Basic Peace Officer Licensing courses are conducted at the Commerce Street Building:

DAY COURSE Monday - Friday; 8:00 AM to 5:00 PM

MORNING COURSE Monday- Friday; 8:00 AM to 12:00 PM

AFTERNOON COURSE Monday - Friday; 1 :00 PM to 5:00 PM

Cadets are required to register online:

Cadets will create an online profile and make any subsequent payments on this site.

Cadets must download and complete both the application packet and the personal history statement provided.

Approximately six weeks prior to the class date, you will be responsible for turning in your completed Personal History Statement (PHS) for administrative review. The date for the PHS submission will be provided at the time of class registration.

Approximately two weeks prior to the class start date, a mandatory registration orientation will be held. The date for the orientation will be provided at the time of class registration.

All prospective Cadets must turn in all the required paperwork and attend the mandatory orientation. <NO EXCEPTIONS) will result inFailure to submit the required documentation removal from class roster and applicant will not be permitted to attend the requested program .

YOU MUST PROVIDE ALL COPIES AND BRING ORIGINAL DOCUMENTS COPY SERVICES WILL NOT BE PROVIDED AT ORIENTATION.

As per TCOLE Rule 217.1, if you have any of the following, you cannot enter this Academy:

1. Any prior convictions for Felony Offense (No statute of limitation)

2. Any prior conviction for Class A Misdemeanor (No statute of limitation)

3. Any prior conviction of a Class B Misdemeanor (Within 10 years)

4. Any prior conviction of any offense of Family Violence (No statute of limitation)

5. Any open warrants , Class C Misdemeanor or above

6. A Texas Driver's License that is currently under Suspension, Revocation, or Cancellation

7. You must be a U.S. Citizen in order to be licensed by TCOLE

Acceptance into the course is contingent upon CJTC DIRECTOR APPROVAL along with

completion of all of the steps listed below:

To reserve a spot in a Basic Peace Officer Certification Course, you will need to complete the online registration and submit a NON-REFUNDABLE $350.00 registration fee . Reservations are accepted on a first come first serve basis. If you are unable to attend your reserved class, you may credit the fee to another class within one-year from initial deposit date.

PER UHD CJTC POLICY : The following must be completed and turned in at the scheduled mandatory orientation for all of those who completed the online registration.

2. NOTARIZED Statement of Applicant (Included in the packet)

3. NOTARIZED Personal History Statement Personal History Statement, (available for download on our website)

4. FAST Electronic Fingerprint Form marked "Qualified" by TCOLE (letter will be sent to CJTC directly from TCOLE)

5. Form L-2, Declaration of Medical Condition and drug screen, completed by a licensed physician along with the Medical Screening Form

6. Form l-3, Declaration of Psychological and Emotional Health, completed by a licensed psychologisUpsychiatrist

7. Certified copy of birth certificate

8. High school diploma , or high school transcript, or G.E.D or college transcripts

9. Copy of a valid TEXAS driver's license. (Out of State Cadets must have a Texas driver's license AND provide a three-year driving history from their previous state of residence.)

1O. Military veterans must supply:

• DD214 (member 4), showing "Honorable Discharge"

• College/University or vocational training transcripts

• Military Joint Services transcripts

• Education benefit letter for Post 9/11 or Montgomery G.I. Bill® (If applicable)

The total program fee for the Basic Peace Officer Course is $3,000.00. This covers all tuition, books, as well as insurance, range fees, targets, and ammunition.

Costs pertaining to Cadet uniforms and basic supplies are not included in the program fee and are the responsibility of the Cadet. Costs related to these items as well as vendor information for purchasing these items will be issued at the mandatory orientation.

A $350.00 payment is required at the time of the online registration for the BPOC class in order to reserve a position in the CJTC Academy. This payment is NOT applied toward the total program cost and is non-refundable.

In addition to the non-refundable registration fee, all cadets are required to make a minimum payment of $1,500.00, by the first day of class using the online system. (Note*) After the class roster is confirmed, all accounts will be activated to receive course fee related payments.

Available payment plans for the Basic Peace Officer Course:

1. Pay the course in full prior to or on first class day.

2. $1,500.00 paid prior to or on the first day of class and a CJTC Payment Schedule completed by each Cadet agreeing to pay $500.00 within the first thirty days of class, $500.00 paid within the first sixty days of class, and $500.00 paid within the first 90 days of class.

3. Eligible Veterans using Post 9-11 G I Bill benefits:

• Exempt from paying $1,500.00 on the first day of class

• Exempt from following CJTC program payment policy

4. Eligible Veterans using Montgomery G I Bill benefits:

• Required to pay $1,500.00 on the first day of class

• Required to follow CJTC program payment policy

Parking:

The UHD parking office, located on the first floor of 1 Main Street (next to the police department). Parking for the full-time day academy is $90.00, for the part-time morning or afternoon academy is $165.00, and for the part-time night academy is $240.00. Motorcycles are $50.00 for the full-time day academy, $60.00 for the part-time morning or afternoon academy, and $ 60.00 for the part-time night academy. On-line account set up information issued at the BPOC orientation.

Uniform Policy

All cadets are required to wear the uniform described below for all classes and class related activities. No cadet will be allowed in class, or to participate in related activities "out of uniform" without advance approval from the Director or Assistant Director. Failure to have a properly cleaned uniform available for class will not be considered an excuse for absence.

All cadets will be expected to be in the proper uniform and to maintain it in a clean and well repaired condition for the duration of their academy class schedule.

Uniforms must be purchased PRIOR to the first day of class, may be purchased only with the recommended vendor and all cadets will be REQUIRED to report to their first day of class dressed in their uniforms.

Order forms, including cost, vendor information and uniform pick up location(s) will be provided at orientation.

Only the foUowing will be recommended and accepted as a cadet uniform for the UHD CJTC:

Shoes and boots will be clean with no mud or foreign matter on them and will be polished at all times .

STATEMENT OF APPLICANT In accordance with Chapter 1701, Occupations Code and Texas Law Enforcement Officer Standards and Education Rules S217.1 Enrollment Standards and Training Credit

I attest that I meet the current enrollment standards:

A. In order for an individual to enroll in any basic licensing course , the provider must have on file documentation that the individual meets el igibility for licensure and:

1. a high school diploma; or a high school equivalency certificate ; or

2. for the basic peace officer training course , an honorable discharge from the armed forces of the United States after at least 24 months of active duty service;

3. is fingerprinted and is subjected to a search of local, state and U.S. national records and fingerprint files to disclose any criminal record ;

4 . has never been on court-ordered community supervision or probation for any criminal offense above the grade of Class B misdemeanor or a Class B misdemeanor within the last ten years from the date of the court order;

5. is not currently charged with any criminal offense for wh ich conv iction would be a bar to licensure ;

6. has never been convicted of an offense above the grade of a Class B misdemeanor or a Class B misdemeanor within the last ten years ;

7. has never been convicted or placed on community supervision in any court of an offense involving family violence as defined under Chapter 71, Texas Family Code ;

8. for peace officers, is not prohib ited by state or federal law from operating a motor vehicle;

9. for peace officers, is not prohib ited by state or federal law from possessing firearms or ammunition ;

10. has been subjected to a background investigation;

11. examined by a physician , selected by the appointing or employing agency , who is licensed by the Texas Medical Board. The physician must be familiar with the duties appropriate to the type of license sought and appointment to be made . The appointee must be declared by that professional , on a form prescribed by the commission , with in 180 days before the date of appointment by the agency to be:

a. physically sound and free from any defect which may adversely affect performance of duty appropriate to the type of license sought ;

b. show no trace of drug dependency or illegal drug use after a blood test or other medical test ; and

c. for the purpose of meeting the requirements for initial licensure, an individual's satisfactory med ical exam that is conducted as a requirement of a basic licensing course may remain valid for 180 days from the individual's date of graduation from that academy , if accepted by the appointing agency ;

12. examined by a psychologist, selected by the appointing, employing agency, or the academy, who is licensed by the Texas State Board of Examiners of Psychologists . This examination may also be conducted by a psychiatrist licensed by the Texas Medical Board . The psychologist or psychiatrist must be familiar with the duties appropriate to the type of license sought. The individual must be declared by that professional, on a form prescribed by the commission, to be in satisfactory psychological and emotional health to serve as the type of officer for which the license is sought. The examination must be conducted pursuant to professionally recognized standards and methods . The examination process must consist of a review of a job description for the position sought ; review of any personal history statements ; review of any background documents ; at least two instruments, one wh ich measures personality traits and one which measures psychopathology ; and a face to face interview conducted after the instruments have been scored . The appointee must be declared by that professional , on a form prescribed by the comm ission , within 180 days before the date of appointment by the agency ;

a. for the purpose of meeting the requirements for initial licensure , an individual's satisfactory psychological exam that is conducted as a requirement of a basic licens ing course may remain valid for 180 days from the individual's date of graduation from that academy

13. is a U.S. citizen.

B. For the purposes of this section, the commission will construe any court-ordered community supervision, probation or conviction for a criminal offense to be its closest equivalent under the Texas Penal Code classification of offenses if the offense arose from:

1. another penal provision of Texas law ; or

2 . a penal provision of any other state , federal , military or foreign jurisdiction .

C. A classification of an offense as a felony at the time of conviction w ill never be changed because Texas law has changed or because the offense would not be a felony under current Texas laws .

D. A person who fails to comply with the standards set forth in this section shall not accept the issuance of a license and shalt not accept any appointment. If an application for licensure is found to be false or untrue, it is subject to cancellation or recall.

E. The effective date of this section is February 1, 2016.

IMPORT ANT NOTICE

Fingerprint Search (background report) is to be completed WITHIN 180 DAYS of the first BPOC class date, and must be delivered to our office by the mandatory Orientation I meeting.

If for any reason you postpone your class start date, you must resubmit your fingerprints for another search.

Note: The University of Houston - Downtown Criminal Justice Training Center will be notified by the State Commission on Law Enforcement (TCOLE) as to whether you have successfully passed the background screening and are allowed to attend training. (This process takes approximately three weeks.)

DO NOT WAIT UNTIL THE LAST MINUTE!!!

You cannot attend training until the Academy receives a cleared background notification from TCOLE.

Background results will not be accepted after the mandatory orientation.

Applicants whose background reports are not received by the BPOC orientation date will be removed from the roster and not be allowed entry into the requested program.

What do I need to bring with me?

• Valid government issued picture ID ( drivers license or passport)

• TCOLE forms issued by the UHD CJD

• Come hydrated - 1 oz. of urine is needed to conduct your drug test

How long will it take to complete my testing?

Allot a 2-hour window to complete the entire testing process. It could take a shorter or longer period. Each candidate is different; however, it should not take longer than 2-hours.
