All rights reserved. Biographical/Historical Note: The president's office was created in 1906. Upon Henry Cherry's death August 1, 1937 the Board of Regents created an executive committee consisting of chair Finley Grise, L.F. Jones, W.L. Matthews, B.J. Borrone and Mrs. W.P. Drake. Paul Garrett was elected WKU's second president at a special meeting of the Board of Regents September 1, 1937. He served as president until his death February 28, 1955. Paul Loos Garrett was born in Waddy, Shelby County, Kentucky, on November 2, 1893. He earned an A.B. degree at Georgetown (KY) College in 1914 majoring in history and political science and an M.A. in 1935 in psychology and education. He did more graduate work at the University of Chicago and the University of Kentucky. He was awarded an honorary LL.D. from Georgetown College in 1938. After a brief stint in the army during World War I he went on to teach at several high schools throughout Kentucky, becoming superintendent of city schools at Versailles in 1924. In February 1937 Garrett took a leave of absence to serve in A.B. Chandler's administration as director of the Division of Personnel Efficiency. James Oshiro was the Western student who was suddenly placed in a precarious position. Born in Hawaii of Japanese parents, he lived in Japan for sixteen years before returning to Hawaii. Nine years later he was persuaded by a Western alumnus to go to the Hill. The short, slight, twenty-six-year-old student enrolled in September 1940 to major in history. His financial support from a brother-in-law in Honolulu was suddenly cut off after the Pearl Harbor attack, and no one could predict the reaction of Western students and Bowling Green townspeople. "It breaks my little heart even to think of this horrible war between two nations," James wrote President Garrett in late December; he would gladly fight for the United States, "and I am sure that God wil forgive me having fought against my parents' country." Garrett asked the students to understand Oshior's peculiar circumstances, and the only incident occurred when a drunk went to the Baptist church "with the announced intention of killing a Jap." Garrett gave Oshiro a room and a job in the president's home, and in December 1943 James Oshiro became a Western graduate. Harrison, Lowell. Western Kentucky University, p. 123.
