Remarks: Guinea is marked by economic and social difficulties and ranked 156th out of 169 countries on the 2010 Human Development Index. Between 2006 and 2010, the average annual growth rate of gross domestic product was approximately 2.2 per cent, while the annual population growth rate was estimated at 3.1 per cent. The poverty rate climbed from 53 per cent in 2008 to just over 58 per cent in 2011. An analysis of regional disparities shows that the three

poorest quintiles (approximately 60 per cent of the population) have a much lower quality of life than the other two quintiles.

The fall in foreign aid, mainly owing to the political instability of recent years, and the inequitable distribution of available resources, have led to a decline in the delivery of and access to basic social services for the poorest populations, especially those in rural areas, worsening the child well-being indicators.

In terms of the supply and demand of services, the worsening situation of children and women is the result of (a) underinvestment in basic social services, which deepens disparities; (b) inadequate facilities that do not provide quality services; and (c) social norms, behaviours and family practices. These factors, together with outdated and unreliable data, undermine child survival and growth, and help to keep child and mother well-being high.

The Government of Guinea submitted its initial report to the Committee on the Rights of the Child in 1999; its second report, submitted in 2008, will not be discussed until June 2012, highlighting the ineffective follow-up to the Committee’s recommendations.

The country is engaged in and has reached the completion point of the Highly Indebted Poor Countries Initiative; that achievement and the investments expected in the mining sector represent potential sources of financial resources for the Government.

Despite being rich in mineral resources, and endowed with a good education system and efficient civil service, Ghana fell victim to political instability, corruption and mismanagement soon after independence in 1957. In 1966 its first president and pan-African hero, Kwame Nkrumah, was deposed in a coup, heralding years of mostly military rule. In 1981 Flight Lieutenant Jerry Rawlings staged his second coup, after which the country began to move towards economic stability and democracy. Ghana is now noted for more than twenty years good governance, open democracy, including press freedom.

A well-administered country by regional standards, Ghana is often seen as a model for political and economic stability and reform in Africa. Ghana has a high-profile peacekeeping role; troops have been deployed in Ivory Coast, Liberia, Sierra Leone, Sudan and DR Congo.

Cocoa exports are an essential part of the economy; Ghana is the world's second-largest producer behind her neighboring country Ivory Coast. Ghana is also Africa's biggest gold miner after South Africa. At a growth rate of 14.4% in 2011, Ghana is one of the world’s fastest growing economies, and newest oil producer, encouraging expectations of a major economic boost.

UNICEF has been working with the Government and other development partners to improve child survival, water and sanitation systems, enhance access to quality education and expand HIV prevention, strengthen social policy and social protection systems, ensure the implementation of child protection and support capacity development for policy formulation, budgeting, M&E. Remarks: With a population of approximately two million inhabitants, The Gambia is one of Africa's smallest countries and unlike many of its West African neighbors it has enjoyed long spells of stability since independence, despite several bloodless coups d’état.

Stability has not translated into prosperity though. Despite the presence of the Gambia River,

The country has few natural resources (but is seen as an important transit point for drug smugglers) and consequently, relies on foreign aid to fill gaps in its balance of payments. Current government wants to turn The Gambia into an oil-producing state.

Remarks: Equatorial Guinea, a small country of less than one million people has been one of the fastest growing economies in the world since the production of oil began in the 1990s. Equatorial Guinea continues to face major governance challenges and high income inequality. There is a quasi inexistent national statistical system resulting in spotty, outdated, unreliable and not disaggregated data Child poverty and vulnerability rates are shockingly high. Limited basic service delivery and low utilization rates of services explain some of the key causes of high child and maternal mortality rates, child malnutrition, and elevated school dropout rates. HIV/AIDS is of high prevalence.

UNICEF with other UN agencies and WHO in particular have been working closely with the Government and have provided continuous support to activities aimed at advancing child survival in the country. Remarks: For more than three decades after its independence, Cote d’Ivoire was well-known for its rapid and sound economic growth built around social cohesion, respect for its ethnic diversity and an open coexistence amongst various religious groups. This longstanding model of socio-economic

stability slipped into an internal strife following the military coup of December 1999. Since then, peace deals have followed each other with little results until a comprehensive political accord was reached in 2007 which paved the way for the presidential election of October 2010. The refusal of the outgoing president to abide to the victory of his political opponent led to post-electoral conflict which claimed over three thousand lives. This violent stalemate ended with the intervention of the United Nations which forcefully instated the winner of an electoral process which was conducted in full respect of democratic principles. Today, the country is rebuilding its infrastructures, revamping its social services, taking stock of its economic potential, using its well educated work force and capitalizing on the strong support of the international community and the private sector to reduce the poverty gap, mitigate the social consequences of the conflict, and regain its leadership role in the West Africa sub-region – both politically and economically.

However, almost 18 months after the end of the violent conflict, slow progress on security sector reform, national reconciliation, DDR, transitional justice, fight against impunity, public governance and suitable investments in social services (to name a few obstacles) has led to increased frustration amongst the population and a rise of insecurity fueled by an uncontrolled circulation of small arms and light weapons. The difficulty met by the Government to curtail these problems and accelerate much needed reforms (security, land ownership, community cohesion…) has allowed a simmering crisis of protection which affects women and children in general and, registered refugees (87,000) and IDPs (47,000) in particular.

It is against this promising yet complex and fragile post-conflict situation that UNICEF strives to work with other UN agencies to assist the government and help civil society organization take stock of the return of peace to “build back better” – particularly for the most vulnerable – and increase quality access in education, protection, health and nutrition, WASH within the broader framework of social protection.

Despite oil extraction, 47 percent of the population in Congo lives in poverty. Wide geographic, gender, economic and ethnic disparities are observed across the country in both access and utilization of basic social services especially for children.

Improvements in results for children therefore depend almost entirely on domestic policy choices, financing decisions and institutional capacity. Social policy is the cornerstone of UNICEF programme in Congo. Over the past few years, UNICEF is supporting policy analysis and policy dialogue with the Government to chart a way forward for the use of fiscal space for better child sensitive budgeting and the financing of the social sectors, while also building a stronger social protection system especially for the most vulnerable and marginalized population in an environment with some governance issues.
