Ofc was dispatched to BP on N High St ref a disturbance. Upon arrival Ofc contacted Adam Sharp who told Ofc a man later identified as Dr

Burton attempted to start a fight with him. Ofc then contacted Drew who had red bloodshot eyes, slurred speech, was unsteady on his feet, and had

strong odor of alcoholic beverage on his breath. Ofc asked Drew how much he had had to drink tonight and Drew told Ofc four beers. Ofc then check

Steven Echard Jr. who was with Drew. Ofc found that Steven had an active warrant 11CRI00297 out of Fayette Co CPC for probation violation. O

arrested Steven for the warrant which left no one to care for Drew, so for his safety and the safety of others Ofc placed Drew under arrest for disorde

intox. Ofc transported both Steven and Drew to the Ross Co Jail where Steven was served his copy of the warrant and Drew was issued Cit# 518

charging disorderly intox with a court date of 8-15-14 at 9am. Drew was left in the custody of the Jail staff until sober and Steven was left in the custo

of the jail staff until Fayette Co S.O could transport.

Ofc was dispatched to 93 N. Rose St in ref to a Theft. Upon arrival, Ofc made contact with Thomas Whited. Whited advised he placed three piece

mail in the mail box. He further advised he was told a white male with black hair, wearing a white t-shirt had been in the mail . Whited stated when

checked the box his letter to the Ohio Attorney Generals Office, "The Ohio Victim's of Crime Compensation Program" was missing but the other tw

pieces of mail to the Bradford Exchange were still in the mail box. Whited further advised his 30 days were about to be up to file for the vict

compensation money, which is $2500.00. Whited stated he doesn't understand why the suspect took only one letter. There are no suspects. There w

stole an unknown amount of loose change from his blue 1999 Hyundia (OH-FEY7947). The Hyundia was parked facing E/B, unoccupied in front of h

apartment. The vehicle was not locked. The vehicle is insured by Safe Auto.

Ofc was approached by Peggy Osborne who lives at 17 N. Pohlman Rd. Osborne stated somebody had been inside her green 2006 Hyund

(OH-FSX5480), which was parked in front of her apartment facing E/B, unoccupied and unlocked. Osborne advised nothing was missing from h

ehicle, although the gas tank lid was bent. The vehicle is insured by State Farm.

Ofc will check with SOPTI, to see if their surveillance camera's pick up this area of the street. Nothing further at this time.

Ofc dispatched to the area of 85 River Trace Ln, Walmart, reference marijuana plants growing in Goldie Gunlock Park across from Walmart. Up

arriving, Ofc contacted Pearl Brown who advised he walks the park often and stumbled across several plants growing he believed to be marijuana. Brow

noticed several City of Chillicothe Service Department workers nearby and contacted them, who then contacted this agency when they observed t

plants. Ofc was escorted approx 100 yards south of Walmart through brush and open fields where Ofc located 34 marijuana plants growing in a secti

of a trail that was approx 40 yards. The plants ranged from approx 1 foot tall to approx 5 foot tall. Pictures taken and they were seized as eviden

Ofc placed the plants in evidence to be destroyed. There was no evidence of a suspect observed in the area. No suspects or witnesses. No oth

evidence seen or obtained. Nothing further at this time.

wallet, containing $360.00 in Estep's purse while he was at work, and when he got home the wallet was missing. Estep is Kepler's live in girl friend a

aby's mother. Estep advised she left her purse containing the wallet at home on the bed while she took their kids for a walk and she doesn't know w

happened to the wallet. Kepler advised numerous people come and go from his house and he's not sure who all may have been in the house while he w

gone. There are no witnesses and there was no evidence left behind.

Ofc responded to 805 Adams Ave, ref a possible overdose. Ofc arrived and contacted Jeramy Seward who stated his wife Angela Seward arrived to

house and passed out in the chair and is not responding. Ofc observed Angela was sitting in the chair unconscious. CFD Medic 2 arrived a

administered a dose of Noxolone. Angela woke up and was transported to ARMC for further treatment.

Jeramy was arrested and transported to the RCJ for Chillicothe Municipal Court CAPIAS warrant #CRB1400896 for a probation violation. He w

provided his copy of the warrant and will be held in lieu of bond until his court date of 8/11/14 at 9am.

Ofc responded to Walmart in reference to a theft. Ofc was advised that white male and white female had just stolen items from Walmart and left in

lack car with damage on the driver's side, OH Reg GAC5517. Ofc saw the vehicle traveling N/B on N Bridge St. Ofc initiated a traffic stop.

Ofc contacted the male driver and identified him as Tracy Boldman. Ofc could see a pile of brand new clothing sititng on the back seat of the car,

plain view. Ofc asked Boldman to exit the vehicle. Ofc advised Boldman of his Miranda Rights, which he stated he understood and waived. Boldm

intially denied being at Walmart and stealing anything. Boldman finally admitted to being at Walmart and stealing the clothing items. Boldman sta

that both he and his wife, the passenger Melissa Radcliff, had a serious heroin problem and that contributed to the theft.

Ofc then contacted Radcliff. Radcliff denied any involvement in the theft. OFc confirmed with Don Barton by phone that Radcliff had also selec

items and conceal them in her purse.

Boldman and Radcliff were both placed under arrest for petty theft. A search incident to arrest of Radcliff's purse revealed a hypodermic needle t

had been used. Radcliff denied any knowledge of the needle and stated she did not use heroin.

Boldman stated his wife has a serious heroin problem and used the needle to inject heroin. Ofc transported Radcliff and Boldman to the RCJ wh

they were booked.

Ofc then returned the stolen property to Walmart. While reviewing security footage, Ofc noticed Radcliff entered the store wearing black and wh

shoes but left wearing bright pink shoes. Ofc returned tot he RCJ and and seized the shoes. Ofc questioned Radcliff about the shoes. Radcliff fina

admitted to being at Walmart and stealing the shoes. Radcliff also finally stated that she does in fact have a serious heroin problem and the needle w

hers.

Ofc barred both Boldman and Radcliff from Walmart. All stolen property was returned to Barton. Ofc will be obtaining video and statements fr

Barton at a later time.

Ofc. was dispatched to Menard's in reference to a shop lifter in custody. Upon arrival Ofc. contacted loss prevention employee April Shoemak

Ms. Shoemaker stated a female, later identified as Shyla Tatman, came into the store with a male and female. She stated Ms. Tatman walked to the

area and selected six boxes of Frontline Plus flea control for dogs. Ms. Tatman then walked back to the flooring area where she concealed all six packag

in her black cloth purse. Ms. Tatman walked to the front of the store where she passed all points of sale making no attempt to pay for the concea

merchandise. She then exited the front doors where she was approached by Ms. Shoemaker.

Ofc. contacted Ms. Tatman and advised her of her Miranda Rights to which she stated she understood and waived at this time. Ofc. asked her wh

took place and she gave the same account of the incident as Ms. Shoemaker. She stated her house is infested with fleas and she did not have the money t

purchase Frontline so she stole them. Ofc. placed her under arrest for Theft at this time.

Ms. Shoemaker stated she wanted Ms.Tatman and the other subjects who were with her barred from Menard's properties. Ofc. contacted Dan

Tatman (Shyla's husband), Sissy Schrake (Shyla's daughter), and Ms. Tatman. They were all advised that they are barred from all Menard's properti

and if they were to return they could be arrested for Criminal Trespass. Daniel and Sissy departed the area without further incident.

Ofc. photographed the merchandise, obtained a store receipt, and a written statement from Ms. Shoemaker. All property was left with M

Shoemaker for safekeeping and she stated she would provide Ofc. with video surveillance of the incident as soon as it comes available to her. Ms. Tatm

was transported to the Ross County Jail where she will be held in lieu of bond pending her appearance in court on 8-11-2014 at 9am.

Ofc. was contacted by the Cozy Inn bartender, Mia Hoffmeyer, who wanted someone inside the bar barred. Ofc. followed her into the bar when s

pointed out a subject identified as William Foster. Ofc. contacted Mr. Foster and advised him he is barred from the Cozy Inn and if he were to return

could be arrested for Criminal Trespass. He stated he understood and departed the area without incident.

As Ofc. was exiting the bar, Ofc. observed a subject identified as Michael Owes stumbling around in the middle of the street by himself. Of

contacted him and smelled a strong odor of an alcoholic beverage on or about his person. He also had blood shot glassy eyes and very slurred speec

Ofc. could tell that he was clearly impaired and presented a risk of harm to himself by stumbling around in the street. Mr. Owes stated to Ofc. that
