Introduction

India ranks 130th out of 189 countries in the World Bank's 2016 ease of doing business index, covering the period from June 2014 and

June 2015. India was ranked 134th in the 2015 index. A survey of 17 Indian cities in the World Bank's Doing Business in India 2009 report ranked Ludhiana, Hyderabad, Bhubaneshwar, Gurgaon, and Ahmedabad as the top five easiest cities to do business in India.

Ministry of MSME in the recent past has taken a very bold and inspiring step to review simplify, digitalise and make its programmes and schemes user’s friendly as a continuous process. The encouraging registration of simplified Udyog Aadhar Memorandum indicates that the micro, small and medium entrepreneurs are determined to focus on productive contribution in the Indian economy.

Various new initiatives of the Ministry of MSME

The various new initiatives of the Ministry of MSME inter alia include Zero defect Zero Effect

"Zero Defect Zero Effect" is a slogan coined by Hon’ble Prime Minister of India, Shri Narendra Modi. It signifies production mechanisms wherein products have no defects (Defect free) and the process through which product is made has zero adverse environmental and ecological effects (Zero effect on environment). The slogan also aims to prevent products developed from India from being rejected by the global market. Ministry of Micro, Small & Medium Enterprises has launched the "Financial Support to MSMEs in ZED certification Scheme" for the benefit of MSMEs. 8 Activities have been planned in order to prepare the MSMEs of India to create a value chain for the new regime, it is important that quality and competitiveness of Indian MSME is enhanced over a period of time.

Zero Defect Zero Effect (ZED)

"Zero Defect Zero Effect" is a slogan coined by Hon’ble Prime Minister of India, Shri Narendra Modi. It signifies production mechanisms wherein products have no defects (Defect free) and the process through which product is made has zero adverse environmental and ecological effects (Zero effect on environment). The slogan also aims to prevent products developed from India from being rejected by the global market. Ministry of Micro, Small & Medium Enterprises has launched the "Financial Support to MSMEs in ZED Certification Scheme" for the benefit of MSMEs. 8 Activities have been planned in order to prepare the MSMEs of India to create a value chain for the new regime, it is important that quality and competitiveness of Indian MSME is enhanced over a period of time. It will also provide an opportunity to units to strive to continuously improve its processes thereby aiming to move up the ZED maturity assessment model (Bronze- Silver-Gold-Diamond-Plat inum). It would ensure that the larger companies investing in India have a ready-made vendor base to support their activities and an expansive base of trained human capital who can contribute to their manufacturing process without much retraining. Quality Council of India (QCI), will be the National

Monitoring Implementing Unit (NMIU) of the scheme. The Central Government has approved a scheme "Financial Support to MSMEs in ZED Certification Scheme" with a total budget of Rs 491.00 crores (including Government of India contribution of Rs 365.00 crores). The scheme is an extensive drive to create proper awareness in MSMEs about Zero Defect Zero Effect (ZED) manufacturing and motivate them for assessment of their enterprise for ZED and support them. After ZED assessment and adoption of proper other tools, MSMEs can reduce wastages substantially, increase productivity, expand their market as lOPs, Vendors to CPSUs, more IPRs, development of new products and processes etc.

Objectives of ZED

The scheme envisages promotion of Zero Defect and Zero Effect (ZED) manufacturing amongst MSMEs and ZED Assessment for their certification with the following objectives:

Developing an Ecosystem for Zero Defect Manufacturing in MSMEs.

To promote adaptation of Quality tools/systems and Energy Efficient manufacturing.

To enable MSMEs for manufacture of quality products.

To encourage MSMEs to constantly upgrade their quality standards in products and processes.

To drive manufacturing with adoption of Zero

To support 'Make in India' campaign.

To develop professionals in the area of ZED manufacturing and certification.

Parameters

The uniqueness of the ZED assessment model is that it is not based upon assessment of risks - business risk, management risk or financial risk of an enterprise but the MSMEs will be assessed & rated on defined enabler & outcome parameters on operational level indicators. The organisational level indicators are useful pointers towards implementing a ZED Maturity Assessment Model at the operational level. In a way, these reinforce the quality manufacturing capability of an enterprisec in the eco-system. These indicators may include:

Manufacturing capabilities

Design capabilities

Quality/Environment/Safety assurance systems

People development and engagement systems

Standardization and measurement systems for quality and environment

Learning and improvement systems

Legal compliances (hygiene factor)

ZED Maturity Assessment Model

The ZED Maturity Assessment Model has been conceived and structured to offer graded benchmark levels of an organisation's performance through a set of standard enabler and outcome parameters focusing on quality and environmental performances. It aims to rate and handhold all MSMEs to deliver top-quality products using clean technology.

The aim is to help MSMEs evolve and grow by providing them adequate training and funding to move up the value chain and produce quality products. The ZED model will sensitise MSMEs

to emphasise delivery of high quality products with zero defects.

Clean energy will be a very important aspect of the model. Enterprises will be encouraged and hand-held to adopt clean technology into their processes to attain a sustainable growth trajectory.

There will be sector-specific assessment parameters for each industry such as food processing, textiles, leather, auto parts, etc.

There are 50 total parameters on which the MSMEs will be assessed and rated under the scheme comprising of 36 enablers and 14 outcomes.

The MSME applicant is required to comply with identified 20 essential parameters & at least 10 other parameters (as per the MSMEs domain competency, i.e. sector of operation and type of industry). Hence, the MSMEs will be rated on a minimum of 30 parameters.

MSMEs may seek ZED rating on more than 30 parameters as per the processes and systems available at the MSME.

Each parameter has 5 levels. The Rating is based on a weighted average level. Rating of each Parametrs will be done as :Level 1 (0 marks), Level 2 (2 marks), Level 3 (3 marks), Level 4 (4 marks), and Level 5 (5 marks).

The company is encouraged, handheld and trained to achieve a higher level for each parameter and thus elevate itself in the maturity model.

National Scheduled caste and Scheduled Tribe Hub

Union Finance Minister in his Budget speech on 29th Feb, 2016 announced to constitute “a National Scheduled Caste and Scheduled Tribe Hub in the MSME Ministry in partnership with industry

associations. This Hub will provide professional support to Scheduled Caste and Scheduled Tribe entrepreneurs to fulfil the obligations under the Central Government procurement policy 2012, adopt global best practices and leverage the Stand Up India initiative”.

The Ministry has accordingly formulated the National SC/ST Hub Scheme. The guidelines for the scheme have been issued on 25th July, 2016. The objective of the announcement clearly is to promote “enterprise culture” amongst the SC / ST population. This would also enable Central Public Sector Enterprises (CPSEs) us to fulfill the target, which the Government has kept for procurement by them. It has been laid down in the Public Procurement Policy 2012 that 20% of 20% i.e. 4% of procurement shall be done by Ministries, Departments and CPSEs from the enterprises owned by SC / ST. This scheme would be implemented by the Ministry of MSME through National Small Industries Corporation (NSIC), a public sector undertaking under the administrative control of this Ministry. Total project cost is proposed to be is Rs. 490 crore for the period from 2016-17 to 2019-20.

National Awards

National Awards for MSMEs were instituted in 1983 with a view to recognize the efforts and contribution of MSMEs by the Ministry of MSME. Awards are presented annually to selected entrepreneurs and enterprises in three sectors (i) MSME Sector (ii) Khadi & Village Industries Sector and (iii) Coir Sector. In case of awards to MSMEs, these are in four categories namely (i) Product/ Processes Innovation (ii) Outstanding Entrepreneurship (iii) Lean Manufacturing Techniques (iv) Quality Products. Special Awards are also given to honour one outstanding women entrepreneur,

one outstanding entrepreneur from SC/ST community and one outstanding e n t r e p r e n e u r from North Eastern Region in the category of Outstanding Entrepreneurship awards for small enterprises. The First, Second and Third National Awards in the categories of (i) to (iv) carry cash prize of Rs. 3.00 lakh, Rs. 2.00 lakh and Rs.1.50 lakh respectively along with a certificate and a trophy. As credit is a major requirement of Micro and Small Enterprises (MSEs), awards to the Banks in recognition of their outstanding performance in financing the Micro and Small

enterprises sector were also made part of National Awards from the year 2001-02. Further, the Awards for Excellence in Lending to Micro Enterprises were also included from the year 2005-06. The Awards are in the form of three trophies, along with certificates, to the best performing banks. Two trophies are given to the major banks while the third trophy goes to one of the Associate Banks of State Bank of India, as a Special Award.

A Scheme of National Awards was introduced from the year 2001-02, with a view to encourage the artisans, Khadi Institutions, micro entrepreneurs and banks. The categories of awards are not fixed one. However, the awards are presented to Khadi Spinners, Khadi Weavers, Village Industries Artisans, best Prime Minister’s Employment Guarantee Programme (PMEGP) units, Bank financing PMEGP loan etc.

A Scheme of Awards for coir sector was introduced by Coir Board since 1985. There are 34 categories of awards. For 33 categories there is one award for each category is given and in respect of Best State Level Enterprise, one award for each State is given. Each awardee gets a certificate and trophy. Applications for Coir Industry Awards are invited by issuing a paper advertisement at national level besides circulating the information to all industry associations including exporters associations. The calling for of applications is also exhibited on the notice boards of all sub-offices of Coir Board.

Ministry of MSME has already declared a total number of 109 awards for the year 2013-14 (comprise of 36 awards for MSMEs, 6 awards for Banks, 44 awards for KVIC and 23 awards for Coir sector) and 116 awards for the year 2014-15 (comprise of 34 awards for MSMEs, 6 awards for Banks, 45 awards for KVIC and 31 awards for Coir sector).

Launching of MSME Data Bank and Online Finance Facilitation centre

Ministry has recently launching of MSME Data Bank and Online Finance Facilitation Centre on 11 August 2016. Our Prime Minister Shri Narendra

Modi is the driving force behind 'Make In India', Skill India and Digital India through which Micro, Small and Medium Entrepreneurs are also being immensely benefitted. Taking PM's vision forward, Ministry of MSME is building a comprehensive live Digital Databank www.msmedatabank.in for MSMEs online. The establishment of this databank will immensely facilitate in developing vendors out of registered units to help the procurement agencies to buy from MSMEs under Public Procurement Policy of the Government of India. In addition, MSME databank allows Ministry of MSME to capture the information and requirements related to Joint Venture, Technology Transfer, Import/Export of machinery, etc. All these would enable to monitor, streamline and amend wherever required, various schemes and policies so that they can improve in passing on the benefits directly to the MSMEs.

Finance Facilitation Centres (FFCs) to facilitate MSMEs in meeting their credit requirements, NSIC has entered into Memorandum of Understandings (MoUs) with 33 Nationalized and Private Sector Banks. NSIC arranges for credit (fund or non-fund based limits) through syndication of banks without any cost to MSMEs. For providing quick and competitive finance to MSMEs, NSIC is setting up dedicated 'Finance Facilitation Centres (FFCs)' throughout the country. Under this innovative credit facilitation Centre, an online web-portal www.nsicffconline.in has been established as an integral part of Facilitation Centre.

SME Co-operation among BRICS countries – An Overview of Indian Perspectives

Background

BRICS is a dialogue and co-operation platform among Member States (Brazil, Russia, India, China and South Africa) which together

account for 30% of global land, 43% of global population and 21% of the World’s Gross Domestic Product (GDP), 17.3% of global merchandise trade, 12.7% of global commercial services and 45% of World’s Agricultural Production. This platform aims to promote peace, security, prosperity and development in multipolar, interconnected and globalised World. The BRICS countries represent Asia, Africa, Europe and Latin America, which gives their co-operation a transcontinental dimension making it especially valuable and significant.

BRICS plays a vital role in the World economy in terms of total production, receiving investment capital and expanding potential consumer markets. BRICS economies have been widely regarded as the engines of the global economic recovery, which underscores the changing role of these economies in the World. At the G20 meetings, the BRICS was influential in shaping macroeconomic policies in the aftermath of the recent financial crisis.

In different summits the BRICS leaders agreed to build a partnership, in pursuit of increased stability, growth and development. In view of this, BRICS countries should develop pragmatic economic co-operation and forge closer economic partnership in order to contribute to promoting global economic recovery, reduce potential risks in the international financial markets and increase economic growth among its members.

Overview of MSME Sector

The Micro, Small and Medium Enterprises (MSMEs) play a vital role in the economic and social development in India, often acting as a nursery of entrepreneurship and innovation. They also play a key role in the development of the economy with their effective, efficient, flexible and innovative entrepreneurial spirit. The MSME sector contributes significantly to the country's manufacturing output, employment and exports and is credited with generating the highest employment growth as well as accounting for a major share of industrial production and exports. MSMEs have been globally considered as an engine of economic growth and as key instruments for

promoting equitable development. In comparison to other enterprises, they have the highest ratio of employment to per unit of investment which is crucial for populous and large market economies like the BRICS. The MSME sector in India is highly heterogeneous in terms of the size of the enterprises, variety of products, services and levels of technology. The sector not only plays a critical role in providing employment opportunities at comparatively lower capital cost than large industries but also helps in industrialization of rural and backward areas, reducing regional imbalances and assuring more equitable distribution of national income and wealth. Micro, Small and Medium Enterprises (MSMEs) contribute nearly 8 percent of the country's GDP, 45 percent of the manufacturing output and 40 percent of the exports. MSMEs in the country manufacture over 8,000 products. Some of the major sub-sectors in terms of manufacturing output are food products (18.97%), textiles and readymade garments (14.05%), basic metal (8.81%), chemical and chemical products (7.55%), metal products (7.52%), machinery and equipments (6.35%), transport equipments (4.5%), rubber and plastic products (3.9%), furniture (2.62%), paper and paper products (2.03%) and leather and leather products (1.98%). They provide the largest share of employment after agriculture. They are widely dispersed across the country and produce a diverse range of products and services to meet the needs of the local markets, the global market and the national and international value chains. It is well known that the MSME sector constitutes the spine of the nation, small industry has been one of the major pillars of India's economic development strategy since Independence. India accorded high priority to Small and Medium Enterprises (SMEs) from the very beginning and pursued support policies to make these enterprises viable, vibrant and over time, these have become major contributors to the GDP. Moreover, the MSME sector has weathered and overcome stiff competition in the post liberalization period in the domestic and International arena. In nutshell, the Micro, Small and Medium Enterprises (MSMEs) play a leading role in propelling economic growth

sustaining livelihood and in promoting equitable regional development.

In spite of their best efforts, MSMEs are bogged down by some impediments such as access to limited information, prohibitive cost of finance, regulatory barriers, etc. not only in India but also in BRICS region. Moreover, with limited financial and human resources, many of them have inadequate marketing infrastructure and are dependent on government agencies and intermediaries to further their trade interests. In this context, a framework for cooperation among the MSMEs in the BRICS region would facilitate these enterprises to explore new markets or consolidate the existing ones.

BRIcS MSME co-operation

BRICS co-operation aimed at complementing and strengthening existing bilateral and multilateral relations between Member States. The BRICS Economic Partnership will contribute to increasing the economic growth and competitiveness of the BRICS economies in the global arena. Some of the areas of cooperation for the MSMEs in the BRICS region could be:

I. Exchange of information on Legal framework and institutional structures of MSMEs

i. Legal framework, policy, rules, regulations, notifications etc. governing MSMEs in the BRICS region.

ii. Institutional and administrative set up of agencies implementing the MSMEs related policies.

iii. Programmes and Schemes for MSMEs.

iv. Publications and databases related to specific areas of interest for MSMEs (such as companies interested in joint ventures, online database of service providers, etc.).

II. Networking of MSMEs

i. Creation of a framework of a BRICS Apex Associations of MSMEs. These associations can comprise of Chambers of

ii. Work on development of a BRICS MSME Portal. The portal can be effective in promoting both B2B and B2C trade amongst the MSMEs in the BRICS region.

iii. Exchange of enterprise registers and business handbooks for providing regional market research and market intelligence.

III. Good Regulatory Practices (GRPs) related to MSMEs

i. Domestic standard setting on products of interest for MSMEs.

ii. Compliance with technical regulations and conformity assessment procedures by MSMEs.

iii. Use of Information Technology and e-commerce tools by MSMEs.

iv. Practices related to innovation; technology upgradation; conservation of natural resources and protection of environment among MSMEs.

IV. Identification of opportunities available for promotion of trade and investment among the BRIcS MSMEs

i. Identification of products of interest for MSMEs in the region.

ii. Regulatory framework in the BRICS region for trade in such products.

iii. Studies on barriers to trade in such products in the global market. The focus can be specifically on sanitary and phytosanitary (SPS) measures and technical barriers to trade (TBT).

iv. Development of a database and publication for MSMEs covering business opportunities, trade fairs organized in each country, regulatory framework for trade and investment/joint ventures, etc.

V. Participation in events of mutual interest for the MSMEs

i. Holding of an annual BRICS Trade Fair by the host country.

ii. Exploring the possibility of a BRICS pavilion in select trade & business fairs in the region.

iii. Holding of business to business meetings of MSMEs on the sidelines of the BRICS pavilion mentioned above.

∙ Trade and Investment;

∙ Manufacturing and Minerals Processing;

∙ Energy Sector;

∙ Agricultural Co-operation;

∙ Science, Technology and Innovation;

∙ Financial Co-operation;

∙ Connectivity (Institutional, Physical, Education, Tourism, Business and Labour mobility);

∙ Information and Communications Technologies (ICTs);

∙ Interaction with international and regional economic organisations and fora, etc.

The list of activities stated above is only indicative. Moreover, the ideas are broad and we would need more deliberation to chalk out the specifics from BRICS partners. India looks forward to a constructive discussion in the BRICS forum on these issues.

Develop a single overall "look" with your own color scheme, fonts, logos, and jingle and use it on letterhead, invoices, advertisements, email signatures, and business cards.

Slogan / Tagline for Branding

Like the slogan and the name, the logo should represent what the product is all about. A slogan should be short, catchy expression in few words letting people know why they should buy the product or, what the product can do for them. Some time business organizations / corporations used mascots for advertising. This is a strategy by which the brand can make a visual impact on the consumers mind. For example Amul girl refers to the advertising mascot used by Amul, an Indian dairy brand. The Amul girl is a hand-drawn cartoon of a young Indian girl dressed in a polka dotted frock with blue hair and a half pony tied up. The Amul

girl advertising have often been described as one of the best Indian Advertising concepts because of their humour. Similarly , Parle-G used childhood photo of Ms. Neeru Deshpande for branding and even after more than 70 year Parle-G still use the same photo as MASCOT of Parle –G. Another example of is Nirma Girl, which was launched in 1985 and then she was quite a familiar face. She appeared in a milky white dress, did the pirouette with the jingle being played in the background and froze in time. When it first came, Nirma shook its competitors and the Nirma girl stole every housewife’s heart. Nirma created an entirely new market segment in the domestic marketplace and quickly emerged as a dominant market player. Lots of MASCOTS used for branding like Ronald McDonald is a clown character used as the primary mascot of the McDonald's fast-food restaurant chain. Adult Mickey Mouse is another Mascots example which is used by Disney World or Disneyland.

The Department of Commerce, Ministry of Commerce and Industry, Government of India has notified the new import policy

for Marble & Travertine Blocks, and Marble and Granite Slabs, to come into effect from 1st October 2016.

Marble and Travertine Blocks: The Quantitative Restriction on the import of Marble & Travertine Blocks, and the associated administratively cumbersome and restrictive import licensing system has been brought to an end under the new policy coming into effect from 1st October 2016. The Minimum Import Price (MIP) for import of Marble Blocks has been reduced to US Dollars 200 per Metric Ton to address the distortions associated with an MIP. To address the interest of domestic producers, the Basic Customs Duty on import of Marble & Travertine Blocks will go up four times from the present 10% to 40% w.e.f. 1st October 2016.

“Relations with Mauritius is high on the agenda of his Government”, says Shri Kalraj Mishra, Union Minister of MSME during the interaction with Mauritius delegation headed by their Finance Minister, Shri Pravind Jugnauth in New Delhi on 15th September, 2016.
