Slide 3 The California African American Political and Economic Institute was created by California State legislation, SB 1721, in 2002, as one of former State Senator Tom Haydens last bills and was originally signed by former Governor Gray Davis. At the time, the Economic part of CAAPEIs name was not in the title or mission statement, the first base of operations was California State University, Northridge, and the only available funding for program activity was not to come from public monies. The initial implementation at CSUN was problematic, and in 2003, newly reelected Assemblyman Mervyn Dymally, whose brainchild the Institute was, authored AB 1760, which was signed again by Gray Davis. That legislation transferred the Institute to CSU, Dominguez Hills, where it is now housed, added Economic to the name and mission, and, with the recent AB 165 amendment, expanded the range and scope of necessary fundraising opportunities for the CAAPEI. Dr. David L. Horne, who has been with this project since its inception, was the first Executive Director at CSUN, and is the Acting Executive Director at CSU, Dominguez Hills. The History Of CAAPEI Slide 4 Congresswoman Barbara Lee, 9 th District United States House of Representatives Congresswoman Barbara Lee was first elected to represent California's ninth Congressional District in 1998, in a special election to fill the seat of retiring Congressman Ron Dellums. After serving on the International Relations and Financial Services Committees, in 2007 she joined the House Appropriations Committee, which controls the federal purse strings and is widely viewed as one of the most powerful committees in Congress. She also serves on the Labor, Health and Human Services, Education Subcommittee, the Foreign Operations Subcommittee and the Legislative Branch Subcommittee. Congresswoman Lee's accomplishments in promoting effective, bipartisan legislation to stop the spread of HIV/AIDS and bring treatment to the infected have earned her international recognition as a leader in the fight against global HIV/AIDS. Her bills to create the Global Fund to Fight HIV/AIDS, to protect AIDS orphans, and to create a $15 billion fund to fight HIV/AIDS, tuberculosis and malaria were all signed into law. She has also been a leader in the fight to stop the spread of HIV/AIDS in the U.S., particularly in the African American community. In 1998, she helped declare a state of emergency in Alameda County to order to secure more funds to fight the disease, and in 2005 the House passed her resolution recognizing the goals of National Black AIDS Awareness Day. Congresswoman Lee's willingness to stand on principle earned her international acclaim when she was the only member of the House of Representatives to vote against giving President Bush a blank check to wage war after the September 11th attacks. In addition to being one of Congress' most vocal opponents to the war in Iraq, Congresswoman Lee has been a leader in promoting policies that foster international peace, security and human rights. In 2006, she successfully blocked funds from being used to establish permanent military bases in Iraq. She sponsored legislation disavowing the doctrine of preemptive war and has been a leader in the bipartisan effort in Congress to end the ongoing genocide in Darfur, Sudan. Congresswoman Lee is committed to eradicating poverty, fostering opportunity and protecting the most vulnerable in our society. In the wake of hurricane Katrina, she wrote the poverty section of the Congressional Black Caucus Gulf Coast reconstruction legislation and introduced a package of bills designed to make poverty eradication a priority for Congress. Congresswoman Lee was sworn in as the Chairwoman of the Congressional Black Caucus (CBC) on January 6, 2009. In that capacity she supported the U.S. involvement in the 2009 Durban follow- up to the UN World Conference Against Racism, and new legislation to support the Black Freedmen who were expelled from the Cherokee Tribe. She graduated from UCLA, received a Masters from USC, and went on to spend fourteen years working in corporate America. In 2006, after serving six years as a Long Beach City Councilwoman, Laura Richardson won a seat in the California Assembly in the 55th District serving as Assistant Pro Tempore in the Assembly. She was recognized as the first African-American woman, South Bay representative, and African-American freshman to hold this prestigious position. In the nine short months she spent in the California Legislature, she succeeded in having three bills introduced, passed and then signed in to law by the Governor, and was vital in the Assemblys ability to further the initiatives of expanding access to healthcare, empowering public education, and ensuring safe neighborhoods. In 2007, Richardson outpolled 16 candidates in a special election and won her first term in the House of Representatives, district 37. Representing one of California's most culturally and economically diverse areas, she has thus far achieved a record of distinction in having served at all three levels of government; local, state and federal, all within the span of less than a year, 2007. She has gained a reputation as a fearless and outspoken advocate for women, children, people of color and the poor. Elected in November, 2006, to her ninth term in the House of Representatives with an overwhelming 80 percent of the votes in the 35th District of California, Congresswoman Maxine Waters represents a large part of South Central Los Angeles, the communities of Westchester and Playa Del Rey, and the diverse cities of Gardena, Hawthorne, Inglewood and Lawndale. She continues to be a member of the House Committee on Financial Services and the Chairwoman of its Subcommittee on Housing and Community Opportunity. She also serves on the Subcommittee on Financial Institutions and Consumer Credit, the Subcommittee on Oversight and Investigations, and the Subcommittee on Domestic and International Monetary Policy, Trade, Technology. Watson, 33 rd District United States House of Representatives Congresswoman Diane E. Watson, born in Los Angeles, is a lifetime resident of Californias 33rd Congressional District, which includes Culver City, portions of the City of Los Angeles, and unincorporated areas of Los Angeles County. During her tenure in the California State Government and Senate (1978-1998), Congresswoman Watson became a statewide and national advocate for health care, consumer protection, women, and children. In 1993, she authored the California Birth Defects Monitoring Program Act, which led to pioneering research into the causes of birth defects, and the Residential Care Facilities Act, to ensure that senior citizens receive quality care in nursing and assisted living homes. In 1997, she introduced legislation to toughen food health safety requirements for restaurants. She also played a key role in the enactment of legislation to promote breast cancer research. As a U.S. Congresswoman Watson has been an advocate for commonsense welfare reform in the State of California. She played a major role in formulating the State of California's TANF program, which provides education, child care, and employment to welfare recipients. She sought funding to help teen mothers complete their education and gain jobs through the Cal-Learn program. In 1999, President William Jefferson Clinton appointed Congresswoman Watson to serve as the United States Ambassador to the Federated States of Micronesia. Watson served in this capacity until 2001, when she returned to California to run for Congress in a special election held on June 5, 2001, after the death of Congressman Julian Dixon. She was reelected on November 5, 2002 to a full two year term, and has served in each succeeding Congress. Congresswoman Watson is a member of the House Foreign Affairs Committee and serves on the Subcommittee on Africa and Global Health, and the Subcommittee on Asia, the Pacific, and the Environment. She is also a member of the House Oversight and Government Reform Committee and its Subcommittee on Domestic Policy. Congresswoman Watson is Chair of the Congressional Entertainment Industries Caucus and co-chairs the Congressional Korea Caucus and the U.S.-UK Caucus. She is also a Democratic Regional Whip for Southern California. She has been a fierce advocate for federal intervention into the expulsion of Black Freedmen for the Cherokee Nation. Speaker Fabian Nez selected Bass as the Majority Leader for the California State Assembly during the 2007-2008 legislative session, making her the first African American and the first woman to hold this leadership position. During the 2005-2006 legislative session, Bass served as the Majority Whip. She also served as the chair of the Select Committee on Foster Care. Since taking office, Majority Leader Bass has made Foster Care Reform her top priority. As chair of the Select Committee on Foster Care, she has organized bipartisan participation that has resulted in a legislative package of 25 bills focusing on improving the states Foster Care System. These measures reflect the voices of hundreds of children, parents, foster families, labor unions, government experts and foster family agencies who testified at more than 15 public hearings hosted by Bass throughout California. She also helped secure $82 million in the 2006/2007 state budget for Foster Care Reform, which was the largest increased allocation in more than a decade, and she developed new laws to help improve the overall system. Governor Schwarzenegger has signed 17 of Assembly member Bass bills into law focusing on Foster Care reform; Healthy Families Insurance Coverage to help prevent children from going without health insurance; a small business policy that removes red tape by preventing businesses from filling out duplicate certification forms for the city and state; and a measure that expands the Baldwin Hills Conservancy. She also secured more than $2.3 million to help revitalize the historic Vision Theater in Los Angeles; and more than $600 million for Los Angeles Unified School District. ELECTED MARCH, 2008 & Re-Elected March 2009 Slide 9 Assembly Member Wilmer Amina Carter, 62nd Assembly District California State Assembly Assembly Member Wilmer Amina Carter works tirelessly for the 62nd District. A lifelong resident of the district, she proudly represents the cities of Rialto and Colton, portions of the cities of Fontana and San Bernardino, and the communities of Bloomington and Muscoy. Carters legislative focus includes, but is not limited to, transportation, job creation and education. Assembly Member Carter is the Chair of the Assembly Select Committee on Inland Empire Transportation. Additionally, she currently sits on six Assembly committees, including Transportation; Insurance; Business & Professions; Aging and Long-Term Care; Rules; and Veterans Affairs. Assembly Member Carter was the driving legislative force in saving Allensworth, the only Black Historic State Park in California, in 2008. Her AB 576 pressured the California governor to make the ultimate real estate deal with the Tulare county landowners who wanted to surround Allensworth with dairy farms, which would have made the site virtually uninhabitable. Located in Los Angeles County, the district is home to a myriad of diverse communities, including: Arlington Park, Athens, Chesterfield Square, King Estates, Korea town, Lafayette Park, Magnolia Square, North University Park, University Park, Vermont Knolls, West Adams, West Park Terrace and Wilshire Center. As an Assembly member, Mr. Davis is committed to education, health care reform, economic development and transportation. Prior to being elected, Mr. Davis served as former Los Angeles County Supervisor Yvonne Brathwaite Burkes Senior Deputy Director. He also served as District Director for Maxine Waters during her tenure in the California State Assembly and when she was initially elected to Congress. Assembly member Hall has held several high-ranking governmental positions in the local community. Prior to his election as an Assembly member, Hall served since 2003 as a Compton City Councilmember, where he worked daily to improve the quality of life for his constituents. Assembly member Hall also served as a representative on the Metropolitan Water Board, the Gateway Cities Council of Governments and the Southern California Association of Governments. Hall began his career of public service in 2001when he was elected to the Compton Unified School District Board of Trustees. Hall served two terms as President of the Board and oversaw important reforms to attract highly qualified teachers to the Compton district, and to increase funding to classrooms throughout the district. An area native with deep ties to the community, Mr. Swanson was elected to his first term in the California State Assembly in 2006. A long time activist, Assembly member Sandr Swanson worked for five years as Congresswoman Barbara Lees Chief of Staff after working for 25 years as the District Director and Senior Policy Advisor to former Congressman Ron Dellums. In these capacities, Assembly member Swanson earned a reputation as a dedicated and hardworking public servant with an impressive record of accomplishments on behalf of the people of the district. Most recently, Assembly member Swanson was the Chairman of the Alameda County Retirement Board and a Trustee for the successful $5 billion pension organization. Assembly member Price represented the 51st Assembly District, which includes Inglewood, Hawthorne, Gardena, Playa Vista, Westchester, Lawndale, West Athens, Lennox, Alondra Park, West Compton, Del Aire, and Willowbrook; as well as portions of the unincorporated area of Ladera Heights. As an Assembly member, Price served as Chair of the Elections and Redistricting Committee and the Select Committee on Procurement. He was Co-Chair of the Legislative Ethics Committee and a member of the Business and Professions Committee, the Governmental Organizations Committee, and the Jobs, Economic Development and Economy Committee. In his freshman term, Assembly member Price authored 30 legislative measures, including bills that strengthen voters rights; expand workers benefits; increase economic aid for small businesses; and encourage familial connection and rehabilitation for youth in custody. He successfully garnered legislative approval for three resolutions: ACR 47 National Multicultural Cancer Awareness Week, ACR 67 Voter Registration Month (January), and AJR 34 National Lupus Awareness Month (October). As a result of his proposed legislation to increase financial aid for students through the Cal-Grant program, Assembly member Price was named Legislator of the Year by the University of California Students Association. At the close of the 2007 legislative session, 12 of Assembly member Prices bills were signed by the Governor, with nine receiving unanimous, bi-partisan support. From 1998 until 2002, Mr. Wright served as Chair of the Assembly Committee on Utilities and Commerce (U&C) which held legislative jurisdiction over electricity, natural gas, telecommunications, private water corporations and other issues related to commerce. Mr. Wright has been recognized for his work in the areas of public safety, education, energy and utilities, small business, family law and consumer privacy. As a member of the California State Legislature Mr. Wright established one of the largest back-to- school programs in Los Angeles County which now provides medical screenings to over 20,000 children. Roderick Wright was the author of a resolution seeking redress from the United States Government for the victims of the World War II disaster in Port Chicago, California, in which a large number of Black sailors and maritime workers were killed, and a significant number were dishonorably discharged. A presidential pardon was granted to one of the victims of that disaster as a result of his efforts. Mr. Wright was elected to the board of the National Conference of State Legislatures where he was a co-chair of the Energy Task Force. He was recognized for his skill as a legislator by being voted legislator of the year by the County of Los Angeles, the California Small Business Association, the Municipal Power Association and the California Probation Officers Association. The bill would apply a specified provision requiring, as a condition of operating a mini satellite facility, the entity operating the facility must enter into a written contractual agreement with a bona fide labor organization, as defined. A.B. 288 Existing law prohibits certain activities intended to compel a person to vote or dissuade a person from voting. Violation of these provisions is a felony. This bill would authorize a court to order any person convicted of violating this prohibition to also pay a restitution fine, in an amount determined by the court, to be deposited in the Voter Intimidation Restitution Fund created by this bill. A.B. 603 Under existing law, any person who makes a false statement in an application is guilty of a misdemeanor, and any person who is granted confidentiality pursuant to these provisions may file a new affidavit of voter registration or reregistration and be considered an absent voter for subsequent elections until the county elections official is notified otherwise by the Secretary of State or the voter. This bill would extend the application of these programs until January 1, 2013. By increasing the duties of local public officials and extending the operation of an existing crime, the bill would impose a state-mandated local program. A.B. 610 This bill would instead limit the amount of guarantee liability outstanding with respect to these funds to 5 times the amount offends on deposit in the expansion fund or in a corporation's trust fund account and would delete the provision authorizing the director to allow a corporation to exceed that leverage ratio. Slide 46 A.B.1598 The bill would provide that the prohibition against the sale or consumption of alcoholic beverages on the grounds of a public schoolhouse does not apply if the alcoholic beverage is beer or wine acquired, possessed, used, sold, or consumed only in connection with a course of instruction, sponsored dinner, or meal demonstration given as part of a culinary arts program at a campus of a California Community College and the person has been authorized to acquire, possess, use, sell, or consume the beer or wine by the governing body or other administrative head of the school.
