International Scientific Symposium GeoPreVi 2015 held between

8th to 9th of May 2015, at the Faculty of Geodesy - Technical

University of Civil Engineering Bucharest.

The main purpose of this symposium is to bring together

academics, researchers, policy makers, industry specialists,

representatives of companies, practitioners, distributors of geodetic

equipment, PhD, MSc and BSc students to exchange and share

their experiences, new ideas and research in engineering

surveying.

PLOPEANU, Octavian Mihai BĂDESCU: Identifying linearity /non-linearity in landscape evolution by integrating satellite-based radar interferometry and ground-based monitoring data. Study area: Bucharest

Our proposal aims to identify landscape evolution trends in Bucharest based on high-

resolution interferometric ground displacement products, using single and dual-polarimetric satellite data. The results based on multitemporal InSAR methodologies (initially applied to ERS, ENVISAT satellite data and later refined using TerraSAR-X/TanDEM-X satellite data), validated by ground-based monitoring data and conventional geological and geomorphological methods will capture the space-time evolution of the city. The understanding of these phenomena have long term theoretical and practical results in the context of climate change, offering the support to successful risk mitigation actions in urban areas. The outcome of the project will include validated interferometric-based ground displacement products in urban areas and a more effective process of interpretation of complex dynamics based on a holistic approach achieved by a multidisciplinary team of scientists and engineers.

2. Marcel Costel BRIȘAN: The adjustment of free networks by coordinate transformations

The transition from one datum to another is called in the literature "similarity transformation". Often must be tried different datums appropriate choice points that determine the structure of the network. In this case compensation should be made so that the inverse sub matrix corresponding to these points have the minimum trace.The advantage of S transformation is the fact that not deforms the transition network from one datum to another.

3. Radu TĂNASE, Mihai DATCU, Dan RĂDUCANU: A comparative survey on the polarimetric sar data target decomposition techniques

The polarimetric synthetic aperture radar (PolSAR) system emits microwaves on two

orthogonal polarizations (the most often horizontal and vertical) and receives the backscattered echoes on the same two polarizations to synthesize recordings of the ground scene. The information embeded in the four resulted polarimetric channels fully describes the backscattering properties of the recorded ground objects. In order to take full advantage of this information and to extract the physical properties of the recorded targets, simple false-color representations of the polarimetric channels are not sufficient, so several coherent and incoherent target decomposition theorems have been proposed in the state-of-the-art literature. All these decompositions assume the fact that any scattering mechanism can be represented as the sum of some simpler, ,,canonicalˮ scattering mechanisms. The aim of this paper is to perform a comparative survey on these decomposition techniques and to provide examples using two PolSAR datasets: a L-band PALSAR image over Danube's Delta, Romania, and a C-band RadarSAT2 image over Brăila, Romania.

4. Doina VASILCA: Are all of Romania from 1873 really made in the BONNE projection?

This article intends to clarify the issue of the projection used for maps made in Romania since 1873. This problem occurred because two reliable sources reported that two different projections were used in making the maps of Eastern Romania. Therefore, our aim is to determine which of the two projections was used in actuality.

5. Ioan STOIAN, Dan VELE, Mircea ALEXE: Decision support system (DSS) for the management of natural disasters, earthquakes, floods and landslides

In the context in which natural phenomena (earthquakes, floods, landslides, etc.) year by year bring huge economic and social damage, their monitoring is required and make some decisions in order to decrease the property damages and of human lives. The achievement of hazard maps, is a widely used tool both worldwide and in our country to create a decision support system (DSS), which is a consistent set of tools used in the decision – making process. In this article is presented the achievement of a decision support system for the preparation of necessary maps in the management of hazards and risks caused by flooding, landslides and earthquaqes incorporating: statistical analysis of experimental data, optimizations in modeling complex processes of decision, network planning and control of the complex projects, stimulating of the complex processes of decision.

6. Iulia DANA NEGULA, Violeta POENARU: Differential SAR interferometry for the monitoring of the UNESCO world heritage sites

Persistent Scatterers Interferometry (PSI) and Small Baseline Subset Interferometry (SBAS) enable the detection, measurement and monitoring of ground displacements. These differential synthetic aperture radar interferometry (DInSAR) techniques were applied to investigate the ground stability of the Historic Centre of Sighisoara, a cultural UNESCO World Heritage Site. In line with the objectives of the "Open Initiative on the Use of Space Technologies to Support the World Heritage Convention", the monitoring of Sighisoara World Heritage Site was performed based on Earth Observation (EO) data. A multi-temporal series of very high resolution TerraSAR-X data was analyzed and processed and the results provide the local authorities in-charge of the site protection and conservation a basis for informed corrective measures and strategies.

7. Valeria Ersilia ONIGA: Testing the accuracy of different calibration methods

For many years, close-range photogrammetry has been dealing with the extraction of high accurate informations from images. The used techniques, mostly require a very precise calibration of cameras, either metric or non-metric cameras. This article presents the importance of a good determination of the intrinsic parameters in obtaining a high quality and accurate 3D model. In order to obtain the results, the 3D model of a sphere was created, using images acquired with the Canon PowerShot SX120 IS digital camera, whose intrinsic parameters were determined, using different calibration methods and targets. Finally, the 3D models obtained by using the same digital camera and different intrinsic parameters were compared, using the Hausdorff distance, with the model created with a precision of 2µm based on the measurements made with the help of a CMM (Coordinate Measuring Machine) produced by Aberlink. The differences between this models represent the influence of each calibration method on the accuracy of the final 3D model.

8. Vlad Adrian DOROFTEI, Andreea Florina JOCEA: The applicability of multi rotor remotely operated vehicles in topographic measurements

The traditional measuring methods are reliable and significant, but sometimes difficult to implement. Also, photogrammetry is an old and trustworthy branch of geodesy; but the UAV photogrammetry is relatively new. Multi rotor remotely operated vehicles have become more and more popular over the last decades. Even though the most important interest is shown into military field, civil applications such as ground measurements should also be taken into consideration. It is known the fact that USA and Israel are the most developed countries regarding such device’s construction, but there are also aerial vehicles build in Romania. Correlating more methods, such as total station measurements and UAV pictures could lead to a satisfying product. The objective of the paper is to determine whether it is possible to combine the ground, classical measuring method (using a total station) with the newer UAV photogrammetry method (using a multirotor aerial vehicle). Moreover, the interest is focused on processing both data and obtaining a DTM and an orthophoto map.

9. Octavian BĂDESCU, Alexandru CĂLIN, Dan Alin NEDELCU, Paul Daniel DUMITRU, Marin PLOPEANU: Improvements regarding CCD astro-geodetic procedures for vertical deviations determination

The work show up some improvements on CCD astro-geodetic method for vertical deviations determination. The method involves present geodetic instruments (total electronic stations or electronic theodolites), CCD sensors and satellite time measurements, avoiding specific and inherent errors of classical methods. Improvements refers not only to measurement technique but also to mathematical algorithms and data adjustment.

10. Paul Daniel DUMITRU, Octavian BĂDESCU, Alexandru CĂLIN, Marin PLOPEANU: Comparative study between vertical deviations from romanian historical astro-geodetic network and derived from global gravity models

One of the main target of the actual geodesy is to determine the physical figure of the Earth, as accurate as is possible. Usually, for this purpose are used several technologies which provide more or less precise and accurate data. Also, can be used more or less actual and dense data, obviously with consequence on the geoid precision and accuracy. The work is focused on the quality testing of the national historical astro-geodetic vertical deviations, as quantities implied in the geoid determination, and their recovering for geoid modeling over the national territory. Despite their age, the historical astro-geodetic vertical deviations, classic determinated, could be at least a starting point in an effort to achieve a geoid model in our country.

11. Victor GRIGORESCU, Ilieana SPIROIU, Radu CRIȘAN, Vasile NACU, Ioan STOIAN, Neculai AVRAMIUC: Reabilitarea şi modernizarea reţelei naţionale de nivelment de precizie cu determinarea unui cvasigeoid pentru zona României

Obiectivul proiectului, care se desfășoară etapizat până în anul 2017, este realizarea unui cvasigeoid pentru România cu executarea de măsurători gravimetrice, de nivelment geometric de precizie şi GNSS pe puncte geodezice uniform distribuite la nivelul întregului teritoriu național. O consecință a determinării acestor puncte este îmbunătățirea culegerii tuturor informațiilor referite spațial și determinarea unui cvasigeoid având un grad de precizie suficient de ridicat pentru a putea fi integrat în sistemul european de poziționare tridimensională globală. De asemenea, prin introducerea acestor puncte în programul de transformare TransDatRO, se va asigura determinarea cu precizie a altitudinilor prin utilizarea tehnologiei GPS.Modernizarea acestei rețele reprezintă un pas deosebit de important pentru îmbunătățirea preciziei de realizare a ortofotoplanului și implicit a hărții oficiale a țării cu implicaţii asupra activităţii din majoritatea domeniilor legate de investiții și de realizare a unor mari proiecte (lucrările mari agricole, lucrările de îmbunătăţiri funciare, cele de gospodărire a apelor, acumulările hidrotehnice şi hidroelectrice, transport, aeroporturi, navigație, teledetecţia satelitară, realizarea de GIS-uri specializate, problemele legate de mediu și ecologie, fenomenele seismice şi geodinamice, realizarea hărților de hazard și de risc și altele). În acest articol sunt prezentate concepția de realizare a proiectului și rezultatele obținute până în prezent.

12. Tiberiu RUS, Valentin DANCIU, Constantin MOLDOVEANU, Alexandru ILIESCU: Geodetic

observations in support of Izvoarele-Galaţi phenomena

Seismic activity in Izvoarele - Galaţi area, identified as a “seismic swarm” has started at 23rd of September 2013 with pulses activity. More than 250 earthquakes have been produced in a month with 19 events of ML>3 and 40 with ML>2 situated close to the Negrea village. The earthquake area it is oriented NE-SW perpendicular on the main tectonic faults Peceneaga Camena (South) and Sfântu Gheorghe (North). But the events are felt with maximum amplitude on the Izvoarele village due to local conditions. Since 4th of October 2013, Technical University of Civil Engineering by Research Centre on Space Geodesy, Photogrammetry, Remote Sensing and GIS (GEOS) has started GNSS studies on Izvoarele – Galaţi area. There are performed three observations phases in order to detect crustal movements by a GNSS network situated on that area. The paper presents results obtained after first two observations phases with site displacements of few centimeters.

13. Sorin NISTOR, Aurelian-Stelian BUDA, Norbert-Szabolcs SUBA, Gabriela CÎMPAN: GNSS analysis for geodynamics application

For geodynamics application we need to investigate the velocity uncertainties from GPS position time series. The only problem is that they are affected by time‐ correlated noise. The proper time series analysis using GPS technique is that where we understand all stochastic effects that are captured using an appropriate noise technique. In time series analysis is very important to classify the source of noise: white noise, flicker noise, and random walk, because it is a tool for improving the accuracy. The paper is studying the time correlated noise, estimates of spatial correlation, and multivariate power spectrum. For the processing technique we used spectral analysis and Maximum Likelihood Estimation. The best model for the noise characterizes of all three position components is a combination between white and flicker noise. Also we present the unmodelled periodic effectwhich is best captured in the harmonics function. The harmonics that are presented in the paper are: annual signal harmonics and GPS draconitic period harmonics.

14. Mihaela-Simina PUIA, Vlad SORTA, Neculai AVRAMIUC: Extinderea zonei de disponibilitate

a serviciilor de poziţionare ale ROMPOS

In Romania there are installed 74 GNSS permanent stations, since 1999 and in 2012 the network was completed, touching the density recommended by European organizations. This fact allows providing high quality ROMPOS (Romanian Position Determination System) services inside the network. Providing reliable ROMPOS services in the frontier zone is possible due to cross – border GNSS raw data exchange from close border GNSS reference stations. Nowadays Romania, through National Agency for Cadaster and Land Registry has signed a few cross - border GNSS data agreements with homologous authorities from Hungary, Moldova and Ukraine and has good cooperation perspectives by similar authorities from Serbia and Bulgaria, with whom these kind of data exchanges were already tested. ROMPOS real time services are accessed through internet data services. Considering the fact that there are a few areas in Romania where these kind of data services have no coverage, to use the real time positioning services it is required to use alternative methods to retransmit the products afferent to these services.

15. Neculai AVRAMIUC, Vlad SORTA, Mihaela-Simina PUIA: Studiu comparativ între metoda gravimetrică şi metoda geometrică privind determinarea unui cvasigeoid precis pentru zona României

Având în vedere faptul că, pentru zona României s-au realizat ample studii, unele finalizate prin elaborarea unor teze de doctorat, privind determinarea unui cvasigeoid precis la scară națională, prin prezentul articol se propune realizarea unei comparații între metoda geometrică (GNSS/nivelment de precizie) și cea gravimetrică privind determinarea cvasigeoidului la nivel național.

Aceasta este o problemă strategică a României, constituind la ora actuală principala sarcină a instituțiilor care au atribuții în domeniul geodeziei.

Astfel, materialul de față prezintă o serie de aspecte legate de problematica determinării unui cvasigeoid la nivel național, precum: precizia, gradul de încredere, eficiența, costurile implicate etc.

16. Vasile NACU, Ioan STOIAN: Aportul geodeziei în predicţia cutremurelor. Aspecte teoretice

Pentru a efectua o predicție a cutremurelor de pămănt, este necesar să se determine trei elemente obligatorii: locul evenimentului, momentul și magnitudinea. Pentru aceasta trebuie integrat un set de surse de informații, care includ: mărturiile geologice, informațiile statistice, măsurătorile seismice, măsurătorile fizice și alte informații. Cunoașterea geologiei și a proceselor geologice, într-o anumită zonă, combinat cu înregistrările cutremurelor anterioare, presupune realizarea unor hărți de hazard seismic. Informațiile pentru întocmirea hărților de hazard seismic includ: locația faliiolr active și inactive, tipul de falii evidența mișcărilor recente ale faliilor, istoria cutremurelor din zonă, locația epicentrelor cutremurelor anterioare, determinarea intensității cutremurelor anterioare precum și corelarea cutremurelor cu faliile locale.

17. Ana Maria TĂNĂSOIU, Andreea Maria LAZEA, Sorin HERBAN, Carmen GRECEA: Using airborne laser scanning for assisting commercial inventories in young forests

The use of airborne laser scanning (ALS) to assist stand level forest inventories has enhanced the accuracies of the estimated biophysical properties and the quality of the management decisions based on such inventories. The first operational stand level forest inventory using ALS was carried out in Norway and was completed in 2002. The inventory was based on a two-stage procedure often referred to as the area-based approach.Using the established statistical relationships between the field measured biophysical properties and the ALS metrics, predictions are made for all grid-cells in the forest. The grid-cell predictions are further aggregated to stand level estimates using an independent stand map, often produced using photo-interpretation (Næsset 2004b). A major drawback with the ABA is that the focus on methodological development has been on middle-aged and mature forest stands, while information regarding regeneration forest, such as seedling and sapling stands, have attracted little attention. Consequently, the information about regeneration stands are frequently neglected in current inventories compared to forest management inventories conducted according to conventional methods previously applied.

oceanografice de precizie pentru legarea maregrafelor la rețeaua de nivelment și integrarea rețelelor geodezice naționale în sistemele de referință europene - EUREF și EUVN

Over time, our country used several reference systems relative to levels Adriatic "zero Triest" Black Sea "zero Sulina" Black Sea "zero Constance" Baltic Sea "Kronstadt zero "Black Sea" zero Constanta 1975 "and the Black Sea" zero Constanta 1975 (1990 edition)”. Between 1974 - 1989, Institute of Geodesy, Photogrammetry, Cartography and Land Management (IGFCOT) executed geometric leveling network works of Romania`s high precision (ord.I) processed in normal altitudes system relative to the reference system "zero Constanta "established by the Department of Military Topography (DTM) in 1975 and named" Black Sea 1975 (edition 1990). In Constanta city there is a tide gauges polygon, designed and executed in 1974, which was measured by high-precision geometric leveling annually in the period 1974 -1990. Also in 1997, on the occasion of realization of connection, using GPS technology of Romania`s national high precision leveling network to the European leveling network EUVN, near the Tide

19. Adrian SAVU, Caius DIDULESCU: Points of reference concerning adaptation of materials, teaching and learning tools in geodetic engineering

The domain of geodetic engineering, like any domain, cannot evolve as a closed system, inflexible to the growing requirements of its beneficiaries, current challenges and specific developments of European area in education. In this context it is necessary to implement improvement processes based on models, mechanisms, concepts and stable rules, validated and widely accepted, taking into account at the same time, the actual and specific conditions of geodetic engineering, having as accurate destination to ensure the real quality of education provided. Current trends and new technologies that emerged in the last decade require new concepts in geodetic engineering curricula. Adapting teaching materials and learning tools for the geodetic engineering has become a priority, both at institutional level and at the level of the teacher. Adapting materials and learning resources should be carried out in accordance with the new trends in the profession, for easy integration, easy and successful graduates in the workforce.

20. Gabriel BĂDESCU, Ovidiu ȘTEFAN, Marcel DÎRJA, Rodica BĂDESCU: Studies on filtering models using neural networks when using GNSS global navigation positioning and inertial systems

Global positioning systems (GNSS) and inertial navigation systems (INS) have

complementary operational characteristics and the two systems work together harmoniously in the case of kinematic measurements. Most of the current techniques of navigation sensor integration are based on estimates procedures using the Kalman filter. To obtain an optimal estimate (a minimum mean square error) both processing and measurement dynamic models must be accurately known. This paper presents new techniques for estimating errors and filtering them and also high frequency noise. Being a nonlinear model identification mechanism, it will be applied to online identify the errors of the nonlinear dynamics so that the modeling error can be compensated. The method using radial basis function network and Particle Swarm Optimization is applied to GNSS and INS type global navigation systems and provides designing a loosely coupled navigation filter which demonstrate a substantial improvement in performance compared to the standard Kalman filtering method.

II. Măsurători Geodezice Inginerești și Metode moderne de

evidență și evaluare a proprietății

1. Miriam ZÁMEČNÍKOVÁ, Hans NEUNER, Stefan PEGRITZ, Robert SONNLEITNER:

Investigation on the influence of the incidence angle on the reflectorless distance measurement of a terrestrial laser scanner

Although the influence of incidence angle (IA) is one of the known error influence of terrestrial laser scanners (TLS), it is not taken into account in the evaluation of TLS-data. In this paper fundamental question is discussed, how the IA influences the TLS-distances, it is of stochastic or of systematic nature or of a combination of both. For this purpose, a new methodology has been developed. Its special feature is that the directly measured TLS-distances are compared with reference distances. It is optional for close range and for longer distances. The methodology was realised with a time of flight laser scanner. At close range of 3.5 to 5.2 m other error effects up to 4.4 mm are more pronounced than the influence of IA. At the distance of about 30 m, a systematic effect of the IA was found. The total variation of the distance difference with IA is of ca. 2.0 mm. The stochastic properties of the influence of IA could not be quantified. In future works the methodology will be improved with respect to the obtained knowledge and the error influence well be completely quantified.

Cadastrul sistematic este o lucrare complexă, ce îmbină abilități tehnice inginereşti, cunostinţe juridice precum şi competențe din domeniul tehnologiei informației, specifice lucrului cu baze de date. În acticolul de faţă am prezentat aspectele practice şi particularităţiile unei lucrări de cadastru sistematic, evidenţând soluţiile tehnice actuale. Rezultatul practic al lucrării, exprimat prin studiul de caz, se materializează prin prezentarea problemelor întâlnite în acest tip de lucrare şi rezolvările abordate.

3. Petre Iuliu DRAGOMIR, Alexandru MOLDOVEANU, Tudorel Silviu CLINCI, Daniela Cristiana DOCAN: Specifics of geodetic engineering measurements for staking out high voltage lines

In this article are presented the implications of geodetic engineering measurements in the design, verification and execution of high voltage power lines. Depending on the location on the globe can arise specific situation that involving special solutions work. In these conditions requires integration of interdisciplinary knowledge related to the field of terrestrial measurements such as mathematical cartography, geodesy and surveying engineering measurements. In the case study is presented a special situation due to the existence in the area of two different coordinate systems.

4. Ionuț Cristian SĂVOIU, Ciprian Gabriel SĂVOIU: Land administration domain model:

opportunities for enhancing systematic registration in Romania

This paper purpose is an analysis of the Romanian Land Administration System perseverance to achieve complete registration. Since 1990’s the Romanian cadastral system has been the subject of transformation and development. In this particular paper, the authors will concentrate on a recent systematic registration project: Complementing European Support for Agricultural Restructuring (CESAR) funded by World Bank. The development of the Land Administration Domain Model (LADM), approved as an ISO Standard in 2012 that, in principle, facilitate the modelling of informal rights raise the perspectives for the Romanian LAS. Furthermore, non-formal rights description used in the Social Tenure Domain Model (STDM) are used as an input for Romanian LADM design. In this paper, the systematic registration is discussed based on CESAR project in Section 2. Then the RRRs in the Romanian system are analyzed in Section 3, with extra attention to non-formal rights. In Section 4 the proposed LADM is briefly described. Legal situation of Romanian system and how LADM can be integrated will be discussed in Section 5. The paper closes with conclusions and recommendations.

5. Marin PLOPEANU, Dragoș BADEA, Robert TĂNASE, Claudiu ZBRANCA, Ioana CORCOZ: Considerations on possibilities of quality control for geodetic instruments by metrological procedures applicable in the field

Quality control of geodetic instruments is one of the main objectives of geodetic metrology.

Ideally, this control can be achieved in a metrology laboratory where most procedures can be applied in a unified manner. In the absence of such a metrology laboratory, quality control is a complex and difficult task, especially due to the lack of integration of the metrological measurement procedures. In this article, the authors present some considerations on possible solutions to such difficult problems.

Considering the discussions taking place in the current period, at national level, in article are approached specific aspects of issues relating to the preparation of cadastral documentation and registration of real estate in the land book and possible solutions for regulatory purposes.

This paper presents the monitoring methodology during the terrestrial surfaces dislocation as a result of the subterranean exploitation, using the most recent means and techniques. The technologies are top innovations in the domain of modern methods in the engineering topography, with the purpose of rigorously monitor the risk and hazard phenomena, presenting a complex specific analyse for the process specific information are obtained, in an efficient and precise manner, from a quantitative, also from a qualitative point of view. The means and techniques, the results, too, are described in a synthetic form, highlighting the importance and the applicability of the engineering topography to obtain the optimal solutions for solving engineering topography problems in correlation with the durable development strategy.

8. Daniela LĂCĂTUȘU (căs. RABOJ), Dumitru ONOSE: Favourable impact on real estate valuation of land covered by water

This article emphasizes the steps required for the application an valuation methodology for land covered by water. This process is addressed to the public institution in Romania, that manages this type of land (swamp areas, artificial lakes or floodable areas). In the article are followed the rules and the legislation of Romania, and the principles presented may have large scale applicability.

9. Aurel SĂRĂCIN: Discretization of structures by finite element method for the displacements and deformation analysis

This paper presents a theoretical approach to meshing objects and how to extract information on movements and deformation analysis, providing a data processing about the studied object by finite element method. The flow of data in such a processing is based on the systems theory, with input data, a module for processing them on the basis of transformation functions and data output are subject to a check in advance. In this context, special importance is the process of achieving a mathematical model to approximate the processing to be better physical phenomena acting on analyzed the object and imposing designed limits on movements and deformations.

10. Claudiu-Valentin BUZATU, Jenica CĂLINA: Application of the Law 165/2013 by the

Inventory Committee on Calarasi village, county of Dolj

On 16.05.2013 was issued Law no. 165 on measures to complete the process of restitution in kind or equivalent buildings abusively taken during the communist regime in Romania. The main purpose of this law is to inventory each locality across farmland available for restitution to former owners, owners who until now have not been put in possession mainly because local committees of Land argued that no more land available for putting them in possession and issuance of property titles. In this regard in the date of June 19, 2013 have been published and implementing rules provide for the establishment of committees of inventory farmland, responsibilities for each member of the committee, the role of the specialist surveyor under these implementing rules specialists in surveying and identifying the land and transposing plots in digital format on orthophotomap, inventoried land boundaries in the form of closed polylines in national projection system in dxf. 11. Ancuța NEAGU, Andreea Florina JOCEA, Iohan NEUNER: Real time systems for landslides and terrain diving monitoring

Prevention of natural disasters, hence the disasters of landsliding and diving is a concern and also a continuous challenge for specialists in interdisciplinary fields such as geophysics, geology, geotechnics and geodesy. Modern technologies for data collection began to be widely applied in monitoring landslides and diving. At national and international level have been developed projects that have been proposed various solutions for the development of warning and alarm systems. This paper will present some solutions for such systems, which consist of a set of sensors that allow the collection, processing and analysis in a multi- perspective of various types of data.

13. Ciprian SĂVOIU, Christian LEMMEN, Ionuț SĂVOIU: Systematic registration in Romania a new opportunity for land consolidation

The objective of this paper is to reintroduce the possibility or at least open a debate for land consolidation during a systematic registration project in Romania. From 2015 systematic registration of land in Romania is part of the National Program for Cadaster. It is expected that in 2014-2020 hundreds of communas, (out of 2948) will apply for and initiate a systematic registration of land. This paper can be used to guide the debate for opportunity to integrate land consolidation into a systematic registration project.

The analysis of opportunities for integration will be made based on the principle of “fit for purpose”. Improvement to cadaster law and technical specifications for allowing conveyance and registrations of a group of parcels of more than two owners, capacity building, legal security, economic advantages must be part of the solution.

In Section 1 of this paper a brief description of the existing cadastral situation in Romanian will be given. Legal situation and new development of the legal framework will be presented in Section 2. The authors will analyze the possibility to integrate land consolidation with systematic registration project. Different resolutions and results of the study will be provided in Section 3. The paper closes with conclusions and recommendations for further projects.

tehnology for monitoring large constructions

GPS satellite technology is successful used in monitoring study of in situ behavior of great importance constructions, requiring a high degree of precision and safety observations, cyclic or real time. However currently there are limitations related to the precision obtained and the high costs required to implement such a system. The optimal solution is the combination of GPS technology with other methods of monitoring the construction, using from each device its strengths to achieve an efficient both in terms of accuracy obtained and implementation costs.

15. Constantin CHIRILĂ, Cristian ONU, Alexandra Celestina TULAN: Study on the efficiency of using motorized levelling in vertical geodetic networks

This paper proposes a general analysis of levelling works automation, which focuses on the precision and efficiency achieved by using motorized levelling, as compared to the classic one. It presents the current state of research in the application of motorized levelling in some countries in Europe and the US, both in terms of equipment and methods of computation, in geometric and trigonometric levelling.

The case study done on the DJ of the 248B Horleşti, Rediu commune, Iaşi County, on a section of one kilometre,uses the motorized geometric leveling method and the traditional one to extract the necessary conclusions about measurement process optimization as well as the extension of works in the national vertical geodetic network.

16. Maria-Roberta GRIDAN, Carmen GRECEA: Environmental resources exploitation – model of ecologic and economic spatial analysis

As a consequence of lately developing technology the Geographic Information Systems (GIS) are extending rapidly in various domains of activity. Starting from data obtained from different sources they are capable to assemble them, to process them and to analyze them, to elaborate and to present georeferenced information contributing in an essential mode to territory management. The perspectives of using GIS systems in our country have to be taken into account considering the significant number of inhabitants, the political and social changes, the surface of the territory, the variety of landforms and the pedo-climatic conditions, the special ecological problems, the infrastructure which is still unsatisfactory made, the agricultural potential insufficiently utilised, the necessity of natural resources optimisation, the demographic evolution, etc. The paper highlights the fact that one of the most important task of spatial technology is to obtain an efficient and realistic management of all environment resources.

17. Gheorghe NISTOR, Cristian ONU, Irinel Constantin GREȘIȚĂ, Dan PĂDURE: Establishing of directions in plane and error value of the horizontal deformation vector of the constructions corresponding to the maximal probability

Operation of the deformations and horizontal displacements measuring of the studied constructions, called for short horizontal deformations construction, the principal geodesic method is represented by the microtriangulation method. Based of the cyclical angular and linear of precision measurement, performed from the fixed points of the network, in the frame of this method, the horizontal vector in the control points on the studied construction is determined. In this work, a method of estabilshing of the directions in plane and value of the error of the vector of the horizontal deformation of the studied construction corresponding to the maximal probability is presented.

For many decades, traditional cadastral systems have tended to enjoy a reputation for reliability, well defined processes, and a well-recognized guarantee of security of private land ownership. Tremendous technological progress, social change, globalization, and the increasing interconnection of business relations with their legal and environmental consequences, however, have put a strain on the traditional systems.

They cannot adapt to all the new developments. An obvious indication of this is the many reforms that cadastral systems are going through.

21. O HRISTODOULOU, V PAGOUNIS, M TSAKIRI: 3D modelling for digital documentation of a maritime heritage boat

The Maritime Cultural Heritage field is composed of full-scale historic ships, traditional boats as well as models and replicas of famous vessels. This heritage is distributed widely throughout those countries that have based their richness and progress on marine trade and technology. In general, they represent a heritage difficult to manage and preserve because they are built of perishable materials and sometimes are stored in a hostile environment. Additionally, by its nature, this sector shares the technical requirements of the Naval Architecture field as far as the full understanding of the technological and functionality significance. Furthermore, the preservation of historic or traditional vessels is important in that can provide information regarding technological advances or be fine examples of a particular development in ship and boat building.

Recording the shape of boats is especially challenging as they are typically constructed with compound curves and complex surfaces. Traditional hand-measuring techniques are time-consuming and only record a small fraction of the overall surface. Total Station surveying speeds up this process, but still only record a relatively small number of points along the hull surface. Digital photogrammetry and terrestrial laser scanning whose advantages like monoscopic determination of point coordinates together with their remarkable speed, make them the preferred methods in several applications requiring 3D model generation. This contribution investigates the issues related to the 3D modelling using terrestrial laser scanning for maritime cultural heritage documentation. Specifically, a 35 year old traditionally manufactured fishing boat located in a private shipyard has been surveyed using both total station and terrestrial laser scanning in order to produce a 3D model of the hull surface and to record the deteriorated nature of the material. The paper discusses the issues related to data collection, data processing and 3D model generation of the boat. Owing to the fact that there was no available original design or as-built construction plans of the boat, the 3D high precision model has been also used to derive accurate naval building plans and relevant information data. Results will be shown of the 3D model of the boat and the derived naval designs and a discussion on the use of terrestrial laser scanning in the field of shipbuilding and marine heritage conservation will be given.

Tehnologia scanarii reprezinta una dintre noile metode de masurare a suprafetelor, permițând realizarea unui model digital al terenului cât mai precis și real. Utilizarea tehnologiei de scanare în domenul îmbunătățirilor funciare permite obținerea unor soluții de proiectare care să permită protejarea mediului înconjurător pe o durată mai lungă de viață, îndeosebi datorită acurateții modelului digital al terenului. În cele ce urmează se vor prezenta rezultatele obținute prin 2 metode diferite de măsurători terestre, tocmai pentru a sublinia ușurința în utilizare și acuratețea ridicată a scanării 3D.

equipment in the geodesic base of the National Institute of Metrology from Bucharest

This article presents some theoretical and practical aspects of topographic devices calibration topographic. It highlights how important it is to pay attention before you start working with these devices, namely to consider introducing the atmospheric parameters for setting the EDM instrument. It is very important to monitor and take into account the environmental conditions before starting the measurements?

2. Andrei-Șerban ILIE: Qualitative indicators used for the optimization of 3D geodetic networks

Geodetic network optimization (or geodetic network design) is a notion first introduced by Erik Grafarend (b. 1939). The scope of the optimization is to improve the geodetic network configuration and the measurements plan, in order to achieve the desired accuracy for the final results, in a cost-effective way. In this paper are presented some of the qualitative indicators used for the optimization of the tridimensional geodetic networks, together with a case study which reveals the applicability of these quantities to the presented situation.

3. Alexandru VIȘAN, Constantin MOLDOVEANU: Precise point positioning-current state

The development of the permanent reference station networks all over the world has led to an increase number of real-time positioning technique users. Improved methods were developed to process the raw GNSS data, calculate the differential correction and transmit the standardized messages to the final users. A new approach, aiming for the individual GNSS error component was instated in terms of Space System Representation (SSR) concept. The expansion of the communication enabled projects such as EUREF-IP or IGS-REAL-TIME SERVICE to provide the necessary data stream over the internet. Precise point positioning (PPP) is the technique that benefits at full of this improved model.

4. Alexandru ILIESCU, Constantin MOLDOVEANU, Tiberiu RUS, Valentin DANCIU: Principle of

InSAR monitoring technology

Interferometric Synthetic Aperture Radar (InSAR) is not a new technology, because the first satellite platform with SAR sensor was launched in 1978, but the main problem was the technology of computing in the development of InSAR algorithm. Today, InSAR is suitable for high precision monitoring of large areas. The aim of this paper is to understand the basic of InSAR technology, acquisition mode, application and are presented satellite platforms that have completed the mission but the images were stored and can be used for long-term study of specific areas of interest. New systems involves a constellation of radar sensors that can operate under any weather conditions with a very high revisit frequency.

5. Andreea MIHĂILESCU, Ana Cornelia BADEA: Analysing solar radiation in Suceava

In this research paper I analysed the solar radiation in a bounded area of Suceava using

Solar Radiation module in ArcGis. I organized feature classes: buildings, streets and contours in a geospatial database. I generated TIN using contours feature class to obtain solar radiation rasters. We can extrude buidings for a better 3D visualization. For solar radiation analysis, I used Solar Radiation Tools: Area Solar Radiation, Points Solar Radiation and Solar Radiation Graphics. Points solar radiation analysis is used to calculate the amount of radiant energy for a given location. Solar radiation calculations can be performed for specified locations only. We use a landcape raster and buildings shapefile. I calculated the amount of solar radiation during one year (T0). Area Solar analysis is used to calculate the insolation across an entire landscape. I used different time configurations for analysing solar radiation: multi-day time configurations with the maximum range of days is a total of one year (2014), special days time configurations and within-day time configurations with the maximum range of time is one day (24 hours). Solar radiation graphics provides informations on the visibility or obstructions of the sky; related Solar map sectors shows changes in elevation / azimuth and the position of the Sun and skymap provides information on the areas of diffuse radiation.

6. Maxim RADU, Valentin DANCIU, Tiberiu RUS, Constantin MOLDOVEANU: Studiu de monitorizare privind depunerile de aluviuni

In lucrarea de fata se prezinta un studiu realizat în perioada 2008-2014 privind determinarea volumului de aluviuni acumulat pe braţul Cernovca –Delta Dunarii.

In acest scop au fost folosite diferite metode şi programe, realizandu-se diferite modele numerice batimetrice.

Primele măsurători batimetrice de acurateţe, în România, au fost realizate în 1829 de Rusia, la gura de vărsare a braţului Sulina. Înainte de această dată, au mai fost încercări efectuate de catre Imperiul Otoman şi Franta. Principalul scop al acestor măsurători era stabilirea celei mai bune rute, fără pericole între Tulcea şi Marea Neagră.

Ulterior, măsurătorile au fost realizate pentru stabilirea trasării unor noi canale artificiale si în scopuri piscicole. Astazi, măsurătorile batimetrice din Delta Dunarii sunt folosite în principal pentru scopuri de navigaţie şi în cercetarea geomorfologică. Este important de monitorizat adancimile pentru a cunoaste dinamica albiei şi distribuţia sediminetelor.

7. Elena Cerasela TOMA, Ana Cornelia BADEA: Informational system of green areas using GIS

One of the great failures of Bucharest administration is linked with insufficient green spaces.

It is a real "crisis" - which was accentuated after 1990 - when the "fever" of construction significantly reduced the "green" urban environment.

The purpose of this application is to create a basis for inventory of green spaces in the Lacul Tei Boulevard, which will be constituted as an informational GIS system. This database includes:

- The inventory of green areas with analysis and functional connections; - Qualitative and quantitative description of vegetation; - Highlighting the type of property and administration type. The inventory will result in a proper management of green spaces with the potential

implications on the quality and safety of life, ensuring the creation of a monitoring system of green spaces and degraded land. The advantage is that – based on this inventory – all these pieces of land can be recovered as green spaces, to ensure environmental quality, as well the health of the population.

8. Darius OANCIA: Utilizarea înclinometrelor la monitorizarea abaterilor pereților mulați în stațiile de metrou

De obicei inclinometrele sunt folosite la monitorizarea mişcărilor laterale ale pământului în zonele cu alunecări de teren. Inclinometrele mai sunt folosite la monitorizarea abaterilor zidurilor de sprijin cat şi a conductelor supuse anumitor incarcari.In lucrarea actuala se doreste prezentarea metodei de determinare a abaterilor peretilor mulati cu ajutorul inclinometrelor si o compararea acestor a cu cele provenite din metode topografice/geodezice.

Se va prezenta atat modul de functionare a inclinometrelor cat si modul de obtinere al abaterilor.Atat datele masurate cat si cele rezultate in urma prelucrarii vor fi stocate intr o baza de date.In urma analizei acestor date se vor intocmii grafice ce vor evidentia metoda de lucru prezentata mai sus.

9. A. M. LENDVAI, Iuliana ARMAȘ, Alexandru CĂLIN, Paul Daniel DUMITRU, Marin PLOPEANU, Octavian BĂDESCU: Permanent scatterer InSAR validation based on GNSS measurements in Bucharest

This research aims to complex validate radar displacement products over Bucharest based on Global Navigation Satellite System or GNSS, levelling geodetic measurements. GNSS and InSAR give different results from a geometrical point of view: GNSS supplies the displacement vectors in three dimensions (X,Y,Z), while InSAR gives the variations along the Line of sight, LOS. Validation was represented by the comparison of the recent TSX displacement results with field GNSS data. For this propose, 24 high resolution images acquired from the TSX satellite (http://sss.terrasar-x.dlr.de) between 2011 and 2014 acquired in frame of a proposal coordinated by Prof. Dr. Iuliana Armas (UB) were processed by Dr. Eng. Marius Necsoiu from SwRI, USA. The images were selected from a larger pool of SAR images, after consulting weather databases which helped eliminating the images acquired under adverse weather conditions. SAR images were

initially co-registered, then the coherence was extracted and finally geocoded. The processing of TSX data identified a high density of Persistent Scatterers, with approximately 600 000 points covering mainly the urban area of Bucharest. GPS locations were cross checked on high-res optical images and 28 ground points (including 3 permanent stations) were selected. All these points were (1) characterized by high coherence on radar images; (2) were on the ground; (3) were situated in large vacant spaces (i.e., bare soil); (4) far away from radar obstacles such as trees. The LOS components derived from GNSS data have been compared with those of the SAR scatterers closest to the GNSS markers (never coinciding). For each location, the vertical reading was projected in the line-of-sight (LOS) of the SAR sensor. These readings were compared with displacement values determined at PS locations within 100 m from the GPS nodes, by eliminating all scatterers on buildings. An alignment of the time scales has been necessary. The comparison has generally shown a good agreement.

10. Sebastian CIUBAN, Vlad OLTEANU: MATLAB based student - oriented platform for

processing and analyzing GNSS DATA

At the time of writing, there is a major lack of cost-free Romanian language based available tools for processing GNSS observations, which could serve the students in the field to analyze and better understand the principles of satellite positioning. The aim of this paper is to present a first draft of a MATLAB based platform for such use. Its main purpose is to provide students at national level from the field of surveying and geodesy or other related domains, the basis for analyzing GNSS positioning principles, sources of error, etc. Through an easy-to-understand interface, the user selects and processes data from multiple file types, with different modeling and processing options. Furthermore the user gets to graphically analyze the results in order to draw his own conclusions about the data / model / option used, and thus better interprets and understands the results. As a first version, the platform only allows processing GPS data. Further improvements which will use other satellite constellations (GLONASS, Galileo, Beidou) will be brought by future diploma candidates which will continue the development of this project.

11. Dan-Mihai BURLACU, Cosmin-Claudiu CARTEȘ, Ioan NOAJE: The potential use of UAV’s in the cadastre - present and future

Increasingly used as alternative methods for spatial photogrammetric data acquisition, UAV systems continuously prove their efficiency in the most diverse civil applications. Miniaturization and integration of the latest space technologies have brought new opportunities for outstanding performance in terms of spatial resolution and accuracy of the final products. Usage of nonmetric cameras, inadequate flight height or low precision ground coordinates of the control points, may somehow limit the performance of such a system, leading to poorer results than the level required for a cadastral survey as illustrated in a case study conducted by the Fira municipality in Santorini Island, Greece. However selecting better systems and a strict compliance with technical requirements of premarking control points may lead more accurate results compliant with cadastral survey standards, thus ensuring a broader adoption of these novel systems in the future.

Setting the right altitudes of our terrestrial surface to point out our landscape is sometimes difficult. The necessity of determining the altitudes with high precision need to be developed in a program that, for example, calculates new altitude points with path of trigonometric level.

In order to collect a large amount of data with high accuracy, geodetic networks made with total stations are the most commonly used method. The measurements must be validated and processed automatically in a short time using a software that would allow easy interaction with the user and export a series of reports that contain textual and graphical processing results. Software applications which allow automatic geodetic data processing can be created, using modern computer programming languages for each user needs, in a short period of time.

17. Bogdan Sorin CERNAT, Bogdan Andrei SBIERA, Ioan NOAJE: Drones - the future óf photogrammetric aerial platforms

Approved since the 70's, initially in the military field, drones started to be used for a large array of civil applications starting with the year 1990. The technology used in their construction has been redefined, focusing mainly on building smaller platforms, cheaper, with reliable engines that could perform better while being more fuel-efficient, and that are equipped with performing sensors. The technology is also centered on the stabilization techniques, positioning and LiDAR equipment. The article presents an application realized on the occasion of a presentation made by the company FAE Drones in the Faculty of Geodesy, to which I provided the field work and I processed the results in order to obtain the digital ortophotomap. The ease and accuracy in collecting the spatial data for small and medium surfaces, the lower cost of images and the fast access to data represent the unequaled advantages of drones to conventional aerial platforms. All these arguments will lead to a bright future to the new photogrammetric aerial platforms.

18. Alexandra RADU, Constantin COȘARCĂ: Hypothesis verification models in leveling

geodetic networks

Verifications by calculating the amount "Stress values" in the characteristic sections of the building are confronted with the results of tests on models or test sections. These are - currently - followed by observations made by means of measures installed both in body building and outside it. Hypothesis verification models are supplied by statistical tests. At measurements compensation are formulated several hypotheses. To validate or not the results obtained after compensation is necessary to verify such assumptions. To detect possible deformations (displacement) occurring between two networks, observed at different times, it should be performed analysis only in the remaining common (identical) points in the interval Ti and Ti + 1. In principle, comparing the coordinates (ie altitudes / heights) of the network points determined at different stages and investigates whether they form or not congruent figures. The difference between the determined parameters for network points should be within into a "safety margin". The safety margin is calculated according to the empirical standard deviation. If this does not fall within safe limits, the statistic test does not indicate anything other than that in the network have appeared deformations.

19. Georgiana Ancuța CĂLUȚĂ, Mirela Mădălina TRELIA, Alexandra Ramona SIMA, Lavinia Afrodita CĂLIN, Octavian BĂDESCU: Experimental study regarding astro-geodetic vertical deviations

The main goal of the present study consist in the evaluation of the vertical deviations obtained by visual astro-geodetic technique. Were performed five series of observations, both azimuthal and zenithal, in different nights by different observers. All angular measurements were visual effectuated with a high precision and motorized electronic total station and time measurements with a manual electronic chronometer. All observations was adjusted separately, first time in-block (azimuthal and zenithal measurements together) and second time only zenithal measurements. Finally, resulted vertical deviations components were inter-compared and also compared with similar values obtained by different methods and instruments. The study served mainly to check the variation of vertical deviations components and associate precision parameters at some measurements errors or modification of input data.

prediction and analysis by finite element method

This article presents the basic idea in the finite element method, which is to find a solution of a complicated problem by breakdown to several simpler problems. The main issue is that since the actual problem is replaced by a simpler one, it will be able to find an approximated solution rather than the exact one, the approximation is strong related to the type of the discretization and the number of finite elements use to solve the problem. Although this method has been extensively used in other engineering fields like structural mechanics, fluid dynamics, heat conduction and electrical field it can be successfully applied to solve several problems in deformation analysis.

21. Codruț-George BENEDIC, Dan-Mihai BURLACU, Doina VASILCA: Maps of The Kindom of Romania between 1917 - 1919 and the current map of Romania map in the „Lambert - Cholesky” projection

A polar conic modified projection on secant cone, the Lambert-Cholesky map projection was first introduced in 1917 to unify the maps used in Moldavia, Wallachia and Oltenia. Being a conformal projection, it preserves the angles, thus deforming distances and areas. This paper presents the equations of the Lambert-Cholesky projection and a study of the deformations, illustrated by three comparative maps of Romania.

the techniques of taking details relating to underground utility networks in the field

This paper aims to present the main techniques of taking details relating to underground utility networks in the field, non-invasive techniques that complete each other. This paper is based on a job that could only be completed using all methods in the field. The client had a requirement to accurately map the existing underground utility network within a site boundary in Carlow. The survey was largely due to developers and contractors not carrying out accurate as built surveys on underground service utilities during the construction period. The field team was contacted by the client and asked to provide a non-intrusive and accurate solution to their requirement. Therefore in obtaining a solution, the operators combined a number of survey methods together to achieve the required result. These methods included a ground penetrating radar survey incorporating a multi frequency array radar system, radio detection surveys and finally manhole surveys.

Descrierea unui obiect presupune, de fapt, descrierea tuturor componentelor obiectului cu toate însuşirile şi proprietăţile lui, precum şi relaţia dintre acestea şi obiectul respectiv. În principiu, modelele 3D şi reprezentările în spaţiul virtual nu sunt altceva decât descrierea analogică a obiectului în limbaj matematic.

26. Lucian Beniamin BĂTRÎN, Alina Corina BĂLĂ, Floarea Maria BREBU: Modern geodetic technologies for geospatial data acquisition in context of urban planning

During the last ten years the possibilities for data acquision in geodesy have been rapidly improved. The devices become cheaper, smaller, more accurate and, on the other hand, they are capable of gathering a large number of data within a very short time interval. In this sense a new concept of geospatial data acquisition has revolutionized rapid method of determining the spatial position of objects, which is based on 3D laser scanning and panoramic images. This article describes an approach to using terrestrial laser scanning and panoramic images captured with the help of Trimble V10 technology to enlarge for details and realism geospatial data set, in order to make 3D urban plans and virtual reality applications.

Their use in a wide range of applications ranging from engineering to military ones, aiming fated acquisition of images. These images can cover large areas of land and can be used especially in hard to reach areas where conventional measurement acquisition of images cannot be done in a relatively short time.

Modelarea 3D este procesul de reconstrucţie a formei si dimensiunilor unui obiect ȋn scopul utilizării sau prelucrării ulterioare. Principalele tehnologii de măsurare au in componenţa lor echipamente ce includ staţii totale, GNSS, senzori de imagine, laser-scannere sau sisteme LiDar. Prin intermediul metodei fotogrametriei de la scurtă distanţă şi utilizând soft-ul Photomodeler se va prezenta modul de obţinere al modelului 3D al Bisericii Lutherane şi se vor analiza avantajele şi dezavantajele acesteia.

29. Corina Daniela PĂUN, Valeria Ersilia ONIGA, Laura Elena CIOBANU: Testing a new method of digital images acquisition in the process of 3D reconstruction of an object

In more and more spheres of activity (industry, construction, aerospace, quarry, etc.) it is necessary to achieve three-dimensional models. Currently, using high-resolution digital images for the 3D reconstruction of an object can be a precise and an inexpensive alternative, used more frequently in the research studies. The data acquisition process is performed without any direct contact with the studied object, in a very short time and the results of processing the acquired digital images are reliable and accurate. In most of the software, for the best results, it is recommended to take the images so that the angles between the skew rays to be as close to right angles as possible, while moving around the object to be reconstructed in 3D. Taking into account that in a quarry the stones are transported with a digger, in order to obtain the stones’ 3D models in a rapid way, we need to take the images with two cameras positioned on both sides of the stone. In the mentioned context, the

rays will be parallel for the images of the stone sides and convergent for the stone top and front parts. In order to test the functionality of this new method of images acquisition, there was created the 3D model of a stone, using the images acquired with the Canon EOS 60D digital camera. The stone’s 3D model was represented as a point cloud which was automatically generated using the Structure from Motion (SfM) algorithm. Then, the point cloud was scaled based on a reference model obtained by TLS measurements, i.e. a reference distance. Finally, the point cloud obtained by close-range photogrammetry was compared, using the Hausdorff distance, with the point cloud obtained by TLS technology. The standard deviation of the distances between these two point clouds is a measure of the accuracy of the point cloud obtained by using the proposed configuration of digital camera positions.

30. Mihai JALBĂ, Tudor MUCENIC, Dragoș BADEA, Marin PLOPEANU: Terrain-type oriented filtering algorithms

Many researches were made for analysis of DHM generated from Lidar data.The most important factor that everyone cares is that of the similarity of digital representations with the real terrain surface.

The problem occurs when you try to eliminate off-terrain points like manmade objects and trees. Different techniques were developed around the research groups. Now those objects not belonging to the bare earth can be eliminated through different filter methods. But in the same time other problems occur. In a flat area, an object can be detected by an algorithm which analyses the height of the points in relation to the surrounding area. But, what is happening when the terrain surface is not flat? The same algorithm is not anymore suited to filter off-terrain objects from the area with the same threshold. You can have the surprise that this filter will eliminate points from bare earth surface. And you have to find a different approach to the problem.

In this paper-work I try to demonstrate the benefits brought by introduction of terrain-type oriented algorithms in filtering the Digital Surface Model to achieve a more accurate Digital Height Model.
