USPS Offers National Contract forEnergy-Efficient Lighting

Environmental Management Policy (EMP),Engineering, Headquarters, has made it very easy andcost-effective to purchase energy-efficient lighting. Asa result of a national solicitation, National LightingMaintenance Supply of Zelienople, PA, has beenchosen as the supplier of energy-efficient lighting prod-ucts (Contract Number: 412735-98-H-0702). By usingthe order form on pages 3–4, postmasters, plantmanagers, and anyone involved in the purchase oflighting are able to purchase energy-saving lightingand fixtures that save money initially because of theirreduced price, and also over the life of the product dueto reduced energy bills. Additionally, the contract allowsfor recycling of fluorescent bulbs (Item R1) where re-cycling programs have not been implemented. Savingenergy is good for business and good for the environ-ment. Temporary service company contractors (e.g., Manpow-er, Kelly) are intended to provide short-term support services(e.g., custodial, secretarial, and administrative services).When emergent support services are required, the contrac-tor must provide certification to the contracting officer, COR,or a designee, that the contractor’s employee has met thebasic security clearance requirements. If the contractor’semployee requires a higher-level security clearance, thecontractor’s employee may work for 2 weeks under the basicclearance, pending approval of the higher clearance.

223, Directives and Forms Catalog, November 1997:

For PS 1412-A, Daily Financial Report, the correct unit ofissue is PD. There are 100 sheets in each pad.

In addition, special care should be taken when orderingthe following forms:

� PS 1813, Late Leaving and Returning Report — FirstCarrier Delivery Trip (pad/100), unit of issue is PD.There are 100 sheets in each pad.

ALL OFFICES WITH CITY MOTORIZED, RURAL, OR HIGHWAY CONTRACT BOX DELIVERY ROUTES

Mailbox Improvement Week, May 18 −23Each year, the Postal Service designates the third full

week of May to encourage customers on city motorized, ru-ral, or highway contract box delivery routes to examine and,where necessary, improve the appearance of their mail-boxes. Neat, attractive mailboxes make a significant con-tribution to the appearance of the countryside and to streetsin suburban areas. Mailbox Improvement Week, May 18−23,calls attention to the need for providing mailboxes that are:

1. Designed to protect the mail from weather.

2. Safe to use.

3. Conveniently located.

4. Neat in appearance.

Mailboxes that meet these four important requirementshelp delivery and collection operations, and improve serviceto the entire route. There are two approved styles of curbsidemailboxes: (1) traditional design in three standard sizes (seeExhibit A); and (2) contemporary design, also in three sizes(see Exhibit B).

Notice 209, Mailbox Improvement Week (August1994)(NSN 7610-03-000-9145), can be requisitioned fromthe material distribution center by submitting Form 7380,MDC Supply Requisition. Postmasters should send thenotice to all rural and highway contract box delivery routecustomers the week before Mailbox Improvement Week toalert them of the event.

City Motorized, Rural, and Highway Contract BoxDelivery Routes

Customers must use only approved traditional or con-temporary curbside mailboxes for new installations or re-placements. However, customers may use custom-builtcurbside mailboxes if the local postmaster gives prior ap-proval and the mailbox conforms generally to the same re-quirements as approved manufactured curbside mailboxes,relative to the flag, size, strength, and quality of construction.Carriers on motorized city routes may continue to serve mail-boxes designed primarily for use by customers receivingdoor delivery, which have been erected and served underprevious regulations (see Exhibit C). However, carriersshould advise customers they may use only approved curb-side mailboxes when replacing these types of mailboxes. Alist of approved manufacturers of traditional curbside mail-boxes appears in Postal Bulletin 21918 (4-25-97) and is up-dated in this Postal Bulletin.

For motorized city routes, and where the use of streetnames and house numbers are authorized on rural and high-way contract box delivery routes, the mailbox must displaythe number on the side of single mailboxes or on the door ofgrouped mailboxes. If the mailbox is on a street other thanthe one on which the customer resides, the street name andhouse number must be on the mailbox. When rural and high-way contract box delivery route customers have assignedbox numbers, the numbers must appear on the side of singlemailboxes or on the door of grouped mailboxes, visible to theapproaching carrier. The street number, box number, and/orany other address information must be inscribed in contrast-ing color in neat letters and numerals not less than one inchin height. In all instances, placing the owner’s name on thebox is optional.

Motorized city, rural, and highway contract box deliveryroute customers should be encouraged to group mailboxeswhenever practical, especially where many mailboxes arelocated at or near crossroads, service turnouts, or similarlocations. Customers should also paint mailboxes andsupports/posts and keep them rust-free. Advertising on mail-boxes and supports/posts is prohibited.

In areas where snow removal is a problem, the PostalService suggests using a semi-arch or extended arm-typesupport (see Exhibit D), which allows snowplows to sweepnear or under mailboxes without damaging supports andeasy access to the mailboxes by carriers and customers.

Generally, customers should install mailboxes with thebottom of the mailbox at a vertical height of between 3 1/2 to4 feet from the road surface. However, because of varyingroad and curb conditions and other factors, the PostalService recommends that customers contact the postmasteror carrier before erecting or replacing mailboxes andsupports.

Location

Customers must place mailboxes on motorized city, rural,and highway contract routes so a carrier can safely and con-veniently serve them without leaving his or her vehicle. Themailboxes must be on the right-hand side of the road in thecarrier’s travel direction in all cases where traffic conditionsmake it dangerous for the carrier to drive to the left to reachthe mailboxes, or where doing so would constitute a violationof traffic laws and regulations (Postal Operations Manual632.6 exempts apartment houses or other multiple dwellingsfrom this rule). On new rural and highway contract box deliv-ery routes, all mailboxes must be on the right hand side of theroad in the direction of the route line of travel. Mailbox place-ment must conform with state laws and highway regulations.City motorized, rural, and highway contract box deliveryroute carriers are subject to the same traffic laws and regula-tions as other motorists. Customers must remove obstruc-tions, including vehicles, trash cans, and snow, that impedeefficient delivery. Except when a mailbox is temporarilyblocked, carriers must have access to the mailbox withoutleaving the vehicle unless authorized to dismount.

Mailbox Supports

Posts and other supports for curbside mailboxes areowned and controlled by customers who are responsible forseeing that posts are neat and adequate in strength and size.Customers should be discouraged from using massive mail-box supports that, when struck, could damage vehicles andcause injury. Heavy metal posts, concrete posts, and miscel-laneous items of farm equipment, such as milk cans filledwith concrete, are examples of potentially dangerous sup-ports. The ideal support is an assembly that bends or fallsaway when struck by a vehicle. Post or support designs maynot represent effigies or caricatures that disparage or ridi-cule any person. Customers may attach the box to a fixed ormovable arm. ROM 632.5 specifies postal regulations re-garding construction and placement of mailboxes and sup-ports on motorized city, rural, and highway contract boxdelivery routes.

The Federal Highway Administration (FHWA) has deter-mined that mailbox supports no larger than 4 inches by 4inches, or a 2-inch diameter standard steel or aluminumpipe, buried no more than 24 inches, should safely breakaway if struck by a vehicle. The mailbox must also be secure-ly attached to its post to prevent separation if struck. SeeExhibits E and F (on page 15) for examples of mailboxmountings and supports suggested by the FHWA.

CBUs and All-Weather Parcel Lockers

During Mailbox Improvement Week, postmasters, man-agers, or their designees must also review cluster box units(CBUs) and all-weather parcel lockers in their delivery areasto identify any hazards or irregularities and record the resultsof the review. Form 8143, Equipment Checklist and FollowupReview (see Exhibit G on page 19), is the suggested formatto use in conducting and recording the reviews. Form 8143 isonly available in this bulletin and must be reproduced locally.Employees conducting the reviews must complete Form1624, Delivery/Collection Equipment Work Request (NSN7530-01-000-9392), for any equipment that poses a safetyhazard to postal customers or employees. Use Form 7380,Supply Center Requisition, to requisition Form 1624 from thematerial distribution centers.

Equipment Review Procedure

Employees should use the CBU and parcel locker equip-ment checklist and follow-up review procedure when ex-amining the condition of CBUs and parcel lockers. Theyshould:

1. List the unit location, type, and manufacturer in the left-hand column (list serial number where available).

2. Assign each checklist item one of the following ratings:

� OK — Equipment does not need attention for thisitem.

� X — Equipment needs attention for this item.

� NA — Item does not apply to this particular pieceof equipment.

3. When examining the equipment, use the instructionsbelow to complete Form 8143:

a. Check equipment. It should be straight, vertical,and firmly mounted. Attempt to shake the unit; itshould hardly move. If equipment is not firmlymounted, note whether it is the connection atground level that is loose or the connection be-tween the pedestal and customer compartmentthat needs attention.

b. Check visible welds. Make note of cracked, broken,or rusted welds. Tap the pedestal with a plastichammer, especially along the seams, to check forcorrosion from the inside out or perforatedcorrosion.

c. Observe whether the carrier access door is lockedand secure. Open it and observe whether it isbowed or warped and that the door and locking baroperate smoothly. With the carrier access dooropen, check whether restraining devices preventthe door from blowing closed. These devices,which may have to be set manually, should beserviceable.

d. Ensure that the arrow lock operates smoothly andthat the mounting screws are tight. The cover thatprotects the arrow lock from customer tamperingmust be serviceable and firmly attached.

e. Ensure that all customer access doors are present,closed, and locked with no visible damage or signsof forced entry. Check that customer door numbersare readable.

f. Ensure that the exterior surface of the unit is freefrom rust and graffiti.

g. Examine the unit. Check it for defects or damageand whether it reflects a proper Postal Serviceimage.

h. Check whether the unit and/or any protecting struc-ture appear watertight and in good repair. Check tosee if there are any noticeable watermarks insidethe unit or any wet mail.

i. Note any other conditions that require attention.

4. Record the results of the inspection on the checklist.

5. Submit the completed Form 1624 for each unit re-viewed to the maintenance office responsible for CBUinstallation and/or repair in the area.

Carriers must note equipment deficiencies and reportthem to the postmaster, supervisor, or designee. The post-master or designee must then submit Form 1624 reportingthe equipment defects. In addition, carriers should completeForm 1767, Report of Hazard, Unsafe Condition, or Practice(NSN 7530-01-000-9422), for items that pose an immediatethreat to safety, such as an improperly secured or leaningCBU. The postmaster or supervisor must immediately notifyby telephone the office responsible for repair of reportedhazards. The postmaster or supervisor must follow up to en-sure that the work is satisfactorily completed and docu-mented. The office responsible for repair should use its localbuying authority to accomplish the repairs.

Some states have enacted laws that are more stringentand specific about the type of mailbox that may be used, thepost or support that must be used to mount the mailbox, andthe location of the delivery equipment. Regulations and rec-ommendations published in this notice may not reflect ap-propriate requirements for your area. When providingguidance to the general public concerning mailbox place-ment and replacement, in addition to postal regulations, ad-vise them of any mailbox regulations known to you that havebeen enacted by state or local authorities.

News Release

MAILBOX IMPROVEMENT WEEK ARRIVES IN TIME FOR SPRING CLEANING

The U.S. Postal Service is asking all (city name)homeowners to inspect and repair their mailboxes duringMailbox Improvement Week, May 18-23, says Postmaster(full name).

“Repairing suburban and rural mailboxes improves theappearance of our community and makes delivering andreceiving mail safer for our carriers and customers,”(last name) says.

The Postal Service makes this yearly request because ofthe wear and tear that occur to mailboxes every year.(If applicable) This is especially important after the effects oflast winter, (he/she adds).

Some of the typical activities that may need to be takeninclude:

� Replacing loose hinges on mailbox door.

� Repainting a mailbox that may have rusted orstarted peeling.

deleted as a result of the expiration of the Experimental First-Class and Priority Mail Small Parcel Test on April 28, 1998.This is in accordance with terms of the test established by thePostal Rate Commission and approved by the Governors ofthe Postal Service and the decision of the Postal Service notto file a request with the Postal Rate Commission to establishpermanent rate classifications and discounts. The four-centper piece discount available to participants of the test will notbe offered after April 28, 1998. Mechanical Postage Meter DecertificationThe Postal Service began the gradual process of remov-

ing all mechanical, manually set postage meters fromservice on June 1, 1996. This action generated a demand forinformation from our customers as well as Postal employeesas to why this action was necessary, which meters wereaffected, and what the withdrawal schedule would be. InOctober 1997, a complete informational package that pro-vided answers to each of these questions was sent by theU.S. Postal Service to all known mechanical meter custom-ers. However, as more customers were affected by the with-drawal schedule, more questions were raised. It is extremelyimportant that all affected customers have the correctanswers to all of their questions so that they can make re-sponsible, informed decisions regarding the replacement oftheir mechanical, manually set meters.

The items in the package sent included a multi-colored,tri-fold brochure that identified the affected meter modelfamilies by manufacturer, the critical dates for the phase-outprocess, a letter of explanation to the customer from Meter-ing Technology Management, and a “critical facts” sheet.The items are included here for you to distribute to all of yourknown mechanical meter customers as well as Postal em-ployees. Please reproduce and distribute at all relevantcustomer contact opportunities and post on your employeeinformation bulletin boards.

What’s Behind the Phase Out...Just as the office equipment industry has evolved over the past decade, therehave also been significant advances in postage meter technology resulting in theimmediate availability of electronic and digital postage meters. This newtechnology is much more reliable, simplifies the payment and collection ofpostage, and it supports the Postal Service’s requirements to enhance security of

postage metering devices. The driving force behind the phase out of mechanical postage metersis the Postal Service’s motivation to enhance the security of postal revenue and to providecustomers with significantly improved features and benefits. Electronic and electronic digitalmeters are much more secure than mechanical meters; and they offer additional benefits such aspostage accounting, remote resetting, interfaces with electronic scales and much more. Thesefeatures help to explain why over half of all meter users have already switched to electronicsystems. The Postal Service appreciates your cooperation in replacing your mechanical postagemeter with an electronic or digital meter at your earliest convenience. The meter manufacturersalso wish to make this a smooth transition, so it benefits you to contact your supplier as soon aspossible.

What This Means to You...A mechanical postage meter is distinguished from an electronic system by thetype of meter register. Mechanical meters have mechanical register displays, thatis, the ascending and descending dials move by mechanical means. Electronicmeters have registers with digital displays controlled by computer chips ormicroprocessors. Although the Postal Service encourages customers upgrading

their equipment to select a meter that can be remotely set (CMRS), this is not a distinguishingcharacteristic. Some mechanical meters can be remotely set, while some electronic are manuallyset. The model numbers listed here are themeters that must be converted. Theconversion dates are based on the type ofmeter or meter use, and the associatedschedule for withdrawal is shown on the nextpage.

Mechanical Meter Phase Out Program...On May 17, 1996, the USPS officially announced the need to have all postage meter manufacturersupgrade the level of technology offered to postal customers. This may affect you because it meansthat all mechanical postage meters will be removed from use over a scheduled period of time. Thismove is intended to reduce postage revenue losses because it has been determined thatmechanical meters are more susceptible to misuse than electronic and digital postage meters.

All mechanical meters are subject to removal by the end of March 1999. This removal process,called decertification, will be phased dependent on the application, mail volume, and postage metermodel. The affected postage meter models and the schedule for their removal are identified herein.

We request that you contact your existing meter manufacturer so that you can begin exploring theoptions best suited to your needs. Check your yellow pages under “Office Equipment” or “MailingEquipment Services” to find the local office of your meter manufacturer.

A. Securities, currency, or precious metals in their raw, unmanufacturedstate are prohibited. Official shipments are exempt from this restriction.

B. Form 2976-A is required for all mail weighing 16 ounces or more.Exceptions: Prepaid mail from contractors addressed to a militaryorganization for official use need not bear a customs declaration, but mustbe endorsed “Contents for Official Use-Exempt from CustomsRequirement.” Official mail from government agencies does not require acustoms declaration or exemption endorsement. Known Mailers may useeither Form 2976-A on each item or Form 2976 (or facsimile) with a mailmanifest in conjunction with a packing list. Form 2976 must state “packinglist enclosed.” The packing list must include a description of the items, thedollar values of the items, and the complete address including the PSC boxnumber and APO/FPO ZIP Code of the addressee, the date of mailing, theinsurance registry number, if applicable, and the serial number of any itemover $25 in value and any electrical item over $15 in value. The packing listshould be enclosed in the parcel or attached to the outside of the parcel. Themail manifest which itemizes all parcels that a Known Mailer deposits will begiven to Postal Official at Business Mail Acceptance Unit. Form 2976 may beused if the mailer does not wish to list the contents on the wrapper or in anycase if the value exceeds $400. Affix only the upper portion of the label onthe package. A completed Form 2976-A (listing the contents and value in USdollars) must be enclosed in the package.

B1. Form 2976 or 2976-A is required. Articles are liable for customs dutyand/or purchase tax unless they are bona fide gifts intended for use bymilitary personnel or their dependents. When the contents of a parcel meetthese requirements, the mailer must endorse the customs form, “Certified tobe a bona fide gift, personal effects, or items for personal use of militarypersonnel and dependents,” under the heading, Description of Contents.Exceptions: All other exceptions listed in restriction B above are applicableto this restriction.

How to Order the First Day of Issue Postmark

Customers have 30 days to obtain the first day of issuepostmark by mail. They may purchase the new stamps attheir local post offices, affix the stamps to envelopes of theirchoice, address the envelopes (to themselves or others),and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the PostalService will return the envelopes through the mail. There isno charge for the postmark. All orders must be postmarkedby June 29, 1998.

Stamp Fulfillment Services also offers first day covers fornew stamp issues and postal stationery items postmarkedwith the official first day of issue cancellation. Each item hasan individual catalog number and is offered in the quarterly


USA Philatelic catalog. Customers may request a free cata-log by writing to:

First day covers remain on sale for at least one year afterthe stamps’ issuance.

Distribution

Stamp distribution offices (SDOs) and stamp distributionnetworks (SDNs) will receive two distributions of this souve-nir sheet of 15 stamps. The first distribution of approximatelyone-half the standard automatic distribution for sheetstamps will be completed by April 17, 1998. Distributions arerounded up to the nearest master carton size (750 individual-ly packaged souvenir sheets = 11,250 stamps). SDOs andSDNs will make a subsequent automatic distribution to postoffices for one-half of their standard automatic distributionquantities using Form 3309, Advice of Shipment/StampInvoice, or Form 17, Stamp Requisition. SDOs and SDNsmust not distribute stamps to post offices before May 19,1998.

The second distribution, also approximately one-half thestandard automatic distribution for sheet stamps, will becompleted by May 22, 1998. Again, distribution quantitiesare rounded up to the nearest master carton size (750 indi-vidually packaged souvenir sheets = 11,250 stamps).

Philatelic Requirement

SDOs and SDNs will not receive a separate quantity ofthis souvenir sheet for their authorized Philatelic Centers.The Philatelic Centers must be supplied their quantitiesfrom the initial standard automatic distribution made to theSDOs and SDNs.

Additional Supply

Post offices requiring additional souvenir sheets mustrequisition them from their designated SDO or SDN, using aForm 17. SDOs requiring additional souvenir sheets mustorder them from the appropriate Accountable Paper Deposi-tory (APD), using a separate Form 17. All accountable paperdepositories (APDs) will receive 66,000 souvenir sheets forfilling supplemental orders. The Kansas City and DullesSDNs will receive 1,838,250 and 198,000 additional souve-nir sheets, respectively, for filling supplemental orders.

Sales Policy

All post offices must acquire and maintain a supply ofeach new Celebrate The Century (CTC) souvenir sheet. AllCelebrate The Century souvenir sheet issues will remain onsale at post offices for the life of the Celebrate The Centuryprogram. If supplies run low, post offices must reorder addi-tional quantities using their normal ordering procedures.Other Celebrate The Century souvenir sheets now availablefor reordering: CTC (1900), item 5537; and CTC (1910),item 5538. Sales for all Celebrate The Century stampsheets must be recorded in AIC 085.


Cinco de Mayo Promotional CampaignTo support the April 16 issuance of the Cinco de Mayo

stamp, field kits containing 100 “take-one” brochures andone easel card will be distributed to all post offices in the fol-lowing states: Arizona, California, Colorado, Florida, Illinois,New Jersey, New Mexico, New York, Pennsylvania, Texas,and the District of Columbia.

All post offices not listed requiring “take-one” brochuresand easel cards can order them by calling the Supply Centerat 1-800-654-1905. Kits will be available from April 20through May 8, 1998. Each brochure contains a photographof the Cinco de Mayo stamp along with a series of productsfeaturing the stamp art.



Pictorial Cancellations Announcement 98-8As a community service, the Postal Service offers picto-

rial cancellations to commemorate local events celebratedin communities throughout the nation. A list of events forwhich pictorial cancellations are authorized appears below.If available, the sponsor of the pictorial cancellation appearsin italics under the date. Also provided, as space permits,are illustrations of those cancellations that were reproduc-ible and available at press time.

People attending these local events may obtain the can-cellation in person at the temporary post office station estab-lished there. Those who cannot attend the event, but whowish to obtain the cancellation, may submit a mail order re-quest. Pictorial cancellations are available only for the datesindicated, and requests must be postmarked no later than 30days following the requested pictorial cancellation date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail postage(32 cents per envelope or 20 cents per postcard). Items sub-

mitted for cancellation may not include postage issued afterthe date of the requested cancellation. Such items will be re-turned unserviced.

Customers wishing to obtain a cancellation should affixstamps to any envelope or postcard of their choice, addressthe envelope or postcard to themselves or others, insert acard of postcard thickness in envelopes for sturdiness, andtuck in the flap. Place the envelope or postcard in a largerenvelope and address it to: PICTORIAL CANCELLATIONS,followed by the NAME OF THE STATION, ADDRESS, CITY,STATE, ZIP + 4 CODE, exactly as listed below (using all cap-itals and no punctuation, except the hyphen in the ZIP + 4code).

After applying the pictorial cancellation, the Postal Ser-vice returns the envelope or postcard through the mail. Cus-tomers who want their serviced item returned under pro-tected cover should include a larger, stamped, self-ad-dressed envelope.

Postal EmployeesSafe Driver Awards

The National Safety Council (NSC) Safe Driver AwardRules, revised in March 1994, streamlined the proceduresfor Safe Driver Award Review Committees and for record-keeping and provided a simplified ordering process. Districtand area offices received copies of the booklet. Additionalcopies may be obtained from the NSC.

The most significant change involved the elimination ofan NSC form (V 11-P) previously used to submit the namesand records of drivers eligible for awards to the NSC foraward processing. Under the current rules, participating of-fices maintain a roster sheet to track award eligibility.

The procedures are the same as specified in the March1994 revision. Place orders for the Safe Driver Award pinsand wallet cards either by telephone or by submitting an or-der form to the NSC. The Postal Service has an exclusivetoll-free number, 1-800-SAFE-643. Place orders Mondaythrough Friday between 8 a.m. and 5:45 p.m., Central time.

Postal drivers achieving 20, 25, 30, 35, 40, or 45 years ofsafe driving are eligible to receive the NSC’s personalized

Expert Driver Award. Postal drivers who attain 30 years, or 1million miles, of safe driving may be nominated for the MillionMile Club Award. To ensure correct spelling of personalizedawards, submit written order forms to:

RetailNew FIRSTCLASS PHONECARD � Inventory for Retail and Vending Locations

New FIRSTCLASS PHONECARD inventory is beingshipped between April 17–27 to all retail units and vendinglocations selling FIRSTCLASS PHONECARDs.

The new cards, which now include the logo of our newservice provider, SMARTALK Teleservices, Inc., will featurenew stamp images, lower rates, and new features.

No FIRSTCLASS PHONECARDs with the AmericanExpress Telecom, Inc. logo on them can be sold afterMay 16.

It is important to return all of these old FIRSTCLASSPHONECARDs, and to separate the active from the inactivecards. The Postal Service will receive a credit for the cost ofall activated cards that are unsold.

Retail units and vending locations must perform the fol-lowing actions concerning phonecards:

SMARTALK Teleservices, Inc., Cards

� Upon receipt of the new cards, begin to sell themimmediately. Vending sites must remember to activatebatch cards and insert new display facsimiles prior tosale in PCM-1625B machines.

� Immediately upon receipt, put up new FIRSTCLASSPHONECARD Point of Purchase material.

American Express Telecom, Inc., Cards

� Remove all existing FIRSTCLASS PHONECARDswith the American Express Telecom, Inc. logo (bluebox) from retail drawers, vending machines, andstorage.

� Separate any activated (batch or otherwise) frominactive cards.

� Complete the appropriate Certification of InventoryReturn sheets which were enclosed with new cardshipments or which are on pages 83–85 for eitheractivated or Inactive cards.

� Send all activated cards with the AETI blue boxlogo (full batches and loose cards) by RegisteredMail to:
