(b) authorize the Town Board to revise its Sewer Rent schedule for a District during the calendar year, if an emer-gency budgetary matter occurs due to unplanned expenses, passed on from another autho-rized taxing entity during the calendar year or should un-anticipated expenses arise for necessary construction and/or repairs in the District;

(c) provide for an option for an emergency budget hearing in addition to the annual budget hearing for the determination of Sewer Rents schedule; and

(d) if enacted, not take ef-fect until at least forty-five (45) days after its adoption if there is filed with the Town Clerk, a Petition protesting against such Local Law, signed by qualified electors in number equal to at least 10% of the total number of votes cast for governor at the last gubernatorial election in the Town;

WHEREAS, a Resolu-tion was duly adopted on July 15, 2019 by the Town Board of the Town of Milo calling for a public hearing to be held by said town board on August 19, 2019, at 7:00 p.m. at the Milo Town Office, 137 Main Street, Penn Yan, New York, to hear all interested parties on a pro-posed Local Law to revise the process for establishing and imposing Sewer Rents from its present format by the Local Law method to a change in the process to authorize said revi-sion, and said proposed Local Law will authorize the Town Board to revise its Sewer Rent schedule for a District during the calendar year, under cer-tain circumstances, and said Local law would also provide an option to the Town Board for an emergency budget hearing, and
