Why Quality Is Still an Exclusive Concept and What Isthe Remedy?
Quality is exclusive. It is not common. No doubt.
The question is why it is so and what is the solution?
We have plentiful of proved quality theories affirmed both quantitatively and
qualitatively. We saw many quality gurus checking in after industrial revolution and
who authenticated with their own concepts the worth of implementing quality system
in any organisation.
We came to know about the fundamentals of QC, QA, TQM, Statistical methods ofquality control, Japanese concepts of Toyota production system, JIT, 5S and many
more.
Still there is something which is preventing the implementation of quality system in
organisations. Management is not serious, managers are not aware of benefits of
implementing quality system and executives assumes it to be an extra headache.
There are many reasons for this alien attitude. Few may be applicable to only some
organisations, some will not be agreed upon at all by some managers. But there is onemisconception that is widely spread and is preventing the implementation of quality
system in organisations.
Misconception that Quality only involves increase incost
There is no doubt that Quality involves cost and higher quality product means more
cost.
For thisCost-of-quality(COQ) is such a tool which makes quality improvement
justifiable for just about every business organisation, regardless of size, because such
systems do not require a major investment of resources.
COQ systems measure the cost of poor quality in an organisation.
The COQ consist of
1. Prevention costs
2. Appraisal costs3. Internal failure costs

4. External failure costs
The higher the level of quality, the lower the cost of poor quality.
The idea that the failure costs can be reduced through marginal, discretionaryinvestments in prevention and even appraisal activities is largely what makes COQ
accounting so meaningful to an organisation.
Implementing COQ systems is not an easy task. Roadblocks frequently encountered
include:
Management does not allocate sufficient time and resources.
The "softness" of indirect quality cost data makes using those data
controversial.

Lack of training in quality concepts and group facilitation methods makes it
difficult to lead or participate in cross-functional teams.
Quality concepts are often inhibited by financial concepts. For example, quality
concepts are not budgeted, but rather managed and reduced by investing in
prevention activities.
If companies can avoid such hurdles and implement COQ systems, the benefits are
numerous. The advantages of having a COQ system include:
Quality data are more easily accepted because they are gathered and analysed
with the accounting department.
The COQ system aids in the evaluation of capital investment alternatives.
The COQ system helps justify and drive investments in prevention activities,
which lowers quality costs.
The COQ system leads to the development of more advanced performance
measures in the areas of customer satisfaction, production, and design to better
target indirect quality costs.
Return on investment and sales are improved while reducing costs.
Summary
A COQ system is a relevant quality management process that organisations can use to
initiate and sustain their quality improvement efforts. Its success should be judged by
quality costs reductions over time by management's commitment to it and other
quality improvement initiatives.
