Hello Neighbors! I want to thank everyone for their understanding with respect to this year’s

membership drive. Due to some circumstances outside of our control, our last Courier came out a little late and, as a result, our membership drive response time was shortened up. To those of you who were able to get your forms in within this deadline, thank you. For those who did not, never fear! It isn’t too late. Please consider renewing your membership or becoming a member. You can return your membership forms and dues payments to your block captain or to our Treasurer, Chris Gunst (contact information on the last page of the Courier). What do we use your dues to do? Well, we sponsor all the fantastic events in the Neighborhood. Enjoy the Fourth of July Parade and Party? WNA dues help pay for it. Submitted by Caroline GermanNext year the City of Madison Parks Division will be updating our neighborhood playground and resurfacing to make it safer and more accessible. The City has completed a safety audit to determine which items meet current safety standards and which need to be updated. All Madison Parks have been evaluated and are being updated based on the completed safety audits. Changes you will see are a new larger play structure, similar to what is there, and wood chip surfacing. The City has informed us that after further review we will also be getting the same number of swings in one large swing set and will be keeping our beloved dinosaur bouncy, spring teeter totter, and ice cream stand. These elements will remain as long as they are serviceable and safe. The playground will lose the decades old merry-go-round and two other spring items as these no longer meet safety requirements or are no longer serviceable. FundraisingOn behalf of the Westmorland Neighbord Association, the Playground Committee will be raising funds to be used to try and replace some of the lost equipment and also to outline a natural play space for younger children to explore, adjacent to the current playground. A natural play area could consist of balance items or low climbing elements made of rocks or wood. This would provide a safe space for young ones to climb as well as families with more than one child to play in one area of the large park. Along with a direct appeal for donations, there will be two fundraisers to benefit the playground. The first will include brat and beer offerings for a suggested donation at our annual Winter Play Date in January. The second will be a silent/online auction hosted generously by 32auctions in conjunction with our neighborhood Wine & Cheese party in February. Mallatt’s PharmacyThe story of Mallatt’s Pharmacy at 3506 Monroe Street began west of Madison in a small farm house outside Boscobel. Adolph Mallatt was born on September 20, 1892 and raised on the farm by his parents, Frank and Mary Mallatt. After attending Boscobel High School, he went on to graduate from the three-year pharmacy course at Northwestern University in 1917 at the time of World War I. Mallatt served in the U.S. Army from 1917 until the war ended in 1918. After returning from Europe, he was a partner in various pharmacies in Illinois from 1918 until 1924. Mallatt then moved to Madison and was employed at the Keefry Pharmacy at 19 N. Pickney Street from 1924-1926 when he made the decision to start his own drug store. He rented a small store front at 708 State Street and on February 15, 1926, Mallatt’s Pharmacy was in business. Mallatt realized after eight years that his business had outgrown the cramped quarters. He then moved the drug store business to 718-720 State Street, the current location of the University of Wisconsin Main Library and held a grand opening at the new location on November 1, 1934. Mallatt completely remodeled the space at the new location using modern light fixtures, added a soda fountain and grill, and also added a modern prescription counter. A noon lunch consisting of Swiss steak with gravy, baked potato, peas, and roll could be purchased for thirty cents. He also sold soda waters, Fauerbach beer, cigars and candies.

After seven years and increasing rent payments, Mallatt was ready to make another big move. He took out a loan against his life insurance policy to purchase a lot and put up a two story brick building on the “far Westside” of Madison at 3506 Monroe Street. Mallat was betting on the westerly expansion of Madison into the Dudgeon-Monroe, Westmorland and Nakoma neighborhoods; schools being built in the area; and improvements to the city street system. Monroe Street was on the state highway system with an ever increasing traffic volume both from local traffic and travelers driving to points south and west of Madison. The new building included a second floor that included an apartment (Mallatt’s mother-in-law lived in the room until 1953), a dentist office for Dr. Fike and a dentist office for Dr. Thompson. The first floor drug store included a pharmacy, health care shelves, soda fountain/grill, a small liquor section, and the beginning of a costume business later in the 1940s. On June 3, 1942, the new Mallatt’s Pharmacy opened for business; it would become one of the most successful independent pharmacies in Madison. Neighboring business in the 3500 block of Monroe Street included Parman’s Service Garage, which opened in 1941; F & D Grocery Store; Jack Rosenthal’s Tailor Shop; and a Pure Oil gas and service station built in 1933 at 3600 Monroe Street that became Percy’s Service Garage.

Adolph Mallatt’s two sons, Jim and Bill, began working for their father while attending West High School (the Mallatt family had moved into a house, adjacent to the West High play field, that they built at 2539 Van Hise Avenue in 1933). Bill recalled working the soda fountain and grill, restocking shelves and stoking the furnace beginning when he was fourteen years old. The lunch business at the soda fountain was always good with customers coming from the neighborhood, workers from other businesses on the block, workers building homes in the area and travelers passing by the drug store.

Bill graduated from West High in 1953, served in the U.S. Army from 1953 until 1955, and then graduated from the U. W. School of Pharmacy in 1960. He immediately returned to work with his father at the pharmacy counter. The decision to discontinue

the soda fountain and grill area and replace it with a postal station was made in 1960. Bill Mallatt purchased the business from his father in 1972 and then expanded the costume area into the basement. He also expanded the liquor shelves and provided a larger wine selection. A Friday afternoon wine tasting event from 4:00-6:00 p.m. was added that still continues today. Mike Flint was hired as a part-time employee in 1982, while attending the U. W. School of Pharmacy, and then as a full-time pharmacist after he graduated. Mallat sold the drug store business to Flint in 1992 after the business had been owned by Adolph or Bill Mallatt for 66 years. Bill continued on as the wine selection expert. Bill Mallatt emphasized during an interview in 2016 that the key to the success of the business has been the

long-time, loyal employees that had worked for him and his father over all those years.Employees were encouraged to offer suggestions that made the business and their customer service even better. Some of the employees that Bill specifically mentioned were Dorothy Mueller, accountant; Floyd Francis, pharmacist; Roberta Carrier, pharmacist; Suzanna Mandt, floor manager; Mike Flint; Mary Ketter; J. J. Howe; and Clint Johnson, the long-time soda fountain manager.Officials with Mallatt’s Pharmacy announced on October 3, 2016 that the store would no longer fill prescriptions but would continue the retail health care, wine and costume portions of the store’s business under the new name of “Mallatt’s Costumes” as of October 9th. Neighborhood NewsThe 4100 block of Paunack Avenue has lost

our neighbor John Owen Melcher. He passed away unexpectedly on January 7, at the age of 70.

Our block would like to welcome two new families to the Westmorland community, both moving in this past summer. Nick and Amanda Femal, with their three-year-old son, Alister, moved into 533 Westmorland Blvd. Sam and Stacy Glass, with their children, Maria – 13 and Elias – 11 made 534 Westmorland Blvd their home. We look forward to having them as neighbors and friends.

The 4100 block of St. Clair St. bid a fond adieux to our 101 year old neighbor, Ann Stacia Galarowicz. Her sunny smile and disposition could always make you smile. We hope she enjoys her new home.

County Board UpdateSubmitted by Carousel Bayrd, Dane County Supervisor

Here is some of what we have been doing on the county board: Changes to our County’s Bail Assessments—When an individual is arrested and taken to Dane County Jail, they eventually go before a Judge

to determine whether they should be released from jail awaiting trial. Some individuals are released on a “signature bond”, meaning that they promise to return to court. Others are assessed bail, meaning that they must leave a monetary amount with the court to ensure they return to court. If an individual is assessed bail and cannot afford that bail, they remain in jail. Judges consider many factors when determining if, and how much, bail should be assessed, and what amount of bail. The problem is the disparate racial impact of bail assessment. Those being left behind in jail are those who cannot afford bail. I own my home (well, me and the bank), so it is unlikely that I would be unable to post bail, even if I were charged with the most egregious of crimes. Disproportionately, those without homes, those without stable employment, those who

live paycheck to paycheck, will struggle to afford bail.Remember that this does not make us safer. Allowing me out because I can afford to be out of jail doesn’t make it more or less likely that I will commit another crime while awaiting trial. Just as requiring someone to stay in jail, only because of their financial situation, does not mean the person would have committed a crime if they were out. Yes, this is an oversimplification. It’s complicated. And it certainly is not our judges fault that everyone cannot afford bail. But it’s our responsibility to acknowledge that the system we have neither keeps us safer nor treats everyone equally. To that end, the County Board has begun an assessment of bail criteria and is working to develop a new bail assessment that will use racially neutral risk factors. Credit goes to Dane County Board Staff and the Criminal Justice Council—they researched alternatives and pursued national leaders to work with us. The assessment will take some time. Overall, it’s a two-year process, with lots of breaks for data analysis and review. I’m very excited to be one of the lead sponsors of this legislation, and I will be working closely with our staff to monitor the impact. By the way, this project is costing the county board approximately $25,000. I think this is excellent use of a very small amount of funds.

Day Resource Shelter, Take 4—Well, the county is considering a new location to establish a permanent, daytime resource center for homeless and housing unstable individuals to be during the day. This is the fourth proposed location. It certainly is the best location yet. It’s on East Washington, blocks from the capitol and the nighttime shelters, with good access to frequent bus service. I will support this location, just as I have the past three, because this needs to be done. I will work with others on the county board to ensure this new location has resources—space to secure belongings; showers and laundry facilities; resources for health, employment, and housing services; and of course respite from the weather. We will need to work closely with the Madison City Council and the neighborhood associations to make this a success, and failures to do so in the past have been our pitfalls. Stay tuned…Domestic Abuse Later in Life—The county board hosted a Domestic Abuse in Later Life Conference on November 11th. In 2015 we hosted a full day conference, attended by more than 150 people. This year’s conference built on last year’s success, educating our community professionals on how to better detect and serve survivors of this hidden, under-reported act of violence.

Agrace to Offer Orientation for Prospective Volunteers in February Submitted by Liz Kopling Volunteering for Agrace can be a very rewarding experience. In February, Agrace will offer orientation for people interested in volunteering to make a difference in the lives of patients with advanced illnesses. Agrace has opportunities for volunteers who would like to work directly with Agrace patients, as well as support roles that do not involve patient care. Areas of most immediate need are for customer-service volunteers at the Agrace Thrift Store on East Springs Drive, Madison, and café and kitchen help at Agrace’s campus on East Cheryl Parkway, Madison. Agrace’s next volunteer orientation opportunities will be held Monday, February 6, from 5 p.m. to 9 p.m., and Wednesday, February 22, from 8 a.m. to noon, at Agrace’s Madison campus. Before they attend orientation, prospective volunteers will complete an application and an interview process with Agrace’s Volunteer Services staff to identify skills and interests.
