP The need to have specialised units to carry out certain functions (restoring public order and conducting crowd control activities; providing close protection and security to VIPs; co-operating with the Civil Protection services in the case of serious dangers, emergencies or calamities; reinforcing the services provided by the Territorial Units; etc) led to the setting up of the Security and Stand-By Group in 1988.

UNIDAD ESPECIAL DE INTERVENCIÓN

La Unidad Especial de Intervención, creada por Orden General número 6, de 3 de febrero de 1982, está concebida como Unidad central única y especializada de la Guardia Civil para el cumplimiento de sus misiones específicas dentro o fuera del territorio nacional. Tiene a su cargo el cumplimiento de las misiones siguientes: hacer frente y neutralizar situaciones de toma de rehenes o secuestros en los que se ha localizado su ubicación; detención material de delincuentes particularmente peligrosos (como miembros de organizaciones terroristas o aquellas dedicadas al narcotráfico) y desequilibrados mentales especialmente agresivos, o en los que concurran circunstancias especialmente peligrosas (sólo en casos excepcionales); la protección inmediata de dignatarios o personalidades ante amenaza inminente de atentado, en casos puntuales; y en general la neutralización de actos delictivos que exijan una actuación inmediata y altamente especializada que por su peligrosidad y riesgo así lo requiera.



SPECIAL INTERVENTION UNIT

The Special Intervention Unit (established by General Order No 6, of 3rd February 1982) was conceived as an independent and specialized central Unit, designed to carry out specific missions both in the national territory and abroad. Its tasks include: handling of situations involving hostage-taking or kidnappings, and neutralizing the danger once the victims have been located; arresting exceptionally dangerous criminals (such as members of terrorist organizations or of drug

trafficking networks) or insane individuals especially aggressive, as well as people under particularly dangerous circumstances (only in exceptional cases); in extraordinary cases, providing close protection to dignitaries and VIPs in imminent danger of becoming targets of a terrorist attack; and in general, conducting operations which require an early and highly specialised response or their specific intervention, due to the type of danger or threat such a situation poses.



UNIDAD DE ACCIÓN RURAL

La Orden General 41/82, de 15 de junio, creó el Grupo Antiterrorista Rural (actualmente Grupo de Acción Rápida), al evidenciarse la necesidad de disponer de una Unidad especialmente preparada para asumir cometidos de lucha antiterrorista, sobre cuya base se formaría el Grupo Especial de Seguridad.

Por Orden General número 25, de 21 de septiembre de 1998, se constituye la Unidad de Acción Rural, como Unidad de fuerza operativa concebida, preparada y organizada para el cumplimiento de su misión específica: la lucha contra elementos terroristas y la ejecución de operaciones que entrañen gran riesgo y requieran una respuesta rápida.



RURAL ACTION UNIT

The Rural Anti-Terrorist Group (nowadays, Rapid Action Group -Grupo de Acción Rápida, GAR) was established by General Order No 41/82 of 15th June, when the need for a especially trained Unit to fight against terrorism proved evident, resulting in the establishment of the Special Group for Security.

General Order No 25, of 21 September 1998, established the Rural Action Unit, as an operational task force designed, trained and organized in order to fulfil its specific mission: the fight against terrorism and the conduction of operations entailing serious risks and requiring an early response.



RECONOCIMIENTO DEL SUBSUELO

La Unidad de Reconocimiento del Subsuelo, creada en mayo de 1996, tiene como misión específica la vigilancia, protección y seguridad en las redes subterráneas de los edificios e instalaciones públicas cuya vigilancia y protección sea responsabilidad del Cuerpo. Esta misión se desarrolla en los siguientes cometidos fundamentales: realizar los reconocimientos preventivos para la protección y seguridad del subsuelo; confeccionar los informes técnicos necesarios para los sistemas de seguridad integral de los edificios o instalaciones; apoyar los dispositivos de seguridad que, con carácter temporal, dispongan otras Unidades; efectuar recogida de muestras y confeccionar informes técnicos ante cualquier incidencia relacionada con el medio de actuación y prestar auxilio a las personas accidentadas o extraviadas en las redes subterráneas.

UNDERGROUND UNIT

The Underground Unit, established in May 1996, is specifically tasked with carrying out surveillance, protection and security tasks in underground networks of public buildings or premises whose surveillance and protection are responsibility of GC. This overall mission includes the following basic tasks: carrying out all preventive reconnaissance tasks for the protection and security of underground areas; drafting the

necessary technical reports for the security systems of buildings or facilities; providing backup to the security measures other Units may temporarily apply; collecting samples and drafting the corresponding technical reports about any incident related to the milieu; and providing assistance to victims of accidents or people who get lost in the sewer system or underground network.





INTERVENCIÓN DE ARMAS Y EXPLOSIVOS

La Guardia Civil tiene la competencia de forma exclusiva en materia de armas y explosivos, según la Ley 2/86, de 13 de marzo, de Fuerzas y Cuerpos de Seguridad, materializándose a través del Servicio de Intervención de Armas y Explosivos, que lleva a cabo sus funciones por medio de las Intervenciones de Armas y Explosivos repartidas por todo el territorio nacional, tanto a nivel autonómico (Zonas), como a nivel provincial (Comandancias), a las que hay que sumar las Intervenciones de Armas y Explosivos de Compañías y Especiales.

WEAPONS & EXPLOSIVESINSPECTORATE Guardia Civil is the only competent authority throughout the national territory as far as weapons and explosives are concerned, in conformity with Law 2/86 of 13 March for LEAs. This law is enforced through the Weapons and Explosives Inspectorate, which carries out its tasks through Weapons and Explosives Inspection Offices (IAEs) distributed all over Spain. As central body we have the ICAE; at the level of autonomous regions, the Regional Headquarters´ IAEs; at provincial level the Provincial Headquarters´ IAEs; and finally, the Company IAEs and the Special IAEs.

INGRESO

REQUISITOS PARA EL INGRESO DIRECTO EN GUARDIA CIVIL

Generales:

• Poseer la nacionalidad española.• Carecer de antecedentes penales.• No estar privado de los derechos civiles.• No haber sido separado, mediante expediente

disciplinario, del servicio de cualquiera de las Administraciones públicas, ni hallarse inhabilitado con carácter firme para el ejercicio de funciones públicas.

• Acreditar buena conducta ciudadana, conforme a lo establecido en la Ley 68/1980, de 1 de diciembre, de expedición de certificaciones e informes sobre conducta ciudadana.

• Compromiso de portar armas y, en su caso, llegar a utilizarlas, que se prestará a través de declaración del solicitante.

• Poseer la aptitud psicofísica necesaria para cursar los respectivos planes de estudios.

Específico:

Escala de Cabos y Guardias:

• Estatura mínima de 1’65 m. los hombres y 1’60 m. las mujeres.• Tener cumplidos 18 años de edad antes de que finalice el plazo de presentación de solicitudes.• No haber cumplido ni cumplir los 30 años de edad, dentro del año en que se publique la oportuna

convocatoria.• Estar en posesión del permiso de conducción de la clase B o superior.• Estar en posesión del Título de Graduado en Educación Secundaria, o de otro equivalente o superior.

Escala Superior de Oficiales:

• Estatura mínima de 1´60 m.• Tener cumplidos o cumplir en el año de la presente convocatoria los dieciocho (18) años, y no cumplir ni

haber cumplido en el año correspondiente a la convocatoria, la edad de * veinte (20) años.• Estar en posesión del Título de bachiller con la prueba de acceso a las enseñanzas universitarias oficiales de

grado (PAU), Selectividad o Ciclo formativo de grado superior; estableciéndose orden de prelación entre los aspirantes, conforme a las notas obtenidas en dichas titulaciones.

* veintidós (22) años durante el 2011, veintiún (21) años durante el 2012.


Guardia Civil: Providing assistance to citizens ENTRY

ELIGIBILITY REQUIREMENTS FOR JOINING THE CIVIL GUARD FORCE

General requirements:

• Spanish nationality.• No criminal record.• Must not be denied any civil rights.• Must not have been dismissed by a public employer as

a consequence of disciplinary action and must not have been prevented from acting in an official capacity.

• Must prove to be a law abiding citizen, as established by Spanish Act 68/1980, of 1st December, regarding issuance of certifications and reports on law abidance.

• Be committed to carrying weapons and, when appropriate, to use them. This will be stated in the applicant’s declaration.

• Must demonstrate an appropriate level of health and fitness to complete the corresponding syllabus.

Specific requirements:

For Corporals and Civil Guards:

• Minimum height of 1.65 m for men and 1.60 m for women.

• Be at least 18 years of age before expiry of the application period.

• Be under the age of 30 in the year of the application.• To hold a Class B, or above, driving licence.• To hold a Certificate of Secondary Education, or above.

For Officers:

• Minimum height of 1.60 m.• Must be a minimum age of 18 in the year of the

application, and must be under 20* years of age in the same year of such application.• Must hold a General Certificate of Secondary Education and have passed the University Entrance Exam or

completed a Higher Education Access Course; an order of precedence shall be established based on the above applicant’s qualifications.

OFICINA DE INFORMACIÓN Y ATENCIÓN AL CIUDADANO

La Oficina de Información y Atención al Ciudadano de la Guardia Civil (O.I.A.C.) es una Unidad dependiente de la Oficina de Relaciones Informativas y Sociales (O.R.I.S.) de la Dirección General de la Policía y de la Guardia Civil.

A esta Oficina le compete la función de informar, dirigir y orientar al ciudadano respecto a los servicios y trámites prestados por la Guardia Civil, teniendo entre sus funciones las de información general, de información particular y de atención al ciudadano.

Este servicio se realiza fundamentalmente a través de un sistema de comunicación de tipo telefónico abierto a todos los ciudadanos, y también con sistemas de información escrita, presencial y telematica, y mediante las publicaciones que se editen.

CITIZEN ADVICE BUREAU

The Guardia Civil Citizen Advice Bureau (O.I.A.C.), reports to the Information and Public Relations Office (O.R.I.S.) of the General Directorate of the National Police Force & Guardia Civil.

The tasks to be performed by this office include: informing and advising citizens with regard to the services rendered by Guardia Civil and the procedures under their responsibility; giving general and/or specific information, as appropriate; and providing assistance to citizens.

The service, available to all citizens, is carried out by phone, in writing, online, in person and also through the relevant publications.
