Obiectivul activita'tii:

Elaborarea unui raport de evaluare externa a proiectului mentionat, cu precadere a rezultatelorobtinute, pe baza indicatorilor de realizare stabiliti Tn cadrul ,,Sistemului de asigurare a calitatii",stabilit Tmpreuna cu partenerii din project, prezentat Tn Anexa 1 a prezentului anunt-

Context:

Scopul proiectului ..Capacity Building for the Romanian NRP: Promoting Quality - Dezvoltareacapacitatii institutionale a Punctului National de Referinta al EQAVET: Promovarea calitatii -QUALVET@RO" (191183-LLP-1-2010-1-RO-LEONARDO-EQAVET), cofinantat din Programul deInvatare pe Tot Parcursul Vietii {programul Leonardo da Vinci) este:

Elaborarea s.i pilotarea unei strategii de comunicare pentru Punctul National de Referinta alEQAVET (GNAC: "Grupul National pentru Asigurarea Calitatii"), tn vederea implementariiRecomandarii Parlamentului European §i a Consiliului din 18 iunie 2009 privind stabilirea unui CadruEuropean de Referinta pentru Asigurarea Calitatii Tn Educatie si Formare Profesionala (EQAVET),precum §i a politicilor s,i a instrumentelor elaborate Tn cadrul Retelei Europene EQAVET .

Obiectivele asociate ale proiectului sunt:

l.Elaborarea si pilotarea unei strategii de comunicare - Tn cadrul GNAC. cu partenerii $j cu celelalteinstitutii §i parti interesate relevante.2. Con§tientizarea, la nivelul tuturor partilor interesate, a importantei implementarii initiativeloreuropene Tn domeniul asigurarii calitatii si privind educatia $i formarea profesionala.

Descrierea activitatii desfas.urate:

• Analiza produselor realizate in cadrul proiectului, mentionate mai sus, pe baza indicatorilor derealizare stabiliti Tn cadrul ,,Sistemului de asigurare a calitatii", prezentat Tn Anexa 1 a prezentuluianunt-

• Trimiterea chestionarului prezentat in Anexa 2 catre partenerii proiectului s.i analiza raspunsurilorTn raport cu indicatorii de realizare stabiliti Tn cadrul ,,Sistemului de asigurare a calitatii".

• Prelucrarea chestionarelor de satisfactie (v. Anexa 3) aplicate participantilor la evenimentelederulate in cadrul proiectului (circa 600 de chestionare) Tn raport cu indicatorii de realizarestabiliti Tn cadrul ,,Sistemului de asigurare a calitatii".

• Derularea altor activitati - aplicarea de chestionare, realizarea de interviuri, prezentarea unorstudii de caz etc. - considerate necesare pentru atingerea obiectivului.

• Elaborarea raportului de evaluare, Tn limba engleza, sj inaintarea lui catre managerul de proiect.

Durata activita|ii:

1 octombrie - 15 noiembrie 2012. 15 noiembrie 2012 este data de predare a raportului de evaluareexterna.

Pretul maxim al contractului:

3000 RON (fara TVA)

Criterii de selectie:

Punctajul candidatilor va fi stabilit in functie de urmatoarele criterii:1 . Experienta Tn evaluare de proiecte - 40% din punctajul final.2. Calitatea planului de evaluare prezentat - 40% din punctajul final.3. Pretul serviciului - 20% din punctajul final.

Procedura de selectie:

Selecjia evaluatorului extern va fi realizata urmand urmatoarea procedure:

a. Trimiterea, exclusiv Tn format electronic, a planului de evaluare, a documentelor care dovedescexperienta in evaluare de proiecte |i a ofertei financiare in perioada 17 - 21 septembrie 2012, peadresa de email, aracip@medu. edu.ro

b. Analiza ofertelor, de catre o comisie numita prin decizie a Presedintelui ARACIP, Tn perioada 24-25 septembrie 2012.

c. Publicarea listei candidatilor, cu punctajul obtinut de fiecare (inclusiv desemnarea candidatuluiselectat) pe website-ul ARACIP http://aracip.edu.ro pe data de 25 septembrie 2012, orele 16. Tncazul balotajului, departajarea se va realiza pe baza punctajului mai mare ob^inut la criteriul 2(Calitatea planului de evaluare prezentat).

d. Contestatiile la rezultatele selectiei se vor transmits, pe cale electronica, la adresa de emailmentionata mai sus, [email protected]. in termen de 2 (doua) zile lucratoare de la afisarearezultatelor selectiei (pana pe 27 septembrie 2012, orele 24.00). Contestatiile se solutioneaza decatre o comisie constituita prin decizia presedintelui ARACIP, pe data de 28 septembrie 2012.Hotararea comisiei de contestatii este definitive.

d. Publicarea rezultatelor solufionarii contestatiilor depuse si a listei definitive a candidatilor si aevaluatorului electat, pe website-ul aracip http://aracip.edu.ro pe data de 28 septembrie 2012.

e. Incheierea contractului de servicii: 1 octombrie 2012, la sediul ARACIP.

I. Purpose:The quality assurance system ensures that:• what is intended (i.e. the project aims) is realized;• what is realized is meaningful for all partners and stakeholders.

II. Concept:The systems is based on the "Deming Cycle" (PDCA - "Plan - Do - Check - Act"). THE PDCACycle is the basis of EQAVET, as well:

Stage 1: Planning. Planning reflects the project strategic vision shared by all partners andincludes explicit goals/objectives, actions and indicators

Descriptors:• Specific objectives are established for all activities and are devised from the project aims and

objectives• The activity objectives are relevant for the general LLP goals and for the specific EQAVET

Call.• The partners and other relevant stakeholders participate in setting activity objectives.• The established objectives are monitored and evaluated through specific indicators.• Clear responsibilities and deadlines have been explicitly allocated among partners and

persons involved.

Stage 2: Implementation. Implementation plans are devised in consultation with all partnersand relevant stakeholders.Descriptors:• Implementation plans are established in cooperation with relevant partners and stakeholders

and are agreed by all partners.• Implementation plans include consideration of the resources required, clear responsibilities

and deadlines allocated among partners and persons involved.• Resources are appropriately assigned with a view to achieving the targets set in the

implementation plans.• Relevant partnerships are explicitly stated, if needed, in order to implement the actions

planned.

Stage 3: Evaluation. Evaluation of outcomes and processes is regularly carried out andsupported by measurementDescriptors:• Self-evaluation is periodically carried out for each project activity.• Partners' involvement in the monitoring and evaluation process is agreed and clearly

described• Performance indicators are applied during monitoring and evaluation processes.• Each activity is subject of reporting. The reports refer both at content and administrative

matters.• Evaluation includes the involvement of relevant stakeholders.

Stage 4: ReviewDescriptors:• Processes are regularly reviewed and action plans for change devised, if necessary• Information on the projects activities, results and outcomes is widely and publicly available.• Review includes adequate and effective mechanisms to involve internal and external

stakeholders.• Results/outcomes of the evaluation process are discussed with relevant stakeholders and

appropriate action plans are put in place.

IV. Performance indicators• The existence of planning documents for all activities involving third part (beneficiaries and

stakeholders).• The external stakeholders (institutions, social partners etc.) involved in all stages of quality cycle

are clearly defined.• All planned activities are realized.
