WILMOR CONSTRUCTION COMPANY LIMITED is an established company

that is registered under the Companies Ordinance Act of Trinidad and Tobago

and began its operations in 2006. We provide service for all aspects of the

construction industry and cater to the needs of housing development,

commercial buildings and the Petro/Chemical industry.

Our Vision is to exceed customers’ satisfaction by efficiently identifying their

needs and delivering customized solutions, both locally and regionally. Our

Mission is to provide the highest level of safety and integrity in the structural

steel industry, in our products, services and in the way we do business as well

as to provide a meaningful contribution to nation building and the society at

large.

Wilmor Construction Company Limited (Wilmor), by virtue of its motto, “FROM

English-speaking Caribbean, which is known for completing each job “ON

TIME” and “WITHIN BUDGET”.

The company is continuously developing and maintaining ties with several

architects, engineers, contractors and private owners in Trinidad and Tobago.

PERSONNEL H.S.E. RESPONSIBILITIES

Managing Director:

• Has the responsibility to ensure that all aspects of the business are

maintained in the safest possible manner.

Operations Manager:

• To maintain safe working conditions and practices for the safety of all

persons being supervised.

• To ensure that safety concerns are highlighted and dealt with.

• To ensure that safety meetings are held according to schedule.

• To discontinue occupational activities which are deemed unsafe, until they

can be resumed in a safe manner.

Health, Safety and Environment (HSE) Advisor:

• To be responsible for the overall H.S.E activities of the business.

• To ensure that customers’ H.S.E standards are kept or super – ceded.

• To ensure that the required H.S.E training is conducted.

• To prepare and submit H.S.E reports to the Managing Director for review, and

to advise on proposals to prevent reoccurrence.

• To revise and improve the company’s H.S.E policies/procedures.

Supervisors:

• Organize tasks so that work is carried out in a safe manner with the objective

to minimize risk to employees, damage to property or the environment.

• Instruct all skilled and unskilled employees to perform their duties in the

safest possible manner.

• Ensure that sub-contractors comply with local and other relevant H.S.E

regulations.

• Ensure that all employees have and use the necessary personal protective

• Enforce safety rules and procedures.

• Encourage and promote safety when executing any job or task.

Safety Representatives

A dedicated full time HSE representative is assigned to each project.

Additionally, the job supervisor will be held accountable and shall also ensure

that HSE is the prime task.

The HSE Representative and Job supervisor is required to:

• Support Project Manager in implementing and maintaining the site HSE plan.

• Assess measures implemented to control specific damage(s) of any hazardous

work.

• Perform site instruction training.

• To ensure that safety meetings are performed and documented.

• Conduct daily inspection of the work area in all job locations in order to

ensure that the necessary HSE and house-keeping procedures are being

adhered to.

Employees:

• To abide by the company’s Health, Safety and Environment policies and

procedures.

• To recognize and understand the Health and Safety risk associated with

HSE Reporting

Wilmor believes in transparency with regard to our HSE activities – this forms

the basis of our “road to continuous improvement”. An HSE monthly report

sheet will be utilized to consolidate information on our performances and will

be submitted to our client.

HEALTH, SAFETY AND ENVIRONMENTAL PLAN

Introduction

Purpose

The H.S.E. Management Plan describes the system, programs and procedures

required to ensure that the work is carried out in the safest manner, thus

ensuring that there is no impact on the environment. An assurance is

guaranteed with respect to the highest standard of technical excellence and

workmanship.

Scope:

The H.S.E. Management plan focuses on the Occupational Health and Safety

program and the environmental management program to be implemented.

Goals and Objectives:

Wilmor is committed one hundred percent (100%) to achieving the goal of zero

injuries to people (employee and public), zero damage to property or assets and

zero environmental incidents in our factory or at the clients’ locations. We

appreciate that by achieving these set goals, our employees will have the

benefit of performing their duties in a safe working environment.

ENVIRONMENTAL POLICY

Wilmor will plan and execute its activities in such a manner so as to take all

reasonable and practical measures to protect the environment.

In implementing this policy, Wilmor is committed to undertake and meet the

following objectives:

• Meet all standards, regulations of the country of operation and monitor for

compliance.

• Prevent pollution and monitor possible impact such as the effect of noise,

dust and nuisance on the environment and communities so far as

reasonably practical.

• Access and monitor all activities for potential impact to the environment.

• Provides training to ensure employees competence.

• Reporting the key environmental impact of our operations, the

improvement achieved and targets for the future.

• Maintaining a record of environmental incidents and complaints by the

HSE Advisor and the Operations Manager.

• Ensure individual compliance by awareness training at site orientation

with the intention to educate as the need arises.

Wilmor believes that with awareness programs, training and rigid

monitoring, and review of standards set by the HSE Advisor and the

Operations Manager, our goals would be achieved.

PROJECT POLICIES

Wilmor will perform all activities in the safest manner while maintaining the

quality of the job. We aim at complying with international construction

standards and the applicable law (local and international.)

All materials, equipment, goods supplied and manufactured items furnished by

Wilmor in the performance of work shall be free of material defect and in

compliance with the contract document and in furnishing services.

Wilmor will ensure that personnel provided by or on behalf of Wilmor

Construction Company Limited have the relevant certification(s) and/or

license(s).

DISCIPLINARY ACTION (INTERRUPTION OF WORKS)

In order to avoid disciplinary actions, it is important to grasp inappropriate

behavior in the incipient stage of the process and to avoid termination through

admonition and training. Disciplinary action includes those steps taken by the

Operations Manager resulting from an employee who failed to comply with the

objectives, rules and standards concerning HSE standards for the workplace.

Types of Behavior Calling For Disciplinary Actions

• Severe or repetitive violation of HSE regulations or the company’s HSE Plan.

• Severe violation of health rules or guidelines.

• Severe violation of environmental rules or guidelines.

• Purposely abusing equipment (safety and other).

• Possession and or consumption of alcoholic beverages or controlled

substances.

• Possession of weapons.

• Smoking outside designated areas.

• Fighting on the workplace.

• Horseplay.

• Unauthorized removal or change of safety signs or barricades.

• Performing duties in an unsafe manner.

In the event that an action is recognized as an immediate hazard for safety

and/or health of one or more employees, everyone has the right and the duty to

stop this action. The interruption of work and the reasons must be reported

immediately to the operations manager. The Operations Manager has the

responsibility to inform the Managing Director and take appropriate corrective

action prior to the resumption of work.

Wilmor’s clients vary and as expected, the locations vary also. The Health

Safety and Environmental Plan however do not vary. Our standards remain the

same throughout.

PERSONAL PROTECTIVE EQUIPMENT (P.P.E.)

The following basic personal protective equipment is the minimum

requirements for on-site Personnel:

(a.) Safety Helmets: The Company’s employees once on site will be required

to wear hard hats at all times except in designated areas. Hard hats are to

be worn with the brim forward and must fit snuggly on the head.

(b.) Eye Protection: Employees will wear safety glasses with side shield at

all times and approved eye protection when performing hazardous tasks

such as burning, chipping or grinding.

(c.) Face shields and safety glasses will be required for grinding.

(d.) Cutting goggles for burning operations.

(e.) Clear safety glasses will be worn during night operation as well as

anywhere visibility is poor.

Clothing

All personnel must wear full clothing at all times. This includes a minimum of

a long sleeve coverall or proper shirt and full length pants, depending on the

nature of the work.

Safety Harness

It is understandable that some tasks will be performed in an “elevated area”

and therefore a 100% fall protection policy will be implemented.

(i) All scaffolds will be erected, modified and dismantled by approved scaffolding

personnel.

(ii) Scaffold will be tagged and access will be permitted via a “Scaff tag system”.

Respirator

All employees of Wilmor as well as any sub-contracted personnel utilized will

be required to be clean-shaven where the use of respirators may be required.

Additionally, respiratory equipment must be worn in areas where health

hazards exist due to accumulation of dust, fumes, mists or vapors.

Hearing conservation

Protective hearing equipment shall be provided and used in designated areas or

for “high noise hazard jobs”, where engineering or administrative controls

cannot reduce noise exposure to acceptable levels.

Foot Protection

Wilmor personnel will wear steel-toed safety footwear. Shoes or boots worn will

have leather or rubber uppers, an oil resistant sole and a distinctive heel.

Gloves

Gloves will be used for all material handling and work where there is potential

for contact with splinters, thermal hazards (hot or cold), rough or sharp edges,

and pinch points etc.

Worker Requirements

A full body harness and shock-absorbing lanyard are required when working at

an elevation of six (6) feet or more above grade or floor level, except when

proper facilities exist.

Each individual who is required to climb or work at elevation must complete

the fall protection training, prescribed by the Project Safety Manager.

Fall Protection

This procedure defines the safety requirement for personal fall protection where

access, movement or work is to take place at elevation and where proper

temporary or permanent facilities do not exist. Procedures, techniques and

personal protective equipment designed to limit a free fall to six (6) feet and

minimize potential injury are covered. Consultation in fall protection is

available from the Project Manager.

Personal fall protection equipment shall consist of the following:

(a.) A polyester full body harness – A full body harness is required to properly

distribute forces to minimize injury to the body in the event of a fall.

(b.) A polyester lanyard, maximum of six (6) feet in length – The lanyard must

be able to support a minimum of 5,400 pounds and include a shock-absorbing

device. The lanyard shall be equipped with snap hook at each end. The snap

hooks are to be of double locking design to prevent accidental disengagement.

(c.) An anchor point - The anchor point is the tie-off connection device to which

the free end of the harness lanyard is attached. It may be either a pre-

engineered device such as an installed eyebolt, slide rail, cable arrangement, or

existing structure/pipe. Pre-engineered anchor points must be designed to

safely support a minimum of 5,400 pounds per worker.

Fall Protection Cont’d

Non-engineered anchor points must be capable of safely supporting six times

the total body weight.

Procurement of Personal Fall Protection Equipment

1. Only equipment approved by the Site Safety Advisor will be purchased.

2. Do not deviate from approved purchasing descriptions. All components of

the system must be compatible.

Inspection of Personal Fall Protection Equipment

1. Before issuing, all safety harnesses and lanyards will be inspected and

numbered by the Tool room and a record of these items will be maintained.

2. Each safety harness and lanyard shall be inspected on a monthly basis by

the Site Safety Advisor or his designee. Each unit upon inspection shall be

color coded in conformance with the monthly electrical inspection.

3. Each employee will visually inspect his harness and lanyard prior to each

use. In the event that an employee feels at any time that the equipment he is

using is defective, he should immediately contact his foreman who will in turn

send the equipment to the Safety department for inspection.

4. If defective conditions are found as described in the following, the unit is to

be removed from service immediately.

Webbing

Inspection of Harness and Lanyards

• Begin at one end and bend a portion (6 inches – 8 inches) into a U-shaped

between the hands. This helps to reveal worn, cut, frayed, burned or damaged

fibers.

• Check both sides and all straps along the entire length.

• Carefully check the webbing where attached to buckles and “D” rings for

excessive wear, cut or torn fibers or other visible damage.

• Observe the shock absorbing section of lanyard under the clear sheath.

FIRE PROTECTION PLAN

A fire risk assessment of the premises will be conducted so as to develop a fire

protection plan. This will be developed by the site team and will take into

account the physical layout of the site operations within Wilmor property.

Every possible fuel source will be isolated from sources of ignition and waste

will be kept to a minimum as far as possible.

Sufficient types and adequate numbers of fire extinguishers will be strategically

placed in areas free of obstruction. Extinguishers will be inspected monthly

and services annually via our Depot. Should any defects be noted,

extinguishers will be replaced immediately. Personnel will be trained in the use

of these extinguishers and fire wardens will be chosen. Fire Service numbers of

the closest fire department will be displayed strategically throughout the site.

A fire emergency plan will also be developed via the site team. Generally, the

plan will contain the location, type and amount of fire extinguishers, how to

operate the fire extinguishers, location of exits, procedures on what to do on

discovering a fire, how to raise the alarm, how to contact the emergency

discovering a fire, how to raise the alarm, how to contact the emergency

services, what to do on hearing the alarm, specific responsibilities of site staff,

who key site staff are, location of assembly point, general pointers for personal

safety and safety provisions made for visitors.

MEETINGS

Safety Meetings will be of two types.

(a.) Job Hazard Analysis Meetings

On a daily basis, the foreman will conduct a Job Hazard Analysis (J.H.A.)

meeting with his crew to inform them of the scope of the work or task to be

performed, the job steps in sequence, the potential sources of accidents or

hazards, recommendations to reduce or eliminate these hazards, the safety

equipment required to complete the job and any other pertinent safety

information.

For routine tasks, this meeting may last five (5) minutes. However, for new or

“hazardous tasks”, this meeting may last approximately fifteen (15) to twenty

(20) minutes. The information generated during these meetings will be

documented on a J.H.A form, and at the end of the meeting, shall sign the form

as understanding and agreeing to comply.

(b.) Tool Box meetings

These meetings shall be conducted throughout the duration of the project.

The purpose of these meetings will be to convey safety information to all the

employees.

This will be used as a forum to provide the employees with “General

Information” and will not regard any particular job task – for example, the job

or facility hazards, cause analysis of any size accidents or near misses, etc.

These meetings will be conducted once a week as a minimum or more often as

required.

HOUSEKEEPING

Good housekeeping forms part of safe working habits and we are of the firm

belief that this forms the basis of a proper Environmental Management

Program.

To this end, Wilmor shall ensure that work areas are clean and clear and that

any waste created, is discarded in a timely manner, thus ensuring that the

work site is left in a clean and tidy state.

DRUG TESTING

Based on Wilmor and clients’ specific Substance Abuse Policies, all employees

will be screened for substance abuse prior to commencing work on the project.

Additionally, job site employees shall also be subjected to random job testing

throughout the project’s duration.

Accident/Incident Investigations

Our project goal is that of zero (0) Incidents. However, employees are

encouraged to report all accidents and incidents whenever they occur. These

accidents, incidents and near misses may require the involved employee to

undergo a drug test.

SPECIAL TRAINING

Although experienced workers will be used, depending on the nature of the

tasks to be performed, training will be conducted to ensure that all tasks are

performed in a safe and professional manner. Such training shall include

enhancement of employee’s appreciation for Environmental Protection,

Confined Space Training and Waste Disposal. Client input into these exercises

is encouraged and will be appreciated. This procedure shall also apply to our

sub-contractors.

TOOLS AND EQUIPMENT

All tools and equipment to be used will be properly inspected and certified prior

to project mobilization by Wilmor.

This is to ensure that only tools in a safe and acceptable condition are issued

for our workers to use.

On a daily basis, all tools and equipment will be inspected by the employee’s

prior to be used on every job task. Should any tool or equipment be found

defective, it will be tagged and returned to the tool store. From here, the

defective item shall either be repaired or removed from the site. The safety

representative will also perform periodic inspection of tools.

Rigging & Lifting

A competent Lifting Coordinator will be appointed for all critical lifts. They will

be responsible for planning the lifts, inspecting and selecting all lifting and

rigging equipment to be used for the job, as well as signaling the operators and

directing the entire lifting process. During these exercises, the swing radius of

the crane as well as the work area shall be barricaded to restrict the passage of

personnel. All lifting and rigging equipment to be used (inclusive of cranes)

shall be certified before use on site.

HOT WORKS

Welding and burning (oxy-acetylene/oxy-propane gas cutting) operations have

a high potential for personnel injuries and fires. When either of these is

performed, the following precautions will be implemented:-

• Before starting to burn or weld, the process shall be properly analyzed to

determine whether the hot work will either have a naked flame, or if the job

task may only be a spark potential process.

• The immediate work area around (above and below if required) will be

inspected to ensure that sparks or molten metal will not fall on workers or

combustible materials.

• Suitable fire extinguishing equipment will be liberally placed in the work

areas. When burning or welding, approved goggles or hoods must be worn with

the suitable filter lenses. All welding leads and hoses will be kept off the

ground, walkways and stairways.

• When welding is being done near other workmen, they will be protected from

the arc rays by noncombustible screens or they must wear proper eye

protection.

• Where work is performed in hazardous areas and welding sparks and hot slag

from torch cutting can ignite hazardous material below or near the work area

(and the material or the work cannot be moved), then welding boxes or similar

enclosure shall be created.

FIRST AID AND MEDICAL RESPONSE

Though every effort will be employed to prevent personal injury, jobsite

employees are instructed that they must immediately report all injuries to their

foreman. All cases must be reported and treated in Wilmor Construction

Company Limited site, First aid facility.

EMERGENCY EVACUATION PLAN

A project specific plan will be developed prior to project mobilization. The

objective of this plan will be to avoid personal inquiry and to minimize the

impact on property damage in the event of an emergency. This plan shall

include the establishment of assembly Point locations and an alarm system,

the control of vehicular site traffic and evacuation training.

VISITOR SAFETY

Before any visitor will be allowed on the project site, the safety representative

will be responsible for:

Performing a brief safety orientation.

Informing the person of all pertinent project policies and requirements.

Instructing them of emergency alarms and evacuation procedures.

Ensuring that they comply with all Personal Protective Equipment

requirements.
