Overview:

“Livelihood Development for the Disadvantaged Sections of the Society at Sagar Island” under Integrated Coastal Zone

Management Project was started in September 2012 to uplift the economic status & the quality of life of the poorest people of Sagar

Island. The basic objective of the initiative was sustainable livelihood enhancement of the poor people and also to assure that the

beneficiaries will have a decent standard of life, gain some status in society, some dignity and meaning in life through improved

access to financial and selected basic social services.

‘Paribesh Unnayan Parishad’ (PUPA) was dedicated to uplift the quality of life and livelihood of poor, vulnerable and downtrodden

people of the Dhaspara Sumatinagar- 1 GP, Sagar Island. DS-1 GP is constituted of 6 villages, viz., Dhaspara, Mahendragaunj,

Nagendragaunj, Gobindapur, Debimathurapur and Kaylapara. During 1st year, PUPA covered 3 villages consisting of 8 sansads (As

per new breakup at the time of last Panchayet Election) focused on the overall strengthening of selected SHGs for which a

comprehensive training on group dynamics, accounts & group management including handholding support was provided. We also

introduced the planning method of the Income generation activities (IGAs) and sensitization programme on the issues of IGAs of

selected SHGs. Considering the fact that Infra-structure development of the local area is the first step to improve the quality of life of

the coastal community in general, we initiated need-based Entry Point activities (EPAs) implemented by SHGs with active

participation of the Community members.

Following is a Table (Table 1) showing the demographic pattern at six Villages, DS-1 GP, updated during our house to house surveys.

During this survey period, we are also able to identify the poor and poorest families for upliftment support, given in the Table – 2

below.

Table – 2 : Identified Poor households after PRA exercise

During Participatory Rural Appraisal (PRA) exercise, PUPA conducted 34 Para meetings with a participatory approach to understand the scenario as per indicators identified for the DS-1 GP. The basic indicators were:

1. Number of family members 2. Source of income 3. House condition 4. Area of land 5. Physically challenged members

As a result of the PRA exercise, it was identified that households 656 (HHs) are very poor and 1693 HHs are poor in targeted GP. As per follow-up plan, PUPA is trying to include the identified poor and very poor households in the covered groups and trying to involve them into economic activity for the sustainability of their livelihood.

The entire 1st year (Sept, 2012-August 13) of the ICZMP programme, PUPA focused on capacity building on SHGs members. During the first quarter of the 2nd year, PUPA focused to finalize the community contracts of IEPs and EPAs as per guideline by SPMU and also covered new 7 sanasds. In the early period of 2nd year, PUPA organized a gram panchayet level meeting with the newly elected panchayet members and members of Panchayet samity, Zilla parishad to discuss the objectives and methodologies of the livelihood project and also organized sansad level meetings in new sansads to discuss the ICZM project

objective and action plan in upcoming period. During this time PUPA managed to run five trainings for the SHG members to enhance their skills on group management, business development plan and Betel vine farming.

Key activities during project period

1. Completed contract of 61 IGAs of 61 SHGs

- The basic objective of the project is to enhance the livelihood of the poorest people. So it was very important to sensitize the

groups on Income enhance plan and process. During this time, PUPA achieved to finalize 61 IEPs of 61 SHGs including 17

group businesses. SHG members had prepared various business plans with active support of PUPA staff, like Betel vine

cultivation, fishery, integrated farming, poultry, grocery, cloth store, paddle van, power tillers, paddy husking machine, sugar

cane cultivation, Sugarcane juice, vegetable garden, vegetable shop, tea stall, fish shop, meat shop, fast-food shop

(Televaja), vermin-composting, beauty parlor, book stall, Magic van, furniture, fertilizer shop, hardware shop, pillar making,

rice selling, stationery shop etc.

2. Completed 30 Agreement of EPAs

- Entry Point activity is an important step as per project stipulation and

infrastructure development of the local area to improve the quality of life of the

coastal community. PUPA achieved to complete 30 agreement of EPA of

15 sansads of DS-1 GP including 11 tube wells with elevated platforms and 19

new Brick Roads (Double brick flat) with active support of 30 SHGs.

3. SHG based training

Organized training on group dynamics, leadership, administration and

accounts related issues. Some of the activities taken up for training were, how to

conduct a general meeting, importance of attendance in meeting, conducting

emergency meeting & annual meeting, book keeping, savings in financial

institution, etc and introduction of economic activities for their sustainability.

The major objectives of this training was to enable the participants to have

clear understanding on different aspects of the programme and functioning of self

help groups and also to enhance the facilitation skill of the facilitators

in promoting and nurturing groups.

‘Training of Trainers’ on Business Development Plan was

organized for the SHG members in new targeted sansads during 2nd year in

December 2013. In all, there were 25 participants in this program

including some SHG members. The basic objective of the training was to

facilitate the participants to have clear understanding and develop their skills on Business Development planning process and

preparation of Business development plan.

4. Quick rating and hand holding training

- During the 2nd year, PUPA achieved to reach 152 SHGs of DS-1 GP. Quick rating is a method to measure the strength of the

groups. 4 indicators (meeting, attendance, savings and loan repayment) were applied for review the status of groups. On the

basis of quick rating, we tried to know the strengths, weaknesses, opportunities and threats of the groups (SWOT analysis).

According to the identified weaknesses, we gave them support to the SHGs for their capacity building on group management

and account related issues.

- Present status of the groups:

As per project need, it’s very important to build up the capacity of the SHG members on SHG management, micro business plan and

others. On the basis of quick rating, we tried to understand the strength and weakness of the Self Help groups. As per identified

weakness, we tried to give support to the SHG for their capacity building. We are giving training in two modes:

Process mode (hand holding training with one or two SHGs at field level)

Event mode (handholding training event with 10-20 SHG leaders)

The basic objective of the training is to offer capacity building of the SHGs on group dynamics and group strengthening issues

like general meeting, emergency meeting, annual meeting, book keeping, savings in financial institution, etc

So far, we reached 1518 SHG members 0f 152 SHGs and were imparted hand holding training on group dynamics (process mode).

5. Skill based training

Organized three betel vines training (each of 2 days) for those persons, who submitted their IEP on betel vine

cultivation. In three training, 75 members were covered and oriented on how to cultivate and maintain the closed

system of cultivation using artificial rectangular structures called Boroz. Betel vine cultivation is prone to fungal and

bacterial infections which may cause many types of diseases to the plant. So they were also oriented about the

control measures of those diseases.

Organized poultry training for those groups, who submitted IEP on poultry farming. The basic objective of the training

was to provide the basic preparation to run poultry business on a large scale and how to maintain a poultry farm.

Organized vermicomposting, fishery, integrated farming system etc for the groups to enhance the skill in related

trade.

6. Awareness campaign

On the other hand, it’s very important to create awareness regarding various environments, social issues. PUPA organized 13

awareness camps during this project:

Biodiversity Conservation and women empowerment

Awareness campaign on World No tobacco day

Awareness campaign on World Earth Day & World Environment day

Climate resilient Adaptation and introduction of resource mapping.

Facilitated the scheme on Fishery for villagers.

7. Exposure Visit

During 2nd year PUPA organized with active support of SHGs one exposure visits for the SHG members in Loka Kalyan Parishad,

Birbhum . The visits were focus on

Collectivization of the SHGs and group level motivation.

with lease system

8. SHG Meet - “Swanirvar Gosthir Milan Mela”

PUPA organized a ‘SHG meet’ titled “Swanirvar Gosthir Milan Mela” on June 8, 2014 to collectivize the all SHGs with active

support of SHG leaders of DS-I GP under a roof to start a collective journey of 152 SHGs including 120 women Groups, 24 mixed

groups. The basic objectives of this meet will be to celebrate the

respect, appreciation and love towards women of DS-1 GP, Sagar

Island and to celebrate women’s economic, political, and social

achievements and arouse within SHG women a sense of self-esteem.

SHG women finalized and divided in various group to manage the

whole day programme. The best thing of this event was the women participation and willingness to take responsibilities for

success of a work. Besides, SHG women also exhibit their work and skills in various stalls in the event. In this gala event, PUPA

was helping the SHG women in various works to make the event a grant success.

9. Rally on Women’s day

The rally saw participation of near two-hundred teenage girls, middle-aged women as well as old women of SHGs of DS-1 GP. PUPA

is working in DS-1 GP to uplift the quality of life and livelihood of the poor, vulnerable and downtrodden people under livelihood

development project of ICZM. Various fundamental rights of women recognized by the Indian constitution were highlighted in the

rally with various placards. The highlighted issues were:

Right to equality, including equality before law, prohibition of

discrimination on grounds of religion, race, caste, gender or

place of birth, and equality of opportunity in matters of

employment

Right to freedom which includes speech and expression.

Right to education for women.

Right against exploitation and domestic violence.

Cultural and Educational rights preserving Right of any section

of citizens to conserve their culture

Right to participation

Rights to good health of mother and daughter

The issues were centered on the equal rights of men and women.

10. Linkages so far established:

Linkage with an NGO “Lokmata Rani Rashmoni Mission”, Nimpith for a 2 months TOT training on vermicomposting under a

central scheme “National council of vocational training”, which was started on April 5, 2014 with 20 candidates. 15 members

of Dhaspara sumatinagar-I GP participated in programme including the 10 SHG members. 5 members from Muriganga –I & II

also participated in training programme.

Communicated with NABARD for forming six new Farmers Clubs at DS-I GP.

Linkage established with Block Agriculture Office (Sri Bibekananda Bag, ADO) who facilitated an awareness programme on

Govt Agricultural Scheme. He assured that after starting the IGAs, he will provide the technical support to us.

Linked with the Block fishery dept (Sri Krisnakanta Adak,FEO) who facilitated an awareness cum training programme on pond

fishery development and detailed discussion was held about govt scheme. He also discussed about the insurance facilities

about fishery schemes and assured to help the respective SHGs for insurance of fishery scheme after starting IGAs.

Linked with SHG supervisor (Sri Satyajit) and communicated with regarding our programme. Field facilitator helped them to

fill up the NRLM form of the SHGs as there is a RP problem in DS-I GP.

Help the Non- IEP groups to get the fund from “Watershed Association”. One SHG get thirty thousand loans from Watershed

association to start the business. We established a strong linkage with above association. A loan of Rs. 30,000.00 was

received by ten groups. One of the group started a medium scale poultry farming

Already communicated with “Narendrapur Ramkrisna Mission” regarding herbal tree plantation and medicine. They will

facilitate an awareness programme on May 30, 2014 on medicinal plant cultivation, techniques and business.

Linked with “Basanti Nursery”, Amtala and facilitated to 20 SHG members to get one fruit tree each at cost price.

A special drive was initiated for financial inculcation. Under this initiative a no-fill Bank Account to open in BGVB- kailapara

branch with help of CSP (customer service provider) through Kiosk system. As on date near 1200 households has been lined

including our SHG families.

Linkage with Rotary India Humanity Foundation to get the hygienic sanitation for poor families of DS-I GP and submitted a

budget. We are waiting for response.

Communicated with State Resource Center, Govt of WB to facilitate three days adult education for women.
