Speaker Bios Rick Anderson is the Chief Financial Officer for wafla, previously Rick was on the Board of Directors

for wafla. He has chaired both the Washington and American Farm Bureau Labor Committees, has served

on the Washington Labor & Industries Worker’s Comp Advisory Committee and the Employment Law

Advisory Committee. He is a graduate of the WA Ag Forestry Leadership Program. He recently retired as

Corporate Administrator for a large farming and food processing operation. Rick was a commercial bank-

er for many years, prior to that he was a college Farm Management Instructor and began his career as a

high school vocational Ag teacher. He grew up on and currently owns the family farm in North Dakota.

Sylvia Cabrera studied Law at the Iberoamericana University, the Master of Arts in Diplomatic Studies at the Diplomatic

Mexican Academy, the Global Master of Arts at the Fletcher School of Law and Diplomacy and recently an LLM at the University of

Washington in St. Louis. She is a member of the Mexican Foreign Service since 1998 and has served in different areas of the Ministry of

Foreign Affairs in Mexico and abroad, as Legal Advisor to the Vice Minister of Multilateral Affairs and Human Rights; Special Advisor in

the Office of the Special Envoy on Climate Change and Alternate Representative to the Mexican Mission before International Organiza-

tions in Vienna, Austria. She has alternated her professional career in the public service and the academic sector, as a professor in areas

of international negotiation and world legal systems, and is currently posted in Seattle, Washington as Deputy Consul of Mexico.

Marcos Cardenas is an Industry Sales Specialist at Global Cash Card. He helps to bring awareness

of Electronic Pay benefits with the Paycard Program to Organizations that currently issue paper checks

for payroll since 2004. One of his primary goals is to help organizations exploring the idea of a Paycard

program, and fully understand the benefits, and cost-savings associated with this platform. With exten-

sive experience in Customer Service, Implementation, Project Management and Sales, I provide the

highest level of integrity and dedication to organizations looking to improve process.

Craig Carroll is the Director of Agricultural Programs and the Interim State Monitor Advocate for

the Washington State Employment Security Department. In his capacity as the Director of Ag Pro-

grams, Craig serves as a subject matter expert and oversees the Migrant and Seasonal Farmworker

and Foreign Labor Certification (H-2A and H-2B) programs. He also serves as the Administrator of

WorkSource Okanogan. Prior to beginning his career at the Employment Security Department, he

was an apple, pear and cherry orchardist for 25+ years in Okanogan and North Douglas Counties.

Heri Chapula oversees wafla's 96 bed seasonal housing facility in Mesa and is the Field Services

Manager. He has been with wafla since its inception. Prior to working for wafla, Heri worked as a super-

visor and operations manager in the tree fruit industry for over 12 years. As the Field Services Manager

for wafla, Heri conducts a variety of onsite meeting and training opportunities for field workers, crew

leaders and management including leadership training, harassment prevention, investigations, housing

compliance visits and H-2A compliance meetings.

Dan Fazio is the Director of wafla, formerly known Washington Farm Labor Association, a nonprofit

trade association he founded in 2007. Prior to working at wafla, Dan was the Director of Employer Ser-

vices at the Washington State Farm Bureau Federation, where he led a team that developed HR pro-

grams and advocated for farm employers concerning labor and employment issues at the state and

federal level. He is a member of the AgForestry Leadership Program, the American Immigration Lawyers

Association, and the Washington Society of Association Executives.

Lori Evans began working at the Department of Labor & Industries in 1998 after teaching elementary grades

in the Olympia region. She received her Bachelor’s Degree through St. Martin’s College in Lacey. Within L&I she

has gone through the Worker’s Compensation Adjudicator series managing claims; and became a claims trainer

and claims coach. Returning to Claims Administration in 2010, she was assigned to supervise claim staff, primari-

ly working Central and Eastern Washington claims. In 2012, she became Operations Manager. She is responsible

for Central and Eastern Washington, all states outside of Washington as well as foreign countries.

Ivan Jauregui leads the H2A Tax Program at Moss Adams LLP. Prior to working for Moss Adams

LLP, Ivan earned his law degree at the Universidad La Salle in Mexico and worked several years as an

attorney in International Trade and Customs Law. After moving to the United States, Ivan earned his

Master’s in Tax Law at the University of Washington and worked in the University of Washington

Federal Tax Clinic. Currently Ivan focuses his practice in Federal Income Tax and tax compliance.

Roxana Macias is the Director of Compliance for CSI Visa Processing. Her role is to ensure all parties involved in re-

cruitment of H2 workers abide by all applicable laws and regulations. Roxana worked as the Guest Worker Program Manager

for wafla for nearly three years, assisting H2 employers in navigating complex federal regulations. Having grown up in the

Yakima Valley in a family of farm workers, Roxana is passionate about agricultural employment issues. Prior to serving wafla

members, Roxana worked for two years in the Washington State Employment Security Department (ESD), Labor Market and

Economic Analysis division on employer agricultural surveys, after earning a Bachelor’s of Science in Political Economics from

the University of Washington.

Guillermo Mathus is the President of CSI Visa Processing. Guillermo has been working with H2

employers and workers for over 13 years. His primary role at CSI is the recruitment and evaluation of

new and potential candidates for temporary H2 positions. His experience with program regulations,

familiarity with growing regions throughout Mexico, and ability to identify able, willing, and qualified

laborers has contributed to the success of growers throughout the United States.

Leon Sequeira is an attorney and business consultant for employers and trade associations across

the country. Much of his work involves helping employers navigate the countless issues associated

with employing H-2A and H-2B temporary workers, including defending employers in government au-

dits and litigation. He also advises clients on legislative, regulatory and public policy matters concern-

ing labor, employment and immigration. He previously served as Assistant Secretary of Labor during

the second term of the George W. Bush Administration.

Juli Tuson is the Chief Operating Officer for wafla, overseeing all products and services of the associ-

ation. Juli is a current member and graduate of the WA AgForestry Leadership Program. Prior to joining

the wafla team, Juli handled purchasing operations in the wood products industry for over 20 years. She

specializes in team management and sales, with a focus on customer relations. She looks forward to

developing relationships with wafla members while addressing their HR needs.

Montse Walker is the Guestworker Programs Manager and has worked for wafla for almost two

years. She leads a team of four Account Executives that handle approximately 120 H-2A accounts a

year, and help employers in Washington, Oregon, California, Nevada and Idaho. Montse has a B.A. in

Hispanic Studies, and is pursing an MBA at Saint Martin’s University. Prior to working for wafla, Montse

worked as an interpreter and translator in a variety of settings. Montse specializes in compliance with

employment matters, and has an interest in immigration and labor policy.
