    What is the Enhanced Competitiveness of Tajik Agribusiness Project

    (ECTAP)?

     Contribute to economic growth and poverty reduction in Tajikistan

     Enhance the development and competitiveness of selected Tajik agri-food value

    chains

     Livestock and dairy sector is one of the key ECTAP value chains

     ECTAP is funded by the EU and implemented by a team of 15 national and

    international experts

     Project started in November 2014 and will last until May 2019

     ECTAP consists of three closely interlinked components:

    1) Technical Assistance Services all along the value-chain: TA support for

    agricultural extension, machinery services, processing, food quality and

    certification, and marketing

    2) Provision of laboratory equipment (under a separate supply contract)

    3) Investment support: provision of ECTAP credits by EBRD or EBRD PFIs with

    ECTAP investments grants attached

    Result 1: Supporting innovation at farm levels

     Building the knowledge on best international practices in the ECTAP’s selected

    value-chains (beef and dairy, fruit, vegetables and honey)

     Testing new technologies in the field

     Training and capacitating local specialists in the use of these modern

    technologies with a focus on extension services

     Transferring with extension services the know-how on improved farming

    practices to medium and small farmers in partnership with associations of

    farmers or cooperatives

    Result 2: Making innovative agricultural machinery, processing

    equipment, animal and vegetal genetics available for farmers and

    agribusinesses

     Identify and support local and international suppliers of these technologies

    and connect them with Tajik farmers and agribusinesses

     ECTAP already partners with 30 suppliers

     ECTAP offers 231 items suitable for livestock and dairy, in particular 15

    specific agricultural machines for livestock, 18 items for milk processing and 6

    items for genetics of high-productive livestock breeds

    Result 3: Improving the capacity and competitiveness of agro-

    industries linked to the ECTAP selected value-chains

     Support to providers of industrial inputs (pre-farm-gate): in the beef-and-dairy

    sector, the main focus of ECTAP is currently in the animal feed sector, in

    particular through the connection between providers of premixes, of compound

    feed (Kombikorm) and oil-crushing plants providing oilseed cake

     Support to agro-processing companies (post-farm-gates) including dairy

    factories and meat plants

     Identification of professional experts and of resources of technical assistance

    including through the EBRD Assistance to Small Business Programme

    Result 4: Access to investment capital

     Investment support to farmers and agribusinesses that want to invest in new

    machinery / equipment / genetic resources combining EU ECTAP investment

    grants and ECTAP medium-term credits in local currency funded by the EBRD

    provided through selected local Partner Financial Institutions

     Farmers and agribusinesses can apply for an ECTAP loan at MDO Arvand,

    Bank Eskhata and MDO Imon International

     Farmers and agribusinesses purchasing an item in the ECTAP List of Eligible

    Machinery and Equipment (LEME) can benefit from ECTAP grant support.

     The grant to eligible borrowers is 20% of the cost of the equipment/ up to 20% of

    the ECTAP investment credit

     The LEME list can be found at ECTAP website (www.ectap.org) and/or collected

    from financial institution and approved machinery suppliers.

    Result 4: Access to investment capital – lending statistics (11/2017)

     52 Tajik agribusinesses have received an ECTAP loan, additional 9 approved

    loans

     Disbursed loan volume: over 5 million TJS

     136 items have been financed (tractors, equipment, cows, sheep)

    Result 5: Food Safety, food quality control and certification systems

     ECTAP has selected and delivered laboratory equipment to MoA and Tajik Standard

     Currently training laboratory staff to make analysis for raw milk and dairy product

    quality parameters

     Mastitis

     Phosphate tests

     Tests for Listeria monocytogenus and Enterobacteriacea to international best

    practice

     Testing for mycotoxins in animal feed and antibiotics in raw milk

     Support milk producers, processors, abattoirs and dairies to implement quality

    programmes so they comply with international standards, to be competitive on the

    domestic market – reduce import

     Develop programme for national laboratory accreditation (ISO 17025)

    Result 6: Selected Tajik food products are branded and their image

    promoted through a public private partnership

     At this stage, most of the development potential of the beef-and-dairy

    sector is linked to the dynamics of the local market. While the

    potential for exports is limited, there is much room for import-

    substitution

     Currently, a very small share of milk and dairy products consumed in

    Tajikistan comes from local agro-processors with a brand. Most of it is

    supplied through informal channels

     ECTAP works with the recently created National Dairy Association to

    promote the consumption of quality local products with a brand

    Visibility actions: act local…

     ECTAP already provided 8 Day of open Doors in Khatlon, RRP and Sughd

    with support of Government of Tajikistan

    Bringing together farmers, agribusinesses, financial institutions and machinery

    service providers to explain how they can benefit from ECTAP
