Introduction Assembly Resolution 38/12, Appendix D, identifies the scope of
ICAO training activities: Assist Member States in achieving and maintaining competency of
aviation personnel through the ICAO Aviation Training Programme.
Establishment of GAT Office effective 1 January 2014 (EB 2013/54)
GAT Office Responsibility: “planning, management, and coordination of ICAO aviation training
activities to ensure the efficient, effective, and harmonized implementation of the ICAO Civil Aviation Training Policy.’’
