1 SUMMARY OF CONSTITUENTS OF POTENTIAL CONCERN (COPCs) TRANSPORT PATHWAYS TO THE CREEK

The current understanding of the transport mechanism of contaminants from the uplands portions of the Former Spic and Span Cleaners and Dyers, Inc. site (site) to Newtown Creek is summarized in this section and Table 1. Overland Transport The site is located approximately 0.37 miles from Newtown Creek and associated waterways with several buildings and roads located between the site and the waterways. This pathway is not complete. Bank Erosion This pathway is not complete because the site is not adjacent to the waterway. Groundwater A site-specific groundwater investigation has not been conducted. However, as part of the Meeker Avenue Plume Trackdown study conducted by URS Corporation (URS) on behalf of the New York State Department of Environmental Conservation (NYSDEC), the site has been identified as a source of groundwater contamination. It was concluded in the Phase III Site Characterization Report that the site is the primary source of PCE and TCE in this area (URS Corporation 2008b). Monitoring wells and groundwater samples indicate

tetrachloroethene (PCE) and trichloroethene (TCE) contamination at the site (URS Corporation 2007, 2008a, 2008b, 2009b; EDR 2010). Nonaqueous phase liquid (NAPL) has also been gauged in wells in the immediate vicinity of the site. A groundwater plume extends out to the east-northeast of the site, moving with groundwater flow in a northeasterly direction towards Newtown Creek. This is a complete historical pathway and a potentially complete current pathway. Overwater Activities The site is not adjacent to Newtown Creek and associated waterways and has no overwater activities. This pathway is not complete. Stormwater/Wastewater Systems The site contains no available information on stormwater or wastewater infrastructure. The site is within the Newtown Creek Water Pollution Control Plant (WPCP) sewershed. According to City records, stormwater and wastewater discharges from the site flow into a combined municipal sewer system. When the combined flows exceed the system’s capacity, untreated combined sewer overflows (CSOs) are discharged to the East River, which is outside of the Newtown Creek study area. The CSO outfall/wastewater pathway is not a complete pathway. Air Releases Information related to air discharges was not located for this site. However, as part of the Meeker Avenue Plume Trackdown study conducted by URS on behalf of the NYSDEC, the site has been identified as a source of PCE and TCE contamination. Ambient air samples measured in utility conduits at the site’s surface and outdoor ambient air samples collected by opening a summa canister during the URS Meeker Avenue Plume Trackdown Study indicate air releases as a possible complete pathway.

2 PROJECT STATUS Based on the presence of PCE contamination in soil and groundwater, the site is listed on the New York State Registry of Inactive Hazardous Waste Disposal Sites as a “Class 2” site (i.e., the disposal of hazardous waste has been confirmed and the presence of such hazardous waste or its components or breakdown products represent a significant threat to the

4 PROPERTY DESCRIPTION The site occupies approximately 0.2 acres1 within the Newtown Creek WPCP sewershed. The site is zoned for manufacturing with residential zoning neighboring to the south and west, and is completely covered by multiple buildings of varying construction and height (NYSDEC 2011). Impervious surface largely dominates the site and surrounding area; however, non-impervious surfaces are also present. An extensive network of roads and buildings surrounds the site. A large residential area is located immediately adjacent to the site, and extends south along both Kingsland Avenue and Monitor Street. Remedial site Exxon Mobil Greenpoint Remediation Project (DAR Site ID #53) is located one block north of the site as shown in Figure 1.

5 CURRENT SITE USE The site is currently occupied and is utilized for a variety of purposes including residential, warehousing and woodworking (including a woodworking shop; EDR 2010; NYSDEC 2011).

6 SITE USE HISTORY In 1908, the site was divided into four small lots and appeared to be vacant (Sanborn 1904). By 1915, Eastern District Dye Works occupied the site operating a silk dyeing and finishing operation (Sanborn 1915a). Historical records indicate Eastern District Dye Works was also known as Former Spic and Span Cleaners and Dyers, Inc. (URS Corporation 2008b; EDR 2010; NYSDEC 2011). Available documents indicate that Former Spic and Span Cleaners and Dyers, Inc. occupied the site from the early 1900s until the mid 1960s (EDR 2010; NYSDEC 2011). During that time, Former Spic and Span Cleaners and Dyers, Inc. conducted multiple operations under multiple names including industrial dry cleaning and dyeing under Former Spic and Span Cleaners and Dyers, Inc. and Norman Cleaners and Dyers Inc., and silk dyeing and finishing under Eastern District Dye Works (Sanborn 1915a, 1915b; URS Corporation 2008b).

7 CURRENT AND HISTORICAL AREAS OF CONCERN AND COPCS

The current understanding of the historical and current potential upland and overwater areas of concern at the site is summarized in Table 1. The following sections provide brief discussion of the potential sources and COPCs at the site requiring additional discussion.

7.1 Uplands Potential historical and current contaminant sources at the site include equipment and products used in industrial dry-cleaning and silk dyeing practices and operations. The primary COPCs for these sources at this site include PCE, TCE and associated degradation products from dry cleaning operations, and other non-chlorinated VOCs from the use of dyes.

7.2 Overwater Activities This site is not adjacent to Newtown Creek or associated waterways and has no associated overwater activities.

8 PHYSICAL SITE SETTING 8.1 Geology Surface topography in the area ranges from 6 feet above mean sea level at Newtown Creek to 56 feet above mean sea level just southeast of the site, which is approximately 19 feet above mean sea level (URS Corporation 2007). Subsurface data collected in the vicinity of the site indicate that the site is underlain from the surface downward by a fill unit, a sand unit of varying textures, a discontinuous till unit and a discontinuous clay/silt unit. The fill unit

ranges from 0 to 9 feet thick and consists of a heterogeneous mixture of sand, silt, clay, and varying amounts of construction and demolition debris. The sand unit varies greatly in texture and its entire thickness has not been penetrated. The discontinuous till units is a heterogeneous mixture of sand, silt, and clay with varying amounts of gravel, cobbles, and boulders. The discontinuous clay unit is an inclusive layer within the sand unit and ranges from 0.5 to 10 feet in thickness (URS Corporation 2007).

8.2 Hydrogeology The primary hydrologic unit in the area is an unconfined surficial aquifer in the sand unit (URS Corporation 2007, 2009b). The water table at the site is approximately 10 feet below ground surface (bgs) at approximately 6 feet above mean sea level. Depth-to-water measurements in both shallow and deep wells indicate that groundwater flow is to the northeast towards the groundwater collection system operating on the ExxonMobile property. Horizontal gradients in the immediate area of the site are generally very shallow, ranging from 0.0 feet/foot to 0.023 feet/foot with the steepest gradient seen at the eastern edge of the site (URS Corporation 2007, 2009b).

9 NATURE AND EXTENT (CURRENT UNDERSTANDING OF ENVIRONMENTAL CONDITIONS)

9.1.1 Soil Investigations There is no record of specific soil investigations conducted at the site. However, soil investigations have been conducted in the immediate area by URS on behalf of the NYSDEC as part of the Meeker Avenue Plume Trackdown study from 2007 to 2009 (URS Corporation 2009b). As part of the larger plume study, five phases (Phases I through V) of site characterization, including soil, soil-gas, and groundwater, have been conducted. The area covered by this investigation is bounded by Kingsland Avenue to the west, Norman Avenue and Bridgewater Avenue to the north, Newtown Creek to the northeast, Lombardy Street to

the south-southeast and Withers Street at Morgan Avenue to the southwest (see Attachment 1). The study focused on three primary source areas of contamination: Area 1 to the southwest bounded by Meeker Avenue to the north, Porter Avenue to the east, Withers Street to the south and Morgan Avenue to the west; Area 2 to the southeast bounded by Meeker Avenue to the north, Newtown Creek to the east, Lombardy Street to the south and Porter Avenue to west; and Area 3 to the northwest bounded by Norman Street to the north, Apollo Street to the east, Meeker Avenue to the south and Monitor Street and Kingsland Avenue to the west (URS Corporation 2008b). The site is located within Area 3 of the larger plume study area (see Attachment 2) where approximately 14 shallow and 4 deep groundwater wells were installed throughout the course of the URS investigations from 2007 to 2009 (URS Corporation 2007, 2008a). Soil borings were advanced using 4 one-quarter-inch inside diameter (ID) hollow stem augers (HSAs) and split spoon samples were collected continuously using standard penetration techniques (ASTM D1586-84) unless an obstruction was encountered. Samples were field screened with a photoionization detector (PID). Up to two samples from each boring were kept for laboratory analysis, one from the interval just above the water table and one from the interval exhibiting odors, staining, and/or the highest PID readings. A total of 25 soil samples were submitted for analysis from Area 3, six of which were from borings on or adjacent to the site. Samples were analyzed for target compound list (TCL) volatile organic compounds (VOCs) plus tentatively identified compounds (TICs) following U.S. Environmental Protection Agency (USEPA) SW846 Method 8260B (URS Corporation 2007, 2008a, 2008b). Soil samples from 4 borings collected during the URS investigation from Area 3 (which includes the site) had exceedances of Technical and Administrative Guidance Memorandum (TAGM) 4046 criteria. One of these borings was located at the site (see Attachment 3) and had a PCE concentration of 1,000 milligrams per kilogram (mg/kg) and a total VOC concentration of 1,002 mg/kg (URS Corporation 2007, 2008a, 2008b).

9.1.2 Soil-Gas Samples There is no record of specific soil-gas investigations conducted at the site. However, soil-gas investigations have been conducted in the immediate area by URS on behalf of the NYSDEC

as part of the Meeker Avenue Plume Trackdown study from 2007 to 2009, as discussed in Section 9.1.1. A total of 47 soil-gas samples were collected from 29 soil-gas conduits (23 newly installed NYSDEC conduits and 6 existing ExxonMobile conduits) in Area 3 of the Meeker Avenue Plume Trackdown study area (URS Corporation 2007, 2008a, 2008b). Three of these conduits are located at or adjacent to the site. These conduits are SG-024 (north property line), SG-025 (west property line), and SG-027 (east, across the street from the site). Results for soil-gas samples collected from these conduits show that PCE and TCE were detected in each of the samples collected. Other constituents detected in at least one sample include but are not limited to 1,1,1-Trichloroethane and 1,2-Dichloroethene (cis and trans) (URS Corporation 2007, 2008a, 2008b). Select soil-gas sampling results are summarized in the following table:

9.1.3 Soil Summary No specific soil investigations have been conducted at the site. However, as part of the Meeker Avenue Plume Trackdown study conducted by URS on behalf of the NYSDEC, soil samples have been collected on and near the site. Soil analytical results show 1 exceedance of TAGM 4046 criteria for soil at the site and 3 others within Area 3. Soil-gas contamination

has also been identified in the subsurface at and in the vicinity of the site in the URS Meeker Avenue Plume Trackdown Study.

9.2.1 Groundwater Investigations There is no record of specific groundwater investigations conducted at the site. However, groundwater beneath the site and surrounding area has been investigated by URS on behalf of the NYSDEC as part of the Meeker Avenue Plume Trackdown study from 2007 to 2009, as discussed in Section 9.1.1. A total of 18 groundwater wells are located within Area 3 of the larger plume study area, in which 7 are located on or adjacent to the site (see Attachment 4). A total of 13 groundwater samples have been collected from the 7 wells on or adjacent to the site (URS Corporation 2007, 2008a, 2008b, 2009b). PCE and TCE exceeded the Technical and Operational Guidance Series (TOGS) No. 1.1.1 Class GA groundwater criteria in 2 of 7 wells sampled at or adjacent to the site. Other constituents with exceedances in at least one sample include but are not limited to 1,2-Dichloroethene (cis), benzene, isopropylbenzene (cumene), and vinyl chloride (URS Corporation 2007, 2008a, 2008b, 2009b). Select groundwater sampling results for these wells are summarized in the following table:

9.2.2 NAPL (Historical and Current) Presence NAPL presence was found in groundwater monitoring wells located in the immediate area around the site during the URS Meeker Avenue Plume Trackdown study investigations (URS Corporation 2008b). Dense nonaqueous phase liquid (DNAPL) was encountered during Phase III of the URS investigation while developing monitoring well DEC-024, which is located at the site. DNAPL samples were then collected during Phase III sampling and again during Phase V sampling. Phase V gauging of the DNAPL in DEC-024 indicated approximately 1.5 feet of DNAPL existed at the bottom of the well (URS Corporation 2008b). Light nonaqueous phase liquid (LNAPL) was encountered during Phase V in DEC-034 and DEC-054, with a thickness of 1.34 and 1.09 feet, respectively (URS Corporation 2008b). DEC-034 is located one block east of the site and DEC-54 is located one block north of the site.

9.2.3 Dissolved Contaminant Plume Throughout the URS Meeker Avenue Plume Trackdown study, a total of 48 groundwater samples collected from 22 shallow (16 newly installed NYSDEC wells and 8 existing ExxonMobile wells) and 4 deep (newly installed NYSDEC wells) monitoring wells located in Area 3 of the larger plume study area were analyzed for TCL VOCs plus TICs following USEPA SW846 Method 8260B (URS Corporation 2007, 2008a, 2008b, 2009b). Chlorinated VOCs, primarily PCE and TCE, were detected above their respective TOGS No. 1.1.1 Class GA groundwater criteria in most samples. Other constituents with exceedances in at least one sample include 1-2-dichloroethene (cis and trans), acetone, benzene, ethylbenzene, isopropylbenzene, toluene, xylene, and vinyl chloride (URS Corporation 2007, 2008a, 2008b, 2009b). PCE and TCE plumes have been identified under and beyond the site (URS Corporation 2007, 2008a, 2008b, 2009b). These plumes have been investigated as part of the Meeker Avenue Plume Trackdown study. Select groundwater sampling results are summarized in the following table:

Note: µg/L – micrograms per liter Attachments 5, 6, 7 and 8 present isometric contour maps for both PCE and TCE in shallow and deep groundwater (URS Corporation 2009b). As shown in the attachments, the PCE and TCE plumes are almost identical in size and location, suggesting the same source; however, drastic differences are seen between the shallow and deep groundwater. For both PCE and TCE, the plume in the shallow groundwater is centered around the property immediately to the east of the site and is less than 500 feet in diameter. However, the highest PCE and TCE concentrations in the deeper groundwater are seen at the site, dropping off quickly to the west. The northern, eastern and southern extents of the plume in the deep groundwater have not been delineated. A complete determination of plume fate cannot be determined based on the results from the URS investigations. Comprehensive sampling was only conducted during Phases I and II of URS’s investigation and as a result, a temporal trend for the plume in the vicinity of the site cannot be determined (URS Corporation 2007, 2008a, 2008b, 2009b).

9.2.4 Groundwater Summary PCE and TCE have been detected in groundwater samples collected on and around the site at shallow (water table) and deep groundwater depths. The highest concentrations in the

shallow groundwater are seen just to the east of the site, whereas the highest concentration in the deep groundwater is seen in wells on site. The complete horizontal extent of the plume in the deep groundwater has yet to be determined. DNAPL and LNAPL have also been measured in wells in the immediate vicinity of the site. It was concluded in the Phase III Site Characterization Report (URS Corporation 2008b) that the site is the primary source of PCE and TCE in this area. Groundwater flow at the site is in a northeasterly direction suggesting the transport of contaminants in said direction. Analytical data also suggests the occurrence of natural degradation due to a decrease in PCE and TCE and increase in daughter products over time in many wells (URS Corporation 2007, 2008a, 2008b, 2009b).

According to City records, stormwater and wastewater discharges from the site flow into a combined municipal sewer system. When the combined flows exceed the system’s capacity, untreated CSOs are discharged to the East River, which is outside of the Newtown Creek study area.

9.5.1 Ambient Air Monitoring

There is no record of specific air quality investigations conducted at the site. However, outdoor (ambient) air samples were collected from points upwind of sample locations in the surrounding area by URS on behalf of the NYSDEC as part of the Meeker Avenue Plume Trackdown study from 2007 to 2009, as discussed in Section 9.1.1. Outdoor ambient air samples were collected by opening a summa canister fitted with a 1-hour flow controller and drawing in the ambient air. Field duplicate samples were collected using stainless steel ‘T’ fittings (URS Corporation 2008b). No results of ambient air samples collected were found in available documents.
