Welcome to ATMCWelcome to the Australian Technical and Management College (ATMC), an ideal education provider for students seeking an industry relevant curriculum. Australian Technical and Management College (ATMC) is a Registered Training Organisation providing vocational education and training (VET) and ELICOS courses. We meet the Standards for Registered Training Organisations 2015, ESOS National Code Standards and ELICOS National Standards. Generally, vocational education and ELICOS courses at ATMC are a pathway into Higher Education.

ATMC offers a range of Vocational Education and Training (VET) programs in the field of Business, Information Technology, Community Services, Commercial Cookery and Hospitality Management as well as ELICOS (English Language Intensive Courses for Overseas Students) courses. Generally, vocational education and English courses at ATMC are a pathway into Higher Education.

ATMC works in association and has agreement in place with the Federation University Australia, Charles Darwin University and University of the Sunshine Coast, to provide Higher Education programs. These close links between VET, ELICOS and Higher Education ensure that students are being provided with the best possible preparation for their further studies and their chances of success is maximised.

We have a high standard for the provision of international education in Australia. This is demonstrated by highly qualified trainers, a concentration on industry currency and professional

development, as well as a close connection between Vocational Education and Training (VET), ELICOS and Higher Education sectors. ATMC Student Support Services ensure that student welfare is highly regarded and seen as crucial to the success of the individual student.

English assistance is offered at the vocational level and then throughout the students’ higher education studies. This assistance is offered free of charge to all ATMC students.

We also have a well-developed peer support network, focus groups and student mentors that assist students in achieving their educational goals. The learning environment is therefore supportive and encourages independent learning. Assessment practices are continually validated and the diverse needs of students are given high priority.

Our programs are delivered in a personalised learning environment with a student focused approach. Our classrooms are spacious, fully air- conditioned and inviting. They are equipped with technologically up to date learning and teaching equipment and resources. ATMC is dedicated to providing the latest and high quality hardware and software solutions for all our students.

In addition, we provide specialist career services, including career coaching that is delivered by a qualified Careers Counsellor. These services are free to all enrolled ATMC students. The program includes workshops that can assist with identifying career opportunities, resume development and preparing for interviews.

Pre-Departure Information The following list is not exhaustive, however these are some of the items you will need to bring to Australia.• A valid passport • A valid student visa. • All your ATMC enrolment documentation: a. Confirmation of Enrolment (CoE, or eCoE) b. Student Written Agreement c. Letter of Acceptance d. Receipts of payments• Appropriate immunisations and medications from your doctor.• Sufficient funds • Overseas access to your funds.• Appropriate Overseas Student Healthcare Cover (OSHC).• A travel itinerary • Arrangements for airport pick up (if necessary).• Safe and secure accommodation in Australia. You may also request assistance from the admission and marketing officer if needed.• The contact details of ATMC Student Support Administration.• Academic transcripts and qualifications and reference letters.• Personal identification documents.• Medical records and prescriptions if necessary.Remember to keep all your documents secure.

Clothing and seasonal considerationsAustralian students dress informally. In general, comfort is the paramount consideration and you will find that most of your fellow students wear jeans and T-shirts or jumpers on campus. However, some courses at ATMC require students to wear uniforms (you will be informed at the orientation). Summer in Australia is usually from December to February; autumn is from March to May; and winter is from June to August; and finally spring is from September to November. For most of the country the hottest months are January and February. If you arrive in June or July, the coldest months of the Australian year, you may need to bring winter clothes.

Education of accompanying dependentsIf you come to Australia as an overseas student on a student visa, you should be aware that your school-aged dependants who accompany you will be required to be enrolled in either a government or non-government school. You are required to pay full fees for their education throughout the duration of their visas in Australia.

Passport control Australia has implemented a self-service passport control system in Australia’s eight major international airports that can be used by travellers who meet certain eligibility criteria. To find out if

you are eligible to use the SmartGate system, and to find out more about how it works, visit

https://www.homeaffairs.gov.au/trav/ente/goin/arrival/smartgateor-epassport. All other travellers must present their passport and completed Incoming Passenger Card to an ACBPS officer on arrival before collecting their baggage. You can get this card on your flight or at the airport.

Baggage reclaimsAfter completing passport control you should collect your own baggage and ensure it remains with you at all times. You should not allow another travelling companion to take possession of your baggage.

Customs and biosecurityOnce you have your bags, the last step before you can exit the airport is passing through customs and biosecurity. You need to present a number of key documents to the immigration officer. These include all ATMC enrolment documentation:

• Confirmation of Enrolment (CoE, or eCoE)

• Passport

• Letter of offer and acceptance agreement

• Receipts of payments

• Enrolment extension letter (if applicable)

• Accommodation address

There are also a number of restrictions on what goods you can bring into Australia. These include, but not limited to, live plants, live animals, dairy and eggs. If you are caught carrying undeclared, prohibited or

Student Welcome DeskInternational students living or studying in Sydney or Melbourne can visit the Student Welcome Desk at the airport for information and advice about the city.

• At Melbourne Tullamarine airport, the desk is located at the Travellers’ Informations Service on the ground floor of the international arrivals hall in T2. The service desk is open 7am – midnight, seven days a week.

• At Sydney airport, it is located on T1 International in the Arrivals Hall opposite passenger exit A. This service is open from 7am-11am & 6pm-10pm, 7 days a week.

The service can help with:

• general information

• accommodation advice and options

• transport

• phone and internet

• employment, tax and banking

• shopping, dining and entertainment.

• Free welcome packs are also available.

Airport telephonesBoth Melbourne and Sydney international airports provide access to telephones. Machines accept coins and phonecards. Selected telephones also accept credit cards.

If you arrive in Sydney, telephones are located throughout the terminal. At Melbourne Tullamarine airport, telephones are located in T1, T2 and T3.

Alternatively, you can also buy a mobile sim card via some providers conveniently located at the airport such as Optus or Vodafone.

Airport pick-up and transportWe can arrange for you to be picked up from Melbourne Airport (Tullamarine) or Sydney International Airport, regardless of whether you arrive during the day or at night. The current airport pickup fee is AUD $105 (incl. GST), but is subject to change as it is outsourced to another company.

Airport pick-up cannot be guaranteed unless confirmed flight details are received and accommodation is confirmed (if you haven’t yet organised permanent accommodation, please refer to some suggestions for temporary accommodation for you to consider in the section that follows.

To arrange for air-port pickup with ATMC, you need to book with us 2 weeks prior to your departure by completing the air-port pick-up form (available on ATMC website or at the back of this student handbook) and send it via email to [email protected].

From Melbourne airport• Taxi – A taxi to Melbourne City takes approximately 35

minutes and costs around $55–65, though times and fares can vary. Taxis can be caught on the ground floor outside T1, and between T2 and T3.

• SkyBus – The SkyBus operates three services 24/7 to Melbourne City, St Kilda or Frankston. To the city, this journey takes 30–45 minutes. There is a SkyBus booth to assist with tickets and related services on the ground level of T2.

• Public transport – Public buses arrive and depart from Melbourne Airport near the At Terminal T4 Car Park. To travel, you’ll need a myki card. This journey is around 70 minutes.

• Car hire – There’s a great selection of rental car companies available at Melbourne Airport. You’ll find them located across the forecourt from T2.

From Sydney airport• Taxi - You can access taxis and rideshare services

when you arrive. The Sydney CBD is a short, 20 minute ride away and will cost about $45-$55 one way. You’ll find taxi ranks at the front of all terminals - simply follow the signs to the nearest ranks. • Train - Sydney Airport is located just 13 minutes by train from the city. Airport Link offers a fast and convenient way to reach the city and suburbs, with trains running approximately every 10 minutes. The station is located at the northern end of the terminal and accessible from the Arrivals level. To use this service, you will need to purchase an Opal Card from the station, Relay or WH Smith. For more information, including fares, maps, timetable changes and travel planners, choose from the links below.

• Bus services - Sydney Buses operates a timetabled service, Route 400, between Bondi Junction and Burwood. The service stops at both the T1 International and T3 Domestic terminals. You will find clearly marked bus stops located on the arrivals level outside each of these terminals. You’ll need an Opal transport card to use the service. Many bus services operate to and from Sydney Airport and most require pre-booking. Temporary accommodationIf you cannot move into your confirmed accommodation immediately on arrival, you may need to organise temporary accommodation. Here are some suggestions for you to consider.

Currency and BankingCURRENCYThe Australian currency is decimal, with the basic unit of one dollar equivalent to equalling 100 cents. Coins come in $2, $1, 50c, 20c, 10c and 5c units, while notes come in $100, $50, $20, $10 and $5 denominations.

The notes are different colours and increase in size according to value. When shopping, your purchases will be rounded to the nearest 5c.

SETTING UP A BANK ACCOUNTTo open a bank account, you will need:

• your passport (with arrival date stamped by Australian immigration)

• student ID card

• money to deposit into the account (this can be as little as $10)

Anyone who wishes to open a bank account in Australia must show several pieces of personal identification which are allotted a points system. 100 points of identification is required to establish your identity as the person who will be named in the account. Your passport and proof of your arrival date in Australia will be acceptable as 100 points if you open an account within six weeks of arrival in Australia. After this time you will be required to produce additional documentation. As a student you will be able to open an account with special student benefits. Many banks have ‘Student Accounts’ which contain no or minimal fees for transactions that might normally be attached to regular savings accounts. You will also require the student ID card from your institution to prove you are a student and should have access to the benefits offered by a student bank account. situated in the Southern Hemisphere in the southwest Pacific Ocean.

CULTURE AND SOCIETYIn Australia, you may notice some differences in etiquette, lifestyles and values to what you are used to back home. Australians are informal, which can take some adjustment, especially if you are more accustomed to a culture where ritual is important and where levels of status and authority are clearly distinguished and carefully respected. These are not obvious characteristics of Australian culture and you will be expected to be able to accept a wide range of people on an equal basis in informal situations.Adjustment to a new culture and way of life takes time. Allow yourself time to observe those around you and patterns of both verbal and non- verbal communication. Don’t be afraid to ask questions if there are things you don’t understand. This will reduce the chance of confusion or misunderstandings. ATMC offers our students assistance with settling in Australia too.

ADDRESSING PEOPLEAustralians usually have a first or given name and a family name or surname. People of your own age or younger are usually addressed by their first names.

GREETINGSGood morning, good afternoon and good evening are formal greetings. Informal greetings are hello or hi. Please and thank you - say please when requesting something and thank you when anything is provided to you.

Adjusting to Life in AustraliaWhile living and studying abroad may be an exciting adventure, it can also present a range of challenges. Having decided to study and live in Australia you will be undertaking adjustments in many areas of your life including cultural, social and academic. It is also important to remember that while these changes are occurring you will be embarking upon a new course of study (for many of you in a different language) and be away from your usual supports, networks and resources. Adjustment to a new country and culture is a process that occurs gradually and takes time. LISTEN, OBSERVE AND ASK QUESTIONSAdjustment to a new culture and way of life takes time. Allow yourself time to observe those around you and patterns of both verbal and non-verbal communication. Don’t be afraid to ask questions if there are things you do not understand as this will reduce the chance of confusion or misunderstandings.

BECOME INVOLVEDMake an effort to meet people and become involved in groups both on campus and in the wider community. Maintain an attitude of openness to new situations and experiences. Establishing friendships and joining groups is the best way to experience and learn about Australian culture and will certainly mean you have a richer and more enjoyable time here.

TRY TO MAINTAIN A SENSE OF PERSPECTIVEWhen confronted with difficulties remind yourself that living and studying abroad is a challenge and it is normal to feel stressed, overwhelmed and out of your depth at times. Try to recall or make a list of the reasons you initially wanted to study abroad in the first place. Listing positive events or changes within yourself that have occurred since you arrived may also assist with getting things in perspective.

MAINTAIN SOME OF THE ROUTINES AND RITUALS YOU MAY HAVE HAD IN YOUR HOME COUNTRYThis can include small things such as continuing to drink a certain type of coffee or tea or eating specific foods. It may also include maintaining involvement in bigger events such as celebrating a national day in your country of origin with a group of friends or finding a cultural group related to your home country for support.

KEEP LINES OF COMMUNICATION OPEN WITH THOSE AT HOMECommunicating with those at home regularly about your experiences of study and life in Australia, through emails, telephones and letters, is vital. Not only does it help to keep you connected with important social supports, it also assists your friends and family to understand your experiences which will smooth the transition when you return home.

Accommodation There are a number of accommodation options available for students to choose from accommodation in Melbourne/Sydney.Share House accommodation is very popular with international students. SHARED HOUSEThe most popular type of off-campus accommodation is sharing a house or unit with other students. Students do their own cooking and share the cost of household expenses. The cost for a single room is approximately A$75-A$150 per week. Living expenses including food, water and electricity are additional to this. Most share houses are unfurnished.

TOWNHOUSES AND HOME UNITSAre generally larger than flats and contain two to three bedrooms. They are particularly suitable for families and often have a small garden area. They range in price from A$250 – A$400 per week.

HOUSESConsist of a lounge and/or dining room, bathroom, toilet, kitchen, laundry and two to four bedrooms. If you are planning to rent a whole house, you should be prepared to pay somewhere in the vicinity of A$300 - A$500 per week (approximately A$75 - A$125 per bedroom). Water Safety Students are reminded about dangers associated with water environments. OVERSEAS STUDENT HEALTH COVER (OSHC) Australia has a special system of health cover for international students called Overseas Student Health Cover (OSHC). You will need to buy OSHC before you come to Australia to cover you from when you arrive. ATTENDING AN AUSTRALIAN HOSPITAL Few private hospitals have emergency departments, so, in an emergency, most Australians rely on the public hospital system. If you attend an Emergency Department in a hospital you will be attended to immediately by a triage nurse for information about you, your cover, and your current health condition. The triage nurse will determine the urgency of your condition in comparison to others in need in the emergency room and it is likely that you will remain at the emergency room for several hours. Whether you are seen immediately by a doctor, or have to wait, it is customary to keep you in the emergency room for several hours to monitor your condition before releasing you to go home, or admitting you to hospital in more severe cases. There are extensive waiting times for elective surgeries at public hospitals, e.g. for orthopaedic surgery. Private hospitals are very expensive for treatment and hospitalisation. Your OSHC will cover some of the cost of some private hospitals but you will have to pay the difference. Your health insurance (OSHC) covers the total cost of accommodation in a shared ward of a public hospital. It also pays for the ‘schedule fee’ for the doctor but you will have to pay the difference if the doctor’s fee is higher than the ‘schedule fee’.

GENERAL PRACTITIONERS (GPS)In Australia you do not have to go to a hospital to see a doctor. Orientation ProgramOur orientation program covers all the information you need to get you started. The program includes inducting you to the ATMC and your course.Some of the activities you will cover include but is not limited to watching a power point presentation (outlining policies and procedures, student’s rights and responsibilities), selection of time table and signing your training plan.It is compulsory that you attend the orientation program otherwise you may miss out on information that affects your study. It is also a good way to familiarise yourself with your campus and make friends. Student Code of ConductThe code of behaviour is designed to give every student a clear view of what they can expect

from ATMC and other students so that all members of our community can benefit from a collaborative supportive environment. In this environment students can then benefit from the training and teaching and support that ATMC provides.

There are consequences for non-compliance with the Student Code of Behaviour including immediate suspension in the case of severe breaches and/or behaviour that may be constructed as threatening to the safety of the student, other students or any person on the ATMC premises. The College has a Complaints and Appeals procedure to provide students with a fair and equitable process for resolving any disputes or complaints they may have.

The Student Code of Conduct applies to all students of the College community, across all courses, sites, campuses and modes of delivery.

A STUDENT BREACH OF CONDUCT occurs when a student behaves in a manner described below:

• Assaults, attempts to assault or threatens a person on the college premises.

• Acts contrary to Equal Opportunity practices of the college which is committed to the prevention and elimination of discrimination on the grounds of:

• Age;

• Impairment;

• Industrial activity;

o Lawful sexual activity;

o Marital status;

o Physical features;

o Political belief or activity;

o Pregnancy;

o Race;

o Religious belief or activity;

o Sex;

o Status as a parent or a carer;

o Personal association (whether as a relative or otherwise) with a person who is identified by reference to any of the above attributes.

• Disobeys or disregards any lawful direction given by an officer of the college.

• Acts dishonestly or unfairly in connection with an examination, test, assignment or other means of assessment conducted by the college.

• Deliberately obstructs any teaching activity, examination or meeting of the college.

• Engages in any conduct or activity prejudicial to the management and good governance of the campus.

• Deliberately obstructs or attempts to deter any officer or employee of the college in the performance of their duties.

• Wilfully damages or wrongfully deals with any college property.

• Fails to comply with WH&S regulations or wilfully places another person in a position of risk or danger

• Fails to consistently and regularly attend scheduled classes and activities.

• Constantly interrupts class time through the use or presence of mobile phones and pagers

• Uses abusive language.

• Fails to attend meetings called to discuss academic or course progress.

• Fails to carry out actions or engage in activities agreed with the college to maintain course or academic progress.

• Fails to formally notify the college of any prolonged absence, change of address and contact details or of any withdrawal from enrolment.

• A student is only allowed to defer commencement or suspend studies of a course on medical grounds (with a doctor’s certificate) or other exceptional compassionate circumstances.

Your time at ATMCAccess to Student RecordsStudents can access personal information held by ATMC and may request corrections to information that is incorrect or out of date. Apply in writing to the ATMC VET Administration Staff/ email [email protected] if you wish to view your own records. The VET Administration staff will then arrange suitable time for student to access and view their personal records within 10 working days of request being received/ at a mutually suitable time. Access will only be granted once a student can confirm their identification.

ATMC Student Email AccountCorrespondence from ATMC is sent to your ATMC student email account. Correspondence sent may include information on your academic progress in your ATMC program.

It is your responsibility to regularly check your ATMC student email account. It is recommended that you check your account at least two times a week. Failure to check your account may result in you not receiving correspondence that may affect the status of your student visa.

If you have difficulties in accessing your student email accounts please ask a staff member in the Student Administration office at your teaching location for assistance.

Access and Equity PolicyATMC has an Access and Equity Policy. This document is available on request. It is the responsibility of all staff to ensure the requirements of the access and equity policy are met at all times.

• Where a student defers commencement, or suspends studies on any other grounds, ATMC will report the student to the Department of Home Affairs, as not complying with visa conditions.

• ATMC keeps records of students including each student’s personal details, contact details including current residential address as supplied by the student and the following:

• Copies of application forms

• Copies of any written agreements (Letter of Offer and Acceptance Agreement) between ATMC and the student.

• The amount of tuition fees that the student has paid.

• Whether the amount paid was for the full course or part of the course and the duration of such.

• Any amounts that have become payable to ATMC by the student for the course and have not been paid.

• Any other correspondences between ATMC and the student.

Refunds PolicyThe College guarantees to complete the training and/or assessment once the student has commenced study in their chosen qualification or course. Protection of tuition fees paid in advance by student visa holders is undertaken in accordance with ESOS requirements and the Tuition Protection Service Framework.

ATMC’s Refund Policy observes the principles outlined in the Education Services for Overseas Students Act 2000 (ESOS Act) and The National Code 2018 and applies to all new and re-enrolling students unless otherwise stated. This policy establishes the criteria for granting refunds for paid course fees and applies equally to commencing and continuing students.

1. Any refund requests for visa refusal/ other refund requests must be made in writing by submitting a completed ATMC Refund Application Form in person to ATMC reception or by email to [email protected]. The Refund Application Form is available at ATMC/ for download from the ATMC website. The student must attach any evidence or documentation relevant to the refund application. All approved claims for refund are paid within 4 weeks of receiving the written claim to the student or a person authorised by the student. Whether you are entitled to a refund or not, you will receive written notification of the outcome within 20 working days of receipt of the refund application which will include an explanation of how the refund was calculated. Within 20 working days of receipt of the refund application (for refunds that relate to provider default referred below), the refund will be paid to you or another person you nominate in writing. If a credit card is used to make payment(s), ATMC will refund the amount on to the credit card used for the payment(s). Where an application is withdrawn or cancelled, notification by submitting “Cancellation Form” must be provided. For refund calculations, other than a student visa refusal, the refund is based on the commencement date of the first eCoE for that particular visa application, OR the commencement date of the CoE for which a visa is granted. In the instance that an eCOE was not issued, the refund will be based on the commencement date of the first Letter of Offer (LOF). Any deferred or subsequent COEs or LOFs will not be considered for the purposes of calculating a refund. Before a refund can be processed, the funds covering the tuition fee must be available to the ATMC, i.e. cheques and drafts cleared and telegraphic transfers received.

2. In the unlikely event that ATMC defaults by failing to start the course or the course ceases to be provided after it starts, you will be notified of the default in writing within three business days of the default occurring. You will be offered a refund of all the unspent tuition fees and if you accept the refund will be paid to you within 14 working days from the day the default occurred (provider default). Alternatively, ATMC may offer you enrolment in another course, for which you must meet all the entry requirements, at no extra cost. You have the right to choose whether you would prefer a refund of unspent tuition fees, or to accept a

place in another course. If you choose placement in another course, we will ask you to sign a document to indicate that you accept the placement. Where ATMC is unable to meet its obligations of providing you with a refund or an alternate course you will benefit from the Tuition Protection Services (TPS), which is an initiative of the Australian Government to assist international students whose providers are unable to fully deliver their course of study. The TPS will contact you and place you in a suitable alternative course at another education provider at no extra cost. If there are no suitable alternative courses or offers, you may apply for a refund of the amount of any unspent tuition fees. 3. Fees not listed in this refund section are not refundable. Prior to your enrolment, fees may be altered without notice. Once you have completed enrolment, fees will not be subject to change for the normal duration of the course. If a course length is extended and agreed to by the student, then any additional fee to be paid prior to the extension of the course.

4. All required fees and charges must be paid prior to course commencement unless a “Payment Schedule Agreement“ is arranged with ATMC. Non-payment could lead to your exclusion from class and you may be subject to ATMC’s cancellation process for non-payment of course money. Student tuition fees are safeguarded by insurance and assurance schemes mandated by Australian Legislation.

5. Tuition fees are incurred when each study period for the course commences. ATMC may offer installment payments on the basis that the payments will be made on the scheduled dates. If you are in breach of your payment schedule agreement, ATMC has the right to cancel the agreement and request the entire payment for fees owed. ATMC’s cancellation process will also take effect as this is a breach of the Written Agreement and ATMC’s Code of Behaviour for students.

6. ATMC has the right under the ESOS Act to refuse to provide you with a course if you directly or indirectly fail to pay an amount you owe the provider to undertake the course.

7. If you are enrolled and obtained permission to transfer to another course within ATMC, all unspent tuition fees paid will be credited to the new course.

8. Prior to commencing a course with ATMC, you must pay the total of the minimum payment stated in their Student Written Agreement and any outstanding debts (if any). Please note, payment of fees made by personal or company cheques are not considered paid until the funds have been officially cleared by ATMC’s bank (this could take up to 3- 5 working days).

9. Payment will only be allocated for the material and equipment fee after the full payment of tuition fees for the first study period have been paid.

10. Payment made towards Overseas Student Healthcare Cover (OSHC) is subject to the OSHC provider’s refund policy and procedures.

11. There will be no tuition fee reduction/exemption granted for students who complete a unit of competency/qualification earlier than the proposed end date.

12. ATMC reserves the right to amend these terms and conditions at any time to ensure compliance with applicable

State and Federal laws and/or to amend the non-refundable Enrolment Fee.

Your time at ATMCCourse DeliveryTraining for VET courses will be delivered, among others, including via trainer led classroom delivery, workshops, performances, field trips, tutorials, supervised study and work experience. Integrated delivery of some units may also occur.

Course AssessmentASSESSMENT REQUIREMENTSIn general terms assessments for VET courses during training will include:

• Observation of performance in class and training

• Case studies / Projects / Presentations / Role plays/ Oral Tests

• Written tests/ work

Students will be given advance warning of the time and form of any assessment. Student will be given 3 assessment attempts for each unit of competency during their study period. In other words, they will be given an opportunity for 2 re-assessments for any competencies not achieved on the first attempt. If they are still deemed not yet competent after 3 attempts during the study period, they will need to pay for a re-assessment fee. If they are deemed not yet competent after 3 assessment attempts and their study period has ended, the students will need to repeat the unit and pay for a repeat unit fee. Students who are dissatisfied with their assessment outcome may apply for reassessment by contacting their trainer or assessor. Information on the internal appeals process from the Complaints and Appeals Policy and Procedure are made available to the students.

ASSESSMENT RESUBMISSIONVET students who have applied themselves (attending class etc) and are deemed Not Yet Competent on their first assessment submission are provided with two more opportunities to resubmit their work for reassessment. If a student is a no show and does not attend the course then they are not eligible for re-assessment. After the third

attempts during the study period, the students have to repeat the unit and a repeat unit fee will apply.

Resubmissions must be completed within two weeks of being notified of the result/ at the time agreed with the relevant assessor.

Resubmissions can only be graded Competent or Not Yet Competent. Participants deemed Not Yet Competent after the end of study period are required to re-enrol into the unit of competency if they wish to reattempt (fees apply). For more information see the Assessment Policy and Procedure.

Pathways to Further StudyGraduates of ATMC courses may seek credits to the relevant degree programs in Australian Universities. There is no guaranteed entry into University programs. Students may receive credits for degree courses with Federation University Australia/ Charles Darwin University or University of the Sunshine Coast.

Recognition of Prior LearningStudents who believe they already have some of the competencies in the course may apply for Recognition of Prior Learning (RPL). Application may only be made after enrolment and payment of fees, and must be made using the RPL Application Form that will be provided upon request.

Recognition of Other Qualifications / Credit transferRegistered Training Organisations and TAFE Colleges must recognise the qualifications and statements of attainment issued by any other Registered Training organisations.

This means that you may be eligible for credit towards courses conducted by other Registered Training Organisations and TAFE Colleges based on what you achieve with ATMC. Students who have completed units from their course at other institutions will be given recognition/ credit transfer by ATMC on presentation of a verified transcript and Award or Statement of Attainment.

Academic Progress Requirements at ATMCA further condition of your student visa is that you maintain satisfactory academic progress. At ATMC, unsatisfactory course progress is defined as not successfully completing or demonstrating competency in at least 50% of the course requirements in a study period. If you are identified as not making satisfactory course progress in a second consecutive compulsory study period in a course, ATMC will notify you of our intention to report you to the Department of Education for unsatisfactory course progress. If you do not maintain satisfactory academic progress, the College is required to notify the Department of Education/Department of Home Affairs. This may result in your visa being cancelled and you may be required to report to a Department of Home Affairs officer, who will decide whether or not you will be allowed to remain in Australia and to continue your studies. If you are permitted to continue your studies, you will be required to participate in an intervention strategy meeting, which is intended to identify issues which have led to your lack of satisfactory academic progress and to propose actions to remedy them. This will be arranged with the Skills Department Head/ Course Coordinators.

Deferment, Suspension and CancellationStudents may apply for deferment or suspension of their studies if they have good reason for doing so (compassionate or compelling circumstances). ATMC may choose to grant or decline any student’s request for deferment or suspension of studies, in accordance with the Deferment, Suspension and Cancellation Policy and Procedure. Students will need to complete and sign a relevant form. Relevant forms can be accessed from ATMC website/ the College campuses. For continuing students, the relevant form and its supporting evidence will need be submitted to the Skills Department/ by email to [email protected]. The application will be processed within 10 working days from the date the College receives the form and its relevant supporting documents. Upon cancellation of enrolment by an international student, ATMC will advise the Department of Education and Department of Home Affairs through PRISMS. This may result in the cancellation of the student’s current visa. Misbehaviour by a student may also result in their enrolment with ATMC being suspended or cancelled for breaching the Student Code of Conduct.

Transfer Between Registered Providers ATMC assesses requests from students for a transfer between registered providers prior to the student completing six months of the principal course of study in accordance with ATMC’s Transfer Between Registered Providers Policy and Procedure.

ATMC will not knowingly enrol the student wishing to transfer from another registered provider’s course prior to the student completing six months of his or her principal course of study except where: except in limited circumstances as outlined in ATMC’s Transfer Between Registered Providers Policy and Procedure.

Plagiarism and CheatingATMC regards plagiarism and cheating as using material, in contravention of the assessment rules, to gain unfair advantage and claiming another’s work as one’s own and is an extremely serious academic offence. The penalties associated with plagiarism and cheating are severe and extend from cancelling all marks for the specific assessment item or for the entire unit through to exclusion from your course.

The penalty will depend on the severity of the plagiarism and cheating, whether the student is a repeat offender, whether there is evidence of deliberate deceit and whether another student has been coerced into participating in the plagiarism and cheating. If there is a breach of the rules students will need to discuss with the Skills Department Head/ delegate to avoid any kind of disciplinary action. The College reserves the right to terminate a student for serious breaches of the regulations as set out in the Student Code of Conduct.

Information Disclosed to Commonwealth and State Agencies and AuthoritiesATMC maintains the privacy of personal information provided by students. The information collected for the purpose disclosed at the time of collection will not be used for any other purpose without first obtaining consent from the students unless authorised or required by law.

Personal information is collected solely for the purpose of operating as a Registered Training Organisation under the Standards for RTOs 2015and the ESOS Act. ATMC is registered under the Australian Skills and Quality Authority.

Information is collected on this form and during your enrolment in order to meet our obligations under the ESOS Act and the National Code of Practice for Providers of Education and Training to Overseas Students 2018 (the National Code 2018) to ensure your compliance with the conditions of your visa and your obligations under Australian immigration laws generally. The authority to collect this information is contained in the Education Services for Overseas Students Act 2000, the Education Services for Overseas Students Regulations 2001 and the National Code 2018. Information collected about you on this form and during your enrolment can be provided, in certain circumstances, to the Australian Government and designated authorities and, if relevant, the Tuition Protection Service, the ESOS Assurance Fund Manager in accordance with the Privacy Act 1988. In other instances, information collected on this form during your enrolment can be disclosed without your consent where authorized or required by law.

The requirements of the registering authority may mean the release of your personal information for the purposes of audit or for collection of data by Commonwealth and State Government departments and agencies and the Secretary of the Tuition Protection Service.

Informing Department of Education/Department of Home AffairsATMC will notify the Department of Education through PRISMS within 30 days:

• Prescribed information about an accepted student who does not commence on the nominated date

• Termination of studies by an accepted student before completion of the course.

• Changes to identity or duration of any accepted student’s course.

• ATMC will notify the Department of Education/ Department of Home Affairs of any breaches by an accepted student of a student visa condition related to unsatisfactory academic performance as soon as practicable.

ATMC will report

• students who withdraw from a course, or

• cancellation of student’s enrolment (See Deferment, Suspension and Cancellation Policy and Procedure and Complaints and Appeals Policy and Procedure).

If a student fails more than 50% of units in two consecutive study periods then the College must notify the student in writing of its intention to report the student for not achieving satisfactory academic progress.

Complaints and Appeals ProcedureStudents with a grievance are encouraged to discuss any problems initially with the relevant Student Contact Officer who will help to informally solve the problems. Students who are not satisfied with the outcome of the informal process, or, who want to register a formal complaint may do so. To register a formal complaint a student must complete the student complaints and appeals form and lodge with the Skills Department. The VET Administration staff will arrange a meeting at a time convenient to both the complainant and the Skills Department Head. For students in Sydney campus, the meeting will be done through a web-based meeting application such as Skype/ GoToMeeting. This meeting must be scheduled within 10 working days of

receipt of the completed complaint form. At this meeting the complaint can be raised and a resolution attempted. Customer complaints are to be taken seriously by all staff. We will act upon the subject of any complaint found to be substantiated. Appeals must be lodged within 20 working days of the appealable decision, and are to be re-validated by the Skills Department Head. If the complaint is not resolved internally, the student will be informed of their access to an independent body external to ATMC to hear the complaint or appeal. Students will be referred to the Overseas Students Ombudsman. There is no cost for this referral. More details can be found from the Complaints and Appeals Policy and Procedure.

Student FeedbackAt ATMC, we believe in quality continuous improvement. This can only be achieved with the help of our clients and students. As such, throughout your course you will receive a student feedback form from us. The purpose of this form is to obtain your opinion on your training and other student services so far. This gives you, and ATMC an opportunity to fine tune the course to ensure all needs and requests are being met.

On the odd occasion, you may also receive a random telephone call by a staff member of ATMC, to ask you a few quality related questions regarding your last training session.

We encourage people to be as honest as possible during all feedback forums so that we can make your training experience first-rate.

Support servicesACADEMIC OR PERSONAL SUPPORTAt ATMC we are dedicated to providing all our students with the very best support services, so that they have a successful academic and personal experience.

In addition to the normal support services, international students are provided with a range of specialist services such as assistance with resume-writing and looking for part-time work. Students have access to welfare-related support services to assist with issues that may arise during their study, including program progress, attendance requirements and accommodation. These services are made available to all ATMC students.

We understand you may need additional help. You may ask questions of the trainers/ assessors in class. In some cases, you will be asked to make an appointment. You may also ask for support from ATMC VET staff for any personal or academic problems that may arise.

COUNSELLING SERVICE ATMC has a designated Student Support Officer to provide a basic counselling service to all students. This service provides assistance to students experiencing difficulties in any aspect of their lives, including issues of academic or personal nature. ATMC can also refer students to external Counselling Services for various issues; the referral of these available services is at no additional cost and will be dealt with on a case by case basis.

STUDENT ID CARDAn ATMC ID Card is issued to each student within 10 working days of the enrolment.

Students can collect their Student ID Card from the reception of your campus.

Your ID card is very important and students are supposed to carry it at all times when they are on campus. The ID card lets them borrow books from the library, attend examinations etc.

LIBRARY SERVICEATMC has Library Service at its Melbourne and Sydney campus has a Library Service as well.

ATMC has a well-equipped library on campus to provide staff and students with a high level of support to the teaching and learning programs of the College. This facility is complemented by a comprehensive collection of

resources held by the ATMC Library, which is available to all enrolled ATMC students and staff.

In addition to the book collection, students have access to a wide range of electronic and multimedia materials and global information through the Internet. Our friendly administration staff ensures that students are given a level of guidance and support to enable them to gain valuable experience from this resource.

SOCIAL ACTIVITIES PROGRAMSAn ongoing social activities program runs throughout the year and provides opportunities for students to enjoy a range of activities outside study. We have many activities available including regular student parties, sporting events, film screenings, and BBQ and visits to interesting places. EMERGENCY PROCEDURESStudents should note the location of fire extinguishers, fire alarms and emergency exit routes. Plans showing emergency exit routes and meeting points are posted throughout the respective campus. Please take the time to familiarise yourself with these so that if there is ever an emergency you will know what to do.

AUSTRALIAN LAWS PROTECT INTERNATIONAL STUDENTSAs a student on a student visa, you benefit from Australian laws that ensure high standards of education, facilities and support services while you are in Australia. You also have rights to information about your course and the institution you wish to study with before and during your enrolment. The Education Services for Overseas Students (ESOS) framework offers you financial protection in case your education institution does not deliver what it has promised you.

Before you begin your studiesCHOOSING A COURSE TO STUDY As an international student, you can only study a course with an education institution listed on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS). All institutions registered on CRICOS have met the quality standards set out in Australian law, which ensures you receive the best possible education services.

CRICOS is a good place to start when you want to find a course or education institution to study with, and can be found at http://cricos.education.gov.au.

USING AN EDUCATION AGENTInternational students do not have to use an education agent. You can enrol directly with an Australian education institution. Information about what education institutions offer is usually on their websites.

If you want to use an education agent, it’s best to pick one used by the institution you want to study at. You can find a list of education agents on the institution’s website.

The law requires institutions to use only education agents that act honestly and with integrity. Agents must give you accurate advice about the courses on offer, including entry requirements, and information about living in Australia. You should still be careful and alert when dealing with agents to ensure you enrol in a course that is suitable for you and will help you achieve your learning goals.

Education agents cannot give you information on visa and immigration matters – only migration agents can do this. You can find out more about using migration agents at the Department of Home Affairs’s website at https://www.homeaffairs.gov.au/trav/visa/usin

If you think your education agent might be behaving dishonestly or unethically, you should stop using them immediately and contact your education institution directly.

WRITTEN AGREEMENTS OR CONTRACTS BETWEEN THE STUDENT AND INSTITUTIONUnder Australian law an education institution must have a written agreement with you outlining the services they will provide, all the fees you are required to pay, and conditions for refunds of money you pay for the course.

The written agreement is a legal contract. You should read it carefully and make sure you fully understand what it says before signing it. You and your education institution must follow whatever is set out in the written agreement once you have accepted it, so you should keep a copy of it. Should you ever make a complaint about your institution, you will need to refer to your written agreement. YOUR RIGHTS BEFORE YOU ENROLEven before you enrol with an education institution, under Australian law you have the right to:

• receive current and accurate information about the courses, entry requirements, all fees and modes of study from your institution and your institution’s agent before you enrol

• sign a written agreement with your institution before or at the time you pay fees. You do not have to pay the institution any money or fees until you accept the agreement

• seek a refund in certain situations for course money you have paid. Information about refund arrangements must be included in your written agreement

• get the education you paid for. The law includes tuition protections that will allow you to be placed in another course or receive a refund if your institution is unable to teach your course (known as a provider default), visit https://tps.gov.au/ for more information

• access complaints and appeals processes

• request to transfer to another institution and have that request assessed by your institution.

PAYING YOUR TUITION FEES From 14 December 2015, changes to Australian law give international students more choice about how they pay their fees. Previously you could not pay more than 50 per cent of your fees before you started a course. Now you can choose to pay more than 50 per cent of your tuition fees before you start. For example, you or the person who is paying your fees may decide this is a good idea if the Australian dollar exchange rates mean you will save money by paying more of your fees early.

Your education institution may ask you if you would like to pay more than 50 per cent of your fees before you start your course. This is your choice. Your institution cannot require you to pay more, unless you are doing a short course of 25 weeks or less. If your course is longer than 25 weeks, you cannot be asked to pay more than 50 per cent of your tuition fees before you start.

Your institution may wish to organise a payment plan so you can start regularly paying the rest of your tuition fees once you start the course. Your written agreement should include an itemised list of all the fees you will be charged for your course, including your tuition fees and how they will be paid, and refund arrangements.

What happens if you can’t start the course because your visa is refused?

DURING YOUR STUDIESSupport services for you in Australia

Under Australian law your education institution must offer you support services to help you adjust to study and life in Australia, achieve your learning goals and maintain satisfactory progress in your learning. This support is available because we recognise that Australia may be a new environment for students, with different laws, culture and customs. Your education institution must give you advice on:

• support and welfare services available at the institution

• legal services

• emergency and health services

• facilities and resources

• complaints and appeals processes

• any student visa condition that relates to the course you are studying.

Many education institutions also offer career advice services. You should ask them whether they can help advise you on working and careers.

Your responsibilities as an international student in AustraliaYOUR STUDENT VISAAs an international student on a student visa, you must:

• comply with your student visa conditions

• ensure you have and continue to maintain your Overseas Student Health Cover (OSHC) for as long as you stay in Australia on a student visa

• tell your institution if you change your address or other contact details

• meet the terms of your written agreement with your education institution

• maintain satisfactory course progress and attendance.

Using ghost writing services, asking someone to take an exam in your place, or any other kind of academic misconduct will result in serious action being taken against you. Your enrolment or student visa could be affected, or cancelled altogether.

If you are struggling with your studies, it’s best to ask your institution what support services they can offer you.

Your consumer rights and protectionsPROTECTING YOUR TUITION FEESAustralia is widely recognised as a world leader in protecting the tuition fees of international students through its Tuition Protection Service (TPS). The TPS assists international students whose education institutions are unable to fully deliver their course of study, and ensures that international students are able to either:

• complete their studies in another course or with another education institution, or

• receive a refund of their unspent tuition fees.

In the unlikely event your education institution is unable to deliver a course you have paid for, they have obligations to offer you an alternative course or, if you do not accept the alternative course, pay you a refund of your unspent prepaid tuition fees. If your institution is unable to meet these obligations for some reason, the TPS will assist you in finding an alternative course or getting a refund if a suitable alternative is not found.

WORKING IN AUSTRALIAAustralian workplace laws provide basic protection and entitlements for all workers in Australia, including workers from overseas. International students have the same entitlements to minimum wages and conditions as Australian workers, as well as superannuation, workers’ compensation and work safety protection under Australian workplace and taxation laws. Minimum wages and employment conditions for different occupations or industries, known as industrial awards, are set out by Fair Work Australia and are available online atwww.fairwork.gov.au/awards-and-agreements

Australian laws also protect you from being discriminated against at work, for example because of your race or your visa status. This could happen when you are applying for a job, about to begin a job, or at any time during your employment. If you feel you are being unfairly treated by your employer, you can contact the Fair Work Ombudsman (www.fairwork.gov.au) for free advice and complaints assessments. You can also call 13 13 94 from 8am – 5.30pm Monday to Friday inside Australia (except public holidays).

The Fair Work Ombudsman is an independent legal agency that provides information and assistance for workers and employers to ensure they comply with Australian workplace laws. Seeking assistance to resolve a workplace issue will not automatically affect your student visa.

You are limited to 40 hours of work per fortnight when your course is in session, and unlimited hours in out of session periods. This is to ensure you are mainly focused on your studies. Your time at ATMCCHANGING EDUCATION INSTITUTIONS OR COURSESIf you are not satisfied with the course you are doing and wish to transfer to another education institution, before you make the decision to enrol with another institution you should be aware that there are rules about what you can or cannot do.

If you haven’t completed six months of your principal course (the main course of study you are undertaking), Australian legislation says that you can only change institutions if:

• your original institution can no longer provide the course you enrolled in, or

• you have a letter from your original institution saying they will release you, or

• you have a government sponsor and that sponsor writes a letter saying they support your change of course.

• In other words, you will usually need your institution’s permission if you want to transfer before you have completed six months of your principal course.

Your original institution can only provide a letter of release if:

• you have a letter from another institution saying they have made you an enrolment offer

• where you are under 18, you have the support of your parent or legal guardian, or the institution wishing to enrol you says they will take responsibility for your welfare.

You should read and understand your institution’s transfer policy, as it should clearly state the reasons that you may or may not be granted a transfer. Your education institution must assess or consider your request to transfer against this policy.

If you are not satisfied with your institution’s decision, you can appeal through their internal appeals and complaints handling process. If you are not satisfied with the outcome of that internal appeal process, your options are outlined in the section below, Making complaints and getting help.

If you are thinking about changing your course, you need to ensure that you continue to meet the conditions of your student visa. Making complaints and getting helpIf you have a complaint about your institution, you should talk to them first. Your education institution must have complaints and appeals processes in place to help students resolve their issues.

If you cannot resolve your complaint with an institution, there are other actions you can take. You will need to find out whether your institution is a private or government type by searching them and looking at the Institution type field on the CRICOS website at http://cricos.education.gov.au/Institution/InstitutionSearch.aspx

If your institution is a private (non-government) organisation, you can take your complaint to the Overseas Students Ombudsman (OSO). Refer to the Overseas Students Ombudsman website at www.oso.gov.au for more information about how the OSO can assist help students, or call 1300 362 072.

If you are studying with a government education institution, which includes most universities and TAFEs, the external appeal body will most likely be the ombudsman for the state or Commonwealth. Your education institution can give you the best information about the appropriate external appeals process for their institution.
