Employee Transfer Procedures
1. Permanent employees who wish to transfer to another school or department within the district
should complete an Employee Transfer Application through the Employee Transfer Online
System (ETOS) by March 18, 2016. The employee may access the transfer application by
following the steps below:
Visit the UCPS Employee Directory at
https://empdirectory.ucps.k12.nc.us/public/index.php .
Click on the “Sign in” at the top right of the page.
Sign in with the user name and password.
Click on “Employee Tools” at the top of the screen.
Click on “Transfer Requests” from the drop-down menu.
Reenter the same user name and password and click the Login button to access the
transfer application.
Complete the Employee Transfer Application.
2. After the March 18th deadline date, principals of High Priority Schools will have from March
21st – April 4th to follow up with transfer applicants before the database is made available to
principals of all other schools.
3. The same database, minus any applications of employees who have accepted a position at a
High Priority School, will be provided to principals of all other schools on April 11, 2016.
4. As vacancies are posted for the upcoming school year, transfer applicants should arrange to
interview with the principal(s) of school(s) to which they would like to transfer. Vacancy
listings may be obtained by visiting the UCPS Web Page at
http://www.applitrack.com/ucps/onlineapp .
5. After the transfer applicant interviews with the principal, he or she will receive notification
from the principal or designee that he or she has or has not been selected for the vacant
position.
6. If the transfer applicant is selected for the vacant position, he or she will receive written
notification from the Human Resources Office after his or her transfer application has been
signed by the new principal, verified by a Licensure Specialist, and approved by the Human
Resources Official.
Note: Transfer approvals are contingent upon the transfer applicant’s HQ status as verified by
the Licensure Specialist and the final approval of the Human Resources Official.
7. If a transfer applicant does not obtain a transfer by the deadline date of the current school
year, he or she will remain in his or her current assignment for the upcoming school year,
provided that there are no extenuating circumstances that would necessitate a reassignment or
another placement.

The deadline date for transferring from a High Priority School or Year-Round School is
May 27, 2016. However, employees may transfer to High Priority Schools and Year
Round Schools until June 30, 2016.

Transfers will be monitored to assure that the percentage of transfers does not exceed 7%
of the licensed staff at High Priority Schools and 10% of the licensed staff at all other
schools.
The deadline date for transferring from or to all other schools is June 30, 2016.
Any transfers beyond the established deadlines must be negotiated between the two
principals and approved by the Deputy Superintendent of Human Resources.
8. Interim employees are not covered by the transfer procedures. Interim employees must
reapply to UCPS at the end of the interim assignment.
9. The following categories of employees are not eligible to apply for a transfer:
Teachers and licensed Student Services and Instructional Support Employees with less
than three years at the current school
Note: The employee must have completed the three (3) years prior to the current
school year. Any exceptions must be approved by the Deputy Superintendent of
Human Resources.
Employees who have been placed on a Mandatory, Modified, or Directed Growth Plan
Employees in interim assignments.
10. The UCPS Administration reserves the right to make reassignments as needed due to budget
impacts, fluctuating enrollment figures, program modifications, and/or critical needs. The
UCPS Administration may also limit the transfer of employees from designated schools.
