Little Meadows Fire Co., Rescue Squad

Moves to New Station

The Little Meadows Fire Company

and Rescue Squad recently moved into

their new station. They received their

Certificate of Occupancy and all of the

apparatus was moved from the old sta-

tion (above) to the new station (below)

on December 28, 2015.

A grand opening and open house will

be held in the spring.

Volunteers are always needed for the

Fire Company and Rescue Squad. If you

are interested, stop by on Monday eve-

nings or talk to any fire or squad mem-

ber.

As the cliché goes, “It’s hard to be-

lieve another year has passed!” I am

humbled to be starting my 21st year par-

ticipating in town government. Like with

any position there are successes and

challenges. With the help of conscien-

tious colleagues and dedicated employ-

ees the Town continues to move in a

positive direction delivering the services

required along with the fiscally required

costs associated with them.

As we move into 2016 we are still

dealing with remnants of the 2011 flood.

Thankfully most of the projects are in

the rearview mirror!

Caleb Goodrich of Owego was one of

five Morrisville State College students

awarded Caterpillar/Milton CAT Schol-

arships by the Morrisville College Foun-

dation.

The $2,500 scholarships, awarded to

students in the diesel technology/

agricultural engineering programs, are

based on academic achievement and

financial need.

Caleb is a freshman studying diesel

equipment technology.

The other recipients are Mike

Gough, a diesel equipment technology

freshman from Munnsville; Jesse Buell,

a diesel equipment technology freshman

from Eaton; Cord DePalma, a diesel

equipment technology senior from Or-

ange, Conn; and Jordan Shurtleff, a die-

sel equipment technology senior from

Strafford, N.H.

Groundbreaking for Owego Gardens

A groundbreaking ceremony was

held on December 10, 2015, for Owego

Gardens, an apartment community on

Southside Drive/Route 434 in Owego.

Owego Gardens will offer 62 one-

and two-bedroom apartments for adults

55-years-old and older. The building

will include laundry facilities, fitness

center, gardens, a community room, and

views overlooking the Susquehana River

and surrounding hills. Apartments will

be pet-friendly and utilities will be in-

cluded in the rent.

The apartments are being built by

Home Leasing. Their communities in-

clude Muldoon Gardens in Waverly.

Welcomes New Member Tioga County Economic Develop-

ment and Planning welcomes new staff

member Brittany Woodburn, who joined

the team on December 28, 2015, as an

Economic Development Specialist.

Brittany received her Bachelor’s De-

gree in Business Administration in May

2012 from Belmont University in Nash-

ville, Tennessee. She has three years of

experience in loan operations, and a

working knowledge of the banking in-

dustry.

Brittany was born and raised in New-

ark Valley. She lives in Owego with her

husband, Tommy, and son, Dillon.

Food Bank Receives $10,000 from Millennium Pipeline

The Food Bank of the Southern Tier

recently received $10,000 from Millen-

nium Pipeline Company, L.L.C.

The funds will be used to support the

Food Bank’s hunger relief programs,

including the BackPack Program™ and

Mobile Food Pantry.

“Millennium is proud to support the

Food Bank of the Southern Tier and play

a role in helping feed families through-

out the region,” said Joseph Shields,

President of Millennium. As a New

York-based company, we believe very

strongly in being an active, engaged

partner in the communities we serve.

There is no greater cause, especially at

this time of year, than providing food for

those in need. We commend the Food

Bank for the excellent work they do to

make a difference in people’s lives to-

day, and everyday.”

The company has given generously to

the Food Bank for many years, with this

year’s donation being the largest yet.

Their combined gifts have enabled the

Food Bank to provide nearly 50,000

meals to Southern Tier residents in need.

Tax Exemptions Seminars

Tioga Opportunities will host Proper-

ty Tax Exemptions seminars (Owego &

Waverly) this month.

Andrea Klett, Owego Tax Assessor,

will offer two presentations on common

property tax exemptions that Tioga

County residents may be eligible for.

Join the Department of Aging on Janu-

ary 15 from 10:30 to 11:30 am at the

Countryside Community Center, 9 Shel-

don Guile Boulevard in Owego, or on

January 22 from 1:30 to 2:30 pm at the

Waverly Free Library, 18 Elizabeth

Street in Waverly.

The presentations are free to the pub-

lic, but registration is required. Call 687

Thanks from Apalachin Lions

A long standing tradition in Apala-

chin has been the Apalachin Lions

Christmas Program.

This year, 44 families received toys,

certificates for food, and gift certificates

for children age 15 and younger.

Although this program is spearhead-

ed by the Lions, it is a total effort by

many people and organizations in

Apalachin, Campville East to the

Broome County line and Little Mead-

ows, PA. All the food and toys come

from community efforts and the Lions

club furnishes approximately $4,300 in

gift certificates.

The Apalachin Lions Club wishes to

thank the following for donations or

assistance with this effort: Apalachin

School, Apalachin Library and Girl

Volunteer Opportunities for Martin Luther King Day

The Food Bank of the Southern Tier

announces that in recognition of Martin

Luther King Jr. Day, the Food Bank will

be open for volunteer opportunities for

those who wish to participate in the Na-

tional Day of Service.

As part of the United We Serve initi-

ative, Americans are encouraged to

make the King Holiday ‘a day on, not a

day off,’ and to make an ongoing com-

mitment to serve throughout the year.

Volunteer service – starting on the King

Holiday and continuing throughout the

year – is a powerful way to tackle tough

problems and advance social justice.

The Food Bank could not operate with-

out the support of dedicated volunteers,

who contributed nearly 45,000 hours in

2014.

I am writing to thank everyone

who helped make the 19th Annual

Memorial Blood Drive in memory of

my parents a success. Without the

combined efforts of many people

and businesses, we would not be

able to continue this drive. Thirty -

three units of blood were collected in

turn helping 99 patients.

Thank you to the Owego Elks for

hosting this event for the past 19

years. Thank you to the Red Cross

employees who always do their best

to make sure everyone is treated well

and timely. TOPS Markets, Owego,

The Ale House, Vestal, and Jim

Roma’s Endicott, always contribute

items toward the dinner. Thank you

to the media for always making sure

the word gets out. Most importantly,

I thank the donors, who come each

year donating blood, and contrib-

uting food and dollars in my parents’

memory to the Tioga County Rural

Ministry.

Lives are saved and people are

fed each year during the season

where giving is most noticed. Thank

Jeff Gural, owner of Tioga Downs, was presented with the 38th annual "Joe Wolf Memorial Individual Of The Year Award" for community service. Chuck Carver, President and General Manager of WATS/WAVR Radio in Sayre, PA., presented the award during the Tioga Central Football banquet which was held at Tioga Downs last month. Mr. Gural was a speaker at the event, but he was unaware that he would be receiving an award. The plaque reads: Individual Of The Year 2015 Presented to Jeff Gural In recognition of your dedi-cated and outstanding service to our community.

With SNAP, You Don’t Have to Choose

As temperatures drop, heating costs

rise for all New Yorkers. This rise in

heating costs forces some to make an

impossible choice—pay to keep their

homes at a safe temperature or buy the

groceries they need to stay healthy. For

New Yorkers facing this decision, SNAP

could make it possible to do both.

SNAP is a monthly supplement to

one’s food budget. People who partici-

pate in the program are given a special

debit card called an EBT card that is

used to buy groceries. Because SNAP

dollars are spent at local grocery stores,

SNAP is helping both the residents of

our community and the businesses that

serve them.

With SNAP, lower income families,

children, veterans, college students and

older adults will be able to buy the nutri-

tious foods they need to stay strong and

healthy through the winter months while

keeping the heat on.

screening to find out if they may be eli-

County Legislature Meeting - January 12 The First Regular Meeting of the

Tioga County Legislature of 2016 will

be held at 12:00 pm, Tuesday, January

Rotary Club News The Owego Rotary Club, a local ser-

vice organization, annually donates to a

number of local charities and communi-

ty non-profit agencies. Owego Little

League, Camp Ahwaga, food pantries,

student scholarships, school events,

youth camps, and community capital

projects are but a few of the recipients of

Rotary dollars.

Donations have increased over the

past several years due to community

support of Rotary fundraising activities

such as their poinsettia sale, Strawberry

Festival sales, craft fair, and annual raf-

fle. Dollars coming back into the com-

munity from Owego Rotary have in-

creased from approximately $10,000 in

2012-2013, to $12,000 in 2013-2014,

and $15,000 in 2014-2015.

The main objective of Rotary is ser-

vice in the community, the workplace,

and around the globe. By supporting

Rotary, you are supporting your commu-

nity.

Local Students Win Poster Contest

Over 1,000 elementary school student

artists from Broome, Chenango and Tio-

ga counties entered the YES! Safe

Choices for Kids Red Ribbon Week

Poster Contest held this fall. The 35 win-

ners were recognized recently at a recep-

tion held at The B-Sens Arena Club in

Binghamton.

In Tioga County, winning posters

were created by Alvin Gao, Allee Turner

and Sophia Nierstedt of Lincoln Street

Elementary, Ava Bargesser of Owego

Elementary, Joanna Merrick, Emily Bur-

rowes and Emily Olmstead of Tioga

Elementary and Michaela Lauper, Emma

Weaver and Sophia Desisti of Chemung

Elementary.

Each of the young artists was present-

ed with a personalized certificate and

Toys “R” Us gift card.

Red Ribbon Week is one of the oldest

and largest drug prevention programs in

the nation. The tradition of displaying

Red Ribbons is a symbol of intolerance

towards the use of drugs. Students used

their creativity and knowledge about the

dangers of alcohol and drugs to design

original artwork for the YES! Red Rib-

bon Week Poster Contest.

YES! Safe Choices for Kids works to

help kids in our area learn skills they

need to resist using alcohol and drugs.

YES! also provides parents with useful

tips and fun activities they can use as

starting points in talking about substance

abuse with their kids.

Boy Scouts Working on Citizenship Boy Scout Troop 32 has been work-

ing on citizenship and has been helping

the community.

The scouts have helped the Food

Bank of the Southern Tier, the Apala-

chin Lions Club, the Commission on

Economic Opportunity, Allied Chris-

tians of Tioga, and the Owego Apalachin

Music Boosters.

They have lots of community service

ahead of them to finish out their Citizen-

ship Merit Badges. In order to finish the

Peter Premock December 23, 2015

Peter Premock, 78, of Apalachin

passed away Wednesday December 23,

2015, in the care of Hospice at Wilson

Memorial Hospital.

He is survived by his wife of 52 years,

Mary Anne, and two children, Brian

Premock and his wife, Becky of Rich-

mond, Virginia, and Melissa McHugh

and her husband, Patrick, of Estero, Flor-

ida; four grandchildren, Mallory and

Aubrey Premock, Hailey and Abigail

McHugh; and three sisters, Helen Telep

of Johnson City, NY, Chris Davey of

Johnson City, NY and Stella Holowatch

of Endwell, NY., and many nieces and

nephews.

He was pre-deceased by his parents,

Harry and Martha Prymock; brothers,

Metro 'Pep' Premock, Steven & Wally

Prymock; sisters, Mary Lyons and Anna

Premock; and nephew Rick Prymock and

niece Carol Klinsky.

Pete was born in Simpson and grew up

in Carbondale, PA, where he graduated

from Benjamin Franklin High School.

After graduating, he served in the Air

Force Strategic Air Command at Loring

Airforce Base in Maine. He went on to

earn an Associate’s Degree in from

Broome Community College and spent

30 years as an industrial engineer at IBM

Federal Systems Division in Owego.

After 'retiring' early, he went on to

start his own business with family,

MAPPS Recharging in Owego, which he

ran successfully for 19 years.

Pete was a longtime member of St.

Margaret Mary's Church in Apalachin

where he volunteered in many capacities

and forged lifelong friendships with

many families that have spanned dec-

ades. He was active in the community

and was presented with a 25 year service

award from the Apalachin Lions Club in

2014, where he shared many great

friendships and memories. An avid out-

doorsman, he shared many adventures

and a lot of great stories, some that were

even true, with family and friends about

his fishing and hunting exploits.

After enduring too many cold winters,

he and Mary Anne spent 17 years

'wintering' with a special group of friends

and family at the Friendly Native Resort

in St Pete's Beach, Florida.

Pete is truly a light who will be

missed by so many. Everyone knew Pete.

Whether walking down the sidewalks of

Owego or by the water on St. Pete's

Beach, he was a friend to everyone,

quick with joke and always the life of the

party. The stories his friends share of his

spirit, friendship and many antics are a

fitting memorial to a man so full of life.

29, 2015, at Coleman & Daniels Funeral

Home in Apalachin. A Celebration of

Life Mass was held at St. Margaret

Mary's Church on December 30, 2015.

Immediately following the Mass, a

graveside funeral with full military hon-

ors was held at Riverside Cemetery, on

Marshland Road in Apalachin.

January 19, 1966 - Senator Robert “Bobby” F. Kennedy, visited Owego Free Academy where he talked in the auditorium to students and resi-dents who were very enthusiastic about his visit. Kennedy told the stu-dents they were fortunate to receive such a good education and encour-aged them to become involved in politics and civic affairs. Kennedy also answered questions from the audience. Kennedy’s visit to Owego also included a brief stop at St. Patrick’s School on Front Street where he greeted and shook hands with students and faculty who lined up in front of the school. Senator Kennedy also met with coun-ty officials, busi-nessmen and Cham-ber of Commerce officials. He was in-terviewed at the lo-cal radio station WE-BO, met with farm-ers at the Goodrich Settlement Grange Hall, and met with local Demo-cratic leaders. After leaving Owego, Kennedy continued his visit to upsate New York with stops in Wells-ville and James-town. Senator Kennedy arrived by plane, and his visit to Owego lasted about four hours. HAPPY NEW YEAR I am sure many of our residents are

experiencing the benefits - whether in

Hickories Park, road improvements or

other projects. Many of the improve-

ments are not noticed everyday but they

are helping the town run more smoothly

and become more prepared for the next

natural disaster.

Projects left to be dealt with include

upgrades to the sewage treatment plant

in Apalachin. There is over a million

dollars of repairs and upgrades remain-

ing at the plant as we continue to work

with FEMA to finalize the funding. The

Main Street well project is in the process

of being completed and will be an up-

grade to the town’s water delivery sys-

tem.

We have also begun the process of

building our Joint Highway Facility with

the Village of Owego which will be lo-

cated on the current town hall campus.

The State is providing three million dol-

lars toward the Town’s cost. The project

is anticipated to come in between three-

four million dollars. This will remove

our highway facilities out of the flood

plain and prevent future damage in the

event of a flood. Also there will be

shared services entered into with the

Village. This will include office, equip-

ment and other every day responsibili-

ties. There will be a cost savings for both

the Town and the Village.

The Town will also be reviewing,

updating and upgrading the Town Hall.

Instead of rebuilding, the Town had a

study completed to upgrade the current

building, its heating and cooling system

and other aspects. The cost of that pro-

ject could be between $500,000 and

$1,000,000 dollars. The extent of the

upgrades will be determined by cost and

priority. The plans will also depend on

the cost of the highway facility. The

current town hall opened in 1987. When

this project is completed the current

building will be 30 years old. The pro-

ject will extend the building’s life well

into the future as well as add savings for

future budgets. The good news is, antici-

pating these projects the Town has set

aside most of the funds to finance a ma-

jority of these projects. The final costs

will be determined as solicited bids are

received. The Town will keep the public

updated through the Town website,

Town Board meetings and the media.

I hope you have visited our new and

enhanced website, townofowego.com. It

is more informative and user friendly.

There are many links to state and local

agencies, all federal, state, and local

representatives, and a snapshot of the

town’s history and amenities.

The Town is in the final stages of

updating its emergency plan. I expect it

to be adopted by the January 19th town

board meeting. I hope to have a joint

public information meeting with Ameri-

can Red Cross to highlight the changes

and discuss natural disasters in general.

The town highway department was

busy again in 2015. With the harsh win-

ter comes spring and summer road repair

above and beyond normal expectations.

This past year $1,303,178 was spent on

paving and maintenance of town roads.

Of that, $501,995 was received in state

aid (CHIPS funding). I encourage eve-

ryone to engage their state representa-

tives and let them know that local gov-

ernments need funding for local infra-

structure both highway and water and

sewer utilities. There has been a lot of

talk about funding over the past 4 years

with little result; especially upstate.

The Weitsman Memorial Dog Park

opened at Hickories Park, thanks to Ad-

am Weitsman for his generosity. It is

already a destination point for many.

The volunteers and ODOG group have

done an exemplary job of organizing,

managing and maintaining the park with

little expense to the taxpayer.

Other improvements to the park this

year include a new boat launch, new

band shell, and new pavement on the

main loop of the park. In 2016 more

paving is planned as well as a rededica-

tion of the band shell. I am also trying to

secure a piece of the World Trade Center

to create a memorial by the park flagpole

in time for the 15th anniversary of 9-11.

Revenues are almost back to pre-flood

levels. Don’t forget to start making your

pavilion reservations early!

When most negative events happen

there is almost always a silver lining.

(I’m the eternal optimist!) With the

flood came an enormous amount of

damage. With the help of FEMA fund-

ing and a little taxpayer funding the park

has been completely rebuilt and much

more able to handle another disaster

with a quicker recovery time. We have a

lot to be thankful for in the aftermath.

There were permits issued for 9 new

single family residents. Commercially

one of the biggest stories was the reo-

pening of Wagner Lumber after the dev-

astating fire. The social responsibility

shown by Mr. Wagner was second to

none. Many other buildings are being

built such as Tioga Gardens new soil

storage barn. The 23 homes purchased

by the Town through the FEMA buyout

have been finalized. One elevation grant

has been completed as well.

Finally, it is with mixed emotions I

wish farewell to our Assessor, Andrea

Klett, as she embarks on her new oppor-

tunity of Tioga County Clerk. The Town

wishes her well and appreciates her ded-

icated service. I welcome Cheri Grenier

to fill Andrea’s position. We wish her

much success and know that the excel-

lent work ethic Cheri brought to the

Town Bookkeeper position will follow

her to her new position.

successful year for the Town. Feel free

Tioga Downs hosted Tioga Central

High School’s football team, staff,

friends and family on December 21,

2015, to honor the school’s first Class D

State Football Championship win.

The Tioga Central football champion-

ship has been five years in the making.

Tioga was able to propel themselves to a

33-26 win over Ticonderoga High

School and ended the season with a rec-
