The 1992 Surgeon General's Report estimates that the total lifetime excessmedical care costs for smokers exceed those for nonsmokers by $501billion.
Tobacco smoke contains over 4,000 chemical compounds including 43different carcinogenic substances.
Each year about 3,000 nonsmoking adults die of lung cancer as a result ofbreathing the smoke of other's cigarettes. A non-smoker married to asmoker has a 30% greater risk of developing lung cancer than the spouseof a non-smoker.

Policy on smoking and rest
are
as Under the Workplace (Health, Safety and Welfare) Regulations Northern Ireland) 1993, if staff
restrooms are provided appropriate measures must be taken for the protection of non-smokersagainst discomfort caused by tobacco smoke.
This means that where there is a single rest area, it will be non-smoking. Any provision forsmokers on the employers premises (indoors or out of doors) is a matter for local negotiation. Asa minimum any such provision must be entirely separated from non-smokers, and must pose norisk to their health. It should be
remembered that ventilation and air filtration systems may be either only partially effective as aprotection against secondhand smoke, or, if poorly maintained or installed, of little or no benefit atall.

Help for those who smoke
This policy recognizes that passive smoking adverselyaffects the health of all employees. It is not concernedwith whether anyone smokes, but where they smoke,
and the effect that this has on non-smoking colleagues.However, it is recognized that the smoking policy willimpact on smokers working lives. In an effort to helpindividuals adjust to this change, the following help isbeing provided:

Implementation, monitoring and
review
Responsibility for implementing and monitoringthis policy rests with senior managers. Twelveweeks notice will be given of the introduction of
this policy. Monitoring this policy will be carriedout at three, six and twelve months following itsimplementation.
A formal review of the policy will be conducted
after eighteen months. Unions and health andsafety representatives will be consulted over theresults of the monitoring and review.

THE POLICY POLICY
The XYZ Legal Firm is dedicated to providing a healthy, comfortable, productive, andequitable work environment considering the diverse make up and vast array of municipalservices/facilities.
NO SMOKING signs are posted at all building entrances and throughout the buildings. Smoking shall be outside and away from all public entrances to maintain positive
perception and consideration of non-smokers. All breaks shall be at the discretion of the employees immediate supervisor. Accountability
for the management of breaks shall be the responsibility of the employee, supervisor, and
respective department director. Employees who would like to take the opportunity to quit smoking are invited to participatein smoking cessation program currently offered by the City through the Employee
Assistance Program (EAP). The success of this policy will depend upon the thoughtfulness, consideration and
cooperation of all employees, who share in the responsibility for adhering to and enforcingthis policy. Any problems should be brought to the attention of the appropriate supervisorand handled through the normal chain of command. Employees who violate this policy will
be subject to the same disciplinary actions. It shall be the responsibility of the Human Resources Department to distribute theWorkplace Smoking Policy, including any updates/amendments to all employees.
