BE IT ORDAINED BY THE COUNCIL OF THE VILLAGE OF SOUTH BLOOMFIELD, PICKAWAY COUNTY, STATE OF OHIO, THAT:

SECTION 1. The Village is authorized by statute to employ l~gal counsel as its Village Solicitor.

SECTION 2. James K. Hill, Attorney at Law, 209 East Main Street, Circleville, Ohio 43113, has agreed to serve as Village Solicitor commencing January 1, 1990 and ending December 31, 1990.

SECTION 3. The Mayor be and hereby is authorized to enter into a contract for James K. Hill, Attorney at Law to serve the Village as Solicitor at the rate of $60.00 per hour, excluding time for travel to and from Council Meetings.

SECTION 4. The services of solicitor will include representing the Village in or out of court, relative to transactions, affairs and functions of the Village, except the prosecution of criminal or traffic cases before the Mayor's Court or Municipal Court. The Village will also reimburse the solicitor for filing and or recording fees.

SECTION 5. The Village will comply to all terms in the agreement from the solicitor.

SECTION 6. This Ordinance shall take effect and be in force at the earliest time allowed by law.

LEGAL SERVICE AGREEMENT

The undersigned, James K. Hill, Attorney at Law,

Circleville, Ohio, does hereby agree to represent the Village

of Sou_th Bloomfield as its Village Solicitor in any and all

legal matters that arise during the term of this Agreement

from January 1, 1991 through December 31, 1991, for an hourly

rate of Sixty Dollars ($60.00) per hour .

(psi) be retained to do sampling and testing of the subsurface materials and rpovide observations of the groundwater conditions on the sitei to depths that would significantly affect or be affected by the foundation; identification of the physical and engineering characteristics of subsurface materials encountered during the sampling and testing; recommendations of the type or types of foundations which would be suitable for the proposed wastewater facilities project and provision of data for use in foundation design and construction.

SE~TION 2. Mayor for the Village of South Bloomfield be authorized to sign and enter into agreement with Professional Service Industries, Inc. (psi) for the Village of South Bloomfield.

SECTION 3. Costs for services shall be approximately $9,815.50, as per estimate provided to Council~

SECTION 4. This Ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health and safety of said Village and s~all take effect at the earliest time allowed by law.
