UPDATE FROM THE HUMANITARIAN HUBS
Aden: An OCHA-led mission to Hadramaut Governorate visited Al Mukalla and Sayun where it met with both Governor and Deputy Governor, as well as the Coordinating Council that organizes the work of NGOs and humanitarian organisations along sectoral lines. Overall, the mission reported a great deal of interest in having the UN present in the Governorate and enhancing its programming to meet humanitarian needs. An inter-cluster mission visited Abyan Governorate to look at the response in the district of Khanfir, currently with the highest concentration of new IDPs across southern Yemen. Findings show that the increase of the displacement to both areas has placed additional pressure on the already limited resources of the community. Humanitarian partners are mobilizing at the local and national level to meet needs.
Al Hudaydah: The security situation remains tense and volatile in the coastal and southern parts of Al Hudaydah Governorate. Hostilities are ongoing south of At Tuhayat district and around Hays district along the main road towards Al Garrahi district. Sporadic armed confrontations are still taking place around Hays town. During the reporting period, airstrikes occurred in Hays, Al Garrahi and Jabal Ra’s districts. Displacement from Hays, Al Garrahi and Jabal Ra’s districts continues to occur to nearby districts as well as to other governorates. The number of displaced families reported by the local authorities as of 22 February is 3,120 (excluding Al Khawkha district), while the verified number of families by partners including Al Khawkha stands at 4,107. The Shelter/NFI cluster has completed the response to 1,815 families and a gap of 2,292 families remains. The Food Security and Agriculture Cluster has completed response to 5,719 families [including blanket distribution undertaken in Al Khawkha] and a gap of 1,612 families remains. WASH partners have responded to 655 families and there is a gap of 3,452 families.
Ibb: The eastern and northern fronts of Taizz city continued to experience fierce armed clashes between forces loyal to the Government of Yemen (GoY) and Ansar Allah during the reporting period. Sporadic armed clashes have been ongoing in Jabal Habashy, Sabir Al-Mawadim, and Al Maqbanah districts while shelling continued affecting the residential neighborhoods in the eastern part of Taizz City; reportedly, several civilians were injured including children. A multi-cluster response to the new displacement is ongoing, but gaps in assistance remain due to difficulties in the
timely mobilization of partners on ground which in turn affects the ability of organisations to collect and process information. A total of 3,964 IDPs has been reported and the Food Security and Agriculture cluster reports having assisted 647 IDP families while the NFIs/shelter cluster response has reached 382 families. On 22 February, food distribution resumed inside Taizz City (Al-Mudhaffar and Al-Qahirah districts) while it was interrupted in Al-Taizyiah District (outside Taizz City) by local communities dissatisfied with the coverage of the distribution.
Sa’ada: Field reports indicate an escalation of airstrikes in Al Jawf Governorate and the intensification of armed clashes on the ground. During the reporting period fierce clashes continued around Kitaf Wa Al Boqe’e District and the frontlines districts of Baqim, Razih, Khab wa Al Sha’af, Al Maton, Al Ghayl and Al Maslub. Humanitarian partners have started the rehabilitation of Al Musalhaqat water network and installation of solar system to power the water pump in Sa’ada City (10,000 beneficiaries) in addition to the rehabilitation and two water projects in Haydan (6,000 beneficiaries). In Sa’ada, general food distribution targeting 103,000 households (HHs) continued. Some 320 IDP HHs (2,200 individuals) received safe water supply in Al Hazm, Al Ghayl and al Khalq districts in Al Jawf.
Sana’a: There has been a sharp increase in the prices of cooking gas in Sana’a City with some shops and stations filling gas cylinders (20 litres) for a price of YER 7,300, which constitutes a 265 per cent increase compared to the price reported this time last year. The Mayor of Sana’a has attributed the rise in prices to manipulation carried out by traders at the expense of the consumer. Gas stations and shops in Sana’a City, which reportedly violated the price regulation have been closed by the local authorities. Long queues of consumers are gathering at the stations/shops that are selling at the government-fixed price, which is causing many further difficulties for civilians, including increased transportation costs.
The governor of Dhamar appealed to humanitarian agencies to increase their presence in the governorate to meet increased needs. Only two INGOs have a presence in Dhamar - ADRA and Islamic Relief Yemen. Authorities in Dhamar committed to provide a conducive environment for organizations to respond as well as conduct assessments.

CHOlERA UPDATE
WHO reports that the cumulative total number of suspected cholera cases from 27 April 2017 to 25 February 2018 is 1,069,197 and 2,262 associated deaths. The five governorates with the highest cumulative attack rates per 10,000 remain Amran (897), Al Mahwit (867), Al Dhale’e (644), Sana’a (521) and Hajjah (520). Children under 5 years old represent 28.8 percent of total suspected cases. 135 districts (out of 306 affected districts) did not report any suspected cases for the last three consecutive weeks.
