Target Community & Educational Servicesis dedicated to enhancing the lives of

children and adults with disabilities through quality, community-based residential,

educational, vocational, recreational, and family support services.

Target Community & Educational Services, Inc. (Target) works hand-in-hand with McDaniel College in an innovative partnership to provide a Master’s Degree Program in Human Services Management. This program, designed to train individuals for leadership positions in community-based human services programs, has become the core of Target’s Community Living Program.

While students are completing their graduate program studies at McDaniel College, they work at Target as live-in Community Living Managers, providing 24/7 supervision and care for individuals with intellectual and developmental disabilities in a community-based home or in Target’s Apartment Program. During this internship, students are provided an annual graduate stipend, health benefits, room and board, and a 75% McDaniel College Scholarship.

Through this unique partnership, students gain both an academic degree and practical, real-life, on-the-job experience that will prepare them to competently assume leadership roles in human services organizations around the country.

Our goal is to provide the high-quality services necessary to ensure that individuals with

intellectual and developmental disabilities are active and productive participants in our

community, live as independently as possible, and enjoy a high quality of life.

Since its inception in 1983, Target Community & Educational Services, Inc. (Target) continues to target dreams and foster opportunities for children and adults with intellectual and developmental disabilities in Carroll and Montgomery Counties.

Target was founded through the efforts of a group of concerned parents of children with developmental disabilities. After collaborating with McDaniel College, Target was created as a means to link McDaniel’s Human Services Management Master’s Degree program to an organization that provides high-quality services to individuals with disabilities.

Today, Target serves more than 275 individuals with disabilities with a variety of customized services. Target Community & Educational Services, Inc. is a 501(c)(3) nonprofit that relies on the dedicated commitment and generosity of caring individuals and businesses to support its ability to provide the highest level of care and quality services.

The Community Living Program includes homes integrated within the community called Alternative Living Units (ALUs). Three adults with disabilities occupy each ALU and are supervised 24/7 by two live-in McDaniel College graduate students.

The Montgomery County Apartment Program creates an independent, private living environment for individuals that provides 24/7 on-site supervision by McDaniel College graduate students. The majority of these individuals have jobs in the community and engage in community activities, but require assistance with various daily living skills.

Target’s Supported Employment Program provides comprehensive, individualized career exploration, job training, placement, and on-going job coaching as needed. Target partners with local businesses to provide competitive, integrated work experiences that assist in securing and maintaining employment, helping Marylanders with disabilities earn a competitive wage in the community while enriching the area workforce.

The Montgomery County Community Learning Services Program (CLS) promotes an individual’s skills and social supports through community-based activities and trainings that advance personal and social growth, grows community connections, and enhances employability.

Community Supported Living Arrangements/Personal Supports (CSLA/PS) provides supervision, support, and direct care to individuals with disabilities who choose to live with their families or in their own homes, providing essential services that foster independent living.

The Carroll County Day Habilitation Program provides an individualized and structured approach in areas of academics, daily living skills, paid employment, and volunteer opportunities in the community.

Partnering with Carroll County Public Schools, Carroll Community College, businesses and agencies, Target provides services for transitioning youth in the Transition Connections Program (TCP). This post-secondary program teaches independent living, social, and vocational/academic skills while focusing on community job placement.

Target is contracted by the Carroll County Board of Education to provide Service Coordination for children on the Autism Waiver. The goal of this program is to provide professional assessments, individualized plans, and coordination of services to allow these children to remain in their homes and be integrated successfully into their communities.
